19670620 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JUNE 20, 1967 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Mailliard, seconded by Anderson, that minutes of the meeting of June 13, 1967 be approved as written and submitted. Motion carried. It was moved by Mailliard, seconded by Malburg, that Ordinance No. 786 receive a third and final reading by title. Motion carried. Ordinance No. 786 - An Ordinance of the City of Vernon fixing the rates for street and highway lighting by the City of Vernon within its boundaries? was read for a third and final reading by title. It was moved by Mailliard, seconded by Ybarra, that Ordinance No. 786 receive and pass a third reading and be adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra Noes: None Absent: None Resolution No. 2908 - A Resolution of the City Council of the City of Vernon fixing the compensation for certain employees of said City as of July 1, 1967, authorizing certain expense allowances, and repealing all resolutions in conflict herewith, was read. It was moved by Mailliard, seconded by Ybarra, that Resolution No. 2908 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Ybarra Noes: Malburg Absent: None Resolution No. 2909 - A Resolution of the City Council of the City of Vernon approving budget for the fiscal year 1967-68, was read. It was moved by Anderson, seconded by Mailliard, that Resolution No. 2909 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra Noes: None Absent: None Resolution No. 2907 - A Resolution of the City Council of the City of Vernon continuing the retention of Paul P. Hendricks as Consulting Electrical Engineer of the City of Vernon, was read. It was moved by Mailliard, seconded by Malburg, that Resolution No. 2907 be approved and adopted. Motion carried. McGovern, Attorney at Law, to be effective July 1, 1967, was presented. It was moved by Mailliard, seconded by Ybarra, that the Mayor and the City Clerk be authorized to execute "Amendment to Memorandum of Agreement", dated June 20, 1967, beoveen the City of Vernon and Charles H. McGovern, Attorney at Law, to be effective July 1, 1967. Motion carried. Communication from V. R. Busb, Superintendent of Building, dated June 15, 1967, recommending that F. W. Sumner, Building Inspector, be granted a military leave of absence with pay for the period July 9 - 22, 1967 for annual active duty training with the United States Marine Corps, was read. It was moved by Ybarra, seconded by Anderson, that the recommendation of the Superintendent of Building, dated June 15, 1967, be approved. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated June 15, 1967, recommending that the water rates be increased as outlined, was read. (Copy to each member of the City Council) Ordinance No. 787 - An Ordinance of the City of Vernon, repealing Ordinance No. 750 of the City of Vernon, establishing rates for the sale of water in said City and repealing all ordinances in conflict therewith, was presented. It was moved by Anderson, seconded by Mailliard, that Ordinance No. 787 t'eceive a first reading by title" Motion carried. Ordinance No. 787 - An Ordinance of the City of Vernon, repealing Ordinance No. 750 of the City of Vernon, establishing rates for the sale of water in said City and repealing all ordinances in conflict therewith~ was read by title for a first reading. It was moved by Ybarra, seconded by Mailliard, that Ordinance No. 787 receive and pass a first reading. Motion carried. Nelson, Jr., City Engineer, dated June 16, 1967, requesting authority to advance Lewis R. Adams to Civil Engineering Assistant, Step 1, effective July 1, 1967, was read. It was moved by Mai11iard, seconded by Anderson, that the request of the City Engineer, dated June 16, 1967, be approved. Motion carried. Activity Log of the Police Department for the period June 1 - 15, 1967 inclusive, was presented. It was moved by Malburg, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, dated June 16, 1967, requesting autbority to employ Thomas M. McLean, for a temporary period during summer vacation, as Engineering Aide III, Step 5, was read. It was moved by Ybarra, seconded by Mailliard, that the request of the City Engineer, dated June 16, 1967, be approved. Motion carried. Communication from Vincent R. Bush, Superintendent of Building, dated June 16, 1967, requesting that he be advanced to Superintendent of Building, Grade 1, effective July 1, 1967, was read. It was moved by Anderson, seconded by Malburg, that the request of the Superintendent of Building, dated June 16, 1967, be approved. Motion carried. Communication from Cam & Tool Company requesting a license to conduct a business of cam and tool manufacturing at 4314 Santa Fe Avenue, was read. It was moved by Ybarra, seconded by Mai11iard, that the request of Cam & Tool Company be referred to the Building Department with power to act. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 19, 1967, advising that Vernon Paving Company has completed the work of reconstructing the Boyle-State Street and Randolph Street Intersection in accordance with Contract No. 315, and recommending that the work be accepted and that authority be granted to pay the contractor in accordance with the terms of the agreement, was read. Resolution No. 2910 - A Resolution of the City Council of the City of Vernon, accepting the reconstruction of Boyle-State Street and Randolph Street intersection in accordance with Contract No. 315 of the City of Vernon, was read. It was moved by Mai1liard, seconded by Ybarra, that Resolution No. 2910 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated June 19, 1967, requesting authority to advance Victor H. Vaits to Civil Engineer, Step 1, Robert B. Bennett to Civil Engineering Assistant, Step 2, Susan Beal to Engineering Clerk, Step 4, effective July 1, 1967; and requesting authority to reclassify George Burgess from Engineering Aide II, Step 2, to Engineering Aide I, Step 3, effective July 1, 1967, was read. It was moved by Mailliard, seconded by Ybarra, that the requests of the Traffic Engineer, dated June 19, 1967, be approved. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, dated June 19, 1967, requesting authority to employ Raymond R. Rich as Civil Engineering Assistant, Step 3, effective approximately June 21, 1967, was read. It was moved by Malburg, seconded by Anderson, that the request of the City Engineer, dated June 19, 1967, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 19, 1967, advising that Sully-Miller Contracting Company has completed the work of reconstructing Alameda Street-East Roadways North City Boundary to South City Boundary in accordance with Contract No. 322, and recommending that the work be accepted and th~t authority be granted to 1;>ay the contractor in accordance with the terms of the agreement, was read. Resolution No. 2911 - A Resolution of the City Council of the City of Vernon, accepting the Alameda Street-East Roadway Construction, in accordance with Contract No. 322 of the City of Vernon, was read. It was moved by Mailliard, seconded by Malburg, that Resolution No. 2911 be approved and adopted. Motion carried. Calif. Gas Co. to check depth in Nls Bandini Blvd. 1ft. E/WPL of A T & S F RR R/W, 30' S/NPL Bandini Blvd. Application 27872 - So. Calif. Gas Co. to check depth in N/ s Bandini Blvd. 10 ft. It was moved by Malburg, seconded by Ybarra, that excavation applications numbered 27869 to 27880 inclusive be filed and permits granted. Motion carried. I I -6- 6/20/67 "Payroll T.\farrant Register No. 119" covering claims and demands presented during the period May 1 to May 31, 1967, which includes Demands Nos. 1322 to 1333 (both inclusive), drawn on the Crocker-Citizens National Bank, totaling $240,576.39 (Accounting Period May, 1967), was examined and audited. It was moved by Mai11iard, seconded by Ybarra, that "Payroll Warrant Register No. 119" be approved and payment authorized for Demands Nos. 1322 to 1333 (both inclusive), with no exceptions. Motion carried.
