19670718 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 18, 1967 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Ybarra, that minutes of the meeting of July 5, 1967 be approved as written and submitted. Motion carried. Communication from Joseph Longo dba DeLux Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Ybarra, seconded by Malburg, that the request of Joseph Longo dba DeLux Catering be approved and license granted. Motion carried. Communication from Artistic Bedding requesting a license to conduct a business of manufacturing headboards at 2401 East 27th Street, was read. It was moved by Mai11iard, seconded by Ybarra, that the request of Artistic Bedding be referred to the Building Department with power to act. Motion carried. Communication from Allied Iron Works requesting a license to conduct a business of steel fabrication at 5508 Santa Fe Avenue, \:V'as read. It was moved by Mai11iard, seconded by Ybarra, that the request of Allied Iron vlorks be referred. to the Building Deps'1-t:ment: with power to act. Motion carried. Communication from National Communications Inc., dated July 5, 1967, requesting a franchise to install comnlunication cables over or under Vernon owned streets and thoroughfares, TNas read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that the request of National Communications Inc., dated July 5, 1967, be r.eferred to the Traffic Engineer, the Fire Chief and the City Attorney for investigation and report. Motion carried. Communication from Centennial Mills, Inc., dated July 3, 1967, requesting permission to locate two 24' x 8' trailers on the property at 2927 East 44th Street to be used as temporary office space. was read. (Copy to each member of the City Council) It was moved by Mailliard. seconded by Anderson, that Centennial Mills, Inc. be authorized to locate two 24' x 8' office trailers on the property located at 2927 East 44th Street, provided that said trailers are used only for the purposes as outlined in their letter dated July 3, 1967; provided that said trailers are not I I -2.. 7/18/67 used for sleeping and/or cooking purposes; provided that the require- ments of all City departments are complied with and that all neces- sary City permits ax-e obtained; and l~ith a stipulation that the maximum time limit that said trailers may be used for the purposes as outlined shall be October 1, 1967. Motion carried. Communication from Vincent R. Bush, Superintendent of Building, and L. C. Husted. Fire Chief, dated June 27, 1967, trans- mitting a request from Maas-Hansen Steel Corporation, 2435 E. 37th Street, dated May 12, 1967, to omit fire sprinkler protection systems from all structures on their property, and recommending that Maas- Hansen Steel Corporation be permitted to add 4,800 square feet to their existing structures and to omit fire sprinkler protection systems from their buildings at this time subject to certain conditions, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that the recommendation of the Superintendent of Building and the Fire Chief, dated June 27, 1967, be approved; and that Maas-Hansen Steel Corporation be permitted to add 4,800 square feet to their existing structures and to omit fire sprinkler protection systems from their buildings at this time, subject to the conditions as outlined in communication from Maas-Hansen Steel Corporation, dated May 12, 1967, and communication from the Superintendent of Building and the Fire Chief, dated June 27, 1967. Motion carried. Communication from the Finance Committee, dated July 11, 1967, making a recommendation relative to the summary of proposed street improvement projects for the next five years, as submitted to the City Council by the Traffic Engineer under date of May 23, 1967, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that the recommendation of the Finance Committee, dated July 11, 1967, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated July 10, 1967, requesting that lease agreement between the City of Vprnon and Officer Eldon G. Smith for one 1962 Harley-Davidson mCjLorcycle, Engine No. FL-2963, be terminated; and requesting that new lease agreement, as submitted, between the City of Vernon and Officer Eldon G. Smith for one 1967 Harley-Davidson motorcycle, Engine No. FLH-11195, be approved effective as of July 10, 1967, was read. It was moved by Malburg, seconded by Mailliard, that the requests of the Police Chief, dated July 10, 1967, be approved and that the Mayor and the City Clerk be authorized to execute new lease agr~ement on behalf of the City of Vernon. Motion carried. Activity Log of the Police Department for the period July 1 - 15, 1967 inclusive, was presented. It was moved by Ybarra, seconded by A~de~son, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Corps Cater.ing Co. requesting a license to conduct a business of in-plant feeding at 3026 E. Vernon Avenue, was read. I I -3- 7/18/67 It was moved by Mai11iard, seconded by Ybarra, that the request of Corps Catering Co. be referred to the Building Department with power to act. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, dated July 14, 1967, requesting authority to pay Raymond R. Rich, Civil Engineering Assistant, $75.00 per month for the use of his own motor vehicle in the service of the City, effective August 1, 1967, was read. It was moved by Mai11iard, seconded by Ybarra, that the request of the City Engineer, dated July 14, 1967, be approved. Motion carried. Report of Health Department Activities for the month of June, 1967, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that Report of Health Department Activities be received and filed. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated July 17, 1967, recommending that Irene O. Northrop be advanced from Secretary, Grade 2 to Grade 1, effective August 1, 1967, was read. It was moved by Mai11iard, seconded by Ybarra, that the recommendation of the Health Officer, dated July 17, 1967, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated July 14, 1967, recommending that Policema~ M. C. Wooten be reimbursed the sum of $20.19 from the Education and Training Budget appropri- ation for a course in Police Science at Long Beach City College, was read. It was moved by Malburg, seconded by Mailliard, that the recommendation of the Police Chief, dated July 14, 1967, be approved and authority granted to issue warrant in the amount of $20.19 to M. C. Wooten. Motion carried. Communication was read from R. H. Bockhacker, Police Chief, dated July 14, 1967, requesting that the following personnel be advanced in grade, effective August 1, 1967: B. G. Baker to Policeman, Grade 2 A. L. Dwyer to Sergeant, Grade 2 P. A. Taylor to Sergeant, Grade 2 It was moved by Anderson, seconded by Ybarra, that the request of the Police Chief~ dated July 14, 1967, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated July 18, 1967, requesting permission to purchase a water heater and related items for the test pit reservoir and swimming pool at an estimated cost of $400.00, was read. It was moved by Malburg, seconded by Ybarra, that the request of the Fire Chief, dated July 18, 1967, be approved. Motion carried. -4- 7/18/67 Resolution No. 2912 - A Resolution of the City Council of the City of Vernon, extending its condolence on the passing of Castulo A. Lopez, retired employee of the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2912 be approved and adopted. Motion carried. Borg Warner Corp. to construct curb drain in 46th & St. Charles Streets, E/s. Application 27908 - So. Calif. Gas Co. to abandon service to 4401 S. Soto St. Application 27909 - Pacific Tel ~{ Tel Co. to place one ground brace to pole in Soto St. slo 44th St. Application 27910 - Abex Corp. to construct channel for yard drainage at 3355 E. Slauson Ave. Application 27911 - So. Calif. Edison Co. to install 2 poles; remove one pole in E/s Bickett St. S/o 54th St. Ap{)lication 27912 - So. Ca1 if . Gas Co. to install new service to 2601 S. Soto St. Application 27913 - So. Calif. Gas Co. to abandon service to 2100 E. 52nd St. It was moved by Malburg, seconded by Mail1iard, that excavation applications numbered 27907 to 27913 inclusive be filed and permits granted. Motion carried. "Warrant Register No. 241!! covering claims and demands presented during the period July 1 to 15, which includes Demands Nos. 7-1685 to 7-1846 (both inclusive) drawn on the United California Bank, totaling $967,575.35 (Light and Power Warrants $897,065.l5)(Accounting Period June & July, 1967), was examined and audited. It was moved by Mai11iard, seconded by Ybarra, that "Warrant Register No. 241H be approved and payment authorized for Demands Nos. 7-1685 to 7-1846 (both inclusive), with no exceptions. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra Noes: None Absent: None I I -5- 7/18/67 "Payroll Warrant Register No. 120" covering claims and demands presented during the period June 1 to June 30, which includes Demands Nos. 1334 to 1345 (both inclusive), drawn on the Crocker- Citizens National Bank, totaling $241,150.91 (Accounting Period June, 1967), was examined and audited. It was moved by Mailliard, seconded by Ybarra, that "Payroll Warrant Register No. 120" be approved and payment authorized for Demands Nos. 1334 to 1345 (both inclusive), with no exceptions.
