MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 4, 1967 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Ybarra
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mail1iard, seconded by Anderson, that
minutes of the meeting of March 21, 1967 be approved as written and
submitted. Motion carried.
Mr. Everett Greenfield appeared before the City Council
and presented a letter dated April 3, 1967, signed by hUn, together
with a copy of a petition asking the Vernon City Council to limit
the operations of the Bethlehem Steel Company's new scrap iron stock
piling, located near State and Randolph Streets (Vernon and Huntington
Park)) to certain hours.
It was moved by Mailliard, seconded by Ybarra, that l~tter
from Mr. Everett Greenfield, dated April 3, 1967, together 't~ith copy
of petition, be referred to Mayor Furlong and the Superintendent of
Building for investigation and report. Motion carried.
It was moved by Mai1liard, seconded by Ybarra, that
Ordinance No. 784 receive a third and final reading by title.
Motion carried.
Ordinance No. 784 - An Ordinance of the City of Vernon
amending Ordinance No. 769~of the City of Vernon, was read for a
third and final reading by title.
It was moved by Mai1liard, seconded by Anderson, that
Ordinance No. 784 receive and pass a third reading and be a.dopted.

Communication from Porcelain Products Inc. requesting a
license to conduct a business of porcelain application at 4627 E.
50th 3treat, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Porcelain Products Inc. be referred to the Building
Department with power to act. Motion carried.
Communication from Com-Co Paper Stock Corporation
requesting a license to conduct a business of storing waste paper
at 4535 Bandini Blvd., was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Com-Co Paper Stock Corporation be referred to the Building
Department with power. to act. Motion carried"

Communication from Dur-Red Products, dated March 21~ 1967,
with reference to traffic problem created by trains at the corner
of Bandini Boulevard and Downey Road, was read. (Copy to each rnember
of the City Council)
It was moved by Mailliard, seconded by Anderson, that
communication from Dur-Red Products, dated March 21, 1967, be
referred to the Traffic Engineer. Motion carried.
Copy of Resolution No. 7148 of the City Council of the
City of Monterey Park, California, opposing the application of
The Pacific Telephone and Telegraph Company for rate increase, was
presented.
It was moved by Mai11iard, seconded by Ybarra, that copy
of Resolution No. 7148 of the City Council of the City of Monterey
Park, California, be received and filed. Motion carried.
Copy of Resolution No. 9331 of the City Council of the
City of National City endorsing a legislative program to amend the
Mayo-Breed Formula for the allocation of state gasoline taxes, was
preseuted.
It was moved by Mai11iard, seconded by Ybarra, that copy
of Resolution No. 9331 of the City Council of the City of National
City be received and filed. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer~ dated
Harch 24, 1967, transmitting Oil and Gas Lease (Subsurface Oper."i3t'l(ns
from Controlled Drill Site) between the City of Vernon and Jos. R.
Neaves, Jr., dba Neaves Petroleum Developments covering 3.6 more or
less acres of city-owned land on Soto Street, and recommending t~"1at
subject to approval of the City Attorney, the Mayor and the City
Clerk be authorized to execute this lease on behalf of the City,

the City of Vernon and Jos. R. Neaves, Jr., dba Neaves Petroleum
Developments covering 3.6 more or less acres of city-owned land on

Communication from C" E. Nemethi, M.D., Health Officer,
dated March 28, 1967, requesting authOl.~ity for Louis S. Hauger..",
Richard W. Hilton and Fred E. Thornburgh to attend the 16th Annual
Educational Symposium, California Association of Sanitarians, at
the International Hotel, Los Angeles, on April 13 & lL~, 1967, with
an expense allowance of $20.00 each, was read.

It was moved by Mailliard, seconded by Anderson, that the
request of the Health Officer, dated March 28, 1967, be approved
and authority granted to issue warrants in the amount of $20.00 each
to Louis S. Hauger, Richard W. Hilton and Fred E. Thornburgh. Notion
carried.
Communication from L. C. Husted, Fire Chief, dated March
23, 1967, advising that W. R. Hoeft has submitted his resignation
from the Fire Department effective 8:00 o'clock a.m. April 16, 1967,
was read.
It was moved by Mailliard, seconded by Ybarra, that tIle
resignation of W. R. Hoeft be accepted. Motion carried,
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated March 30, 1967, advising that William B. Long
Contractors, Inc. has completed the work of relocating the 26th
Street Water Main at Downey Road Underpass in accordance with
Contract No. 326, and recommending that the work be accepted and
that authority be granted to pay the contractor in accordance with
the terms of the agreement, was read.
Resolution No. 2899 - A Resolution of the City Council of
the City of Vernon, accepting the work of relocating 26th Street
Water Main at Downey Road Underpass, in accordance with Contract No.
326 of the City of Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that
Resolution No. 2899 be approved and adopted. Motion carried.

Communication from Policeman J. F. Mahan, dated March 23,
1967, tendering his resignation effective at the end of his normal
tour of duty on March 31, 1967, together with recommendation for
approval by the Police Chief, was read.
It was moved by Ybarra, seconded by Anderson, that the
resignation of Policeman J. F. Mahan be accepted. Motion carried.
Activity Log of the Police Department for the period
March 16 - 31, 1967 inclusive, was presented.
It was moved by Mailliard, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 30, 1967, transmitting memorandum of agreement, dated March 30,
1967, regerding acquisition of certain property from Mr. E. Russell
Werdin for the extension of Bandini Boulevard; and recommending that
the City Council approve the memorandum of agreement as provided for
in section 10 thereof, and authorize the Mayor and City Clerk to
execute the agreement as well as other documents ~ecessary to
consummate the sale, was read. (Copy to each member of the City
Council)

It was moved by Mailliard, seconded by Ybarra, that the
Mayor and the City Clerk be authorized and directed to execute on
behalf of the City of Vernon, Memorandum of Agreement, dated Narch
30, 1967, between the City of Vernon and E. Russell Werdin regarding
acquisition of portions of Mr. Werdin's property for the extension
of Bandini Boulevard; and that the Mayor and the City Clerk be
authorized to execute any other documents necessary to consummate
the sale of certain property, as outlined in Memorandum of Agreement,
dated March 30, 1967, to the City of Vernon by E. Russell Werdin.
Motion carried.
Franchise Report of Southern California Gas Company u.nder
Ordinance No. 607 for the year ending December 31, 1966, together
with check in the amount of $74,612.31, was presented.

Communicat ion from Leeper's Hood Turning Comp-slny, dat>2d
March 28, 1967, requesting a pro-rata refund of the 1967 business
license fees as they moved out of the City of Vernon on March 15,
1967, was read.
It was moved by Anderson, seconded by Ybarra, that Leeper r ,]
w80d Turning Company be granted a refund of three quarters of the
1967 business license fees and that authority be granted to issue
warrant in the amount of $56.25 to Leeper's Wood Turning CompanYe

Communication from R. H. King, Superintendent, Water &
:3ewer Systems, dated March 31, 1967, requesting authority to atterld
the 19th Annual Spring Conference, California Section of the Amej::-ican
Water TfJorks Association, in Newport Beach on April 21, 1967, 1;V'ith
an expense allowance of $21.50, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of the Superintendent, Water & Sewer Systems, dated March 31,
1967, be approved and authority granted to issue warrant in the
amount of $21.50 to R. H. King. Motion carried.
Copy of Resolution No. 3476 of the Council of the City of
Beverly Hills endorsing maximum feasible utiliz::!.tion of existing
rail~oBd rights-of-way for rapid transit purposes, was presented.
It was moved by Ybarra, seconded by Anderson, that copy
of Resolution No. 3476 of the Council of the City of Beverly Hills
be received and filed. Moticn carried.
Copy of Resolution No. 3477 of the Council of the City of
Beverly Hills supporting elimination of the matching requirement
of the Collier-Unruh Transportation Act of 1963, was presented.
It was moved by Mailliard, seconded by Ybarra, that copy
of Resolution No. 3477 of the Council of the City of Beverly Hills
be received and filed. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
March 31, 1967, requesting authority for Victor Vaits to attend a
seminar in Effective Communications for Public Works Personnel
conducted by the University of California Extension on April 7 2nd
14, 1967, with an expense allowance of $15.00, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Traffic Engineer, dated March 31, 1967, be approved
and authority granted to issue warrant in the amount of $15.00 to
Victor Vaits. Motion carried.
Communication from Othie A. Adams Guard & Patrol Agency,
dated April 3, 1967, requesting that penalty be waived for late
payment of 1967 business license fees due to illness and death of
Mr. l,oJinterton, was read.
It was moved by Ybarra, seconded by Anderson) that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to waive penalty levied against Othie A. Adams Guard &
Patrol Agency for late payment of 1967 business license fees. Moti:m
carried.
Communications from V. R. Bush, Superintendent of Buiiding.
dated April 4, 1967, requesting that R. C. Taylor and F. W. Sumner
be reimbursed the sum of $2C.CO each from the Education and Training
Budget appropriation for a course in "Construction and Inspection
or Ductile Reinforced Concrete Buildings" at the University of
California Extension, were read.

apprcved and authority granted to issue warrants in the amount of

Communication from V. R. Bush, Superintendent of Building,
dated April 4, 1967, recommending that Riter C. Taylor, Sr.,
Building Inspector, be granted a military leave of absence with pay
for the period April 3 through April 14, 1967, 1:"as read.
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Superintendent of Building, dated April 4,
1967, be approved. Motion carried.
Communication from Francisco Gavina & Sons Coffee Roas~':ing
requeG;~ing a license to conduct a business of roasting, milling,
packing and selling coffee at 2100 E. Vernon Avenue, was read.
It was moved by Mailliard, seconded by Ybaxra, that the
request of Franc::~sco Gavina & Sons Coffee Roasting be referred to the
Building Department with power to act. Motion carried.
Ordinance No. 785 - An Ordinance of the City of Vernon
amending Ordinance No. 710 of the City of Vernon, was read in full
for a first reading.
It was moved by Mailliard, sGconded by Ybarra, that
Ordinance No. 785 receive and pass a first reading. Motion carried.
