MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MAY 2, 1967 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong,
It was moved by Mailliard, seconded by Ybarra, that minutes
of the meeting of April 18, 1967 be approved as written and submitted.
Motion carried.
Communication from Joe's Enco Service requesting a license
to operate a service station and garage at 5669 Santa Fe Avenue, ,"""as
read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Joe's Enco Service be referred to the Building Department
with power to act. Motion carried.
Communication from A & A Tire Distributors requesting a
license to conduct a business of wholesaling tires at 2316 E. 38th
Street~ was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of A & A Tire Distributors be referred to the Building
Department with power to act. Motion carried.
Communication from M. C. Schrank Company requesting a
license to conduct a business of warehousing lingerie at 3335 E. 26th
Street, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of M. C. Schrank Company be referred to the Building Depart-
ment with power to act. Motion carried.
Communication from Sport-Fun, Inc. requesting a license to
conduct a business of assembling and warehousing tether ball sets,
lunch boxes, basketball sets and skateboards at 4515 E. 48th Street,
was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Sport Fun, Inc. be referred to the Building Department
with power to act. Motion carried.
Communication from Servomation Western Inc. requesting a
license to conduct a business of serving pre-prepared food from
vending machines and buffets at 4955 Maywood Avenue, was read.
It 'Nas moved by Mailliard, seconded by Ybarra, that the
request of Servomation Western Inc. be referred to the Building
Department with power to act. Motion carried.
Communication from H. N. Silden Co. requesting a license
to conduct a business of selling sporting goods at 4515 E. 48th
Street, was read.

It was moved by Mailliard, seconded by Ybarra, that the
request of H. N. Silden Co. be referred to the Building Department
with power to act. Motion carried.
Communication from George's Cafe requesting a license to
operate a cafe at 2213 E. 38tb Street, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of George's Cafe be referrod to the Building Department with
power to act. Motion carried.
Communication from Musick's Catering requesting a license
to conduct a business of in-plant feeding at 3750 Jewel Avenue, was
read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Musick's Catering be referred to the Building Department
with power to act. Motion carried.
Communication from Rich Manufacturing Company, dated
April 24, 1967, requesting that penalty be waived for late payment
of 1967 business license fees, was read. (Copy to each member of
the City Council)
It was moved by Anderson, seconded by Mailliard, that in
accordance with Section 23 of Ordinance No. 7l0, the City Clerk be
authorized to waive penalty levied against Rich Manufacturing Company
for late payment of 1967 business license fees. Motion carried.
Communication from Air Space Plating Company, dated April
25, 1967, requesting a pro-rata refund of the 1967 business license
fees as they ceased doing business in Vernon on April 15, 1967, was
read.
It was moved by Mailliard, seconded by Ybarra, that Air
Space Plating Company be granted a refund of two quarters of the
1967 business license fees and that authority be granted to issue
warrant in the amount of $37.50 to Air Space Plating Company. Motion
carried.
Communication from the City of Inglewood, dated Apri.l 25,
1967, transmitting a copy of a proposed bill to be presented to the
Stat~ Assembly's Committee on the Judiciary on May 1, 1967, was read.

It was moved by Ybarra, seconded by Mailliard, that communi-
cation from the City of Inglewood, dated April 25, 1967, together
with transmittal, be received and filed. Motion carried.
Copy of communication from Robbins Aviation, Inc., dated
April 25, 1967, addressed to The Pacific Telephone and Telegraph
Company, with reference to Southern Directories, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that copy of
communication from Robbins Aviation, Inc., dated April 25, 1967,
addressed to The Pacific Telephone and Telegraph Company, be received
and filed. Motion carried.

Copy of Resolution No. 7163 of the City Council of the
City of Monterey Park expressing opposition to Senate Bill 723
proposing that the office of City Treasurer shall be appointive,
,.vas presented.
It was moved by Mailliard, seconded by Ybarra, that copy of
Resolution No. 7163 of the City Council of the City of Monterey Park
be received and filed. Motion carried.
Copy of Resolution No. 3934 of the City Council of the
City of Hawthorne, California, expressing opposition to State Senate
Bill No. 723 proposing that the office of City Treasurer be an
appointive office, was presented.
It was moved by Mailliard) seconded by Ybarra, that copy
of Resolution No. 3934 of the City Council of the City of Hawthorne,
California, be received and filed. Motion carried.
Communication from C.. Eo Nemethi, M.D., Health Officer,
dated April l7, 1967, requesting authority for Louis S. Hauger and
himself to attend the California Statewide Conference of Health
Officers and Sanitation Directors at Asilomar from May 9 to 12, 1967,
with an expense allowance of $208.00 each, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of the Health Officer, dated April 17, 1967, be approved and
authority granted to issue warrants in the amount of $208.00 each
to Louis S. Hauger and C. E. Nemethi, M.D. Motion carried.
Communication from V. R. Bush, Superintendent of Building,
dated April 25, 1967, requesting authority for F. W. Sumner to attend
the 1967 Annual Meeting of the California Water Pollution Control
Association at Long Beach from May 3 to 6, 1967, with an expense
allowance of $29.25, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of the Superintendent of Building, dated April 25, 1967,
be approved and authority granted to issue warrant in the amount of
$29.25 to F& W. Sumner. Motion carried.
Communication from R. H. King, Superintendent, Water & Sewer
Systems, dated April 28, 1967, requesting authority to employ Mr.
Terrell W. Gresham as Utility Man IV, Step 5, effective May 8, 1967,
was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Superintendent, Water & Sewer Systems, dated April 28,
1967, be approved. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
April 26, 1967, requesting authority to attend the League of
California Cities Public Works Officers' Institute at the Ambassador
Hotel, Los Angeles, from May lO to l2, 1967, with an expense
allowance of $67.50, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of the City Engineer, dated April 26, 1967, be approved and
authority granted to issue warrant in the amount of $67.50 to A. E.
Nelson, Jr. Motion carried.

Activity Log of the Police Department for the period April
16 - 30, 1967 inclusive, was presented.
It was moved by Mailliard, seconded by Ybarra, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 26) 1967, requesting authority to attend the League of
California Cities Public Works Officers' Institute at the Ambassador
Hotel, Los Angeles, from May 10 to 12, 1967, with an expense
allowance of $67.50, was read.
It was moved by Mail1iard, seconded by Anderson, that the
request of the Traffic Engineer, dated April 26, 1967, be approved
and authority granted to issue warrant in the amount of $67.50 to
D. D. Grayson. Motion carried.
Communication from AQ E. Nelson, Jr., City Engineer) dated
April 27, 1967, transmitting a proposed License Agreement allowing
Given Machinery to construct a building over railroad right-of-way
of the City, and recommending that subject to approval as to form
by the City Attorney, the License Agreement be approved and executed
by the City of Vernon, was read.
It was moved by Mailliard, s~conded by Ybarra, that
proposed License Agreement between the City of Vernon and Given
Machinery, as transmitted by the City Engineer under date of April
27, 1967, be approved; and that subject to approval as to form by
the City Attorney, the Mayor and the City Clerk be authorized to
execute this agreement on behalf of the City of Vernon. Motion
carried.
Communicat ion from Mr. Evelle J. Younger, District AttOHICY
of the County of Los Angeles, dated April 27, 1967, transmitting a
copy of a letter which he addressed to the Honorable Ernest E. Debs
of the Board of Supervisors of the County of Los Angeles; and
requesting the City Council of the City of Vernon to designate the
week of June 5 - 9 as "Law Enforcement Recognition ~.Jeek", was read.

It was moved by Mailliard, seconded by Ybarra, that the
~Neek of June 5 - 9 be designated as "Law Enforcement Recognition
Week". Motion carried.
Communication from Mr. Paul W. Stahl, dated April 26,
1967, requesting that the City of Vernon reimburse him for expenses
incurred in repairing his automobile which was allegedly damaged on
Bandini Boulevard, was read. (Copy to each member of the City
Council)
It was moved by Mailliard, seconded by Ybarra, that the
request of Mr. Paul W. Stahl, dated April 26, 1967, for reimbursement
of expenses incurred in repairing his automobile which was allegedly
damaged on Bandini Boulevard, be denied; and that Mr. Stahl's
request for reimbursement be transmitted to the Los Angeles County
Road Department and that Mr. Stahl be so advised. Motion carried.

It was moved by Mailliard, seconded by Ybarra, that the
request of the Fire Chief, dated April 27, 1967, be approved and
authority granted to issue warrant in the amount of $210$00 to L. C.
Husted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 29, 1967, requesting authority to attend the Forty-Seventh
Annual Conference California Peace Officers Association at Sacramento
from May 2l to 24, 1957, with an expense allowance of $l85.70, was
read.
It was moved by Mailliard, seconded by Anderson, that the
request of the Police Chief, dated April 29, 1967, be approved and
authority granted to issue warrant in the amount of $185.70 to R. H.
Bockhacker. Motion carried.
Communication from L. C. Husted, Fire Chief, dated April 27,
1967, requesting that Fireman Lloyd L. Hudson be reimbursed the sum
of $8.25 from the Education and Training Budget appropriation for
courses in Fire Science at Los Angeles Harbor Junior College, was
read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Fire Chief, dated April 27, 1967, be approved and
authority granted to issue warrant in the amount of $8.25 to
Lloyd L. Hudson. Motion carried.
Communication from Vincent R. Bush, Superintendent of
Building, dated April 28, 1967, requesting authority for F. W~ Sumner
and himself to attend a Sound Seminar at Rodger Young Auditorium,
Los Ang(~les, on Hay l8, 1967, with an expense a11m.;rance of $8.50,
was read.
It was moved by Ybarra, seconded by Anderson, that the
requ.est of the Superintendent of Building, dated April 28, 1967, be
appy:::>ved and authority granted to issue warrants in the amount of
$D~50 each to F. W. Sumner and V. R. Bush. Motion carried.
Communication from William Elsberry Repair requesting a
license to conduct a business of machinery repairo and maintenance
at 4535 Scto Street, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of William Elsberry Repair be referred to the Building
Department with power to act. Motion carried.

Notice of Prehearing Conference on Case No. 8437 before
the Public Utilities Commission of the State of California in the
matter of investigation into the status, safety, maintenance, use
and protection or closing of all crossings at grade on the Harbor
Branch Line of The Atchison, Topeka and Santa Fe Railway Company
between Los Angeles and Wilmington in the County of Los Angeles and
the Cities of Los Angeles, Vernon, Huntington Park, Ing1ewood, El
Segundo, Hawthorne, Redondo Beach, Lawndale and Torrance, 't'las
presented.

Mr. D. D. Grayson, Traffic Engineer, be designated to represent the
City of Vernon at the prehearing conference on Case No. 8437 before
the Public Utilities Commission of the State of California. Motion
carried.
Report on Traffic Safety Program for the calendar year
1966, was presented. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Anderson, that
Report on Traffic Safety Program for the calendar year 1966, be
received and filed. Motion carried.

It was moved by Anderson, seconded by Ybarra, that
excavation applications numbered 27832 to 27841 inclusive be filed
and permits granted. Motion carried.
''Warrant Register No. 236" covering claims and demands
presented during the period April 16 to 30, which includes Demands
Nos. 7-1099 to 7-1189 (both inclusive) drawn on the United California
Bank, totaling $102,256.64 (Light and Power Warrants $2,249.86)
(Accounting Period May, 1967), was examined and audited.
It was moved by Mai1liard, seconded by Ybarra, that
''Warrant Register No. 236" be approved and payment authorized for
Demands Nos. 7-1099 to 7-1189 (both inclusive), with no exceptions.
Motion carried.
