19660719 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 19, 1966 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra COUNC IL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Mailliard, that minutes of the meeting of July 5, 1966 be approved as written and submitted. Motion carried. Communication from A. R. Pearson Truck Company, Inc., dated July 6, 1966, addressed to the Building Department, requesting permission to utilize a trailer mounted on a stand as a temporary dispatch office at 4720 E. 26th Street, was read. Communication from A. R. Pearson Truck Co. Inc., dated July 19, 1966, amending their request of July 6, 1966 to read as follows: "To use an office trailer for our dispatch office on a temporary basis for a period of six to twelve months", was read. Mr. Norman E. Little of A. R. Pearson Truck Co. Inc. appeared before the City Council in connection with the request made by his company to use an office trailer on a temporary basis at 4720 E. 26th Street. It was moved by Malburg, seconded by Ybarra, that A. R. Pearson Truck Co. Inc. be authorized to use an office trailer for their dispatch office on a temporary basis at 4720 E. 26th Street, provided that said trailer is not used for sleeping and/or cooking purposes; provided that the requirements of all City departments are complied with and that all necessary permits are obtained; and with a stipulation that the maximum time limit that said trailer may be used as an office shall be August 1, 1967. Motion carried. Communication from Pentagon Tool and Machinery Co. requesting a license to conduct a business of buying and selling used machinery, wholesale and retail, at 5516 Santa Fe Avenue, was read. It was moved by Mailliard, seconded by Anderson, that the request of Pentagon Tool and Machinery Co. be referred to the Building Department with power to act. Motion carried. Communication from W. H. Fielden Sales Co. requesting a license to operate a sales office to wholesale used pallets at 2921 Leonis Blvd., was read. It was moved by Malburg, seconded by Ybarra, that the request of W. H. Fielden Sales Co. be referred to the Building Department with power to act. Mot ion carr ied. I I -2- 7/19/66 Communication from Gold Ribbon Meat Company requesting a license to conduct a meat fabrication and meat processing business at 3275 E. Vernon Avenue, was read. It was moved by Anderson, seconded by Mailliard, that the request of Gold Ribbon Meat Company be referred to the Building Department with power to act. Motion carried. Communication from Ventilating Supply Company requesting a license to conduct a business of warehousing and assembling clothes dryers and ventilation parts at 4545 E. 48th Street, was read. It was moved by Mailliard, seconded by Malburg, that the request of Ventilating Supply Company be referred to the Building Department with power to act. Motion carried. Communication from Bob's Maintenance Company requesting a license to conduct a business of janitorial services at 4555 Everett Avenue, was read. It was moved by Ybarra, seconded by Mailliard, that the request of Bob's Maintenance Company be approved and license granted. Motion carried. Communication from Councilman Ernani Bernardi, City of Los Angeles, dated July 7, 1966, with reference to inequities in Taxation and Pricing by The Metropolitan Water District of Southern California, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Anderson, that communication from Councilman Ernani Bernardi, City of Los Angeles, dated July 7, 1966, be received and filed. Motion carried. Communication from Mr. Thomas A. Ybarra, dated June 23, 1966, transmitting a petition for a variance to the Zoning Ordinance of the City of Vernon to permit him to erect, use and maintain a two family residence on property located at 2326 E. Vernon Avenue, and requesting that the City Council waive the required filing fee, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Anderson, that the filing fee of $250.00 required to be paid by Mr. Thomas A. Ybarra in accordance with Ordinance No. 752 for filing his petition for a zone variance, be waived. Motion carried. It was moved by Malburg, seconded by Ybarra, that Summons to appear in Case Number SEC 5756 J brought by Fred Kahn; Evelyn Kahn; Pacific Paper Co., Inc. against the City of Vernon; County of Los Angeles; Los Angeles County Flood Control District; B & P Trucking Co., Inc.; Globe Construction Company; and Does I through L inclusive, in the Superior Court of the State of California for the County of Los Angeles, for property damage, be referred to the City Attorney and the City's insurance carrier for necessary action. Motion carried. Communication from F. A. Ziemer, City Clerk, dated July 7, 1966, with reference to the 68th Annual Conference of the League of California Cities to be held in San Diego from October 16 to 19, 1966, making certain recommendations in connection therewith, was read. (Copy to each member of the City Council) It was moved by Mai1liard, seconded by Ybarra, that the recommendations of the City Clerk with reference to the 68th Annual Conference of the League of California Cities be approved as outlined in communication dated July 7, 1966. Motion carried. Communication from F. A. Ziemer, City Clerk, dated July 14, 1966, transmitting a proposal in contract form from The National Cash Register Company for one NCR Class 33 Accounting Machine and accessories, and recommending that the Mayor and the City Clerk be authorized to execute this contract on behalf of the City for the purchase of one NCR Class 33 Accounting Machine and accessories at a cost of $10,011.36 from The National Cash Register Company, was read. (Copy to each member of the City Council) It was moved by Mai11iard, seconded by Malburg, that the Mayor and the City Clerk be authorized to execute, on behalf of the City of Vernon, contract between The National Cash Register Company and the City of Vernon for the purchase of one NCR Class 33 Accounting Machine and accessories at a cost of $10,011.36. Motion carried. Communication from L. C. Husted, Fire Chief, dated July 11, 1966, requesting that Fireman Sheldon Bromberg be granted a military leave of absence with pay to allow htm to attend annual field training with the United States National Guard, Headquarters 40th Supply and Transport Battalion, from August 13 to 27, 1966, inclusive, was read. It was moved by Mail1iard, seconded by Ybarra, that the request of the Fire Chief, dated July 11, 1966, be approved. Motion c.arr led. Communication from L. C. Husted, Fire Chief, dated July 7, 1966, requesting that Fireman Keith M. Slifka be granted a military leave of absence with pay to allow him to attend annual training duty with the 1st Battalion, 4th Marine Division, from July 31 to August 13, 1966, inclusive, was. read. Husted, Fire Chief, dated July 13, 1966, transmitting letter of resignation from Captain Donald V. Collette from the Vernon Fire Department, effective at the end of the working day July 31, 1966, and recommending that this resignation be accepted, was read. It was moved by Mailliard, seconded by Anderson, that the resignation of Captain Donald V. Collette be accepted with regret, effective at the end of the working day on July 31, 1966; and that a letter be written to Mr. Collette expressing appreciation for the many years of faithful and capable services given to the City of Vernon. Motion carried. Communication from Vincent R. Bush, Superintendent of Building, dated July 14, 1966, recommending that Francis W. Sumner, Building Inspector, be granted a military leave of absence with pay for the period July 31 to August 13, 1966 to allow him to participate in annual active duty training with the Fourth Marine Division, Fort Sill, Oklahoma, was read. It was moved by Malburg, seconded by Ybarra, that the recommendation of the Superintendent of Building, dated July 14, 1966, be approved. Motion carried. Report of Health Department Activities for the month of June, 1966, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that the Report of Health Department Activities be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated July 7, 1966, with reference to Officer S. J. Williams who has been absent since November 12, 1965 as a result of an accident, recom- mending that Officer Williams' salary be continued for a period not to exceed one year from the date of the injury or until November 12, 1966, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that the recommendation of the Police Chief, dated July 7, 1966, be approved. Motion carried. Activity Log of the Police Department for the period July 1 - 15, 1966 inclusive, was presented. It was moved by Malburg, seconded by Anderson, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Agrinova Corporation requesting a license to conduct a business of technical agricultural chemicals at 2850 Sierra Pine Avenue, was read. It was moved by Ybarra, seconded by Anderson, that the request of Agrinova Corporation be approved and license granted. Motion carried. I I -5- 7/19/66 Communication from James R. Persons, Engineering Aide, dated July 14, 1966, requesting that he be reimbursed the sum of $33.00 from the Education and Training Budget appropriation for a course entitled "In-Service Training Course for Public Works Construction Inspectors" at California State College at Los Angeles, together with recommendation for approval by the Traffic Engineer, was read. It was moved by Malburg, seconded by Mailliard, that the recommendation of the Traffic Engineer be approved and authority granted to issue warrant in the amount of $33.00 to James R. Persons. Motion carried. Notice from the Local Agency Formation Commission that hearing has been set for July 27, 1966 on application of the City of Los Angeles to annex certain territory described as "Boyle Heights Annexation No. 2-65" (Detachment from the City of Vernon), was read. It was moved by Anderson, seconded by Ybarra, that notice from the Local Agency Formation Commission be received and filed. Motion carried. Communication from Allied Packers, Ltd. requesting a license to conduct a frozen meat business at 3213 E. 44th Street, was read. It was moved by Mailliard, seconded by Malburg, that the request of Allied Packers, Ltd. be referred to the Building Depart- ment with power to act. Motion car~ied. Communication from R. H. Bockhacker, Police Chief, dated July 18, 1966, advising that the Purchasing Agent has received four quotations on holsters for the 45 caliber automatic pistols and magazines, and recommending that authority be granted to purchase the holsters from the Long Beach Uniform Supply at a cost of $635.95, t>las read. It was moved by Mailliard, seconded by Malburg, that the recommendation of the Police Chief, dated July 18, 1966, be approved. Motion carried. Communication from John D. Heinen dba Heinen Brokerage Company requesting a license to conduct a food brokerage business at 4280 Maywood Avenue, was read. It was moved by Ybarra, seconded by Anderson, that the request of John D. Heinen dba Heinen Brokerage Company be referred to the Building Department with power to act. Motion carried. D. D. Grayson, Traffic Engineer, presented three quotations for repairing a portion of Santa Fe Avenue recently damaged by two broken water mains. The quotations presented were based on unit prices and the es.timated amounts were as follows: Vernon Paving Company Griffith Company Sully-Miller Contracting Company $ 9 , 247 . 50 10,572.50 11,052.50 I I -6- 7/19/66 It was moved by Malburg, seconded by Mai1liard, that the Mayor and the City Clerk be authorized to execute an agreement, on behalf of the City of Vernon, for the repair of the damage to the street, with whichever of the three above companies is recommended by the Traffic Engineer; further, that the City Council finds that an emergency exists necessitating immediate repairs to the street. Motion carried. ''Warrant Register No. 217" covering claims and demands presented during the period July 1 to 15, which includes Demands Nos. 6-167 to 6-270 (both tnclusive) drawn on the United California Bank, totaling $866,987.29 (Light and Power Warrants ($826,959.29) June Accounting; $48,045.30 (Light and Power Warrants $133.54) July Accounting; Total l.Jarrants Drawn $915,032.59, was examined and audited. Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra Noes: None Absent: None I I -7- 7/19/66 The Mayor announced that there will be a meeting of the Finance Committee on July 26, 1966 at 10:00 o'clock A.M. in the Council Chamber of the City Hall and will be.continued, if necessary, from t~e to t~e at the order of the Chairman, for the purpose of considering long range improvement projects of the City and considering various other financial matters pertaining to the City.
