MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 18, 1967 AT TWO 0 t CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Mai11iard, Malburg, Ybarra
COUNCIL ABSENT: Furlong
The meeting was called to order by Mayor Pro Tempore
L. C. Malburg.
It was moved by Mai11iard, seconded by Ybarra, that minutes
of the meeting of April 4, 1967 be approved as written and submi.tted.

It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 785 receive a third and final reading by title. Motion
carried.
Ordinance No. 785 - An Ordinance of the City of Vernon
amending Ordinance No. 710 of the City of Vernon, was read for a
third and final reading by title.
It was moved by Anderson, seconded by Ybarra, that Ordinance
No. 785 receive and pass a third reading and be adopted. Motion
carried.

Communication from A-1 Tap Extracting Service requesting a
license to conduct a business of tap extracting at 2700 Santa Fe
Avenue, was read.
It was moved by Mail1iard, seconded by Ybarra, that the
request of A-1 Tap Extracting Service be referred to the Building
Department with power to act. Motion carried.
Communication from David Beckman requesting a license to
conduct a business of receiving, storing and shipping government
surplus material at 4901 Santa Fe Avenue, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of David Beckman be referred to the Building Department with
power to act. Motion carried.
Communication from Atwood Machinery Company requesting a
license to conduct a business of electroplating at 2124 E. 51st
Street, was read.
It was moved by Mai1liard, seconded by Ybarra, that the
request of Atwood Machinery Company be referred to the Building
Department with power to act. Motion carried.
Communication from Stander Labs requesting a license to
conduct a business of distributing chemlcals and equipment at 2201
E. 38th Street, was read.

It was moved by Matlliard, seconded by Ybarra, that the
request of Stander Labs be referred to the Building Department with
power to act. Motion carried.
Communication from Hotpoint - A Division of General
Electric Co., dated April 5, 1967, requesting that penalty be waived
for late payment of 1967 business license fees based on their past
performance, was read.
It was moved by Mailliard, seconded by Ybarra, that in
accordance with Section 23 of Ordinance No. 710, tbe City Clerk be
authorized to waive penalty levied against Hotpoint - A Division of
General Electric Co. for late payment of 1967 business license fees.
Motion carried.
Communication from the Los Angeles County Board of
Supervisors, dated April 6, 1967, supporting the position taken by
the Los Angeles County Commission Against Indecent Literature in
endorSing Senate Bills Nos. 78 and 79~ and transmitting a copy of
its letter to the Senate Judiciary Committee, along with a "Fact
Sheet - Obscenity Problem" prepared by the Commission, was read.

It was moved by Mailliard, seconded by Ybarra, that
communication from the Los Angeles County Board of Supervisors,
dated April 6, 1967, together with transmittals, be received and
filed. Motion carried.
Communication from the Office of City Attorney, City of
Los Angeles, dated April 10, 1967, with reference to Vernon Resolution
No. 2799 which consented to the detachment of an approximate 1.8 acre
parcel of uninhabited territory from the City of Vernon for the
purpose of annexation to the City of Los Angeles, requesting the City
Council to adopt a new resolution consenting to such detachment
similar to Resolution No. 2799 but using the Formation Commission
boundary description, was read. (Copy to each member of the City
Council)
Resolution No. 2900 - A Resolution of the City Council of
the City of Vernon consenting to the detachment of a portion of
uninhabited territory, was read.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 2900 be approved and adopted. Motion carried.

Copy of Resolution No. CS-5803 of the City Council of the
City of Culver City expressing opposition to Senate Bill 723 proposing
that the office of City Treasurer shall be appointive, was read.
It was moved by Ybarra, seconded by Mailliardy that copy of
Resolution No. CS-5803 of the City Council of the City of Culver City
be received and filed. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated April 12, 1967, advising that Robert D. Marler,
Utility Man IV, Step 4, has submitted his resignation to be effective
at the close of business on April 30, 1967, and recommending that
Mr. Marler's resignation be accepted, was read.

It was moved by Anderson, seconded by Ybarra, that the
resignation of Robert D. Marler be accepted. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated April 12, 1967, requesting authority to advance
Edward Saenz to Utility Man IV, Step 4, effective May 1, 1967, as he
will have satisfactorily completed the one year probationary period,
was read.
It was moved by Ybarra, seconded by Mailliard, that the
request of the Superintendent, Water & Sewer Systems, dated April 12,
1967, be approved. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated April 13, 1967, requesting authority to attend
the Ca,lifornia Water Pollution Control Association Conference at
Long Beach from May 3 to 6, 1967, with an expense allowance of
$127.00, was read.
It was moved by Anderson, seconded by Mai11iard, that the
request of the Superintendent, Water & Sewer Systems, dated April 13,
1967, be approved and authority granted to issue warrant in the
amount of $127.00 to R. H. King. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 12, 1967, transmitting an easement for street purposes from
Crosetti Bros., Inc. covering a portion of Alameda Street, and
recommending that this easement be accepted and that the grantor be
advised of the recordation, was read.
It was moved by Mai11iard, seconded by Ybarra, that
Easement for street purposes be accepted from Crosetti Bros., Inc.
and that the Mayor and the City Clerk be authorized to execute
Certificate of Acceptance. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 13, 1967, transmitting a proposed agreement between the City
of Vernon and the City of Los Angeles for the improvement of the
intersection of Alameda Street and 25th Street, and recommending that
the proposed agreement be accepted, was read. (Copy to each meulber
of the City Council)
It was moved by Ybarra, seconded by Anderson, that proposed
agreement between the City of Vernon and the City of Los Angeles
for the improvement of the intersection of Alameda Street and 25th
Street, be accepted; and that the Mayor and the City Clerk be
authorized to execute this agreement on behalf of the City of Vernon.
Motion carried.
Report of Health Department Activities for the month of
March, 1967, was presented. (Copy to each member of the City Council)
It was moved by Ybarra~ seconded by Mailliard, that Report
of Health Department Activities be received and filed. Motion
carried.
Activity Log of the Police Departmellt for the period April
1 - 15, 1967 inclusive, was presented.

It was moved by Anderson, seconded by Ybarra, that Activity
Log of the Police Department be received and fi.led. Motion carried.
Communication from Gulf Oil Corporation, successor to
Wilshire Oil Company of California, dated April 6, 1967, addressed
to the City Engineer, advising that they have no further use for
the pipeline installed pursuant to the privileges granted under
Franchise Ordinances Nos. 284 and 420, was read. (Copy to each
member of the City Council)
It was moved by Mai11iard, seconded by Ybarra, that communi.-
cation from Gulf Oil Corporation, dated April 6, 1967, addressed to
the City Engineer, be referred to the City Attorney, the Engineeri,ng
Departments and tbe Fire Department for investigation and report.
Motion carried.
Communication from H. P. Automotive and Tow Service Inc.
requesting a license to conduct a business of storing impounded and
wrecked motor vehicles at 3101 E. Slauson Avenue, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of H. P. Automotive and Tow Service Inc. be referred to the
Building Department with power to act. Motion carried.
Communication from Southern California Regional Association
of County Supervisors, dated April 12, 1967, regarding legislation
to revise the Mayo-Breed Formula to increase the ratio of State
Highway Construction Funds spent in the 13 Southern counties from 55
per cent to 60 per cent, was read. (Copy to each member of the City
Council)
It was moved by Mailliard, seconded by Ybarra, that
communication from Southern California Regional Association of County
Supervisors, dated April 12, 1967, be received and filed. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 13, 1967, requesting that Curtis Frank be advanced from
Policeman, Grade 4 to Grade 3, effective May 1, 1967, TlI1as read.
It was moved by Anderson, seconded by Ybarra, tbat the
request of the Police Chief, dated April 13, 1967, be approved.
Hotion carried.
Communication from Vincent R. Poxon, Attorney at Law,
dated April 14, 1967, claiming damages on behalf of the owners for
alleged encroachment upon certain property located on the southeast
corner of Alameda and 52nd Streets, was read. (Copy to each member
of the City Council)
It was moved by Mailliard, seconded by Anderson, that claim
for damages submitted by Vincent R. Poxon, Attorney at Law, dated
April 14, 1967, be denied, and that the City Attorney be instructed
to so advise Mr. Poxon. Motion carried.
Communication from L. C. Husted, Fire Chief, dated April
13, 1967, requesting authority for Lawrence M. Jackson to attend the
Annual Fire Training Officers' Workshop at Fresno from May 8 to 12,
1967, with an expense allowance of $109.46, was read.

It was moved by Ybarra, seconded by Mai11iard, that the
request of the Fire Chief) dated April 13, 1967, be approved and
authority granted to issue r.varrant in the amount of $109.46 to
Lawrence M. Jackson. Motion carried.
Communication from R. H. Bockhackcr, Police Chief, dated
April 14, 1967, requesting authority for Lt. M. A. deRuyter to
attend the 14th Annual Check Investigators Train:i.ng Institute at
Newport Beach from May 3 to 5, 1967, with an expense allowance of
$39.00, was read.
It was moved by Anderson, seconded by ~~illiard, that the
request of the Police Chief, dated April 14, 1967, be approved and
authority gra~ted to issue warrant in the amount of $39.00 to M. A.
deRuyter. Moeion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 13, 1967, requesting authority for Sgt. G. W. Wilcox to attend
the 14th Annual Check Investigators Training Institute at Newport
Beach from May 3 to 5, 1967, with an expense allowance of $45.00,
was read.
It was moved by Anderson, seconded by Mai11iard, that the
request of the Police Chief, dated April 13, 1967, be approved and
authority granted to issue warrant in the amount of $45.00 to G. W.
Wilcox. Motion carried.
Communication from United Shirt Shops of Los Angeles, Inc.
dba Unishops requesting a license to conduct a business of ware-
housing men's and boys' wear at 4825 District Boulevard, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of United Shirt Shops of Los Angeles, Inc. dba Unishops
be approved and license granted. Motion carried.
Communication from California Garment Manufacturing Co.,
a division of t<Jork ltJear Corporation, requesting a license to conduct
a business of warehousing work clothes at 5401 Santa Fe Avenue, was
read.
It was moved by Mai1liard, seconded by Ybarra, that the
request of California Garment Manufacturing Co., a division of Work
Wear Corporation, be referred to the Building Department with power
to act. Motion carried.
Communication from Vincent R. Bush, Superintendent of
Buildin6, dated April 17, 1967, recommending that George N. Caprine
be advanced from Senior Electrical Inspector, Grade 2 to Grade 1,
effective May 1, 1967, was read.
It was moved by Ybarra, seconded by Mailliard, that the
recommendation of the Superintendent of Building, dated April 17,
1967, be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 17, 1967, requesting authority to employ Clive J. Kemp as
Policeman, Grade 4, effective May 1, 1967, was read.

It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated April 17, 1967, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 17, 1967, recommending that Captain J. C. Jordan be reimbursed
the sum of $74.00 from the Education and Training Budget appropri-
ation for registration fee and text books at Southwestern University
Law School, was read.
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Police Chief. dated April 17, 1967, be approved
and authority granted to issue warrant in the amount of $74.00 to
J. C. Jordan. Motion carried.
The following excavation applications, all having approval
of the Engineering Departments, were presented:
Arplication 27824 - Leaseway Transportation Corp. to
construct driveway at 2115 E. 27th St.
Application 27825 - So. Calif. Gas Co. to abandon service
to 3598 E. Vernon Ave.
Application 27826 - Pacific Press, Inc. to improve frontage
at 5201 S. Soto St.
Application 27827 - So. Calif. Water Co. to increase water
service to 2140 E. 37th St.
Application 27828 - Los Angeles Junction Rwy. Co. to repair
damaged cross arm at Crossing No.
25-l.55-C in W/s Soto St. 5/0 Leonis
Blvd.
Application 27829 - So. Calif. Edison Co. to install undeL'-
ground duct structures and manholes in

It was moved by Ybarra> seconded by Anderson, that
excavation applications numbered 27824 to 27831 inclusive be filed
and permits granted. Motion carried.
''Warrant Register No. 235" covering claims and demands
presented during the period April 1 to 15, which includes Demands
Nos. 7-929 to 7-1098 (both inclusive) drawn on the United California
Bank, totaling $1,112,486.19 (Light and Power i^Iarrants $989,128.01)
(A.ccounting Period April, 1967), was examined and. audited.

It was moved by Mai11iard, seconded by Anderson, that
''Warrant Register No. 235" be approved and payment authorized for
Demands Nos. 7-929 to 7-1098 (both inclusive), with no exceptions.
Motion carried.

"Payroll Warrant Register No. 117" covering claims and
demands presented during the period March 1 to 31, 1967, which
includes Demands Nos. 1296 to 1308 (both inclusive), dra"l:411 on the
Crocker-Citizens National Bank, totaling $240,609.70 (Accounting
Period March, 1967), was examined and audited.
It was moved by Mail1iard, seconded by Anderson, that
"Payroll Warrant Register No. 117" be approved and payment authorized
for Demands Nos. 1296 to 1308 (both inclusive), with no exceptions.
