19660608 Regular City Council Meeting - Minutes 1 .1 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JUNE 8, 1966 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE~ VERNON~ CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra COUNC IL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Mai11iard, that minutes of the meeting of May 17, 1966 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for hearing of all persons interested in or objecting to the proposed vacation of 49th Street south of Leonis Boulevard and east of Pacific Boulevard as recited in Resolution of Intention No. 2831. The Mayor asked if there was anyone present who wished to be heard or object to the proposed vacation of a portion of 49th Street south of Leonis Boulevard and east of Pacific Boulevard. No objections were heard or made. Resolution No. 2835 - A Resolution of the City Council of the City of Vernon finding that a portion of 49th Street south of Leonis Boulevard and east of Pacific Boulevard in the City of Vernon is unnecessary for present or prospective public street purposes and ordering its vacation and abandonment, was read. It was moved by Mai1liard, seconded by Malburg, that Resolution No. 2835 be approved and adopted. Motion carried. Seleznoff of Vernon Rubbish Hauling Company appeared before the City Council and made an oral request that the City Council reconsider the request of Vernon Rubbish Hauling Company for a license to conduct a rubbish hauling business and for permission to park an office trailer at 3708 E. 26th Street. It was moved by Malburg, seconded by Ybarra, that the Fire Chief, the BUilding Official, the Director of Sanitation and the Superintendent, Water and Sewer Systems, be instructed to meet with Mr. Seleznoff for the purpose of determining what conditions and requirements must be complied with before consideration can be given to the granting of a business license and permitting the parking of an office trailer at 3708 E. 26trl Street; and that the aforementioned City representatives submit a written report to the City Council outlining the results of said meeting and making recommendations in connection with the request of Mr. Seleznoff. Motion carried. Connnunication from the Finance Connnittee, dated May 31, 1966, making certain enumerated recommendations relative to employees' &alaries and related matters for the fiscal year 1966-67, was read. I I -2- 6/8/66 It was moved by Furlong, seconded by Ybarra, that a general salary increase of three and one-half per cent (3%%) be granted to all employees of the City of Vernon with the exception of those employees specifically noted in enumerated paragraph one (1) of communication from the Finance Committee, dated May 31, 1966. Motion carried. Ayes: Anderson, Furlong, Mai1liard, Ybarra Noes: Malburg Absent: None It was moved by Anderson, seconded by Mail1iard, that the recommendations of the Finance Committee be approved as enumerated in communication dated May 31, 1966, with the exception of that portion of enumerated paragraph one (1) which was previously acted upon. Motion carried. Communication from David Davis dba Commerce Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Mailliard, seconded by Ybarra, that the request of David Davis dba Commerce Catering be approved and license granted. Motion carried. Communication from Holmes Sales Company requesting a license to conduct a rice brokerage business at 2055 E. 27th Street, was read. It was moved by Malburg, seconded by Mailliard, that the request of Holmes Sales Company be approved and license granted. Motion carried. Communication from Russell & Russell, Inc. requesting a license to conduct a business of scaffolding and grandstands at 3226 E. Washington Blvd., was read. It was moved by Mai1liard, seconded by Anderson, that the request of Russell & Russell, Inc. be referred to the Building Department with power to act. Motion carried. Communication from J and M Processing and Rendering, Inc., dated May 27, 1966, with reference to garage building they have erected at 3848 Bandini Blvd., was read. It was moved by Mailliard, seconded by Malburg, that communication from J and M Processing and Rendering, Inc., dated May 27, 1966, be referred to the Building Department for investigation and report. Motion carried. Communication from Dealers Transit Inc. requesting a license to conduct a trucking business at 4536 District Blvd., was read. It was moved by Anderson, seconded by Ybarra, that the request of Dealers Transit Inc. be referred to the Building Department with power to act. Motion carried. Communication from Gulf Pacific Lumber Company requesting a license to conduct a business of Wholesaling lumber at 4230 Bandini Blvd., was read. 181. Communication from Rodeffer Industries, Inc., dated May 17, 1966, with reference to movement of trucks in and out of their new location at 3365 E. 26th Street, and with reference to traffic bottleneck that may develop on Soto Street, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that communi- cation from Rodeffer Industries, Inc., dated May 17, 1966, be referred to the Traffic Engineer for study and report. Motion carried. Communication from Maple Dinettes, Inc., dated May 27, 1966, requesting a variance to requirements of the Building Code for flooring installed in a small office at 2101 E. 51st Street, was read. Communication from Vincent R. Bush, Building Official, and L. C. Husted, Fire Chief, dated June 5, 1966, with reference to request of Maple Dinettes, Inc. for a variance from the Building Code for flooring installed in a small office at 2101 E. 51st Street, recommending that the request be approved and that they be informed that the floor may well deteriorate within a few years, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Malburg, that the recommendation of the Building Official and the Fire Chief, dated June 6, 1966, be approved. Motion carried. Communication from State of California, Department of Public Works, Division of Highways, dated May 19, 1966, transmitting a proposed California Highway Commission relinquishment resolution, and giving notification of their intention to present this resolut:ir)U to the California Highway Commission on or after 90 days from the date Vernon receives this notice, was read. (Copy to each member of the City Council) It was moved by Mai11iard, seconded by Ybarra, that communication from State of California, Department of Public Works, Division of Highways, dated May 19, 1966, be received and filed. Motion carried. Copy of Resolution No. 7098 of the City Council of the City of Monterey Park opposing curbside delivery of mail by the United States Post Office, was read. (Copy to each member of the City Council) It was moved by Mai1liard, seconded by Malburg, that copy of Resolution No. 7098 of the City Council of the City of Monterey Park be received and filed. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated May 24, 1966, with reference to notification from the County Engineer that the Board of Supervisors has initiated proceedings for County Improvement #2368-M Packers Avenue - Sewers and Water System, recommending that a resolution be adopted by the City granting consent and jurisdiction to the County of Los Angeles in accordance with the suggested resolution transmitted by the County Engineer ~ Q2 was read. It was moved by Mai11iard, seconded by Anderson, that Resolution No. 2834 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated June 1, 1966, requesting authority to attend the Annual Meeting of the Institute of Traffic Engineers - Western Section at Sacramento, California, from July 11 to 13, 1956, with an expense allowance of $180.69, was read. It was moved by Mai11iard, seconded by Anderson, that the request of the Traffic Engineer, dated June 1, 1966, be approved and authority granted to issue warrant in the amount of $180.69 to D. D. Grayson. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated June 1, 1966, requesting authority to advance Joseph D. Stark to Utility Man IV, Step 4, effective July 1, 1966, was read. It was moved by Malburg, seconded by Mailliard, that the request of the Superintendent, Water & Sewer Systems, dated June 1, 1966, be approved. Motion carried. Communication from F. A. Ziemer, City Clerk, dated June 2, 1966, requesting authority to advance Dorothy D. Lewis from Clerk, Purchasing Department, Grade 3 to Grade 2, effective July 1, 1966, was read. It was moved by Mailliard, seconded by Anderson, that the request of the City Clerk, dated June 2, 1966, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated May 18, 1966, requesting authority to employ George G. Skalsky, Jr. as Policeman Grade 4, effective June 1, 1966, was read. It was moved by Malburg, seconded by Mailliard, that the request of the Police Chief, dated May 18, 1966, be approved. Motion carried. Communication from R. H. Bockhacker, Police Cl.lief, dated May 19, 1966, requesting authority to employ Arthur Hoover as Policeman Grade 4, effective June 1, 1966, was read. It was moved by Anderson, seconded by Ybarra, that the request of the Police Chief, dated May 19, 1966, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated Kay 31, 1966, advising that Policeman T. L. It was moved by Malburg, seconded by Mai11iard, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Exquisite Form Industries, Inc. requesting a license to conduct a business of warehousing at 2323 E. 52nd Street, was read. It was moved by Anderson, seconded by Ybarra, that the request of Exquisite Form Industries, Inc. be referred to the Building Department with power to act. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 3, 1966, requesting authority for Charles G. Mills to attend the 1966 Annual Planning Commissioner's Symposium at Founders Hall, University of Southern California, June 17, 1966, with an expense allowance of $15.00 for registration fee, was read. It was moved by Mailliard, seconded by Ybarra, that the request of the Traffic Engineer, dated June 3, 1966, be approved and authority granted to issue warrant in the amount of $15.00 to Charles G. Mills. Motion carried. Communication from Vincent R. Bush, Building Official, dated June 3, 1966, requesting that he be advanced from Grade 3 to 2, effective July 1, 1966, as he will have been in grade for one year, was read. It was moved by Malburg, seconded by Ybarra, that the request of the Building Official, dated June 3, 1966, be approved. Motion carried. Communication from Vincent R. Poxon, City Attorney, dated June 2, 1966, submitting his resignation as City Attorney to be effective when his successor is appointed, was read. It was moved by Mail1iard, seconded by Anderson, that the resignation of Vincent R. Poxon as City Attorney, be accepted with regret. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 6, 1966, transmitting a proposed License Agreement between the City of Vernon and Mobil Oil Corporation to permit construction and maintenance of one 8-inch diameter steel pipeline for petroleum products in 26th Street from Downey Road to Atlantic Boulevard, and recommending that subject to approval as to form by the City Attorney, the license agreement be approved and executed by the City of Vernon, was read. It was moved by Malburg, seconded by Mai1liard, that, subject to approval as to form by the City Attorney, the Mayor and the City Clerk be authorized and directed to execute License Agree- ment between the City of Vernon and Mobil Oil Corporation to permit construction and maintenance of one 8-inch diameter steel pipe1~!~ ~~~ I I .. 6- 6/8/66 for petroleum products in 26th Street from Downey Road to Atlantic Boulevard. Motion carried. Communication from Downey Junior Chamber of Commerce, dated June 5, 1966, requesting permission to solicit financial support from Vernon merchants for their Fourth of July Circus and Fireworks Show, was read. It was moved by Malburg, seconded by Anderson, that the Downey Junior Chamber of Commerce be notified that there are no requirements in the City of Vernon that will interfere with their solicitation for financial support for their Fourth of July Circus and Fireworks Show; and further, that they be notified that this does not constitute an endorsement by the City Council. Motion carried. Communication from Vincent R. Bush, Building Official, and L. C. Husted, Fire Chief, dated June 6, 1966, with reference to the request of O. E. Clark Paper Box Company for permission to eliminate a 2'6" parapet on the north wall of the proposed addition to the building at 2705 Leonis Blvd., recommending that the request be approved based upon the conditions as outlined, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra. that the recommendation of the Building Official and the Fire Chief, dated June 6, 1966, be approved. Motion carried. Communication from Okeh Caterers, dated June 6, 1966, with reference to temporary operation of two mobile units at Owens-Illinois Glass Company, was read. It was moved by Malburg, seconded by Ybarra, that Okeh Caterers be advised that they must apply for a business license in the usual manner and comply with all requirements of the City of Vernon if they wish to continue to operate two mobile units on a temporary basis at Owens-Illinois Glass Company. Motion carried. It was moved by Mai1liard, seconded by Anderson, that "Payroll Warrant Register No. 107" be approved and payment authorized for Demands Nos. 1171 to 1182 (both inclusive), with no exceptions.
