Mayor Furlong reported that this was the time and place
for hearing protests of the sale of certain public property as
described in Resolution No. 2858.
The following were duly acknowledged as being on file:
(1) Proof of Publication in the Los Angeles Daily
Journal on September 22, 1966 of'~eso1ution
No. 2858"; and
(2) Affidavit of Posting Resolution No. 2858 on
said property by F. A. Ziemer, City Clerk
The Mayor asked if there were any written protests to the
sale of certain public property as described in Resolution No. 2858.
The Deputy City Clerk reported that there were no written
protests relative to the sale of certain public property as described
in Resolution No. 2858.
The Mayor asked if anyone from the floor wished to protest
the sale of certain public property as described in Resolution No.
2858. No one responded.
It was moved by Anderson, seconded by Ybarra, that the
City Attorney be instructed to draft a resolution finalizing the
sale of certain public property as described in Resolution No. 2858,
to be acted upon at the City Council meeting of October 4, 1966.
Motion carried.
Mayor Furlong adjourned the meeting at 1:18 o'clock p.m.

MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD OCTOBER 4, 1966 AT TWO O' CJ...OCK

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Ybarra, seconded by Mai1liard, that minutes
of the meeting of September 20, 1966 be approved as written and
submitted. Motion carried.
Resolution No. 2860 - A Resolution of the City Council of
the City of Vernon, determining final action on the sale of a site
dedicated to a public use, declaring the City's intention to sell
said property, and determining that no protests have been received,
was read.
It was moved by Mail1iard, seconded by Ybarra, that
Resolution No. 2860 be approved and adopted. Motion carried.

Communication from American Motors Corporation requesting
a license to conduct a business of sampling, testing and evaluating
results of air pollution control emission systems on automobiles
at 5239 District Blvd., was read.
It was moved by Malburg, seconded by Mailliard, that the
request of American Motors Corporation be approved and license
granted. Motion carried.
Communication from Ken Parker dba Koffee Ken requesting
a license to operate a lunch truck in the City of Vernon.
It was moved by Anderson, seconded by Ybarra, that the
request of Ken Parker dba Koffee Ken be approved and license granted.
Motion carried.
Communication from Max B. Brown Industrial Catering Service
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Ybarra, seconded by Malburg, that the
r~quest of Max B. Brown Industrial Catering Service be approved and
license granted. Motion carried.
Communication from Underwood Refrigeration requesting a
license to conduct a business of refrigeration service and repair at
3388~ E. 45th Street, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Underwood Refrigeration be referred to the Building
Department with power to act. Motion carried.

Communication from Thornton Coast Ring Corporation
requesting a license to conduct a business of manufacturing steel,
drumhead, locking rings at 5000 Hampton Street, was read.
It was moved by Malburg, seconded by Ybarra, that the
request of Thornton Coast Ring Corporation be referred to the
Building Department with power to act. Motion carried.
Communication from County Sanitation Districts of Los
Angeles County, dated September 21, 1966, with reference to proposed
Detachment No. 1 from County Sanitation District No. 23, transmitting
one copy of the legal description of the boundaries and one print of
a map showing the area proposed to be detached; and inquiring if the
Ci.ty of Vernon has any objection to the area being detached from the
District, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
Comty Sanitation Districts of Los Angeles County be notified that
trv..:: City of Vernon has no objection to the proposed Detachment No.
1 from County Sanitation District No. 23. Motion carried.
Communication from Mrs. Lorraine Moore, dated September 21,
1966, requesting that she be considered as an occupant for one of
the city-owned housing facilities as it may become available, was
read.
It was moved by Mailliard, seconded by Anderson, that the
request of Mrs. Lorraine Moore, dated September 21, 1966, be
received and filed for future consideration. Motion carried.
Communication from Byron Jackson Pumps, Inc., dated
September 27, 1966, requesting permission to locate six trailers,
one 10' x 24' and five 10' x 55', on their property at 2300 E. Vernon
Avenue per drawings SK-4 and SK-5 attached, for the purpose of
temporarily housing their Accounting Department for the duration
of one year due to the relocation of their Data Processing Department
and duplication of equipment, was read. (Copy to each member of the
City Council)
It was moved by Ybarra, seconded by Anderson, that Byron
Jackson Pumps, Inc. be authorized to locate six trailers, one 10' x
24' and five 10' x 55', on their property located at 2300 E. Vernon
Avenue provided that said trailers are used only for the purpose
as outlined in their letter dated September 27, 1966; provided that
said trailers are not used for sleeping and/or cooking purposes;
provided that the requirements of all City departments are complied
with and that all necessary City permits are obtained; and with a
stipulation that the maxLmum tLme l~it that said trailers may be
used for the purposes as outlined shall be November 1, 1967. Motion
carried.
Communication from Vincent R. Bush, Superintendent of
Building, dated September 21, 1966, requesting authority for E. H.
Malkemus to attend the 37th Annual Business Conference of the Western
Plumbing Officials Association at the Hilton Hawaiian Village,
Waikiki Beach, Hawaii, from October 15 to 22, 1966, inclusive, with
an expense allowance of $430.00, was read. (Copy to each member of
the City Council)

It was moved by Furlong, seconded by Anderson, that the
request of the Superintendent of Building, dated September 21, 1966,
be approved and authority granted to issue warrant in the amount of
$430.00 to E. H. Ma1kemus. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated September 26, 1966, requesting authority for Mayrose Snyder
and Louis S. Hauger to attend the 10th Annual Western Industrial
Health Conference at Ing1ewood, California, on October 7 & 8, 1966,
with an expense allowance of $18.00 each, was read.
It was moved by Malburg, seconded by Ybarra, that the
request of the Health Officer, dated September 26, 1966, be approved
and authority granted to issue warrants in the amount of $18.00 each
to Mayrose Snyder and Louis S. Hauger. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
Se})tember 21, 1966, transmitting a sample copy of a minimum ordinance
regulating outdoor advertising displays adjacent to landscaped
freeways, and recommending that the City of Vernon adopt an ordinance
similar to the sample transmitted, was read. (Copy to each member
of the City Council)
It was moved by Mail1iard, seconded by Ybarra, that the
City Attorney be instructed to draft an ordinance regulating outdoor
advertising displays adjacent to landscaped freeways similar to the
sample ordinance transmitted by the Traffic Engineer under date of
September 21, 1966. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
September 29, 1966, advising that Lewis W. Garber, Jr., Civil
Engineering Associate, Step 3, has submitted his resignation to be
effective at the close of business on October 4, 1966, and recom-
mending that the resignation be accepted, was read.
It was moved by Malburg, seconded by Mail1iard, that the
resignation of Lewis W. Garber, Jr. be accepted. MOtion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
September 29, 1966, submitting Contract No. 315 for Boyle-State
Street and Randolph Street Intersection Reconstruction, and recom-
mending that this contract be approved and that authority be granted
to advertise for bids, was read.
Resolution No. 2859 - A Resolution of the City Council of
the City of Vernon approving Contract No. 315, for Boyle-State Street
and Randolph Street intersection reconstruction, and directing the
giving of notice inviting sealed proposals or bids in accordance
with Contract No. 315 of the City of Vernon, was read.
It was moved by Anderson, seconded by Mai11iard, that
Resolution No. 2859 be approved and adopted. Motion carried.

Activity Log of the Police Department for the period
September 16 - 30, 1966 inclusive, was presented.

Communication from R. H. Bockhacker, Police Chief, dated
September 29, 1966, recommending that certain personnel be reimbursed
the amounts as listed from the Education and Training budget appro-
priation for courses in Police Science, was read. (Copy to each
member of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Police Chief, dated September 29, 1966, be
approved and authority granted to issue warrants in the amounts as
listed. Motion carried.
Communication from Repcoparts U.S.A., Inc., dated September
29, 1966, requesting a pro-rata refund of the 1966 business license
fees as September 30, 1966 will be the last day their company will
be doing business in Vernon, was read.
It was moved by Ybarra, seconded by Mail1iard, that
RC:Jcoparts U. S .A., Inc. be granted a refund of one quarter of the
1956 business license fees and that authority be granted to issue
warrant in the amount of $6.25 to Repcoparts U.S.A., Inc. Motion
carried.
Communication from Manufacturers Motor Products Co. dba
Automotive Equipment Center, dated September 29, 1966, requesting a
pro-rata refund of the 1966 business license fees as they are moving
out of the City of Vernon as of October 1, 1966, was read.
It was moved by Malburg, seconded by Mai1liard, that
Manufacturers Motor Products Co. dba Automotive Equipment Center be
granted a refund of one quarter of the 1966 business license fees
and that authority be granted to issue warrant in the amount of
$12.50 to Manufacturers Motor Products Co. dba Automotive Equipment
Center. Motion carried.
Communication from the State of California, Department of
Public Works, Division of Highways, dated September 27, 1966, trans-
mitting a certified copy of the California Highway Commission Vote
of Relinquishment of Superseded State Highway in the City of Vernon,
Road 07-LA-7-2l.8 Request No. 489, was read. (Copy to each member
of the City Council)
It was moved by Mailliard, seconded by Ybarra, that
communication from the State of California, Department of Public
Works, Division of Highways, dated September 27, 1966, together with
transmittal, be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 30, 1966, requesting authority to employ Bruce A. Lepore
as Policeman, Grade 4, effective October 1, 1966, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Police Chief, dated September 30, 1966, be approved.
Motion carried.
Communication from Henry H~elfarb, Attorney at Law,
dated September 30, 1966, requesting a zone change on behalf of his
client, Stephen Levinson, for motel purposes, with reference to the
property located at 2639 South Soto Street, was read. (Copy to each
member of the City Council)

It was moved by Malburg, seconded by Mailliard, that
communication from Henry Himmelfarb, Attorney at Law, dated September
30, 1966, be referred to the City Attorney for reply and that the
City Attorney be instructed to advise Mr. Himmelfarb that the City
Council does not desire to amend or change the existing zoning
ordinance and that if Mr. Himmelfarb desires, his client should
apply for a variance under the appropriate sections of the zoning
ordinance, at which time the request will again be considered.
Motion carried.
Communication from Will & Lil's Catering requesting a
license to operate a lunch truck in the City of Vernon, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Will & Lil's Catering be referred to the Fire Department
with power to act. Motion carried.
The following excavation applications, all having approval
of the Engineering Departments, were presented:
Application 27599 - Pacific Telephone Co. to repair conduit
in Els Santa Fe Ave. slo 49th St.
Application 27600 - So. Calif. Gas Co. to repair leak at
4900 Santa Fe Ave.
Application 27601 - So. Calif. Gas Co. to repair leak in
Nls Vernon Ave. ltl/WPL Downey Road.
Application 27602 - So. Calif. Gas Co. to repair leak in
37th St. E/EPL Alameda St.
Application 27603 - Andrew Brown Co. to construct sidewalk,
curb and gutter at 5431 District Blvd.
Application 27604 - Consolidated Rock Co. to connect
property at 2730 S. Alameda St. with
sewer in 27th St.
It was moved by Malburg, seconded by Ybarra, that excavation
applications numbered 27599 to 27604 inclusive be filed and permits
granted. Motion carried.
''Warrant Register No. 222" covering claims and demands
presented during the period September 16 to 30, which includes
Demands Nos. 6-839 to 6-993 (both inclusive) drawn on the United
California Bank, totaling $121,868.30 (tight and Power Warrants
$3,492.35) (Accounting Period October 1966), was examined and audi.ted.
It was moved by Mailliard, seconded by Anderson, that
"Warrant Register No. 222" be approved and payment authorized for
Demands Nos. 6-839 to 6-993 (both inclusive), with no exceptions.
Motion carried.
