MINUTES OF AN ADJOURNED REGULA~ MEETING
OF THE CITY COUNCIL OF THE CITY OF
VERNON HELD JUNE 13, 1967 AT Tt.JO
O'CLOCK P.M. IN THE COUNCIL CHAMBER OF
THE CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Ybarra
COUNC It ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Anderson, that
minutes of the meeting of June 6, 1967 be approved as written and
submitted. Motion carried.
Communication from the Finance Committee, dated June 7,
1967, making certain enumerated recommendations relative to employees'
salaries and related matters for the fiscal year 1967-68, was read.

Discussion was held with reference to recommendations
outlined in enumerated paragraphs one (1) and two (2) of communi-
cation from the Finance Committee, dated June 7, 1967, relative to
employees' salaries and related matters for the fiscal year 1967-68.
Councilman Malburg commented on employees' salaries and
requested that his remarks be made a part of the official minutes.
Remarks of Councilman Malburg: "This is an attempt by me
to emphasize the need to abandon a straight across the board
percentage pay increase for the majority of the city employees year
after year. I helieve members of the various departments should
receive various percentage increases each year according to their
skills and responsibilities, including the department heads, with
the exception of the members of the Fire and Police Departments in
the hoseman and patrolman classifications. These employees should
get the same percentage increase. This must be done now, as I feel
that we are getting into the area that some employees are receiving
more compensation than necessary for their particular job and others
are receiving less compensation than they should be receiving."
It was moved by Furlong, seconded by Mailliard, that
employees of the City of Vernon be granted salary increases in
accordance with the recommendation outlined in enumerated paragraph
one (1) of communication dated June 7, 1967 from the Finance Committee
relative to employees' salaries and related matters for the fiscal
year 1967-68; and that the City Attorney be instructed to draft a
resolution in accordance with this recommendation. Motion carried.

Absent: None
No action was taken on enumerated paragraph two (2) of
communication from the Finance Committee, dated June 7, 1967, relative
to employees' salaries and related matters for the fiscal year 1967-68.

It was moved by Mai.1liard, seconded by Anderson, that the
recommendations as outlined in enumerated paragraphs three (3) to
seven (7) inclusive of communication, dated June 7, 1967, from the
Finance Committee relative to employees' salaries and related
matters for the fiscal year 1967-68, be approved. Motion carried.
Communication from the Finance Committee, dated June 7,
1967, transmitting copies of the individual requests for the
operation of the various departments of the City for the fiscal
year 1967-68, together with the amounts recommended for approval by
the Finance Committee; and making certain specific enumerated recom-
mendations in connection therewith, was read. (Copy to each member
of the City Council)
It was moved by Furlong, seconded by Ybarra, that the
recommendations of the Finance Committee be approved as enumerated
in communication, dated June 7, 1967, relative to individual
requests for the operation of the various departments of the City
for the fiscal year 1967-68; and that the City Attorney be instructed
to draft a resolution approving the budget for the fiscal year 1967-
68 in accordance with these recommendations. Motion carried.
Communication from Pacific Vegetable Oil Corporation
requesting a license to conduct a business of manufacturing cutting
oil at 3305 E. 26th Street, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of Pacific Vegetable Oil Corporation be referred to the
Building Department with power to act. Motion carried.
Communication from Royal Catering requesting a license to
operate two lunch trucks in the City of Vernon, was read.
It was moved by Ybarra, seconded by Malburg, that the
request of Royal Catering be referred to the Health Department and
the Fire Department with pmver to act. Motion carried.
Notice of Public Hearing from the Board of Zoning Adjust-
ment in the matter of an appeal from the entire decision of the
Associate Zoning Administrator in denying an application for a zone
variance on a site located at the northwesterly corner of 41st Place
and Alameda Street, was read.
It was moved by Malburg, seconded by Anderson, that Notice
of Public Hearing from the Board of Zoning Adjustment be received
and filed. Motion carried.
Report of Health Department Activities for the month of
May 1967, was presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Malburg, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from F. A. Ziemer, City Clerk, dated June 9,
1967, recommending that Dorothy D. Lewis be advanced from Clerk,
Purchasing Department, Grade 2 to Grade 1, effective July 1, 19~7,
was read.

It was moved by Anderson, seconded by Ybarra, that the
recommendation of the City Clerk, dated June 9, 1967, be approved.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 12, 1967, transmitting a letter proposal, dated June 8, 1967,
from the Milton J. Wershow Company outlining the terms and conditions
under which they could assist the City in disposing of the Asphalt
Concrete Batch Plant acquired from Mr. E. Russell Werdin, and recom-
mending that authority be granted to engage the services of the
Milton J. Wershow Company as outlined in their letter proposal, was
read. (Copy to each member of the City Council)
It was moved by Mai11iard, seconded by Ybarra, that the
recommendation of the Traffic Engineer, dated June 12, 1967, be
approved, and that authority be granted to engage the services of
the Milton J. Wershow Company in accordance with the terms and
conditions as outlined in their letter proposal dated June 8, 1967.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated June
12, 1967, requesting authority to advance Lawrence M. Jackson from
Captain, Grade 2 to Grade 1, effective July 1, 1967, was read.
It was moved by Mail1iard, seconded by Malburg, that the
request of the Fire Chief, dated June 12, 1967, be approved. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated June 12,
1967, requesting that Fireman Keith M. Slifka be granted a military
leave of absence with pay during the period of July 9 to 22, 1967,
inclusive, for annual field training with the United States Marine
Corps Reserve, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Fire Chief, dated June 12, 1967, be approved. Motion
carried.
Ordinance No. 786 - An Ordinance of the City of Vernon
fixing the rates for street and highway lighting by the City of
Vernon within its boundaries, was read in full for a first reading.
It was moved by Anderson, seconded by Mai1liard, that
Ordinance No. 786 receive and pass a first reading. Motion carried.

Noes: None
Absent: None
It was moved by Malburg, seconded by Ybarra, that Ordinance
No. 786 receive a second reading by title. Motion carried.
Ordinance No. 786 - An Ordinance of the City of Vernon
fixing the rates for street and highway lighting by the City of
Vernon within its boundaries, was read for a second reading by title.
It was moved by Malburg, seconded by Ybarra, that Ordinance
No. 786 receive and pass a second reading. Motion carried.

Resolution No. 2906 - A Resolution of the City Council of
the City of Vernon, relative -to a century of service to the citizens
of California by the Southern California Gas Company, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2906 be approved and adopted. Motion carried.
Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra
Noes: None
Absent: None
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
adjourn. Motion carried.
