19670705 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 5, 1967 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Mail1iard, seconded by Ybarra, that minute~ of the meeting of June 20, 1967 be approved as written and submitted. Motion carried. Ordinance No. 787 - An Ordinance of the City of Vernon, repealing Ordinance No. 750 of the City of Vernon, establishing rates for the sale of water in said City and repealing all ordinances in conflict therewith, was presented. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Anderson, that in accordance with Government Code Section 36934, the reading of Ordinance No. 787 in full be waived; and that Ordinance No. 787 receive a third and final reading by title. Motion unanimously carr ied. Communication from Assembly Consolidators requesting a license to operate a freight shippers agency at 4520 Ma~~ood Avenue, was read. It was moved by Malburg, seconded by Anderson, that the request of Assembly Consolidators be approved and license granted. Motion carried. dated their read. Motion carried. Copy of Ordinance No. 1183 of the City of Monterey Park adding Section 4240 to the Monterey Park Municipal Code relating to shopping carts, was presented. It was moved by Mailliard, seconded by Anderson, that copy of Ordinance No. 1183 of the City of Monterey Park be received and filed. Motion carried. Copy of Resolution No. 1967-30 of the Local Agency Formation Commission of the County of Los Angeles making deter- minations and approving the proposed annexation of territory, designated as "Boyle Heights Annexation Area" to Central Basin Municipal Water District, was presented. It was moved by Mailliard, seconded by Ybarra, that copy of Resolution No. 1967-30 of the Local Agency Formation Commission of the County of Los Angeles be received and filed. Motion carried. Copy of Resolution No. R67-l68 of the City Council of the City of Alhambra recommending to the Los Angeles County Board of Supervisors that it give favorable consideration to the adoption of the I.B.M. Votomatic System, was presented. It was moved by Anderson, seconded by Mailliard, that copy of Resolution No. R67-l68 of the City Council of the City of Alhambra be received and filed. Motion carried. Communication from F. A. Ziemer, City Clerk, dated June 29, 1967, with reference to the 69th Annual Conference of the League of California Cities to be held in San Francisco from October 15 to 18, 1967, making certain recommendations in connection therewith, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that the recommendations of the City Clerk with reference to the 69th Annual Conference of the League of California Cities be approved as outlined in communication dated June 29, 1967. Motion carried. Communication from Morris Vance, Administrative Assistant, dated June 21, 1967, requesting that he be reimbursed the sum of $lOO.OC from the Education and Training Budget appropriation for a course at the University of Southern California entitled "Admini- strative Systems Analysis", together with recommendation for approval by the Traffic Engineer, was read. It was moved by Anderson, seconded by Mail1iard, that the recommendation of the Traffic Engineer, dated June 21, 1967, be approved and authority granted to issue warrant in the amount of $100.00 to Morris Vance. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 22, 1967, relative to a study that was conducted to determine what percentage of traffic entering Vernon has business in the City and what percentage is simply passing through, was read. (Copy to each member of the City Council) I I -3- 7/5/67 It was moved by Mailliard, seconded by Ybarra, that communication from the Traffic Engineer, dated June 22, 1967, be received for study. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 27, 1967, transmitting a letter from Tropical Hardwood Company, dated June 20, 1967, requesting a lower rental fee for the property located at 3160 Bandini Boulevard; and recommending that the rental rate be reduced from the present $100.00 per month to a rate of $50.00 per month, subject to all other terms and conditions of the original agreement, was read. (Copy to eacl1 member of the City Council) It was moved by Mailliard, seconded by Ybarra, that the recommendation of the Traffic Engineer, dated June 27, 1967, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 26, 1967, requesting authority to attend the Annual Meeting of the Institute of Traffic Engineers - Western Section at Seattle, Washington, from August 6 to 9, 1967, with an expense allowance of $285.83, was read. It was moved by Mailliard, seconded by Ybarra, that the request of the Traffic Engineer, dated June 26, 1967, be approved and authority granted to issue warrant in the amount of $285.83 to D. D. Grayson. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 28, 1967, transmitting an easement for street purposes from Southwest Forest Industries, Inc. covering a portion of Alameda Street, and recommending that this easement be accepted and that the grantor be advised of the recordation, was read. It was moved by Malburg, seconded by Mailliard, that easement be accepted from Sout~west Forest Industries, Inc. and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 29, 1967, advising that Charles G. Mills, Assistant Planner, has submitted his resignation to be effective at the close of business on July 31, 1967, and recommending that his resignation be accepted, was read. It was moved by Malburg, seconded by Mailliard, that the resignation of Charles G. Mills be accepted. Motion carried. Communication from L. C. Husted, Fire Chief, dated June 26, 1967, requesting authority for Fireman Louis C. Matteson to attend the Fire Prevention Seminar in Davis, California from July 17 to 21, 1967, with an expense allowance of $137.20, was read. It was moved by Anderson, seconded by Ybarra, that the request of the Fire Chief, dated June 26, 1967, be approved and author1ty granted to issue warrant in the amount of $137.20 to Louis C. Matteson. Motion carried. Activity Log of the Police Department for the period June l6 - 3C, 1967 inclusive, was presented. I I -4- 7/5/67 It was moved by Ybarra, seconded by Malburg, that Activity Log of the Police Department be received and filed. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated July 3, 1967, requesting authority for Louis S. Hauger to attend a seminar on "Dust Evaluation Techniques" at the University of California School of Public Health at Berkeley, California, from July 17 to 21, 1967 inclusive, with an expense allowance of $233.15, was read. It was moved by Malburg, seconded by Mailliard, that the request of the Health Officer, dated July 3, 1967, be approved and authority granted to issue warrant in the amount of $233.15 to Louis S. Hauger. Motion carried. Communication from James Rogers Trucking Co. requesting a license to conduct a business of freight hauling at 4820 Lorna Vista Avenue, was read. It was moved by Mailliard, seconded by Ybarra, that the request of James Rogers Trucking Co. be referred to the Building Department with power to act. Motion carried. Communication from Allied Supply Company requesting a license to conduct a business of wholesaling pipe, valves, fittings and engineering specialties at 4770 E. 48th Street, was read. It was moved by Mai11iard, seconded by Ybarra, that the request of Allied Supply Company be referred to the Building Depart- ment with power to act. Motion carried. Communication from Don W. Smith requesting a license to operate a business of real estate appraiser and broker at 2833 Leonis Blvd., was read. It was moved by Anderson, seconded by Ybarra, that the request of Don W. Smith be approved and license granted. Motion carried. Communication from Cole's Markets, Inc. requesting a license to operate a produce receiving dock at 2600 So. Alameda Street, was read. It was moved by Mailliard, seconded by Malburg, that the request of Cole's Markets, Inc. be referred to the Building Depart- ment with power to act. Motion carried. Claim for Damages, dated June 30, 1967, against the City of Vernon filed by William R. Clay, Attorney at Law of Los Angeles Neighborhood Legal Services, on behalf of Clarence D. Saunders, was presented. (Copy to each member of the City Council) It was moved by Mail1iard, seconded by Ybarra, that Claim for Damages, dated June 30, 1967, against the City of Vernon filed by William R. Clay, Attorney at Law of Los Angeles Neighborhood Legal Services, on behalf of Clarence D. Saunders, be denied and referred to the City Attorney and the City's insurance carrier for necessary action. Mason be advanced from Policeman, Grade 4. to Grade 3, effective July 1, 1967, was read. It was moved by Malburg, seconded by Mailliard, that the request of the Police Chief, dated June 30, 1967, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated July 3, 1967, recommending that Lt. M. A. deRuyter be reimbursed the sum of $10.70 and that Captain J. C. Jordan be reimbursed the sum of $70.80 from the Education and Training Budget appropriation for courses in Police Science, was read. It was moved by Anderson, seconded by Mai11iard, that the recommendation of the Police Chief, dated July 3, 1967, be approved and authority granted to issue warrants in the amounts of $10.70 to M. A. deRuyter and $70.80 to J. C. Jordan. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated July 5, 1967, advising that he has suspended Officer D. K. Furlong for the month of July, 1967, without pay, for violation of Sections 400.14, 400.15 and 400.48 of the Manual of Policy and Ethics of the Vernon Police Department, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that the action of the Police Chief be approved. Motion carried. Communication from Socrates Skinos requesting a license to conduct a mail order business of rocket components at 3301 Leonis Blvd., was read. It was moved by Mailliard, seconded by Ybarra, that the request of Socrates Skinos be referred to the Building Department with power to act. Motion carried. The following excavation applications, all having approval of the Engineering Departments, were presented: Application 27881 - Bender Machines, Inc. to construct driveways, sidewalk and roof drains in 37th St. from E/PL to W!PL. Application 27882 - So. Calif. Edison Co. to remove 19 poles and install 18 poles and one anchor in S!s Vernon Ave. W/o Soto St. to Alcoa Ave. Application 27883 - So. Calif. Edison Co. to install 2 poles and 2 anchors and remove 3 poles in S/s Bandini Blvd. W/o Ayers Ave. Application 27884 - So. Calif. Motion carried. "Warrant Register No. 240" covering claims and demands presented during the period June 16 to June 30, which includes Demands Nos. 7-1605 to 7-1684 (both inclusive) drawn on the United California Bank, totaling $951,758.39 (Light and Power Warrants $777,468.21) (Accounting Period June and July, 1967), was examined and audited. It was moved by Mailliard, seconded by Ybarra, that "Warrant Register No. 240n be approved and payment authorized for Demands Nos. 7-1605 to 7-1684 (both inclusive), with no exceptions. Motion carried.
