MINUTES OF A REGUL\R MEETING OF THE
CITY COUNC IL OF THE CITY OF VERNON
HELD MAY 16, 1967 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Ybarra
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mail1iard, seconded by Anderson, that
minutes of the meeting of May 2, 1967 be approved as written and
submitted. Motion carried.
Communication from James E. Bowman dba Cal York Trans-
portation requesting a license to conduct a business of trucking and
machinery moving at 2500 E. Vernon Avenue, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of James E. Bowman dba Ca1 York Transportation be referred
to the Building Department with power to act. Motion carried.
Communication from Ness Metal Company, dated
with reference to the installation of a traffic signal
section of Santa Fe Avenue and 27th Street, was read.

cation from Ness Metal Company, dated May 8, 1967, be referred to
the Traffic Engineer for a report. Motion carried.
Copy of Resolution adopted by the Los Angeles County Board
of Supervisors on May 2, 1967, regarding public policy decisions
pertaining to delinquency and crtme prevention programs in Los
Angeles County, was presented. (Copy to each member of the City
Council)
It was moved by Mail1iard, seconded by Ybarra, that copy
of Resolution adopted by the Los Angeles County Board of Supervisors
on May 2, 1967, be received and filed. Motion carried.
Notice from Local Agency Formation Commission that hearing
has been set for May 24, 1967 on application of the City of Commerce
to annex certain territory designated as Heity of Commerce Annexation
No.5", was presented.
It was moved by Mail1iard, seconded by Anderson, that
Notice from Local Agency Formation Commission be received and filed.
Motion carried.
Communication from District Attorney Eve1le J. Younger,
County of Los Angeles, dated May 10, 1967, transmitting a suggested
proclamation for "Law Enforcement Recognition Week", was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that communi-
cation from District Attorney Eve11e J. Younger, County of Los
Angeles, dated May 10, 1967, together with transmittal, be received
and filed. Motion carried.

Communication from L. C. Husted, Fire Chief, dated May 9,
1967, requesting authority to advance certain personnel as listed
to the position of Hosemen, Grade 1, effective June 1, 1967, was
read. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Anderson, that the
request of the Fire Chief, dated May 9, 1967, be approved. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated May 9,
1967, requesting authority to purchase one Ingersoll-Rand Impacutter
and related accessories at an estimated cost of $170.00) was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Fire Chief, dated May 9, 1967, be referred to the
Finance Committee for consideration in the 1967-68 Budget appro-
priation. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated May 9, 1967, advising that Mr. Kenneth Mellon,
Engineering Clerk, has submitted his resignation effective at the
close of business on May 26, 1967, and recommending that the
resignation of Mr. Mellon be accepted, was read.
It was moved by Mailliard, seconded by Ybarra, that the
resignation of Mr. Kenneth Mellon be accepted. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 8, 1967, transmitting plan for certain additional street lighting
for the recently annexed area designated as "Packers Island Annexa-
tion", and recommending that the plan be approved and the Light &
Power Department be authorized to proceed with the installation, was
read. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Anderson, that the
recommendation of the Traffic Engineer, dated May 8, 1967, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
May 5, 1967, requesting that S. E. Putman be advanced from Policem~n
Grade 2 to Grade 1, effective June 1, 1967, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Police Chief, dated May 5, 1967, be approved. Motion
carried.
Report of Health Department Activities for the month of
April, 1967, was presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that
Report of Health Department Activities be received and filed. Motion
carried.
Activity Log of the Police Department for the period May
1 - 15, 1967 inclusive, was presented.
It was moved by Ybarra, seconded by Mailliard, that Activity
Log of the Police Department be received and filed. Motion carried.

Copy of communication from Fireman's Fund, dated ~pri1 28,
1967, addressed to the Vernon Water Department, making a claim for
expenses incurred as the result of injuries to Bernard C. Hedren, was
read. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that claim
against the Vernon Water Department, dated April 28, 1967, by
Fireman's Fund for expenses incurred as the result of injuries to
Bernard C. Hedren, be denied and referred to the City Attorney and
the City's insurance carrier for necessary action. Motion carried.
Copy of Resolution of the Board of Di.rectors of the
Independent Cities of Los Angeles County opposing a proposed increase
in manpower for the Los Angeles County Sheriff, was presented. (Copy
to each member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that copy
of Resolution of the Board of Directors of the Independent Cities of
Los Angeles County be received and filed. Motion carried.
Communication from President Meat Packing Co., Inc. &
Anderson & Sacks Meat Company requesting a license to conduct a
business of receiving and snipping meat for wholesale at 4224 District
Blvd., was read.
It was moved by Mailliard, seconded by Anderson, that the
request of President Meat Packing Co., Inc. & Anderson & Sacks Meat
Company be referred to the Building Department with power to act.
Motion carried.
Communication from Rio Hondo Boys' Club, dated May 11, 1967,
advising that they will be conducting a capital building campaign in
June and July for the purpose of raising funds for the construction
of a much needed new facility, and that they will be contacting
several of the industries in the City of Vernon for contributions of
building material, was read. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Anderson, that the Rio
Hondo Boys' Club be notified that there are no requirements in the
City of Vernon that will interfere with their solicitation for
contributions of building material from industries in Vernon; and
further, that they be notified that this does not constitute an
endorsement by the City Council. Motion carried.
Communication from Alloy Specialties, Ltd., dated May 10,
1967, requesting permission to park a mobile office unit at 4608
East 48th Street to be used as additional offices for their outside
sales force only, was read. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that Alloy
Specialties, Ltd. be authorized to locate one office trailer on the
property located at 4608 East 50th Street, provided that said trailer
is used only for the purposes as outlined in their letter dated May
10, 1967; provided that said trailer is not used for sleeping and/or
cooking purposes; provided that the requirements of all City depart-
ments are complied with and that all necessary City permits are
obtained; and with a stipulation that the maximum time limit that
said trailer may be used for the purposes as outlined shall be June
1, 1968. Motion carried.

Communication from L. C. Husted, Fire Chi.ef, dated May 11,
1967, advising that Fireman Jack D. Johnson has submitted his
resignation to be effective at 8:00 A.M. June 1, 1967, was read.
It was moved by Mai11iard, seconded by Anderson, that the
resignation of Fireman Jack D. Johnson be accepted. Motion carried.
Communication from Assemblyman Floyd D. Wakefield, dated
May 9, 1967, urging the adoption of a resolution supporting the
adoption of Assembly Bills 806 and 877, was read. (Copy to each
member of the City Council)
Resolution No. 2902 - A Resolution of the City Council of
the City of Vernon, urging the adoption of Assembly Bills 806 and
877, as presented to the 1967 Assembly of the State of California,
was read.
It was moved by Mai1liard, seconded by Ybarra, that
Resolution No. 2902 be approved and adopted. Motion carried.

Copy of a letter from Robbins Aviation, Inc., dated May 12,
1967, addressed to The Pacific Telephone and Telegraph Company, with
reference to Southern Directories, was read. (Copy to each member
of the City Council)
It was moved by Mail1iard, seconded by Ybarra, that copy
of letter from Robbins Aviation, Inc., dated May 12, 1967, addressed
to the Pacific Telephone and Telegraph Company, be received and
filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 15, 1967, transmitting a Grant Deed from Mr. E. Russell Werdin
covering certain land required for Bandini Boulevard, and recom-
mending that the Deed be accepted, was read.
It was moved by Mail1iard, seconded by Anderson, that Grant
Deed be accepted from Mr. E. Russell Werdin and that the Mayor and
the City Clerk be authorized to execute Certificate of Acceptance.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 15, 1967, with reference to acquisition of necessary rights of
way for Bandini Boulevard Extension, recommending that the firm of
Roy C. Seeley Company be retained for the necessary reappraisal as
indicated in the attached letter from Mr. Crosbie of the Roy C.
Seeley Company, dated May 11, 1967, was read. (Copy to each member
of the City Council)
It was moved by Mai1liard, seconded by Anderson, that the
recommendation of the Traffic Engineer, dated May 15, 1967, be
approved, and that authority be granted to retain the firm of Roy C.
Seeley Company, in accordance with the terms as outlined in letter
dated May 11, 1967 from Mr. Crosbie of the Roy C. Seeley Company,
for the necessary reappraisal of certain property in connection with
the acquisition of necessary rights of way for Bandini Boulevard
Extension. Motion carried.

Communication fram D. D. Grayson, Traffic Engineer, dated
May 15, 1967, transmitting an easement for street purposes from
Southern Pacific Company covering the northeast corner of Boyle
Avenue and Randolph Street, and recommending that the document be
approved and that the Mayor and the City Clerk be authorized to
execute the easement, was read.
It was moved by Mailliard, seconded by Ybarra, that ease-
ment from Southern Pacific Company for street purposes covering
the northeast corner of Boyle Avenue and Randolph Street be approved,
and that the Mayor and the City Clerk be authorized to execute this
easement on behalf of the City of Vernon. Motion carried.
Communication from the Greater Los Angeles Chapter of the
National Cystic Fibrosis Research Foundation, dated May 15, 1967,
requesting permission to direct a solicitation for funds in Vernon
during the period of September 1 to September 15, 1967, was read.
It was moved by Ybarra, seconded by Anderson, that the
Greater Los Angeles Chapter of the National Cystic Fibrosis Research
Foundation be notifed that there are no requirements in the City of
Vernon that will interfere with their solicitation for funds; and
further, that they be notified that this does not constitute an
endorsement by the City Council. Motion carried.
Communication from Copy Products, Inc. requesting a license
to conduct a business of selling duplicating supplies at 2930 E.
44th Street, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Copy Products, Inc. be referred to the Building Department
with power to act. Motion carried.
Communication from Western Treat Company requesting a
license to conduct a business of meat processing at 4820 Everett
Avenue, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Western Treat Company be referred to the Building Depart-
ment with power to act. Motion carried.
The City Attorney presented a "Joint Powers Agreement for
State Administered Local Sales and Use Tax Revenue between Huntington
Park and Vernon, covering certain defined properties" for considera-
tion by the City Council.
Resolution No. 2901 - A Resolution of the City Council of
the City of Vernon, authorizing the execution of a Joint Powers
Agreement for Apportionment of State Administered Local Sales and
Use Tax Revenues between Huntington Park and Vernon, covering certain
defined properties, was read.
It was moved by Mailliard, seconded by Ybarra, that
Resolution No. 2901 be approved and adopted. Motion carried.

The Mayor announced that the meetings of the Finance Com-
mittee for the purpose of considering the departmental requests for
the operation of the various departments of the City for the fiscal
year 1967-68 will commence on May 22, 1967 at 9:00 A.M. in the
Council Chamber of the City Hall, and will be continued, if necessary,
from time to time at the order of the Chairman.
The following excavation applications, all havi.ng approval

presented during the period May 1 to 15, which includes Demands Nos.
7-1190 to 7-1356 (both inclusive) drawn on the United California
Bank, totaling $213,766.43 (Light and Power ttJarrants $136,1'54.79)
(Accounting Period May, 1967), was examined and audited.

It was moved by Mailliard, seconded by Anderson, that
''Warrant Register No. 237" be approved and payment authorized for
Demands Nos. 7-1190 to 7-1356 (both inclusive), with no exceptions.
Motion carried.

"Payroll Warrant Register No. 118" covering claims and
demands presented during the period April 1 to April 30, which
includes Demands Nos. 1309 to 1321 (both inclusive) drawn on the

Period April, 1967), was examined and audited.
It was moved by Mailliard, seconded by Anderson, that
"Payroll Warrant Register No. 118" be approved and payment authorized
for Demands Nos. 1309 to 1321 (both inclusive), with no exceptions.
