19670606 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JUNE 6, 19S7 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Mailliard, Malburg, Ybarra COUNCIL ABSENT: Furlong The meeting was called to order by Mayor Pro Tempore L. C. Malburg. It was moved by Ybarra, seconded by Anderson, that minutes of the meeting of May 16, 1967 be approved as written and submitted. Motion carried. Communication from Weksler Egg Company - Hi Point Foods requesting a license to conduct a business of egg processing at 4767 E. 49th Street, was read. It was moved by Ybarra, seconded by Anderson, that the request of Weksler Egg Company - Hi Point Foods be approved and license granted. Motion carried. Communication from Universal Fleet Service Corporation requesting a license to conduct a business of commercial body and fender repair, painting, mechanical and diesel repair and parts, at 2755 East 26th Street, was read. It was moved by Mailliard, seconded by Ybarra, that the request of Universal Fleet Service Corporation be referred to the Building Department with power to act. Motion carried. Communication from Willig Freight Lines, dated May 19, 1967, requesting that penalty be waived for late payment of 1967 business license fees for the reasons as outlined, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Anderson, that in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to waive penalty levied against Willig Freight Lines for late payment of 1967 business license fees. Motion carried. Communication from Smart & Final Iris Company, dated May 18, 1967, expressing sincere thanks to Lt. J. L. Morrison and Sgt. J. Tucker for their kind cooperation in an emergency, was read. (Copy to each member of the City Council) It was moved by Mail1iard, seconded by Ybarra, that communication from Smart & Final Iris Company, dated May 18, 1967, be received and filed. Motion carried. Copy of Decision No. 72428 of the Public Utilities Commission of the State of California in the matter of the joint application of the Cities of Vernon and Huntington Park to construct a public street across the right-of-way of the Southern Pacific Company at Randolph Street, was read. Motion carried. Copy of Resolution No. 1288 of the City Council of the City of Avalon, California, urging the State Legislature to adopt legis- lation which would permit general law cities to levy a cigarette tax, was presented. It was moved by Mai1liard, seconded by Ybarra, that copy of Resolution No. 1288 of the City Council of the City of Avalon, California, be received and filed. Motion carried. Copies of two minute resolutions adopted by the City Council of the City of Gardena on May 23, 1967, were presented. (Copies to each member of the City Council) It was moved by Mai1liard, seconded by Ybarra, that copies of two minute resolutions adopted by the City Council of the City of Gardena be received and filed. Motion carried. Notice of Hearing on Case No. 8437 before the Public Utilities Commission of the State of California in the matter of investigation into the status, safety, maintenance, use and protection or closing of all crossings at grade on the Harbor Branch Line of The Atchison, Topeka and Santa Fe Railway Company between Los Angeles and Wilmington in the County of Los Angeles and the Cities of Los Angeles, Vernon, Huntington Park, Inglewood, El Segundo, Hawthorne, Redondo Beach, Lawodale and Torrance, was presented. It was moved by Ybarra, seconded by Mailliard, that Mr. D. D. Grayson, Traffic Engineer, be designated to represent the City of Vernon at the hearing on Case No. 8437 before the Public Utilities Commission of the State of California. Motion carried. Communication from F. A. Ziemer, City Clerk, dated May 25, 1967, requesting authority to employ Mr. John Shee Long as Deputy City Clerk-Utility, Grade 5, for a temporary period during summer vacation from approximately June 14, 1967 to approximately September 15, 1967, was read. It was moved by Anderson, seconded by Mailliard, that the request of the City Clerk, dated May 25, 1967, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated May 19, 1967, advising that Lt. M. A. deRuyter has been selected by the Los Angeles County Peace Officers Protective Association and the faculty of the Police Science Department of the California State College at Los Angeles as the outstanding student in the Police Science Department, was read. (Copy to each member of the City Council) Resolution No. 2903 - A Resolution of the City Council of the City of Vernon, commending Lt. Michael A. de Ruyter upon his receiving the outstanding student award of the Police Science Department of California State College at Los Angeles, was read. It was moved by Anderson, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated May 23, 1967, transmitting a summary of street improvement projects for the next five years, was read. (Copy to each member of the City Council) It was moved by Mai11iard, seconded by Ybarra, that summery of street improvement projects for the next five years be referred to the Finance Committee for study and report. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated June 2, 1967, transmitting a proposal, dated May 15, 1967, from Rodding-C1eaning Machines, Inc. for cleaning the sewerage system of the City of Vernon for a two-year period, and recommending that the proposal be accepted and an agreement be drawn similar to the current one with Rodding-C1eaning Machines, Inc., was read. (Copy to each member of the City Council) Agreement between Rodding-Cleaning Machines, Inc. and the City of Vernon for cleaning sewerage system of the City of Vernon for a two-year period from July 1, 1967 to June 30, 1969, was presented. It was moved by Mailliard, seconded by Ybarra, that the Mayor and the City Clerk be authorized and directed to execute Agreement between Rodding-Cleaning Machines, Inc. and the City of Vernon. Motion carried. Claim for damages, dated June 2, 1967, against the City of Vernon by Inter-Insurance Exchange of the Automobile Club of Southern California as Subrogee of F. W. Postal in the amount of $307.56, was presented. It was moved by Mai1liard, seconded by Ybarra, that claim for damages, dated June 2, 1967, against the City of Vernon by Inter-Insurance Exchange of the Automobile Club of Southern California as Subrogee of F. W. Postal in the amount of $307.56, be denied and referred to the City Attorney and the City's insurance carrier for necessary action. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated June 2, 1967, requesting that Arthur Hoover and George Skalsky be advanced from Policemen, Grade 4 to Grade 3, effective June 1, 1967, was read. It was moved by Mailliard, seconded by Ybarra, that the request of the Police Chief, dated June 2, 1967, be approved. Motion carried. I I -4- 6/6/67 Communication from R. H. Bockhacker, Police Chief, dated June 2~ 1967, recommending that Lt. M. A. deRuyter be reimbursed the sum of $39.25 from the Education and Training Budget appropri- ation for courses in Police Science at the California State College at Los Angeles, was read. It was moved by Mailliard, seconded by Anderson, that the recommendation of the Police Chief, dated June 2, 1957, be approved and authority granted to issue warrant in the amount of $39.25 to M. A. deRuyter. Motion carried. Resolution No. 2905 - A Resolution of the City Council of the City of Vernon, opposing Assembly Bill No. 2395 and Assembly Constitutional Amendment 74 in its present form, was read. It was moved by Mailliard, seconded by Anderson, that Resolution No. 2905 be approved and adopted. Motion carried. Resolution No. 2904 - A Resolution of the City Council of the City of Vernon, authorizing the execution of certain agreements between said City and the Southern California Edison Company, pertaining to the acquisition by said City of the electrical distri- bution facilities in the Packers Island Annexation, was read. It was moved by Mailliard, seconded by Anderson, that Resolution No. 2904 be approved and adopted. Moti.on carried. Application 27856 - Application 27857 - Bar-M-Meat Co. to widen northerly driveway in W/s Soto St. Application 27858 - Goldring Packing Co. to construct driveway in N/s Vernon Ave. I I -5- 6/6/67 Application 27859 - Pacific Vegetable Oil Co. to connect property at 3305 E. 26th St. with sewer in 26th St. Application 27860 - Sambo's Restaurant to remove two drive- ways and construct two driveways in W/s Soto St. Application 27861 - Union Pacific Railroad Co. to relocate railroad crossing in Bandini Blvd. E/o Dmvney Road. Application 27862 - Atlantic Richfield Co. to install cathodic protection anode wires into existing facility on Boyle Ave. N/o 46th St. Application 27863 - Atlantic Richfield Co. to install cathodic protection anode wires into existing facility in Boyle Ave. N/o 44th St. Application 27864 - Atlantic Richfield Co. to install cathodic protection anode wires into existing facility in Soto St. N/o Vernon Ave. Application 27865 - Atlantic Richfield Co. to install cathodic protection anode wires into existing facility in Soto St. slo 37th St. Application 27866 - So. Calif. Edison Co. to install one pole replacing one pole in W/s Soto St. Nlo Vernon Ave. Application 27867 - Bar-M-Meat Co. to erect barricades for construction purposes at 4401 S. Soto St. Application 27868 - United Pattern to construct driveway at 3380 E. 45th St. It was moved by Ybarra, seconded by Anderson, that excavation applications numbered 27853 to 27868 inclusive be filed and permits granted. Motion carried. ''Warrant Register No. 238:' covering claims and demands presented during the period May 16 to 31, which includes Demands Nos. 7-1357 to 7-1462 (both inclusive) drawn on the United California Bank, totaling $1,263,519.28 (Light and Power Warrants $836,588.64) (Accounting Period June, 1967), was examined and audited.
