MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 5, 1966 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Ybarra, that
minutes of the meeting of June 28, 1966 be approved as written and
submitted. Motion carried.
It was moved by Malburg, seconded by Anderson, that
Ordinance No. 779 receive a third and final reading by title. Motion
carried.
Ordinance No. 779 - An Ordinance of the City of Vernon
approving the annexation of Boyle Heights Annexation No. 1-65, was
read for a third and final reading by title.
It was moved by Mailliard, seconded by Anderson, that
Ordinance No. 779 receive and pass a third reading and be adopted.
Motion carried.

Absent: None
Communication from D. D. Grayson, Traffic Engineer, dated
July 1, 1966, requesting authority to purchase one IBM Selectric
Typewriter, Model No. 713, at an approximate cost of $470.00, was
read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Traffic Engineer, dated July 1, 1966, be approved.
Motion carried.
Communication from Selectruk, Inc. requesting a license
to conduct a trucking business at 4520 Maywood Avenue, was read.
It was moved by Ybarra, seconded by Mailliard, that the
request of Selectruk, Inc. be referred to the Building Department
with power to act. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated July 1, 1966, recommending that Mrs. Irene O. Northrop be
advanced from Secretary, Grade 3 to Grade 2, effective August 1,
1966, was read.
It was moved by Mailliard, seconded by Malburg, that the
recommendation of the Health Officer, dated July 1, 1966, be approved.
Motion carried.
Communication from The Metropolitan Water District of
Southern California, dated June 28, 1966, expressing thanks for the
support given to the $850 million bond issue on the June 7th ballot,
was read.

It was moved by Mailliard, seconded by Malburg, that
communication from The Metropolitan Water District of Southern Cali-
fornia, dated June 28, 1966, be received and filed. Motion carried.
Copy of a communication from the City of Sierra Madre,
dated June 29, 1966, addressed to the Los Angeles County Division
of the League of California Cities, requesting the support and
endorsement for the passage of effective vehicle noise legislation,
was read. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that copy of
a communication from the City of Sierra Madre, dated June 29, 1966,
addressed to the Los Angeles County Division of the League of
California Cities, be received and filed. Motion carried.
Communication from Sutherland & Sutherland requesting a
license to conduct a machinery and steel business at 5512 Santa Fe
Avenue, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Sutherland & Sutherland be referred to the Building
Department and the Police Department with power to act. Motion
carried.
Activity Log of the Police Department for the period June
l6 - 30, 1966 inclusive, was presented.
It was moved by Anderson, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from White Consolidated Industries, Inc.
requesting a license to conduct a business of wholesaling sewing
machines at 2820 E. 44th Street, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of White Consolidated Industries, Inc. be approved and
license granted. Motion carried.
Communication from Pacific Coast Knitting Mills Inc.
requesting a license to conduct a business of manufacturing knitted
textiles at 2724 Leonis Blvd., was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Pacific Coast Knitting Mills Inc. be referred to the
Building Department with power to act. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 5, 1966, advising that the Purchasing Agent has received four
quotations for the purchase of sixty-four (64) Government Model .45
Caliber Automatic Pistols and one hundred twenty-eight (128) Magazine
Clips for same, and requesting authority to purchase these weapons
from the low bidder, George F. Cake Company, at a cost of $4,672.00,
was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the P~lice Chief, dated July 5, 1966, be approved. Motion
carried.

Communic<ttion from the Los Angeles City School Districts,
dated June 28, 1966, r~questing pcrmissi.on for the Parent-Teacher
Association safety chairman of the Vernon School to stencil with
traffic paint, the word "Remember" on the sidewalks near school
crossings and in the immediate vicinity of the school, was read.
It was mcved by Mailliard, seconded by Ybarra, that the
request of the Los Angeles City School Districts, dated June 28, 1966,
be approved. Motion carried.
The City Clerk made an oral recommendation that the City
Attorney's monthly retainer expense be distributed on the following
basis: two-thirds to the Gene:eal Fund, one-sixth to the Light &
Power Department Fund, and one-sixth to the Water Department Fund.
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the City Clerk be approved. Motion carried.
~eso1ution No~ 2342 - A Resolution of the City Council of
the City of Vernon amending Resolution No. 2836, was read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 2842 be approved and adopted. Motion carried.

The following excavation applications, all having approval
of the Engineering Departments, were presented:
Application 27556 - Mobil Oil Corp. to relocate one oil
line in sls 26th St. from Atlantic Blvd.
to U P RR R/W Elo Downey Road.
Application 27557 - Pacific Telephone Co. to place buried
cable in sls Leonis Blvd. E/o Soto St.
It was moved by Mailliard, seconded by Malburg, that
excavation applications numbered 27556 and 27557 be flIed and permits
granted. Motion carried.
IttYarrant Register No. 216" covering claims and demands
presented during the period June 16 to 30, which includes Demands
Nos. 6-1 to 6-155 (both inclusive), except Warrant No. 6-148, drawn
on the United California Bank, totaling $23,226.55 (accounting period
June, 1966) and Demands NOG. 6-156 to 6-166 (both inclusive), dr~Nn
on the United California Bank, totaling $2,233.00 (accounting period
July, 1966) and Demands Nos. LP 6-373 to LP 6-378 (both inclusive),
drawn on the United California Bank, totaling $3,719.37 (accounting
period June, 1966), was examined and audited.
It was moved by Mailliard, seconded by Anderson, that
"Warrant Reg:i.ster No. 216" be approved and payment author.ized for
Demands Nos. 6-1 to 6-155 (both inclusive), Demands Nos. 6-156 to
6-166 (both inclusive) and Demands Nos. LP 6-373 to LP 6-378 (both
inclusive), with the exception of Warrant No. 6-148. Motion carried.

it was moved by Anderson, seconded by Ybarra, that the meeting
