The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mai11iard, seconded by Anderson, that
minutes of the meeting of May 3, 1966 be approved as written and
submitted. Motion carried.
Communication from Flynn's Industrial Catering requesting
a license to operate a lunch truck in the City of Vernon, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Flynn's Industrial Catering be approved and license
granted. Motion carried.
Communication from Jones & Henry Tool Company requesting
a license to conduct a business of retail machinery and accessories
at 2910 Santa Fe Avenue, was read.
It was moved by Mail1iard, seconded by Anderson, that the
request of Jones & Henry Tool Company be referred to the Building
Department with power to act. Motion carried.
Communication from B. T. Crump Co. Inc. requesting a
license to conduct a business of manufacturing hassocks at 4464
District Blvd., was read.
It was moved by Malburg, seconded by Ybarra, that the
request of B. T. C~ump Co. Inc. be referred to the Building Depart-
ment with power to act. Motion carried.
Communication from Franklin Adams Inc. requesting a license
to conduct a business of warehousing raw materials for the manufacture
of ceramics at 4582 E. 49th Street, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of Franklin Adams Inc. be referred to the Building Department
il'lith pO'tver to act. Motion carried.
Communication from Western Automotive Warehouse Distri-
butors, Holiday Distributing Company and Holiday TNholesale Parts
Distributors requesting a license to sell body shop supplies, auto
parts, machinery, equipment, electric and air tools, paints and
thinners at 2800 Sierra Pine Ave. and 3380 E. 26th St., was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Western Automotive Warehouse Distributors, Holiday
Distributing Company and Holiday l~olesale Parts Distributors be
referred to the Building Department with power to act. Motion
carried.
Communication from Bahan Catering dba High Grade Food
Distributors requesting a license to operate a lunch truck in the
City of Vernon, was read.

request of Bahan Catering dba High Grade Food Distributors be
approved and license granted. Motion carried. '
Communication from Vincent R. Bush, Building Official,
dated April 29, 1966, recommending that E. H. Ma1kemus be advanced
from Senior Building Inspector, Grade 2 to Grade 1, effective June
1, 1966, was read.
It was moved by Malburg, seconded by Mai11iard, that the
recommendation of the Building Official, dated April 29, 1966, be
approved. Motion carried.
Communication from R. J. Furlong, Director of Civil Defense,
dated May 5, 1966, requesting authority for G. G. Skalsky, Assistant
Director of Civil Defense, to attend the Region 7, U. S. Civil
Defense Council Annual Conference, 1966 at Phoenix, Arizona from
May 24 to 27, 1966, with an expense allowance of $167.35, was read.
It was moved by Mail1iard, seconded by Anderson, that the
request of the Director of Civil Defense, dated May 5, 1966, be
approved and authority granted to issue warrant in the amount of
$167.35 to G. G. Skalsky. Motion carried.
Communication from Vernon Rubbish Hauling Company, dated
May 3, 1966, requesting permission to park their office trailer at
3708 E. 26th Street, was read.
It was moved by Malburg, seconded by Anderson, that request
from Vernon Rubbish Hauling Company, dated May 3, 1966, be referred
to the Fire Department for a report. Motion carried.
Communication from L. C. Husted, Fire Chief, dated May 17,
1966, recommending that the request of the Vernon Hauling Company,
for permission to park a trailer at 3708 E. 26th Street to be used
as an offic~ be denied, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Vernon Rubbish Hauling Compan~for permission to park a
trailer at 3708 E. 26th Street to be used as an office, be denied.
Motion carried.
Communication from Stanley O. Epstein of the Law Offices
of Ralph M. Monkarsh, dated May 3, 1966, addressed to the City Clerk,
with reference to claim against the City of Vernon by John Waller,
was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mai1liard, that claim
of John Waller be denied, and that the matter be referred to the City
Attorney. Motion carried.
Communication from Belcon Inc., dated May 6, 1966, with
reference to placing a street sign at the intersection of F~uitland
Avenue and Corona Avenue, was read. (Copy to each member of the
City Council)
It was moved by Mail1iard, seconded by Ybarra, that
communication from Belcon Inc., dated May 6, 1966, be received and
filed. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
May 4, 1966, transmitting a summary of street tmprovement projects
for budgeting under General Account Numbers 580/45 (Maintenance of
Streets) and 580/43 (Traffic Signals) for the next five fiscal
years, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mail1iard, that
summary of street tmprovement projects for budgeting under General
Account Numbers 580/45 (Maintenance of Streets) and 580/43 (Traffic
Signals) for the next five years, be referred to the Finance Committee
for study and report. Motion carried.
Communication from Finkel Outdoor Products of California,
Inc., dated May 11, 1966, with reference to a sickening odor in the
area of their plant, was read. (Copy to each member of the City
Council)
It was moved by Mai11iard, seconded by Anderson, that
communication from Finkel Outdoor Products of California, Inc.,
dated May 11, 1966, be referred to the Health Department. Motion
carried.
Report of Health Department Activities for the month of
April 1966, was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Anderson, that Report
of Health Department Activities be received and filed. Motion
carried.
Activity Log of the Police Department for the period May 1
to 15, 1966 inclusive, was presented.
It was moved by Malburg, seconded by Mai11iard, that
Activity Log of the Police Department be received and filed. Motion
carried.

Hay 13, 1966, requesting authority to employ Lucien G. Hersh, pending
satisfactory completion of physical examination, for a temporary
period during summer vacation from approximately August 1 through
September 23, 1966 inclusive, as Civil Engineering Assistant, Step
5, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Traffic Engineer, dated May 13, 1966, be approved.
Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated May 17, 1966, recommending that Mr. Kenneth
Mellon be granted a military leave of absence with pay for the period
July 11 through July 22, 1966, to participate in annual active duty
training with 943rd Combat Support Squadron, 452nd Troop Carrier
Wing, March Air Force Base, California, was read.
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Superintendent, Water & Sewer Systems, dated
May 17, 1966, be approved. Motion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated May 13, 1966, requesting authority to advance
Pres Sanchez to Utility Man IV, Step 4, effective June 1, 1966, as
he will have satisfactorily completed the one-year probationary
period, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Superintendent, Water & Sewer Systems, dated May 13,
1966, be approved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated May 12, 1966, transmitting copy of letter from the Los Angeles
County Flood Control District, dated May 5, 1966, in which they
request approval of plans and specifications for Storm Drain Bond
Issue Projects Nos. 624 and 4201; in which they request authority to
proceed with the construction; and in which they request that
permission be granted to occupy and use the public streets in the
City of Vernon to construct, operate and maintain said instal1ati.ons,
was read. (City Engineer recommended that the plans and specifi-
cations be approved and that the District be authorized to proceed
with the construction within the City of Vernon as requested)
It was moved by Mai11iard, seconded by Malburg, that plans
and specifications for Storm Drain Bond Issue Projects Nos. 624 and
4201 be approved, and that the Los Angeles County Flood Control
District be authorized to proceed with the construction within the
City of Vernon as requested in letter dated May 5, 1966. Motion
carried.

from LeRoy Crandall and Associates for soil investigation report to
the City in connection with Los Angeles County Flood Control District

that the City accept the letter proposal from leRoy Crandall and

It was moved by Mai11iard, seconded by Anderson, that the
letter proposal dated May 6, 1966 from LeRoy Crandall and Associates)
for soil investigation report to the City of Vernon in connection
with Los Angeles County Flood Control District 1964 Bond Issue
Projects Nos. 742, 8201 and 8202, be accepted. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated May 13, 1966, with reference to bids received
for cleaning and cement lining of 25th Street Water Main in
accordance with Contract No. 320, recommending that the contract be
awarded to Centri1ine Division, Raymond International, Inc. on the
basis of their bid of $14,357.00, was read.
Resolution No. 2833 - A Resolution of the City Council of
the City of Vernon accepting the bid of Centri1ine Division, Raymond
International, Inc. for cleaning and cement lining the 25th Street
Water Main from Alameda Street to Sante Fe Avenue, in accordance
with Contract No. 320, was read.
It was moved by Mai1liard, seconded by Malburg, that
Resolution No. 2833 be approved and adopted. Motion carried.

Communication from Green Mountain Paper Company Inc.
requesting a license to conduct a business of paper converting at
5024 Hampton Street, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Green Mountain Paper Company Inc. be referred to the
Building Department with power to act. Motion carried.
Communication from L. C. Husted, Fire Chief, dated May 10,
1966, requesting authority to attend the Tenth Annual Conference of
the California Fire Chiefs' Association in San Diego from May 23 to
May 26, 1966, with an expense allowance of $112.50, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of the Fire Chief, dated May 10, 1966, be approved and
authority granted to issue warrant in the amount of $112.50 to
L. C. Husted. Motion carried.
Communication from L. C. Husted, Fire Chief, dated May 13,
1966, requesting that certain personnel be re~bursed the amounts as
listed from the Education and Training Budget appropriation for
courses in Fire Science, was read. (Copy to each member of the City
Council)

request of the Fire Chief, dated May 13, 1966, be approved and
authority granted to issue warrants in the amounts as listed. Motion
carried.

1966, requesting authority to advance certain personnel in grade as
listed, effective June 1, 1966, was read. (Copy to each member of

It was moved by Malburg, seconded by Ybarra, that the
request of the Fire Chief, dated May 12, 1966, be approved. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated May 11,
1966, requesting permission to purchase one Bell and Howell Fi1mo-
sound No. 535 16mm movie projector at an estimated cost of $625.00,
was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Fire Chief, dated May 11, 1966, be approvede Motion
carried.
Communication from Bernard Reznick dba Sav-on Freight
Distributing Agency requesting a license to operate a freight
distributing agency at 4647 E. 49th Street, was re~d.
It was moved by Malburg, seconded by Ybarra, that the
request of Bernard Reznick dba Sav-on Freight Distributing Agency
be referred to the Building Department with power to act. Motion

Communication from Vernon Disposal Co. or Vernon Rubbish
Hauling Co. requesting a license to conduct a rubbish hauling

The Fire Chief orally recommended that the request of
Vernon Disposal Co. or Vernon Rubbish Hauling Co. for a license to
conduct a rubbish hauling business at 3708 E. 26th Street be denied.
It was moved by Mailliard, seconded by Malburg, that the
request of Vernon Disposal Co. or Vernon Rubbish Hauling Co. for a
license to conduct a rubbish hauling business at 3708 E. 25th Street
be denied. Motion carried.
Communication from Great Southern Mfg. Corporation, dated
May 4, 1966, requesting that penalty assessed for late payment of
1966 business license fees be waived, was read.
It was moved by Malburg, seconded by Mailliard, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to waive penalty levied against Great Southern Mfg.
Corporation. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 16, 1966, requesting authority to send George Burgess,
Engineering Aide II, to a one-week course, Fundamental of Traffic
Engineering, June 20 - 24, 1966, with an allowance of $35.00 for
registration fee including necessary course materials, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of the Traffic Engineer, dated May 16, 1966, be approved and
authority granted to issue warrant in the amount of $35.00 to
George Burgess. Motion carried.
Communication from L. C. Husted, Fire Chief, dated May 16,
1966, advising that Fireman Paul G. Crane has applied for a service
connected disability retirement to take effect April 1, 1966, and
recommending that Fireman Crane be deleted from the payroll
commencing May 3, 1966, was read.
It was moved by Mail1iard, seconded by Malburg, that the
recommendation of the Fire Chief, dated May 16, 1966, be approved.

Communication from C. E. Nemethi, M.D., Health Officer,
dated May 10, 1966, requesting authority for Mayrose Snyder to
attend the National Convention American Nurses Association at San
Francisco from June 13 to June 14, 1966 inclusive, with an expense
allowance of $125.65, was read.
It was moved by Mail1iard, seconded by Anderson, that the
request of the Health Officer, dated May 10, 1966, be approved and
authority granted to issue warrant in the amount of $125.65 to
Mayrose SIlyder. Motion carried.
Communication from Mrs. Roberta Poxon Moore, dated May 14,
1966, applying for a position as Deputy City Clerk with the City of
Vernon, was read.
It was moved by Malburg, seconded by Yba.rra, that appli-
cation from Mrs. Roberta Pox on Moore, dated May 14, 1966, be received
and filed for future consideration; and that the City Clerk be
instructed to notify Mrs. Moore that no vacancies exist at the
present time in the City Clerk's Office and that her application will
be filed for future reference. Motion carried.

Communication from Arthur E. Nelson, Jr., City Engineer,
dated May 17, 1966, advising that Walter J. Pa1tz, Jr., Civil
Engineering Assistant, has submitted his resignation, to be effective
at the close of business May 27, 1956, and recommending that Mr.
Paltz's resignation be accepted, was read.
It was moved by Malburg, seconded by Anderson, that the
resignation of Walter J. Pa1tz, Jr., Civil Engineering Assistant, be
accepted. Motion carried.
Communication from Okeh Caterers requesting a license to
operate a lunch truck in the City of Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Okeh Caterers be referred to the Health Department and
the Fire Department with power to act. Motion carried.
Communication from County Sanitation Districts of Los
Angeles County, dated May 16, 1966, with reference to the Board of
Directors of County Sanitation District No. 23, requesting that the
City Council appoint an alternate Director for Mayor Robert J.
Furlong, and a second Director from the City of Vernon, was read.
It was moved by Mai1liard, seconded by Anderson, that
Councilman Thomas A. Ybarra be appointed as an alternate Director
for Mayor Robert J. Furlong on the Board of Directors of County
Sanitation District No. 23 of Los Angeles County, and that Council-
man Leonis C. Malburg be appointed as the second Director from the
City of Vernon on the Board of Directors of County Sanitation
District No. 23 of Los Angeles County. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
May 13, 1966, requesting authority to advance Officer S. E. Putman
from Officer Grade 3 to Grade 2, effective as of June 1, '1966, as he
has satisfactorily served one year in his present grade, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated May 13, 1966, be approved. Motion
carried.
Communication from Lit-Mo Corp. dba Wilson Sales Co.
requesting a license to conduct an equipment, tapes and abrasives
business at 280e Sierra Pine Ave., was read.
It was moved by Malburg, seconded by Anderson, that the
request of Lit-Mo Corp. dba Wilson Sales Co. be referred to the
Building Department with power to act. Motion carried.
The Police Chief made an oral request for authority to
purchase two shotguns at a cost of not to exceed $75.00 each.
It was moved by Anderson, seconded by Malburg, that the
Police Chief be authorized to purchase two shotgJns at a cost of
not to exceed $75.00 each. Motion carried.

It was moved by Anderson, seconded by Mailliard, that
excavation applications numbered 27515 to 27522 inclusive be filed
and permits granted. Motion carried.
"Warrant Register No. 213" covering claims and demands
presented during the period May 1 to 15, which includes Demands Nos~
816 to 955 (both inclusive) drawn on the United California Bank,
totaling $158,732.04 and Demands Nos. LP 361 to LP 363 (both
inclusive) drawn on the United California Bank, totaling $63,257.96
(accounting period May, 1966), was examined and audited.
It was moved by Mailliard, seconded by Anderson, that
"Warrant Register No. 213" be approved and payment authorized for
Demands Nos. 816 to 955 (both inclusive) and Demands Nos. LP 361
to LP 363 (both inclusive), with no exceptions. Motion carried.

period April, 1966), was examined and audited.

The Police Chief made an oral request for authority for the
City of Vernon to pay up to $50.00 per head for the capturing of
animals within the City of Vernon, or for the capturing of animals
that have escaped within the City of Vernon.
It was moved by Malburg, seconded by Mailliard, that the
request of the Police Chief be approved, and that authority be
granted to issue necessary warrants in an amount up to $50.00 per
head for the capturing of animals witbin the City of Vernon, or for
the capturing of animals that have escaped from the City of Vernon,
subject to the following conditions:
(1) The person capturing the animal had been requested to
do so by a duly authorized representative of the Police Department.
(2) The person capturing the animal has made a reasonable
effort to locate the owner of the animal, and said owner has refused
to pay within a reasonable length of time after the bill has been
submitted, or tbe owner of the animal cannot be located by the person
capturing the animal.
(3) That no employee of the City of Vernon be paid any
portion of the foregoing sum"
(4) That no employee of, or owner of the captured animal
be entitled to compensation as provided for herein.
Pa~ent to the recipient shall constitute an assignment
to the City of Vernon of the recipient's right to collect from the
owner of said animal.
Motion carried.
The Mayor announced that the meetings of the Finance
Committee for the purpose of considering the departmental requests
for the operation of the various departments of the City for the
fiscal year 1966-67 will commence on May 23, 1966 at 9:00 A.M. in
the Council Chamber of the City Hall, and will be continued from
timt! to time at the order of the Chairman.
There being no further business to come before the meeting~
it was moved by Anderson, seconded by Ybarra, that the meeting
adjourn. Motion carried.
