19670221 Regular City Council Meeting - Minutes I I MINUTES OF A REGUlAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD FEBRUARY 21, 1967 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANI'A FE ~ENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Ybarra COUNCIL ABSENI': Malburg The meeting was called to order by Mayor R. J. Furlong. It was moved by Ybarra, seconded by Anderson, that minutes of the meeting of February 7, 1967 be approved as ~.;tritten and submitted. Motion carried. Resolution No. 2892 . A Resolution of the City Council of the City of Vernon correcting a clerical error in the numbering of a certain ordinance, was read. It was moved by Mail1iard, seconded by Ybarra, that Resolution No. 2892 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Ybarra Noes: None Absent: Malburg It was moved by Anderson, seconded by Mail1iard, that Ordinance No. 783 receive a third and final reading by title. Motion carried. Ordinance No. 783 . An Ordinance of the City of Vernon fixing the rates to be charged for outdoor area lighting service by the City of Vernon within its boundaries, was read for a third and final reading by title. It was moved by Anderson, seconded by Mail1iard, that Ordinance No. 783 receive and pass a third reading and be adopted. Motion carried. King, Superintendent, Water & Sewer Systems, dated February 14, 1967, advising that Industrial Pipeline Construction Company has completed the work of installing an 8" water main~ Boyle Avenue to Alcoa Avenue~ North of Randolph Street, in accordance with Contract No. 325, and recommending that the work be accepted and that authority be granted to pay the contractor in accordance with the terms of the agreement, was read. Resolution No. 2893 . A Resolution of the City Council of the City of Vernon accepting the work of construction of a water main, Boyle Avenue to Alcoa Avenue, North of Randolph Street, in accordance with Contract No. 325, was read. It was moved by Anderson, seconded by Ybarra, that the request of B. L. D~~ey Company $ Inc. be approved. Motion carried. Communication from Electrocraft Rubber & Engineering Company requesting a license to conduct a business of rubber and related products at 2111 E. 51st Street, was read. It was moved by Mailliard, seconded by Ybarra, that the request of Electrocraft Rubber & Engineering Company be referred to the Building Department with power to act. Motion carried. Communication from Western Valve & Supply Company requesting a license to conduct a business of wholesale industrial supplier at 3320 Leonis Blvd., was read. It was moved by Mai1liard, seconded by Ybarra, that the request of Western Valve & Supply Company be referred to the Building Department with power to act. Motion carried. Communication from Albertson's Inc. requesting a license to operate a grocery warehouse at 1931 E. 27th Street, was read. It was moved by Mailliard, seconded by Ybarra, that the request of Albertson's Inc. be referred to the Building Department with power to act. Motion carried. Communication from Assemblyman Floyd L. Wakefield, dated 8, 1967, transmitting a copy of a resolution adopted by of Supervisors of Santa Cruz County on December 20, 1966~ (Copy to each member of the City Council) February the Board was read. It was moved by Mai1liard, seconded by Anderson, that communication from Assemblyman Floyd L. Wakefield, dated February 8~ 1967, together with transmittal, be received and filed. Motion carr ied . Communication from D. D. Grayson, Traffic Engineer, dated February 9, 1967, with reference to inquiry from Liquid Carbonic Corporation, a Division of General Dynamics, relative to the vacation. of a public alley south of 57th Street and adjoining their property on the east, recommending that the City take such action as is neces- sary to vacate the alley, was read. (Copy to each member of the City Council) Resolution No. 2891 - A Resolution of the City Council of the City of Vernon, declaring its intention to vacate that certain public alley located between Alameda Street and First Street in the City of Vernon, and running southerly from 57th Street for a distance of 225 feet in length, pursuant to Section 8322 of the Streets and Highways Code of the State of California, was read. It was moved by Mailliard, seconded by Anderson, that Resolution No. 2891 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated February 15, 1967, recommending that during the period of constructiol on the new Reservoir and PUm~ing Station, the two lots located at 2326 and 2328 E. Vernon Avenue be rented from Miss Lastenia M. Ybarraj effective March 1, 1967, as a supplement toilie available parking, at a rate of $2CO.OO per month in accordance with the terms as covered in letter dated February 7, 1967 and accepted by Miss Ybarra on February 11, 1967, was read. (Copy to each member of the City Council) It was moved by Mai11iard, seconded by Anderson, that the recommendation of the Traffic Engineer, dated February 15, 1967, be approved, and that authority be granted to rent two lots located at 2326 and 2328 East Vernon Avenue from Miss Lastenia M. Ybarra at a rate of $200.00 per month, each month payable in advance, effective March 1, 1967. Motion carried. Ayes: Anderson, Furlong, Mailliard Noes: None Absent: Malburg Not Voting: Ybarra Communication from Carl E. Nemethi, M.D., Health Officer, dated February 7, 1967, advising that Mr. Vincent P. Kelley, Deputy Director of Sanitation, applied for Disability Retirement on January 18, 1967, and requesting that the City Council maintain Mr. Kelley on the payroll during his current illness until June 30, 1967, was read. (Copy to each member of the City Council) It was moved by Mail1iard~ seconded by Ybarra, that during the absence of Mr. Vincent P. Kelley due to his current personal illness, his salary be continued as sick pay until he receives his disability retirement but in no event beyond June 30, 1967, said salary to include any accrued vacation. Motion carried. Communication from Louis S. Hauger, Director of Sanitation, dated February 15, 1967, requesting authority to ~urchase one Model 3G, Alnor Velometer, at a cost of $155.00, to replace the existing instrument, was read. (Copy to each member of the City Council) It was moved by Mai1liard, seconded by Ybarra, that the request of the Director of Sanitation, dated February 15, 1967, be approved. Motion carried. Communication from R. J. Furlong, Director of Civil Defense, dated February 15, 1967, requesting authority for G. G. Skalsky, Assistant Director of Civil Defense, to attend the Annual Conference- California Civil Defense and Disaster Directors Association at San Francisco, California, from March 1 to 3, 1967, with an expense allowance of $140.50, was read. It was moved by Mai11iard, seconded by Anderson, that the request of the Director of Civil Defense, dated February 15, 1967, be approved and authority granted to issue warrant in the amount of $140.50 to G. G. Skalsky. Motion carried. Communication from Victor H. Vaits, Civil Engineer, dated February 15, 1967, requesting that he be re~bursed the sum of $35.00 from the Education and Training Budget ap?ropriation for a course at California State College at Los Angeles, together with recommendation for approval by the Traffic Engineer, was read. Vaits. Motion carried. Communication from R. A. Petraitis, Assistant Traffic Engineer, dated February 16, 1967, requesting that he be reimbursed the sum of $100.00 from the Education and Training Budget appropri- e.tion for a course entitled "Administration of Personnel Resources" at the University of Southern California Extension, together with recommendation for approval by the Traffic Engineer, was read. It was moved by Mail1iard, seconded by Anderson, that the recommendation of the Traffic Engineer, dated February 16, 1967, be approved and authority granted to issue warrant in the amount of $100.00 to R. A. Petraitis. Motion carried. Communication from L. C. Husted, Fire Chief, dated February 14, 1967, advising that Firemen Thomas E. Harness and Fred S. Holzinger resigned their positions effective February 15, 1967, was read. It was moved by Ybarra, seconded by Mai11iard, that the resignations of Firemen Thomas E. Harness and Fred S. Holzinger be accepted. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 15, 1967, requesting that L. F. Hayes be advanced to Policeman Grade 2 and that J. F. Savage be advanced to Policeman Grade 1, effective March 1, 1967, was read. It was moved by Anderson, seconded by Ybarra, that the request of the Police Chief, dated February 15, 1967, be approved. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, dated February 16, 1967, with reference to bids received for the construction of Civic Center Reservoir and Pumping Station No. 1 in accordance with Contract No. 279, recommending that the contract be awarded to E1co Corporation on the basis of their bid of $1,349,649.00, was read. Resolution No. 2894 - A Resolution of the City Council of the City of Vernon accepting the bid of Elco Corporation for the construction of Civic Center Reservoir and Pumping Station No. 1 in accordance with Contract No. 279, was read. It was moved by Mai1liard, seconded by Ybarra, that Resolution No. 2894 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Mailliard, that Activity Log of the Police Department be received and filed. Motion carried. It was moved by Ybarra, seconded by Anderson, that the Report of Health Department Activities be received and filed. Motion carried. Communication from G. G. Skalsky, Assistant Director of Civil Defense, dat~d February 17, 1967, requesting authority to purchase one Motorola Radio Remote Control Console complete and necessary equipment to install same, at an approximate total cost of $335.90, was read. (Copy to each member of the City Council) It was moved by Mai1liard, seconded byA~derson, that the request of the Assistant Director of Civil Defense, dated February 17, 1967, be referred to the Finance Committee for consideration in the 1967-68 budget appropriation. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated February 17, 1967, recommending that Salary Resolution No. 2836 be amended by adding the classification of "Chief Deputy Director of Sanitation"; that Richard W. Hilton be ad\~anced to Chief Deputy Director of Sanitation, Grade 1, effective March 1, 1967; and that authority be granted to employ a Deputy Director of Sanitation at the grade commensurate with his qualifications, as soon as a suitable one can be obtained to replace Vincent P. Kelley, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that the recommendations of the Health Officer, dated February 17, 1967, be approved. Motion carried. Resolution No. 2895 - A Resolution of the City Council of the City of Vernon amending Resolution No. 2836, Schedule IV, Health. Department, was read. It was moved by Mailliard, seconded by Ybarra, that Resolution No. 2895 be approved and adopted. Motion carried. Glassner to Autofireman, Grade 3, and W. P. Musgrave to Engineer, Grade 2, effective March 1, 1967, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Fire Chief, dated February 16, 1967, be approved. Motion carried. Communication from Vincent R. Bush, Superintendent of Building, dated February 17, lQ67, requesting authority to attend the Annual Me2ting of the California Chapter, International Conference of Building Officials, at Fresno, California from February 23 to 25, 1967, with an expense allowance of $110.20, was read. It was moved by Mail1iard~ seconded by Ybarra, that the request of the Superintendent of Building, dated February 17, 1967, be approved and authority granted to issue warrant in the amount of $110.20 to Vincent R. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that communi- eation from the Police Chief, dated February 20, 1967, together with transmittal, be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 20, 1967, requesting that certain personnel be reimbursed the amounts as listed from the Education and Training Budget appro- priation for Police Science courses, was read. It was moved by Mail1iard, seconded by Ybarrn, that the request of the Police Chief, dated February 20, 1967, be approved and authority granted to issue warrants in the amounts as listed. Motion carried. Communication from George Lumel dba Chow Down Caterers requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Mai11iard, seconded by Anderson, that the request of George Lume1 dba Chow Down Caterers be approved. Motion carried. Oral communication from the City Attorney, requesting permission to employ the firm of Musick, Peeler & Garrett as Special Counsel for the City of Vernon, upon such terms and condition~ as may be negotiated by the City Attorney. It was moved by Ybarra, seconded by Anderson, that the request of the City Attorney be granted. Motion carried. The following excavation applications, all having approval of the Engineering Departments, were presented: Application 27668 - Theo. Hamm Brewing Co. to excavate in 49th Street to install 15" V.C. pipe with two connections. Application 27669 - California Water Service Co. to relocate service to 4037 Bandini Blvd. Application 27770 - California Water Service Co. to relocate service to 4053 Bandini Blvd. Application 27771 - American Can Co. to connect property at 2231 E. 49th St. with sewer in 49th St. (relay lateral). I -7- 2/21/67 Application 27772 - So. Calif. Edison Co. to relocate seven poles in Alameda St. Els from 37th St. to 57th St. Application 27773 - So. Calif. Edison Co. to install anchor in sls Packers Ave. Elo Alcoa Ave. Application 27774 - Byron Jackson to construct standard S.D. manhole "E" on 24" storm drain in Vernon Avenue. Application 27775 - R. A. Reed Electric to install curb drain in wls Boyle Avenue. Application 27776 - So. Calif. Edison Co. to install two poles in N/s 46th St. Wlo St. Charles St. It was moved by Ybarra, seconded by Mailliard, that excavation applications numbered 27668 to 27776 inclusive be filed and permits granted. Motion carried. "Payroll Warrant Register No. 115" covering claims and demands presented during the period January 1 to January 31, which includes Demands Nos. 1271 to 1284 (both inclusive), drawn on the Crocker-Citizens National Bank, totaling $240,792.88 (Accounting Period January, 1967), was examined and audited. It was moved by Mailliard, seconded by Ybarra, that "Payroll Warrant Register No. 115" be approved and payment authorized for Demands Nos. 1271 to 1284 (both inclusive), with no exceptions. Motion carried.
