19661018 Regular City Council Meeting - Minutes I I MINUTES OF A REGUL4R MEET ING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD OCTOBER 18, 1966 AT TWO O'CLOCK P.M. IN THE COm~CIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra COUNC IL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Ybarra, seconded by Mailliard, that minutes of the meeting of October 4, 1966 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the Boyle-State and Randolph Street Intersection Reconstruction, in accordance with Contract No. 315. It was moved by Malburg, seconded by Ybarra, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Griffith Co. Vernon Paving Co. $ 55,514.40 51,256.80 It was moved by Anderson, seconded by Mailliard, that bids received for the Boyle-State and Randolph Street Intersection Reconstruction, in accordance with Contract No. 315, be referred to the Traffic Engineer and the City Attorney for checking and report. Motion carried. Communication from Robert H. King, Superintendent, Water and Sewer Systems, dated October 13, 1966, submitting Contract No. 325 for Construction of Water Main, Boyle Avenue to Alcoa Avenue, and recommending that this contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 2861 - A Resolution of the City Council of the City of Vernon approving Contract No. 325, for Construction of Water Main, Boyle Avenue to Alcoa Avenue North of Randolph Street, and directing the giving of notice inviting sealed proposals or bids in accordance with Contract No. 325 of the City of Vernon, was read. It was moved by Malburg, seconded by Mai11iard, that Resolution No. 2861 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mai1liard, Malburg, Ybarra Noes: None Absent: None Communication from Raymond's Cafeteria requesting a license to conduct a cafeteria at 4700 S. Boyle Avenue, was read. It was moved by Anderson, seconded by Ybarra, that the request of Raymond's Cafeteria be referred to the Building Department with power to act. Motion carried. Report of Health Department Activities for the month of September 1966, was presented. Ordinance No. 780 - An Ordinance of the City of Vernon regulating advertising displays adjacent to landscaped freeways, was read in full for a first reading. It was moved by Anderson, seconded by Mailliard, that Ordinance No. 780 receive and pass a first reading. Motion carried. Hauger, Richard W. Hilton and Vincent P. Kelley to attend the Annual Educational Symposium, So. California Chapter, California Assoclation of Sanitarians at Los Angeles on October 20, 1966, with an expense allowance of $8.00 each, was read. It was moved by Anderson, seconded by Ybarra, that the request of the Health Officer, dated October 5, 1966, be approved and authority granted to issue warrants in the amount of $8.00 each to Louis S. Hauger, Richard l.T. Hilton and Vincent P. Kelley. Motion carried. Communication from Western Valve and Supply Co. requesting a license to conduct a wholesale valve and pipe fittings business at 3320 Leonis Blvd., was read. It was moved by Mailliard, seconded by Malburg, that the request of Western Valve and Supply Co. be referred to the Building Department with power to act. Motion carried. Communication from H. K. Porter Co., Inc., Thermoid Division, requesting a license to conduct an automotive supplies business at 2324 E. Vernon Avenue, was read. It was moved by Mai11iard, seconded by Ybarra, that the request of H. K. Porter Co., Inc., Thermoid Division, be referred to the Building Department with power to act. Motion carried. Communication from the City of Maywood, dated October 7, 1966, enclosing petitions with 400 signatures protesting the noise caused by the steam forge hammers at the Pacific Division of the Ladish Company, was read. (Copy to each member of the City Council) I I ..3- 10/18/66 Mayor Fu~long reported orally that Mr. H. C. Ende, Division Manager of Ladish Pacific Company, had telephoned him prior to the Council meeting and stated that Ladish would endeavor to remedy the situation and would cooperate with Vernon and Maywood in attempting to reduce the noise emanating from their plant. It was moved by Malburg, seconded by Ybarra, that communi- cation from the City of Maywood, dated October 7, 1966, together with transmittal, be referred to Mayor Furlong and the Superintendent of Building for investigation. Motion carried. Communication was read from L. C. Husted, Fire Chief, dated October 10, 1966, requesting authority to advance the following personnel to the position of Auto-Firemen, Grade 2, effective November I, 1966: deBoer, Arnold J. Kriste, John R. Perkins, David W. It was moved by Anderson, seconded by Ybarra, that the request of the Fire Chief, dated October 10, 1966, be approved. Hotion carried. Activity Log of the Police Department for the period October 1 - 15, 1966 inclusive, was presented. It was moved by Malburg, seconded by Anderson, that Activity Log of the Police Department be received and filed. Motion carried. Communication from American Sheep Company, 3461 E. Vernon Avenue, dated October 6, 1966, with reference to a restaurant that proposes to locate on a lot on Vernon Avenue lying immediately west of their western property line, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that cOIT~unication from American Sheep Company, dated October 6, 1966, be received and filed. Motion carried. Summons to appear in Case Number 89L.~913 brought by The East Asiatic Co., Inc. against the County of Los Angeles, the City of Los Angeles and the City of Vernon in the Superior Court of the State of California for the County of Los Angeles, for refund of taxes paid under protest, was presented. It was moved by Mailliard, seconded by Anderson, that Summons to appear in Case No. 894913 be referred to the City Attorney. Motion carried. Communication from C. H. McGovern, City Attorney, dated October 12, 1966, recommending that the City Treasurer be authorized to forward to Mrs. Grace V. Blackman the sum of $210.00 as a credit for taxes not prorated during the closing of escrow for the purchase of a portion of property by the City of Vernon from Mrs. Grace V. Blackman, was read. It was moved by Anderson, seconded by Ybarra, that the request of the Superintendent, Water & Sewer Systems, dated October 14, 1966, be approved. Motion carried. Communication from A. E. Nelson, City Engineer, dated October 13, 1966, requesting authority for Lewis R. Adams to attend the California Section, American Water Works Association Conference in Los Angeles, from October 25 to 28, 1966, with an expense allowance of $31.00, was read. It was moved by Anderson, seconded by Malburg, that the request of the City Engineer, dated October 13, 1966, be approved and authority granted to issue warrant in the amount of $31.00 to Lewis R. Adams. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated October 13, 1966, requesting authority to attend the California Section, American Water Works Association Conference in Los L\nge1es, from October 25 to 28, 1966, with an expense allowance of $64.00, was read. It was moved by Mail1iard, seconded by Ybarra, that the request of the Superintendent, Water & Sewer Systems, dated October 13, 1966, be approved and authority granted to issue warrant in the amount of $64.00 to R. H. King. Motion carried. Communication from Metals Consolidation, Inc. requesting a license to conduct a business of metal products manufacturing at 4890 South Alameda Street, was read. It was moved by Malburg, seconded by Mai11iard, that the request of Metals Consolidation, Inc. be referred to the Building Department with power to act. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 13, 1966, recommending that certain personnel be re~bursed the amounts as listed from the Education and Training Budget appro- priation for courses in Police Science, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that the recommendation of the Police Chief, dated October 13, 1966, be approved and authority granted to issue warrants in the amounts as listed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 14, 1966, recommending that certain personnel as listed be; advanced in grade, effective November 1, 1966, was read. Communication from Mozer's Wholesale Meats requesting a license to conduct a business of meat distributor at 2450 East Vernon Avenue, was read. It was moved by Ybarra, seconded by Anderson, that the request of Mozer's Wholesale Meats be referred to the Building Department with power to act. Motion carried. Copy of Resolution No. 1966-84 of the Local Agency Formation Commission of the County of Los Angeles making determi- nations and approving the proposed detachment of territory, designated as "Detachment No.1" from County Sanitation District No. 23, was presented. It was moved by Malburg, seconded by Mai11iard, that copy of Resolution No. 1966-84 of the Local Agency Formation Commission of the County of Los Angeles be received and filed. Motion carried. Communication from the International Conference of Building Officials, dated October 13, 1966, advising that at the Executive Board meeting on October 7, 1966, in Fresno, California, Vincent R. Bush was appointed as a member of the Code Changes Committee to serve for a term of three years, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that communication from the International Conference of Building Officials, dated October 13, 1966, be received and filed. Motion carried. Communication from Continental Vinyl Products Corp., 5015 District Blvd., dated October 14, 1966, requesting permission to utilize a 10' x 24' office trailer as temporary headquarters, was read. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that Continental Vinyl Products Corp. be authorized to locate one 10' x 24' trailer on the property located at 5015 District Blvd., provided that said trailer is used only for the purposes as outlined in their letter dated October 14, 1966; provided that said trailer is not used for sleeping and/or cooking purposes; provided that the requirements of all City departments are complied with and that all necessary City permits are obtained; and with a stipulation that the maximum time limit that said trailer may be used for the purposes as outlined shall be February 1, 1967. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated October 17, 1966, requesting authority to pay Morris Vance, Engineering Aide I, an automobile allowance of $20.00 per month plus ten cents per mile not to exceed a total of $50.00 per month, effective November 1, 1966, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Traffic Engineer, dated October 17, 1966, be approved~ Motion carried. It was moved by Mailliard, seconded by Malburg, that the request of Gemini Plastic Enterprises be referred to the Building Department with power to act. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated October 18, 1966, advising that Jerry M. Behnke has resigned from his employment with the City of Vernon, effective October 21, 1966, and recommending that Mr. Behnke's resignation be accepted, was read. It was moved by Malburg, seconded by Ybarra, that the resignation of Jerry M. Behnke be accepted. Motion carried. The following excavation applications, all having approval of the Engineering Departments, were presented: Application 27605 - Halliburton Enterprises, Inc. to construct temporary scaffolding in N/s Leonis Blvd. Elo Boyle Ave. Application 27606 - Local 509 U.A.W~ (Norris Unit) to set two portable sanitation units in SW corner Leonis Blvd. & Boyle Ave. and NW corner 54th St. & Boyle Ave. Application 27607 - Nalley's Inc. to construct sidewalk and curb in sls 50th St. W/o Soto St. Application 2760S - So. Calif. Gas Co. to relay service to 2929 Santa Fe Ave. Application 27609 - Gi1child-Vernon to construct driveway in E/ s Santa Fe Ave. Application 27610 - So. Calif. Edison Co. to remove pole in N/s 52nd Place wlo Alamo Ave. Application 27611 - So. Calif. "Warrant Register No. 223ft covering claims and demands presented during the period October 1 to 15, which includes Demands Nos. 6-994 to 6-1090 (both inclusive) drawn on the United California Bank, totaling $851,924.94 (Light and Power Warrants $819,071.81) (Accounting Period October 1966), was examined and audited. It was moved by Mai11iard, seconded by Anderson, that ''Warrant Register No. 223" be approved and payment authorized for Demands Nos. 6-994 to 6-1090 (both inclusive), with no exceptions. Motion carried. It was moved by Mai1liard, seconded by Anderson, that "Payroll Warrant Register No. 111" be approved and payment authorized for Demands Nos. 1221 to 1232 (both inclusive), with no exceptions.
