19661206 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD DECEMBER 6, 1966 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANI'A FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson~ Furlong, Mailliard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Mailliard, seconded by Ybarra, that minutes of the meeting of November 15, 1966 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for the City Council to publicly destroy certain executed but not sold and disposed of bonds as described in Resolution No. 2864. No T4ritten objections to the destruction of bonds as described in Resolution No. 2864 were filed with the City Clerk pursuant to Sect i.on 43(103 of the Government Code of the State of California. The City Council proceeded to destroy the bonds as described in Resolution No. 2864 by cutting the same. Resolution No. 2872 - A Resolution of the City Council of the City o~ernon acknowledging the destruction of municipal bonds, was read. It was moved by Mailliard~seconded by Malburg, that Resolution No. 2872 be approved and adopted. Motion carried. King, Superintendent, Water & Sewer Systems, dated November 28, 1966, with reference to bids received for the 26th Street l~ater Main Relocation at Downey Road Underpass in accordance with Contract No. 326, recommending that the contract be awarded to William B. Long Contractors, Inc. on the basis of their bid of $11,133.50, was read. Resolution No. 2871 - A Resolution of the City Council of the City of Vernon accepting the bid of William B. Long Contractors, Inc. for 26th Street Water Main Relocation at DOT~ey Road Underpass, in accordance with Contract No. 326, was read. It was moved by Anderson, seconded by Ybarra, that Resolution No. 2871 be approved and adopted. Communication from Bryant Mold & Die Co. requesting a license to conduct a business of building tools, molds and dies at 2053 E. 38th Street, was read. It was moved by Mailliard, seconded by Anderson, that the request of Bryant Mold & Die Co. be referred to the Building Depart- ment with power to act. Motion carried. Communication from Zonolite Division, W. R. Grace & Co., requesting a license to conduct a business of manufacturing expanded polystyrene at 4400 District Blvd., was read. It was moved by Mailliard~ seconded by Anderson, that the request of Zonolite Division, W. R. Grace & Co., be referred to the Building Department with power to act. Motion carried. Communication from Assured Business Consultants, Inc. requesting a license to conduct a business of selling life and group insurance at 2833 Leonis Blvd., was read. It was moved by Anderson, seconded by Ybarra, that the request of Assured Business Consultants, Inc. be approved and license granted. Motion carried. Communication from Western Pipe & Engineering Co. of Los ~ngeles, dated November 21, 1966, commending certain Fire Department personnel for the splendid job they did in connection with a fire that occurred at their offices and warehouse on October 2, 1966, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Malburg, that communication from Western Pipe & Engineering Co. of Los Angeles, dated November 21, 1966, be received and filed. Motion carried. Copy of communicat'ton from McGraw-Hill Publications, dated November 16, 1966, addressed to Mr. Hugh C. Robbins, with reference to correct mailing address for Robbins Aviation~ Inc.~ was read. (Copy to each member of the City Council) It was moved by Anderson~ seconded by Ybarra, that copy of communication from McGraw-Hill Publications,. dated November 16, 1966. addressed to Mr. Hugh C. Robbins~ be received and filed. Motion carried. Communication from Civil Defense and Disaster Board, Area VIE" of Los Angeles County, dated November 14, 1966, advising that the California Disaster Office has requested that Vernon's Surplus Property resolution be repealed and that the updated resolution for Combination of Surplus Property Over and Under $2500 be passed in its place, was read. (Copy to each member of the City Council) Resolution No. 2870 - A Resolution of the City Council of the City of Vernon regarding a Combination of Surplus Property Over and Under $2,500.00, was read. Grayson, Traffic Engineer, dated November 17, 1966, transmitting an easement for street purposes from Safeway Stores, Inc. covering a por.tion of Alameda Street, and recommending that this easement be accepted and that the grantor be advised of the official recordation, was read. It was moved by Malburg, seconded by Ybarra, that Easement be accepted from Safeway Stores Inc. and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated November 25, 1966, transmitting an easement for street purposes from Marvin Glickman and Wolfe Duberstein covering a portion of Alameda Street, and recommending that this easement be accepted and that the grantor be advised of the official recordation, was read. It was moved by Malburg, seconded by Ybarra, that Easement be accepted from Marvin Glickman and 'volfe Duberstein and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated November 16, 1966~ requesting authority to employ Mr. Anthony B. Hollander as Engineering Aide I, Step 5, effective November 21, 1966, pending satisfactory physical examination, was read. It was moved by Anderson, seconded by Ybarra, that the request of the Traffic Engineer, dated November 16, 1956, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated December 1, 1966, transmitting an Amendment to Agreement which would provide for a delay in close of escrowfbr the purchase of certain property by the City of Vernon from Mobil Oil Company in accordance with the request of Mobil for said delay; and recommending that the City Council approve the Amendment to Agreement and authorize the Mayor and City Clerk to execute this agreement and to execute an amendment to escrow instructions as provided in the Agreement, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that the recommendation of the Traffic Enginee~, dated December 1, 1966, be approved; and that the Mayor and the City Clerk be authorized to execute an Amendment to Agreement between the City of Vernon and Mobil Oil Company and to execute an amendment to escrow instructions as provided in the Agreement. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated ~ovember 23, 1966, requesting authority to employ Gary M. Alverez as Policeman, Grade 4, effective December 1, 1966, was read. It was moved by Mai11iard, seconded by Ybarra, that the request of the Police Chief, dated November 23, 1966, be approved. Motion carried. I I -4- 12/6/66 Communication from R. H. Bockhacker, Police Chief; dated November 23 1966~ recommending that Off.icer B. G. Baker be reimbursed the sum of $23.22 from the Education and Training Budget appropriation for a course in Police Science at East Los Angeles College, was read. It was moved by Mailliard~ seconded by Malburg, that the recommendation of the Police Chief, dated November 23, 1966, be approved and authority granted to issue warrant in the amount of $23.22 to B. G. Baker. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November 28, 1966, advising that he has suspended Officer G. Lindsey for violation of Section 400.55 of the Police Department's Manual of Policy and Ethics for one day, without pay, effective December 9, 1966., was read. It was moved by ~nderson, seconded by Ybarra, that the action taken by the Police Chief be approved. It was moved by Mailliard, seconded by Malburg, that Activity Log of the Police Department be received and filed. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated December 1, 1966, advising that pursuant to Section 459 of the California Health and Safety Code, the Vernon City Jail was inspected on November 30, 1966, and transmitting a copy of the report of the inspection results, was read. (Copy to each member of the City Council) It was moved by Ybarra seconded by Mailliard, that communication from the Healtb Officer, dated December 1, 1966, together with transmittal, be received and filed. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated December 1, 1966, advising that Vernon Paving Company has completed the work of heater remixing and asphalt resurfacing of certain streets in accordance with Contract No. 321, and recommending that the work be accepted and that authority be granted to pay the contractor in accordance with the terms of the agreement, was read. Chapman~ employee of the City of Vernon, was read. It was moved by Malburg, seconded by Anderson~ that Resolution No. 2875 be approved and adopted. Motion carried. Communication from Fairbanks Manufacturing Company requesting a license to conduct a business of selling and distri- bution of valves, hand trucks, casters wheel and associated products at 4695 E. 48th Street> was read. It was moved by Mai..lliard, seconded by Ybarra, that the request of Fairbanks Manufacturing Company be referred to the Building Department with power to act. Motion carried. Communication from L. C. Husted, Fire Chief, and Vincent R. Bush, Superintendent of Building, dated December 5, 1966, recom- mending that Norris Industries be permitted to continue the use of three wood canopies provided that Norris install automatic fire sprinkler protection as indicated in their letter dated November 7, 1966, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Malburg, that the recommendation of the Fire Chief and the Superintendent of Building, dated December 5; 1966, be approved, and that Norris Industries be permitted to continue the use of three wood canopies erected between Buildings #2 and #3 at 5215 So. It was moved by Anderson, seconded by Ybarra, that copies of Resolutions Nos. 1966-104 and 1966-105 of the Local Agency Formation Commission of the County of Los Angeles be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, dated December 50 1966 advising that James J. Stanley resigned from the Fire Department effective December 5, 1966, was read. White, District Manager, Southern California Edison Company, dated December 6, 1966, requesting that Mr. John V. Kelly, lineman working for the Southern California Edison Company in Vernon, be considered as a tenant for one of the city-owned three bedroom houses, was read. It was moved by Malburg, seconded by Mailliard, that the request of Mr. Robert L. White, District Manager, Southern California Edison Company, dated December 6, 1966, be received and filed for future consideration. Motion carried. Resolution No. 2869 - A Resolution of the City Council of the City of Vernon authorizing and instructing Paul P. Hendricks to represent the City of Vernon in all matters pertaining to the Joint Pole Agreement heretofore entered into between the City of Vernon and the Joint Pole Comm'lttee, was read. It was moved by Malburg, seconded by Ybarra, that Resolution No. 2869 be approved and adopted. Motion carried. Warrants $864,189.81) (Accounting Period December, 1966), was examined and audited. It was moved by Mailliard, seconded by Ybarra, that ''Warrant Register No. 226" be approved and payment authorized for Demands Nos. 6-1372 to 6-1546 (both inclusive), with no exceptions.
