19660628 Regular City Council Meeting - Minutes I I MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JUNE 28, 1966 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON~ CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Ybarra COUNCIL ABSENT: Malburg (Absent until 2:05 P.M.) The meeting was called to order by Mayor R. J. Furlong. It was moved by Mai11iard, seconded by Anderson, that minutes of the meeting of June 21, 1966 be approved as written and submitted. Motion carried. Communication from the Finance Committee, dated June 22, 1966, recommending that Mr. Charles H. McGovern be retained as City Attorney in accordance with the terms and conditions outlined in the attached "Memorandum of Agreement", effective July 1, 1966, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mai11iard, that the Mayor and the City Clerk be authorized to execute "Memorandum of Agreement" between the City of Vernon and Charles H. McGovern, Attorney at Law, for the employment of Charles H. McGovern as City Attorney effective July 1, 1966. Motion carried. At this time, 2:05 P.M., Councilman Malburg arrived and took his seat at the Council table. Resolution No. 2841 - A Resolution of the City Council of the City of Vernon repealing Resolution No. 2154, was read. It was moved by Mai1liard, seconded by Anderson, that Resolution No. 2841 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mail1iard, Malburg, Ybarra Noe s : None Absent: None Communication from Elkins Electric Agency requesting a license to conduct a business of warehousing and distributing electrical building systems at 3844 Santa Fe Avenue, was read. It was moved by Mai11iard, seconded by Ybarra, that the request of Elkins Electric Agency be referred to the Building Depart- ment with power to act. Motion carried. Communication from Western Consolidating Co. requesting a license to operate a freight shipper agency at 4520 Maywood Avenue, was read. It was moved by Mai11iard, seconded by Malburg, that the request of Western Consolidating Co. be referred to the Building Department with power to act. Motion carried. Communication from Garrett Supply Company, dated June 23, 1966, requesting a pro-rata refund of the 1966 business license fees as they have moved out of the City of Vernon as of June 6, 1966, was read. 1q~ .JLIl'...,.'(,J I I -2- 6/28/66 It was moved by Malburg, seconded by Mailliard, that Garrett Supply Company be granted a refund of two quarters of the 1966 business license fees and that authority be granted to issue warrant in the amount of $125.00 to Garrett Supply Company. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated June 22, 1966, requesting authority to purchase one 4S Caliber ACP and two ammunition magazines at an approxtmate cost of $82.00, was read. It was moved by Mailliard, seconded by Ybarra, that the request of the Police Chief, dated June 22, 1966, be approved. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, dated June 24, 1966, advising that the County of Los Angeles has submitted General Services Agreement to continue cadastral mapping work for the Engineering Department, and recommending that the Mayor and the City Clerk be authorized to execute this agreement on behalf of the City, was read. It was moved by Mailliard, seconded by Malburg, that the Mayor and the City Clerk be authorized to execute General Services Agreement between the County of Los Angeles and the City of Vernon for a five-year period. Motion carried. Communication from L. C. Husted, Fire Chief, dated June 24, 1966, requesting that the salary schedule of the Fire Department Secretary be modified to conform to the salary schedule of the Health Department Secretary, effective July 1, 1966, was read. It was moved by Mailliard, seconded by Anderson, that the City Attorney be instructed to draft a resolution amending Resolution No. 2836 changing the salary schedule of the Fire Department Secretary to conform to the salary schedule of the Health Department Secretary, effective July 1, 1966. Motion carried. Communication from L. C. Husted, Fire Chief, dated June 24, 1966, requesting authority for Lester M. Husted to attend the Third Annual Fire Photography Seminar at the Chicago Fire Academy, Chicago, Illinois, from July 22 to 24, 1966, with an expense allowance of $219.00, was read. It was moved by Mai1liard, seconded by Ybarra, that the request of the Fire Chief, dated June 24, 1966, be approved and authority granted to issue warrant in the amount of $219.00 to Lester M. Husted. Motion carried. Communication from L. C. Husted, Fire Chief, dated June 24, 1966, requesting authority for Fred H. Colvin and Warren P. Musgrave to attend the Fire Prevention Seminar at the University of California, Riverside, from July 18 to 22, 1966, with an expense allowance of $87.00 for Colvin and $59.00 for Musgrave, was read. It was moved by Malburg, seconded by Mailliard, that the request of the Fire Chief, dated June 24, 1966, be approved and authority granted to issue warrants in the amounts of $87.00 to Fred H. Colvin and $59.00 to Warren P. Musgrave. Motion carried. I I -3- 6/28/66 Communication from D. D. Grayson, Traffic Engineer, dated June 27, 1966, transmitting a Grant Deed from Mobil Oil Corporation to the City of Vernon covering certain property required for the Bandini Extension Project, and recommending that this deed be accepted and that the Mayor and the City Clerk be authorized to execute a Certificate of Acceptance, was read. It was moved by Mailliard, seconded by Anderson, that Grant Deed from Mobil Oil Corporation be accepted and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from National Shaver Center requesting a license to conduct a business of shaver repair at 2229 E. 38th Street, was read. It was moved by Malburg, seconded by Ybarra, that the request of National Shaver Center be referred to the Building Depart- ment with power to act. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 27, 1966, requesting authority for Rim Petraitis and himself to attend a Seminar on Highway Capacity at the University of California Extension on July 21 & 22; 1966, with an expense allowance of $25.00 each, was read. It was moved by Anderson, seconded by Mai11iard, that the request of the Traffic Engineer, dated June 27, 1966, be approved and authority granted to issue warrants in the amount of $25.00 each to Rim Petraitis and D. D. Grayson. Motion carried. Communication from Specialty Finishes Company requesting a license to conduct a business of coating pre-finished metals at 5816 So. Boyle Avenue, was read. It was moved by Malburg, seconded by Mail1iard, that the request of Specialty Finishes Company be referred to the Building Department with power to act. Motion carried. Resolution No. 2840 - A Resolution of the City Council of the City of Vernon declaring that no objections were made to the proposed annexation designated as "Boyle Heights Annexation No. 1-65", was read. It was moved by Anderson, seconded by Ybarra, that Resolution No. 2840 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra Noes: None Absent: None Ordinance No. 779 - An Ordinance of the City of Vernon approving the annexation of Boyle Heights Annexation No. 1-65, was read in full for a first reading. It was moved by Malburg, seconded by Ybarra, that Ordinance No. 779 receive and pass a first reading. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra Noes: None Absent: None I I -4- 6/28/66 It was moved by Anderson, seconded by Ybarra, that Ordinance No. 779 receive a second reading by title. Motion carried. Ordinance No. 779 - An Ordinance of the City of Vernon approving the annexation of Boyle Heights Annexation No. 1-65, was read for a second reading by title. It was moved by Malburg, seconded by Ybarra, that Ordinance No. 779 receive and pass a second reading. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra Noes: None Absent: None There being no further business to come before the meeting, it was moved by Anderson, seconded by Ybarra, that the meeting adjourn.
