MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JUNE 21, 1966 AT 2:06 P.M. IN
THE COUNCIL CHAMBER OF THE CITY HALL
LOCATED AT 4305 SANTA FE AVENUE,
VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Ybarra, that
minutes of the meeting of June 8, 1966 be approved as written and
submitted. Motion carried.
Resolution No. 2836 - A Resolution of the City Council of
the City of Vernon fixing the compensation for certain employees of
said City as of July 1, 1966, authorizing certain expense allowances,
and repealing all resolutions in conflict herewith, was read.
It was moved by Mai1liard, seconded by Anderson, that
Resolution No. 2836 be approved and adopted. Motion carried.

Absent: None
Communication from the Finance Committee, dated June 14,
1966, transmitting copies of the individual requests for the
operation of the various departments of the City for the fiscal
year 1966-67, together with the amounts recommended for approval
by the Finance Committee; and making certain specific enumerated
recommendations in connection therewith, was read. (Copy to each
member of the City Council)
It was moved by Mai11iard, seconded by Anderson, that the
recommendations of the Finance Committee be approved as enumerated
in communication dated June 14, 1965. Motion carried.
Resolution No. 2837 - A Resolution of the City Council of
the City of Vernon approving budget for the fiscal year 1966-67. was
read.
It was moved by Mai11iard, seconded by Malburg, that
Resolution No. 2837 be approved and adopted. Motion carried.

Order of the Public Utilities Commission of the State of
California Instituting Investigation (Case No. 8437) into the status,
safety, maintenance, use and protection or closing of all crossings
at grade on the Harbor Branch Line of the Atchison, Topeka and Santa
Fe Railway Company between Los Angeles and l-lilmington in the County
of Los Angeles and the Cities of Los Angeles, Vernon, Huntington
Park, Inglewood, El Segundo, Hawthorne, Redondo Beach, Lawndale and
'r01:r.ance, was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that Order of
the Public Utilities Commission of the State of California
Instituting Investigation (Case No. 8437) be referred to the Traffic
Engineer for processing and necessary action as the investigation

Communication from Denny's Catering requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Mai1liard, seconded by Malburg, that the
request of Denny's Catering be approved and license granted. Motion
carried.
Communication from the City of Maywood, dated June 10,
1966, expressing its sincere gratitude to the City Council, Fire
Chief Husted, Police Chief Bockhacker and the men of their departments
that aided the City of Maywood on June 7, 1966 in the control of a
very destructive fire in Haywood, was read.
It was moved by Ybarra, seconded by Anderson, that communi-
cation from the City of Maywood, dated June 10, 1966, be received
and filed. Motion carried.
Communication from Chief Administrative Officer, County of
Los Angeles, dated June 15, 1966, advising that five-year Prisoner
Hospitalization Agreement currently in effect between the County
and Vernon is due to expire on or after June 30, 1966, and trans-
mitting revised agreement for an additional five-year period for
approval by the City Council, was read.
It was moved by Mailliard, seconded by Malburg, that the
Mayor and the City Clerk be authorized to execute Prisoner Hospitali-
zation Agreement between the County of Los Angeles and the City of
Vernon for an additional five-year period. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 14, 1966, advising that B & P Trucking Company has completed
the work of reconstructing 26th Street from 795 feet East of Soto
Street to 381 feet West of Downey Road in accordance with Contract
No. 317, and recommending that the work be accepted and that
authority be granted to pay the contractor in accordance with the
terms of the agreement, was read.
Resolution No. 2838 - A Resolution of the City Council of
the City of Vernon accepting the work of reconstructing of 26th
Street, 795' East of Soto Street to 381' West of Downey Road, in
accordance with Contract No. 317 of the City of Vernon, was read.
It was moved by Malburg, seconded by Mail1iard, that
Resolution No. 2838 be approved and adopted. Motion carried.

Communication from Vincent R. Bush, Building Official,
dated June 13, 1966, with reference to garage building erected by
J & M Processing and Rendering Inc. at 3848 Bandini Blvd., was read.

It was moved by Malburg, seconded by Ybarra, that J & M
Processing and Rendering Inc. be instructed to remove that portion
of the building erected at 3848 Bandini Boulevard which encroaches
five feet on the setback line established on Bandini Boulevard and
which was erected without obtaining a building permit; that J & M
be instructed to make the necessary structural corrections to
strengthen the remaining portion of the bUilding if they wish to
retain same; that J & M obtain a building permit to do the nec~!~y

work; and that J & M comply fully with all other requirements of the
City of Vernon. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 14, 1966, recommending that the tree specie Evergreen Pear
(Pyrns Kawakani) be approved for planting on Santa Fe Avenue in
lieu of the previously established specie, was read. (Copy to each
member of the City Council)
It was moved by Mailliard, seconded by Malburg, that the
recommendation of the Traffic Engineer, dated June 14, 1966, be
approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 10, 1966, requesting authority to employ Joyce Brannon as
Engineering Clerk IV, Step 3, effective approximately July 18, 1966,
pending satisfactory completion of physical examination, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Traffic Engineer, dated June 10, 1966, be approved.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 14, 1966, requesting authority to employ Susan Bea1 as
Engineering Clerk IV, Step 5, effective June 20, 1966, pending
satisfactory completion of physical examination, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of the Traffic Engineer, dated June 14, 1966, be approved.
Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated June 15, 1966, recommending that certain
personnel as listed be advanced in grade on the basis of merit,
effective July 1, 1966, was read. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Superintendent, Water & Sewer Systems, dated
June 15, 1966, be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 10, 1966, requesting authority to employ James E. Mason as
Policeman Grade 4, effective July 1, 1966, was read.
It was moved by Malburg, seconded by Ybarra, that the
request of the Police Chief, dated June 10, 1966, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 15, 1966, requesting that Officer J. L. Chavez be granted a
MIlitary Leave of Absence Nith pa.y from July 10 through J\.!ly 23,
1966, to allow him to attend mandatory Active Duty Training at
Camp Roberts, San Miguel, Califor.nia, was read.
It was moved by Ybstra, seconded by Mailliard, that the
request of the Police Chief, dated June 15, 1966, be approved.

Activity Log of the Police Department for the period
June 1 - 15, 1966 inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that Activity
Log of the Police Department be received and filed. Motion carried. .
Report of Health Department Activities for the month of
May 1966, was presented. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Anderson, that
Report of Health Department Activities be received and filed. Motion
carried.
Copy of Decision No. 70846 of the Public Utilities
Commission of the State of California in the matter of the Joint
Application (No. 48075) of the Cities of Vernon and Huntington Park
to construct a public street across the Right-of-Way of the Southern
Pacific Company at Randolph Street, was read. (Copy to each member
of the City Council)
It was moved by Malburg, seconded by Ybarra, that copy of
Decision No. 70846 of the Public Utilities Commission of the State
of California be received and filed. MOtion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 17, 1966, advising that Globe Construction Company and B & P
Trucking Company have completed the work of improving Santa Fe
Avenue, 27th, 28th and 30th Streets in accordance with Contract No.
304, and recommending that the work be accepted and that authority
be granted to pay the contractor in accordance with the terms of
the agreement, was read.
Resolution No. 2839 - A Resolution of the City Council of
the City of Vernon accepting the improvement of Santa Fe Avenue -
North City Boundary to Pacific Boulevard; 27th Street - East of
Santa Fe Avenue; 23th Street - East of Santa Fe Avenue; 30th Street -
East of Santa Fe Avenue, in accordance with Contract No. 304 of the
City of Vernon, was read.
It was moved by Malburg) seconded by Mailliard, that
Resolution No. 2839 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
June 17, 1966, recommending that the effective date of the resig-
nation of Magdaline R. Lacrosse, Engineering Clerk IV, be changed
from June 30, 1966 to the close of business on July 18, 1966, was
read.
It was moved by Malburg, seconded by Mai11iard, that the
recommendation of the Traffic Engineer, dated June 17, 196~ be
approved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated June 17, 1966, requesting authority to advance Lewis R. Adams
to Civil Engine~ring Assistant, Step 2, effective July 1, 1965, was
read.

It was moved by Mailliard, seconded by Ybarra, that the
request of the City Engineer, dated June 17, 1966, be approved.
Motion carried.
Communication from Vincent R. Bush, Building Official,
dated June 20, 1966, recommending that Riter C. Taylor, Sr., Building
Inspector, be granted a military leave of absence with pay for the
period June 20 through July 1, 1966, to allow him to participate in
annual active duty training with the Second Infantry Regiment, Marine
Corps Base, Camp Pendleton, California, was read.
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the Building Official, dated June 20, 1966, be
approved. MOtion carried.
Communication from Vincent R. Bush, Building Official,
dated June 20, 1966, reporting the results of a meeting held between
representatives of the City of Vernon and Vernon Disposal Company,
and making certain enumerated recommendations in connection with the
property located at 3708 E. 26th Street, was read. (Copy to each
member of the City Council)
It was moved by Mailliard, seconded by Malburg, that the
recommendations of representatives of the City of Vernon in
connection with the property located at 3708 E. 26th Street be
approved as outlined in communication from the Building Official,
dated June 20, 1966. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 20, 1966, requesting authority to advance Victor H. Vaits to
Civil Engineer, Step 2, and to reclassify Robert B. Bennett from
Engineering Aide I, Step l,to Civil Engineering Assistant, Step 3,
effective July 1, 1966, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Traffic Engineer, dated June 20, 1966, be approved.
Motion carried.
Communication from Edward Jamison dba Okeh Caterers
requesting a license to operate two lunch trucks in the City of
Vernon, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of Edward Jamison dba Okeh Caterers be referred to the
Health Department and the Fire Department with power to act. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 21, 1966, outlining the understanding reached between the
Traffic Engineer and Mr. L. F. Riglesberger, President of Tropical
Hardwood Company, for the acquisition of certain property in
connection with the extension of Bandini Blvd.; and recommending
that the City Council approve the provisions as outlined and authori:;:.

Communication from D. D. Grayson, Traffic Engineer, dated
June 21, 1966, with reference to acquisition of rights-of-way for
Bandini Boulevard Extension West of Downey Road, recommending that
the Traffic Engineer be authorized, together with the City Attorney,
to prepare and file condemnation actions where deemed necessary to
effect the opening and widening of said street, was read. (Copy to
each member of the City Council)
It was moved by Mai11iard, seconded by Anderson, that the
recommendation of the Traffic Engineer, dated June 21, 1966, be
approved. Motion carried.
Communication from L. C. Husted, Fire Chief, dated June 17,
1966, requesting authority to advance George F. Bass and Lawrence M.
Jackson to Captain, Grade 2, effective July 1, 1966, was read.
It was moved by Ybarra, seconded by Malburg, that the
request of the Fire Chief, dated June 17, 1966, be approved. Motion
carried.
The following excavation applications, all having approval
of the Engineering Departments, were presented:
Application 27544 - So. Calif. Edison Co. to trench pole
in District Blvd. N/o Slauson Ave.
Application 27545 - Cambria Spring Co. to connect property
at 3225 Washington Blvd. with sewer
in Washington Blvd.
Application 27546 - So. Calif. Gas Co. to repair service at
2923 Fruitland Ave.
Application 27547 - Stokely-Van Camp, Inc. to connect
property at 4300 E. 26th St. with
sewer in Bonnie Beach Place.
Application 27548 - City of Vernon to drill exploratory
holes in connection with 1964 Storm
Drain Bond Issue Project in various
streets within City limits.
Application 27549 - Bethlehem Steel Corp. to remove
concrete foundations at 6000 S. Boyle
Ave. (on private property).
Application 27550 - Pre-Finish Metals to connect property
at 5816 Boyle Ave. with sewer in
Boyle Ave.
Application 27551 - Spartan Grocers, Inc. to construct
driveway, curb and gutter in sls

It was moved by Anderson, seconded by Mailliard, that
excavation applications numbered 27544 to 27555 inclusive be filed
and permits granted. Motion carried.
''Warrant Register No. 215" covering claims and demands
presented during the period June 1 to 15, which includes Demands
Nos. 1147 to 1243 (both inclusive) drawn on the United California
Bank, totaling $142,275.37 and Demands Nos. LP 370 to LP 372 (both
inclusive) drawn on the United California Bank, totaling $916,447.14
(accounting period June, 1966), was examined and audited.
It was moved by Mail1iard, seconded by Malburg, that
''Warrant Register No. 215" be approved and payment authorized for
Demands Nos. 1147 to 1243 (both inclusive) and Demands Nos. LP 370
to LP 372 (both inclusive), with no exceptions. Motion carried.

It was moved by Anderson, seconded by Malburg, that the
meeting adjourn until Tuesday, June 28, 1966, at 2 o'clock p.m.,

Avenue, Vernon, California. Motion carried.
The meeting adjourned at 3:30 o'clock p.m.
