MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD FEBRUARY 7 t 1967 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE

The meeting was called to order by Mayor R. J. Furlong,

Communication from A. E. Nelson, Jr., City Engineer, d;st('d
February 2, 1967, transmitting Addendum No.1 to Contract No. 279]
Vernon Civic Center Reservoir and Pumping Station No. 1 prepared by
.;ames M. Montgomery, Consulting Engineers, Inc.; and recommending
that Addendum No. 1 to Contract No. 279 be approved prior to th,~
opening of bids, was read.
It was moved by Ybarra, seconded by Mailliard, that in

The Clerk announced that this was the time and place for
opening of bids received for the construction of Vernon Civic Cent~r
Reservoir and Pumping Station No.1, in accordance with Contract No.
279.
It was moved by Mai11iard, seconded by Ybarra, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

Communication from Atlantic Richfield Company, dated
P8bruar7 2, 1967, requesting permission to conduct a seismic sur~ey
in cert.,dn streets in the City of Vernon using a non-explosive

It was moved by Malburg, seconded by Ybarra, that Atlantic
Richfield Company be granted permission to conduct a seismic survey
in certain streets in the City of Vernon using a non-explosive energy
source known commercially as "Vibroseis" in accordance with the
conditions outlined in their letter dated February 2, 1967, subject
to furnishing the City of Vernon with Certificates of Insurance
naming the City as co-insured and insuring against any damage to
City property, with the form of the policy and the amounts to be
approved by the City Attorney; and subject to giving the Police
Department 24-hour notice before commencing the survey. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
February 2, 1967, with reference to bids received for the Alameda
Street East Roadway Reconstruction in accordance with Contract No.
322, recommending that the contract be awarded to Sully-Miller
Construction Company on the basis of their bid of $77,640.14, was
read.
Resolution No. 2888 - A Resolution of the City Council of
the City of Vernon, accepting the bid of Sully-Miller Construction
Company for the Alameda Street-East Roadway Construction, in accord-
ance with Contract No. 322, was read.
It was moved by Mai1liard, seconded by Anderson, that
Resolution No. 2888 be approved and adopted. Motion carried.

Communication from Buss Industrial Movers Inc. requesting
a license to conduct a business of machinery moving and rigging at
2315 E. 27th Street, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Buss Industrial Movers Inc. be approved and license
granted. Motion carried.
Communication from Ira Langbaum dba Ira's Catering
requesting a license to operate a lunch truck in the City of Vernon~
wae read.
It was moved by Ybarra, seconded by Mail1iard, that the
request of Ira Langbaum dba Ira's Catering be approved and license
grante(L Motion carried.
Communication from Alloy Specialties, Ltd. requesting a
license to conduct a business of selling metal alloy products at 4608
East 50th Street, was read.
It was moved by Anderson, seconded by Ybarra, that the
:~quest of Alloy Specialties, Ltd. be referred to the Building
Departm~nt with power to act. Motion carried.
Communication from Geiger Truck & Body Repair requesting a
license to conduct a business of truck repair at 3336 Fruitland
Avenue, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of Geiger Truck & Body Repair be referred to the Building
Department with power to act. Motion carried.

Communication from Bo-Chem Corporation requesting a
license to conduct a business of metal finishing services at 5051
Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of Bo-Chem Corporation be referred to the Building Department
with power to act. Motion carried.
Communication from Tele-Fire of California, Inc., dated
January 30, 1967, requesting a license to install and maintain a
remote station fire alarm operation in Vernon, was read. (Copy to
each member of the City Council)
It was moved by Mailliard, seconded by Malburg, that
communication from Tele-Fire of California, Inc., dated January 30,
1967, be referred to the Fire Department for investigation and report.
Motion carried.
Communication from Southern California Edison Company,
dated January 16, 1967, transmitting original and duplicate copy of
an agreement between the Union Pacific Railroad Company and the
City of Vernon (Railroad's Document No. CLD 15552) covering the
construction, maintenance~, use and operation of a 3/8" guy wire over
and across railroad right-of-way and tracks in the vicinity of 28th
Street East of Santa Fe Avenue, City of Vernon, was read.
It was moved by Malburg, seconded by Ybarra, that the
Mayor and the City Clerk be authorized and directed to execute, on
behalf of the City of Vernon, Agreement identified as Union Pacific
Railroad Company's Document No. CLD 15552. Motion carried.
Communication from Southern California Edison Company,
dated January 19, 1967, recommending that the two presently
installed, city-owned substations now serving ~Nens-I1linois, Inc.
be sold to Owens-Illinois, Inc. for a total price of $48,560.72,
was read. (Copy to each member of the City Council)
Resolution No. 2887 - A Resolution of the City Council of
the City of Vernon, authorizing the sale and conveyance of Cwo
substations now owned by the City of Vernon to Owens-Illinois, Inc.,
a ccrporation, was read.
It was moved by Anderson, seconded by Ybarra, that
Resoh,.tion No. 2887 be approved and adopted. Motion carried.

Communication from Container Corporation of America, dated
January 24, 1967, requesting permission to use two 10' x 55' rental
office trailers as temporary quarters during demolition of their
present plant office and construction of new office facilities at
2001 East 57th Street, was read.
It was moved by Ybarra, seconded by Mailliard, that
Container Corporation of America be authorized to locate two 10' x
55' rental office trailers on the property located at 2001 East 57th
Street, provided that said trailers are used only for the purposes
as outlined in their letter dated January 24., 1967; provided that
said trailers are not used for sleeping andlor cooking purposes;

p~ovided that the requirements of all City departments are complied
.~ith and that all necessary permits are obtained; and with a
stipulation that the maximum time limit that said trailers may be
used for the purposes as outlined shall be July 1, 1968. Motion
carried.
Communication from the City of Maywood, dated January 30,
1967, transmitting a copy of its Resolution No. 2177 urging legis-
lative action to provide property tax relief for aged persons, was
read.
It was moved by Malburg, seconded by Ybarra, that communi-
cation from the City of Maywood, dated January 30, 1967, together
with transmittal, be received and filed. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated January 31, 1967, recommending that Louis S. Hauger be
advanced from Director of Sanitation Grade 3 to Grade 2, effectivo
February 1, 1967, was read.
It was moved by Anderson, seconded by Mai1liard, that the
recommendation of the Health Officer, dated January 31, 1967, be
approved. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated January 10, 1967, requesting authority for Louis S. Hauger
to attend the Executive Committee Meeting of The California
Conference Directors of Sanitation at Fresno, California, on
February 9 & 10, 1967, with an expense allowance of $115.70, was
read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Health Officer, dated January 10, 1967, be ap~~oved
and authority granted to issue warrant in the amount of $115.70 to
Louis S. Hauger. Motion carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, dated January 27, 1967, requesting that authority be
granted to purchase one Seco Antenna Tester from Fireman Robert J.
Glassner at a price of $51.95 for use on Civil Defense and Fire
Dep2rtment radios, was read. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Mai11iard, that the
~:'equest of the Assistant Director of Civil Defense, dated January
27, 1967, be approved and authority granted to issue warrant in the
amount of $51.95 to Robert J. Glassner. Motion carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, dated January 30, 1967, requesting that authority be
granted t~ purchase one Band K 606 Tube Tester at an approximate
cost of $79.95, was read. (Copy to each member of the City Council)

It was moved by Mailliard, seconded by Ybarra, that
communication from the Traffic Engineer, dated January 23, 1967,
together with transmittal, be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 19, 1967, requesting that G. M. Alvarez be re-employed as
Policeman Grade 4, effective February 1, 1967, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of the Police Chief, dated January 19, 1967, be approved.
Motion carried.
Activity Log of the Police Department for the period
January 16 - 31, 1967 inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
February 3, 1967, transmitting a License Agreement between the City
of Vernon and Theo. Hamm Brewing Company for the construction and
maintenance of one IS-inch diameter vitrified clay 'l:~aste water liw~
and appurtenances along 49th Street East of Alameda Street (East
Roadway), and recommending that subject to approval as to form by
the City Attorney, the License Agreement be approved and executed
by the City of Vernon, was read.
It was moved by Malburg, seconded by Ybarra, that subject
to approvnl as to form by the City'\ttorney, the Mayor and the City
Clerk be authorized and directed to execute License Agreement
between the City of Vernon and Thea. Hamm Brewing Company for the
construction and maintenance of one IS-inch diameter vitrified clay
pipe waste water line and appurtenances along 49th Street East of
Alameda Street (East Roadway). Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 31, 1967, requesting authority to employ Miss Teresa L.
Snyder as Engineering Clerk IV, Step 5, effective February 13, 1967,
pending satisfactory physical examination, was read.
It was moved by Ybarra, seconded by Malburg, that the
requeet of the Traffic Engineer, dated January 31, 1967, be approved.
Hotion carried.
Communication from L. R. Adams, Civil Engineering Assistant,
dated February 3, 1967, requesting that he be reimbursed the sum of
$100.00 from the Education and Training Budget appropriation for a
course entitled "Hydraulic Design" at the University of Southern
Californi.a, together with recommendation for approval from the City
Engineer, was read.
It was moved by Mailliard, seconded by Anderson, that the
recommendation of the City Engineer, dated February 3, 1967, be
approved and authority granted to issue warrant in the amount of
$100.00 to Le R. Adams. Motion carried.
Communication from L. C. Husted, Fire Chief, dated
February 3, 1967, requesting that certain personnel be reimbursed
the amounts as listed from the Education and Training Budget appro-
priation for Fire Science courses, was read.

Communication from D. D. Grayson, Traffic Engineer, dated
February 6, 1967, transmitting a proposed agreement between the
Union Pacific Railroad Company, The Atchison, Topeka and Santa Fe
Railway Company, the City of Vernon and the County of Los Angeles,
regarding the construction and maintenance of certain railroad track
work and crossing protection devices on Bandini Boulevard immediately
east of Downey Road, and recommending that this agreement be approve!d
and that the Mayor and the City Clerk be authorized to execute the
agreement on behalf of the City of Vernon, was read.
It was moved by Malburg, seconded by Ybarra, that subject
to approval by the City Attorney, the Mayor and the City Clerk be
authorized and directed to execute agreement between the Union
Pacific Railroad Company, The Atchison, Topeka and Santa Fe Railway
Company, the City of Vernon and the County of Los Angeles, regarding
the construction and maintenance of certain railroad track work and
crossing protection devices on Bandini Boulevard immediately east
of Dovmey Road. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
February 6, 1967, requesting authority to reclassify Morris B. VanC2
from Engineering Aide I, Step 3, to Administrative Assistant, Step
5, effective March 1, 1967, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Traffic Engineer, dated February 6, 1967, be approved.

Ordinance No. 781 - An Ordinance of the City of Vernon
fixing the rates to be charged for outdoor area lighting service
by the City of Vernon within its boundaries, was read in full for a
first reading.
It was moved by Malburg, seconded by Mail1iard, that
Ordinance No. 781 receive and pass a first reading. Motion can:ied.

the City of Vernon, urging the State Legislature to adopt legis-
lative proposals to stem the growing crDne rate, was read.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 2889 be approved and adopted. Motion carried.

presented during the period January 16 to 31, which includes Demands
Nos. 7-246 to 7-402 (both inclusive) drawn on the United California
Bank, totaling $1,121,745.32 (tight and Power Warrants $763,898.40)
(Accounting Period February, 1967), was examined and audited.
