MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY 17, 1967 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong~ Mailliard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Mailliard, that
minutes of the meeting of January 3, 1967 be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Alameda Street-East Roadway Recon-
struction from North City Boundary to South City Boundary, in
accordance with Contract No. 322.
It was moved by Malburg, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carr ied.
The Clerk opened and read the following bids:

It was moved by Malburg, seconded by Mailliard, that bids
received for Alameda Street-East Roadway Reconstruction from North
City Boundary to South City Boundary, in accordance with Contract
No. 322, be referred to the Traffic Engineer and the City Attorney
for checking and report. Motion carried.
Communication from Safeway Stores, Incorporated, dated
January 11, 1967, requesting permission to use three 10 x 55 foot
mobile trailers as temporary office quarters commencing on or about
January 23, 1967 to January 1, 1968, was read. (Copy to each member
of the City Council)
It was moved by Malburg, seconded by Ybarra, that Safeway
Stores, Incorporated be authorized to locate three 10 x 55 foot
mobile office trailers on the property located at 1925 East Vernon
Avenue, provided that said trailers are used only for the purposes
as outlined in their letter dated January 11, 1967; provided that
said trailers are not used for sleeping and/or cooking purposes;
provided that the requirements of all City departments are complied
with and that all necessary City permits are obtained; and with a
stipulation that the maximum time limit that said trailers may be
used for the purposes as outlined shall be January 1, 1968. Motion
carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
January 11, 1967, with reference to the extension of the completion
date of Contract No. 319, advising that Universal Electric, Inc.
has completed the work of furnishing and installing instrumentation
and telemetering equipment; and ~commending that the completion

date of the contract be extended to January 10, 1967, that the work
be accepted and that authority be granted to pay for same in
accordance with the terms of the agreement, was read. (Copy to each
member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that the
completion date of Contract No. 319 be extended to January 10, 1967.
Motion carried.
Resolution No. 2886 - A Resolution of the City Council of
the City of Vernon, accepting the furnishing and installing of
instrumentation and telemetering equipment in accordance with
Contract No. 319 of the City of Vernon, was read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 2886 be approved and adopted. Motion carried.

Communication from A. E. Nelson, Jr., City Engineer, dated
January 11, 1967, transmitting a proposed letter amendment to the
letter contract for engineering services with James M. Montgomery,
Consulting Engineers, Inc. to provide for the services of a Senior
Resident Engineer and Resident Engineer-Inspector (if required)
during construction phases of the Vernon Civic Center Reservoir and
Pumping Station No. 1 contract; and recommending that the amendment
to the contract be accepted, was read. (Copy to each member of the
City Council)
It was moved by Mailliard, seconded by Ybarra, that letter
amendment, dated October 8, 1966, to contract for engineering
services with James M. Montgomery, Consulting Engineers, Inc., be
accepted, and that the Mayor and the City Clerk be authorized to
execute said letter amendment on behalf of the City of Vernon.
Motion carried.
Communication from Connie's requesting a license to operate
a sandwich shop and off sale beer business at 3439 E. Vernon Avenue,
was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Connie's be referred to the Building Department with
power to act. Motion carried.
Copy of Decision No. 71801 of the Public Utilities
Commission of the State of California in the matter of the Joint
Application (No. 48075) of the Cities of Vernon and Huntington Park
to Construct a Public Street Across the Right-of-Way of the Southern
Pacific Company at Randolph Street, was presented. (Amended Title)

It was moved by Mailliard, seconded by Ybarra, that copy
of Decision No. 71801 of the Public Utilities Commission of the
State of California be referred to the Traffic Engineer for study
and report. Motion carried.
Communication from The Pacific Telephone and Telegraph
Company, dated January 4, 1967, advising that the interior remodeling
of their Customer Service Center, lneated at 3241 East 50th Street,

has made the office area untenable during the construction period,
and requesting permission to place an office trailer on this site
for approximately 90 days, was read. (Copy to each member of the
City Council)
It was moved by Malburg, seconded by Ybarra, that The
Pacific Telephone and Telegraph Company be authorized to locate one
office trailer on the property located at 3241 East 50th Street,
provided that said trailer is used only for the purposes as outlined
in their letter dated January 4, 1967; provided that said trailer
is not used for sleeping and/or cooking purposes; provided that the
requirements of all City departments are complied with and that all
necessary City permits are obtained; and with a stipulation that the
maximum time limit that said trailer may be used for the purposes
as outlined shall be August 1, 1967. Motion carried.
Summons to appear in Cases Numbered 843610, 866821 and
890635 brought by Container Corporation of America against the
County of Los Angeles, City of Vernon and City of Commerce in the
Superior Court of the State of California for the County of Los
Angeles for refund of taxes, were presented.
It was moved by Anderson, seconded by Ybarra, that Summons
to appear in Cases Numbered 843610, 866821 and 890635 be referred
to the City Attorney. Motion carried.
"Preliminary Claim for Damages" against the City of Vernon,
dated January 9, 1967, by Ben F. and Flora Doke, Associated Piping
& Engineering Co., Western Piping & Engineering Co. of Los Angeles,
Lou Jones, Ray Fergeson and Reliance Steel & Aluminum Co., was
presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Malburg, that
"Preliminary Claim for Damages" against the City of Vernon, dated
January 9, 1967, by Ben F. and Flora Doke, Associated Piping &
Engineering Co., Western Piping & Engineering Co. of Los Angeles,
Lou Jones, Ray Fergeson and Reliance Steel & Aluminum Co., be denied
and referred to the City Attorney and the City's insurance carrier
for necessary action. Motion carried.
Communication from Assemblyman Floyd L. Wakefield, dated
January 6, 1967, extending an invitation to visit the Legislature
in Sacramento within the next few weeks, was read. (Copy to each
member of the City Council)
It was moved by Ybarra, seconded by Anderson, that communi-
cation from Assemblyman Floyd L. Wakefield, dated January 6, 1967,
be received and filed. Motion carried.
Communication from the Board of Supervisors, County of Los
Angeles, dated January 6, 1967, transmitting a copy of County
Ordinance No. 9258 which establishes a juvenile loitering law
applicable to persons under the age of 18 years, was read. (Copy to
each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that communi-
cation from the Board of Supervisors~ County of Los Angeles, dated
January 6, 1967, together with transmittal, be receivQd and filed.

Communication from the City of Los Angeles, dated January
9, 1967, transmitting a copy of the resolution which was adopted by
the City of Los Angeles at its meeting held January 9, 1967,
resolving that the City offer to the County and each of the 76
incorporated municipalities the services of the Los Angeles City
Social Service Department on a contractual basis, was read.
It was moved by Anderson, seconded by Mailliard, that
communication from the City of Los Angeles, dated January 9, 1967,
together with transmittal, be received and filed. Motion carried.
Communication from the Finance Committee, dated January 13,
1967, with reference to vacation policies for City employees, trans-
mitting a proposed resolution for consideration, was read. (Copy
to each member of the City Council)
Resolution No. 2885 - A Resolution of the City Council
establishing vacation policies for employees of the City of Vernon,
and repealing all resolutions in conflict herewith, was read.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 2885 be approved and adopted. Motion carried.

Communication from F. A. Ziemer, City Clerk, dated January
5, 1967, transmitting a list of records which are recommended for
immediate destruction, and recommending that a resolution be adopted
authorizing the destruction of these records, was read. (Copy to
each member of the City Council)
Resolution No. 2883 - A Resolution of the City Council of
the City of Vernon, authorizing the destruction of certain City
records, documents, instruments, books, and papers pursuant to
Government Code Section 34090, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2883 be approved and adopted. Motion carried.

Communication from F. A. Ziemer, City Clerk, dated January
10, 1967, requesting authority for Brooks Carden, Purchasing Agent,
to attend the 1967 Conference of the California Association of
Public Purchasing Officers at Burlingame, California, from January
25 to 27, 1967, inclusive, with an expense allowance of $162.40,
was read.
It was moved by Anderson, seconded by Mailliard, that the
request of the City Clerk, dated January 10, 1967, be approved and
authority granted to issue warrant in the amount of $162.40 to
Brooks Carden. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated January 3, 1967, requesting authority for Louis S. Hauger to
attend the State Department of Public Health RadiGlogical Seminar
at Berkeley, California, from January 25 to 27, 1967, inclusive,
with an expense allowance of $177.65, ~as read.

It was moved by Malburg, seconded by Mai11iard, that the
request of the Health Officer, dated January 3, 1967, be approved
and authority granted to issue warrant in the amount of $177.65 to
Louis S. Hauger. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 4, 1967, transmitting a grant of easement from Southern
Pacific Company for the construction of a water line and a pole line
within Southern Pacific Company's right-of-way located north of
Randolph Street, and recommending that the document be approved and
that the Mayor and the City Clerk be authorized to execute the ease-
ment, was read.
It was moved by Mai11iard, seconded by Malburg, that grant
of easement from Southern Pacific Company for the construction of a
water line and a pole line within Southern Pacific Company's right-
of-way located north of Randolph Street be approved, and that the
Mayor and the City Clerk be authorized to execute said easement on
behalf of the City of Vernon. Motion carried.
Communication from Joseph Stark, Pumping Plant Operator,
dated January 4, 1967, requesting that he be considered as a tenant
for one of the City's three bedroom houses when one becomes
available, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of Joseph Stark, dated January 4, 1967, be received and filed
for future consideration. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated January 11, 1967, recommending that the next
available city-owned three bedroom house be leased to Mr. Joseph H.
Stark, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that communi-
cation from the Superintendent, Water & Sewer Systems, dated January
11, 1967, be received and filed for future consideration. Motion
carried.
Communication from Frank M. Muniz, Utility Man, dated
January 10, 1967, requesting permission to lease the city-owned three
bedroom house located at 4329 Furlong Place when it becomes vacant,
was read.
It was moved by Anderson, seconded by Ybarra, that the
request of Frank M. Muniz, dated January 10, 1967, be received and
filed for future consideration. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated January 11, 1967, requesting authority to employ
Mr. Charles R. Kingston as Utility Man IV, Step 5, effective January
16, 1967, pending satisfactory physical examination, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of the Superintendent, Water & Sewer Systems, dated January
11, 1967, be approved. Motion carried.
Report of Health Department Activities for the month of
December, 1966, was presented. (Copy to eacll member of the City

It was moved by Malburg, seconded by Ybarra, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 4, 1967, advising that Officer G. M. Alvarez has tendered
his resignation from the Police Department effective as of the close
of business on January 4, 1967, was read.
It was moved by Ybarra, seconded by Anderson, that the
resignation of Policeman G. M. Alvarez be accepted. Motion carried.
Activity Log of the Police Department for the period
January 1 - 15, 1967 inclusive, was presented.
It was moved by Malburg, seconded by Anderson, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 11, 1967, outlining the understanding reached between the
Traffic Engineer and Vernon Livestock Trucking Company for the
acquisition of certain property in connection with the extension of
Bandini Boulevard, and recommending that the City Council approve the
provisions as outlined and authorize the Mayor and the City Clerk to
execute documents necessary to consumate the sale, was read. (Copy
to each member of the City Council)
It was moved by Mai11iard, seconded by Anderson, that the
recommendation of the Traffic Engineer, dated January 11, 1967, be
approved; and that the Mayor and the City Clerk be authorized to
execute documents necessary toconsummate the sale of certain property,
as outlined, to the City of Vernon by Vernon Livestock Trucking
Company. Motion carried.
Communication from V. R. Bush, Superintendent of Building,
dated January 13, 1967, recommending that Norris Industries be
permitted to use an office trailer on a temporary basis at 4900 So.
Boyle Avenue during the construction for the installation of ordnance
manufacturing facilities tn their Building #15, was read.
It was moved by Malburg, seconded by Ybarra, that Norris
Industries be authorized to locate one 35' x 10' office trailer on
the property located at 4900 So. Boyle Avenue, provided that said
trailer is used only for the purposes as outlined in their letter
dated December 28, 1966; provided that said trailer is not used for
sleeping and/or cooking purposes; provided that the requirements of
all City departments are complied with and that all necessary City
permits are obtained; and with a stipulation that the maximum time
limit that said trailer may be used for the purposes as outlined
shall be February 1, 1968. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 12, 1967, requesting authority for Victor H. Vaits to attend
the nineteenth annual California Street and Highway Conference in
Los Angeles from February 2 to 4, 1967, with an expense allowance of
$34.00, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Traffic Engineer, dated January 12, 1967, be approved
and authority granted to issue warrant in the amount of $34.00 to
Victor H. Vaits. Motion carried.

Communication from L. C. Husted, Fire Chief, dated January
13, 1967, requesting that certain personnel, as listed, be advanced
from Hosemen Grade 3 to Grade 2, effective February 1, 1967, was
read. (Copy to each member of the City Council)

request of the Fire Chief, dated January 13, 1967, be approved.

January 13, 1967, requesting authority to attend the California
Peace Officers Association meeting in Palo Alto, California, from
February 1 to 3, 1967, with an expense allowance of $143.90, was

It was moved by Mai11iard, seconded by Malburg, that the
request of the Police Chief, dated January 13, 1967, be approved and
authority granted to issue warrant in the amount of $143.90 to R. H.
Bockhacker. Motion carried.
Communication from L. C. Husted, Fire Chief, dated January
13, 1967, advising that student Firemen Brian Christensen and James
N. Mechikoff resigned effective January 10 and 13, 1967, respectively,
was read.
It was moved by Ybarra, seconded by Malburg, that the
resignation of student Firemen Brian Christensen and James N.
Mechikoff be accepted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 13, 1967, recommending that Lt. M. A. deRuyter be reimbursed
the sum of $49.00 from the Education and Training Budget appropri-
ation for classes in Police Science at California State College at
Los Angeles, was read.
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Police Chief, datad January 13, 1967, be
approved and authority granted to issue warrant in the amount of
$49.00 to M. A. deRuyter. Motion carri~d.
Communication from D. D. Grayson, Traffic Engineer, dated
January 16, 1967, advising that Joyce C. Brannon, Engineering Clerk
IV, Step 3, has submitted her resignation to be effective at the
close of business on January 26, 1967, and recommending that said
resignation be accepted, was read.
It was moved by Mailliard, saconded by Ybarra, that the
resignation of Joyce C. Brannon be accepted. Motion carried.
Communication from Fremont Bag Co., Inc. requesting a
license to conduct a business of warehousing and processing burlap
and cotton bags at 2036 E. 27th Street, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Fremont Bag Co., Inc. be referred to the Building Depart-
ment with power to act. Motion carried.
Resolution No. 2884 - A Resolution of the City Council of
the City of Vernon, expressiu& support to the City of Bell in the
opening and improving of Bandini Rouleva"l'd, was read.

It was moved by Malburg, seconded by Mailliard, that
excavation applications numbered 27650 to 27654 inclusive be filed
and permits granted. Motion carried.
"Payroll Warrant Register No. 114" covering claims and
demands presented during the period December 1 to 31, 1966, which
includes Demands Nos. 1258 to 1270 (both inclusive), drawn on the
Crocker-Citizens National Bank, totaling $232,774.72 (Accounting
Period December, 1966), was examined and audited.

Warrant Register No. 114" be approved and payment authorized for
Demands Nos. 1258 to 1270 (both inclusive), with no exceptions.

It was moved by Mailliard, seconded by Ybarra, that
"Warrant Register No. 229" be; approved and payment authorized for
Demands Nos. 7-75 to 7-245 (both inclusive), with no exceptions.
