COUNCIL PRESENT: Anderson~ Furlong, Mailliard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Mai1liard, seconded by Ybarra, that minutes of the meeting of March 7, 1967 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for hearing of all persons interested in or objecting to the proposed vacation of a certain public alley located between Alameda Street and First Street in the City of Vernon, running southerly from 57th Street for a distance of 225 feet in length, as recited in Resolution of Intention No. 2891. The Mayor asked if there was anyone present who wished to be heard or object to the proposed vacation of a certain public alley located between Alameda Street and First Street in the City of Vernon, running southerly from 57th Street for a distance of 225 feet in length. No objections were heard or made. Resolution No. 2898 - A Resolution of the City Council of the City of Vernon, vacating-that certain public alley located between Alameda Street and First Street in the City of Vernon, and running southerly from 57th Street for a distance of 225 feet in length, was read. It was moved by Anderson, seconded by Ybarra, that Resolution No. 2898 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated March 13, 1967, transmitting a Corporation Grant Deed from Vernon Livestock Trucking Company covering certain land required for Bandini Boulevard, and recommending that the Deed be accepted, was read. It was moved by Mail1iard, seconded by Anderson, that Corporation Grant Deed be accepted from Vernon Livestock Trucking Company and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated March 16, 1957, transmitting a Corporation Grant Deed from Glostex Chemicals, Incorporated covering certain land required for Bandini Boulevard, and recommending that the Deed be accepted, was read. It was moved by Mail1iard, seconded by Anderson, that Corporation Grant Deed be accepted from Glostex Chemicals, Incor- porated and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. I I -2- 3/21/67 Communication from Donald W. Blackmore dba Pacific Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Malburg, seconded by Ybarra, that the request of Donald W. Blackmore dba Pacific Catering be referred to the Fire Department with power to act. Motion carried. Communication from The Dow Chemical Company requesting a license to conduct a business of selling building materials at 4300 Ma~~ood Avenue, was read. It was moved by Mail1iard, seconded by Ybarra, that the request of The Dow Chemical Company be referred to the Building Department with power to act. Motion carried. Communication from Chicago Metallic Ceilings, Inc. requesting a license to conduct a business of metal rollforming suspended ceilings and related products at 5816 So. Boyle Avenue, was read. It was moved by Mai11iard, seconded by Ybarra, that the request of Chicago Metallic Ceilings, Inc. be referred to the Building Department with power to act. Motion carried. Communication from the Hirschmann Corporation, dated February 28, 1967, requesting a pro-rata refund of the 1967 business license fees as they are moving out of the City on March 11, 1967, was read. It was moved by Malburg, seconded by Ybarra, that Hirschmann Corporation be granted a refund of three quarters of the 1967 business license fees and that authority be granted to issue warrant in the amount of $37.50 to Hirschmann Corporation. Motion carried. Communication from the City of San Clemente, dated March 6, 1967, transmitting a copy of Resolution No. 21-67 imploring citizens to show a greater respect for law and order to deter increasing criminal activity and urging legislative reconsideration for just and fair adjudication of persons convicted of acts contrary to society, was read. It was moved by Mail1iard, seconded by Ybarra, that communication from the City of San Clemente, dated March 6, 1967, together with transmittal, be received and filed. Motion carried. Communication from Carl E. Nemethi) M.D., Health Officer~ dated March 9, 1967, recommending that Mrs. Mayrose Snyder be reimbursed the sum of $57.00 from the Education and Training Budget appropriation for a course at University of California Extension at Los Angeles entitled "Psychology; Interviewing and Counseling Techniques X-400", was read. It was moved by Anderson, seconded by Ybarra, that the request of the Health Officer, dated March 9, 1967, be approved and authority granted to issue warrant in the amount of $57.00 to Mayrose Snyder. Motion carried. I -3- 3/21/67 Report of Health Department Activities for the month of February, 1967, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that Report of Health Department Activities be received and filed. Motion carried. Activity Log of the Police Department for the period March 1 - 15, 1967 inclusive, was presented. It was moved by Malburg, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, dated March 10, 1967, with reference to request of Tele-Fire of California, Inc. for a license to install and maintain a remote station fire alarm operation in Vernon, advising that Tele-Fire of California, Inc. has complied with the requirements for fire alarm systems in the City of Vernon as outlined in attached memorandum, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mai1liard, that Te1e-Fire of California, Inc. be granted a license to install and maintain a remote station fire alarm operation in the City of Vernon. Motion carried. Communication from L. C. Husted, Fire Chief, dated March 16, 1967, requesting authority to purchase one new four drawer legal size filing cabinet at an estimated cost of $125.00, was read. It was moved by Anderson, seconded by Ybarra, that the request of the Fire Chief, dated March 16, 1967, be approved. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, daten March 17, 1967, with reference to building permits in connection with Contract No. 279, Vernon Civic Center Reservoir and Pumping Station No.1, requesting that the Superintendent of Building issue the permits required by the Building Code of the City with fees waived, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that the request of the City Engineer, dated March 17, 1967, be approved. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated March 17, 1967, requesting authority to attend the Legislative Seminar and Workshop for California Section A.W.W.A. in Sacramento on May 16, 1967, with an expense allowance of $50.00, was read. It was moved by Ybarra, seconded by Mai1liard, that the request of the Superintendent, Water & Sewer Systems, dated March 17, 1967, be approved and authority granted to issue warrant in the amount of $50.00 to R. H. King. Motion carried. I I -4- 3/21/67 Communication from D. D. Grayson) Traffic Engineer) dated March 16) 1967, requesting authority to employ the services of Mr. Kurt S. Shelger of the Shattuck Company) to prepare certain necessary appraisals in connecti.on with Bandini Boulevard Extension, in accordance with the terms of Mr. Shelger's letter of proposal dated March 13, 1967, was read. (Copy to each member of the City Council) It was moved by Mail1iard) seconded by Anderson, that the request of the Traffic Engineer, dated March 16, 1967, be approved; that authority be granted to issue warrant in the amount of $1,500.0C as a retainer fee to Kurt S. She1ger; and that the total fee for the services to be rendered shall not exceed $3,500.00. Motion carried. Copy of Resolution No. 2394 of the City Council of the City of Gardena relating to legislation to revise the Mayo-Breed Formula for the allocation of state gasoline taxes, was read. It was moved by Ybarra, seconded by Malburg, that copy of Resolution No. 2394 of the City Council of the City of Gardena be received and filed. Motion carried. Copy of Resolution No. 2395 of the City Council of the City of Gardena urging the State Legislature to adopt legislation whicrl would permit general law cities to levy a cigarette tax, was read. It was moved by Mai1liard, seconded by Ybarra, that copy of Resolution No. 2395 of the City Council of the City of Gardena be received and filed. Motion carried. Communication from Jack & Donna Ames dba Donna's Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Malburg, seconded by Anderson, that the request of Jack & Donna Ames dba Donna's Catering be approved and license granted. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated March 20, 1967, requesting authority to attend the California Conference of Local Health Officers, General Session, at Sacramento from April 5 to 7, 1967, inclusive, with an expense allowance of $161.23, was read. It was moved by Mai1liard, seconded by Ybarra, that the request of the Health Officer, dated March 20, 1967, be approved and authority granted to issue warrant in the amount of $161.23 to C. E. Nemethi, M~D. Motion carried. Communication from Mead Packaging, dated March 16, 1967, transmitting check in the amount of $250.00 covering payment of license fees for the year 1967, and requesting that penalty be waived as this check was originally made payable to and sent to the City of Los Angeles in error, was read. It was moved by Ybarra, seconded by Malburg, that in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to waive penalty levied against Mead Packaging for late payment of 1967 business license fees. Bush, Superintendent of Building, dated March 21, 1967, recommending that the request of C & T Corporation to eliminate the area separatiofi wall between the existing building and the proposed addition to the existing building on the property at 2550 E. 28th Street be granted, was read. (Copy to each member of the City Council) It was moved by Mai1liard, seconded by Malburg, that the recommendation of the Fire Chief and the Superintendent of Building, dated March 21, 1967, be approved. Motion carried. The City Clerk reported that the city-owned house located at 4329 Furlong Place is vacant. After discussion, it was moved by Mailliard, seconded by Anderson, that the city-owned house located at 4329 Furlong Place be leased to Mrs. Lorraine Moore. Motion carried. Resolution No. 2897 - A Resolution of the City Council of the City of Vernon, finding and determining that the public interest and necessity require the acquisition of certain real property for the purposes of extending and widening public streets in the City of Vernon, was read. It was moved by Mai11iard, seconded by Ybarra, that Resolution No. 2897 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Ybarra, that Ordinance No. 784 receive and pass a first reading. "Warrant Register No. 233" covering claims and demands presented during the period March 1 to 15, which includes Demands Nos. 7-657 to 7-832 (both inclusive) drawn on the United California Bank, totaling $924,121.32 (Light and Power Warrants $808,717.68) (Accounting Period March, 1967), was examined and audited. It was moved by Mail1iard, seconded by Anderson, that ''Warrant Register No. 233" be approved and payment authorized for Demands Nos. 7-657 to 7-832 (both inclusive), with no exceptions.
