CO~!CIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Ybarrc, seconded by Anderson, that minutes of the meeting of July 18, 1967 be approved as written and submitted. Motion carried. Communication from nub purehouse Company requesting a license to operate a private warehouse at 2930 E. 44th Street, was read. It was moved by Mail1iard, seconded by Ybarra, that the request of Hub Warehouse Company be referred to the Building Depart- ment with power to act. Motion carried. Communication from Cutter Laboratories Inc. requesting a license to conduct a business of warehousing pharmaceutical and hospital supplies at 4901 District Blvd., was read. It was moved by Mai1liard, seconded by Ybarra, that the request of Cutter Laboratories Inc. be referred to the Building Department with power to act. Motion carried. Communication from State of California, Department of Public Health, dated July 13, 1967, transmitting proposed Contract No. 81 relating to the Radiation Control Program for the fiscal year July 1, 1967 through June 30, 1968, which is intended to replace Contract No. 170 covering the one-year period ending June 30, 1967, was read. Resolution No. 2913 - A Resolution of the City Council of the City of Vernon authorizing the Mayor and City Clerk to execute Contract No. 81 with the State of California, through its Department of Public IIea1th, relating to Radiation Control Program, for the fiscal year July 1, 1967 through June 30, 1968, was read. It was moved by Ha1burg, seconded by ,\nderson, that Resolution No. 2913 be approved ond adopted. Motion carried. Ayes: Anderson, Furlong, fmil1iard, ~~lburg, Ybarra Noes: None Absent: None Communication from Southern Pacific Company, dated July 24, 1967, transmitting a copy of Application No. 49554 which was filed with the Public Utilities Commission on July 19, 1967 by Union Terminal darehouse, El corporation, for a certificate of public convenience and necessity to operate the business of a warehouse in the City of Vernon, was presented. (Copy to each member of the City Council) It was moved by Mail1inrd, seconded by Ybarra, that communi- cation from Southern Pacific Company, dated July 24, 1967, together with transmittal, be received and filed. Motion carried. i I I -2- 8/1/67 Communication from Aluminum Company of America, dated July 24., 1967, with reference to a large rally to be held on one of their parking lots on September 15, 1967 to initiate a Zero Defects Program at the V~rnon Works, requesting permission to utilize municipal property near Fire Station No. 1 for temporary employee parking on September 13, 14 and 15, 1967, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that request from Aluminum Company of America, dated July 24., 1967, be referred to the Fire Chief and the City Attorney with power to act. Motion carried. Petition for Zoning Variance, dated July 7, 1967, from R to M-l Zone on property located on the northwest corner of 45th Street and St. Charles Street, lot numbers 22, 23 and 24, Block 6 of the New Vernon Tract, filed by United Investment Group, Annie M. Margozev.1itz and Harvey ltJm. Bornstein, was presented. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that the City Attorney be instructed to draft a resolution fixing the time and place for the hearing on the petition from United Investment Group, Annie N. Margozewitz and Harvey vim. Bornstein for the 3rd day of October, 1967 at the hour of 1:00 P.M. in the Council Chamber of the City Uall. Motion carried. Activity Log of the Police Department for the period July 16 - 31, 1967 inclusive, was presented. It was moved by Anderson, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated July 28, 1967, requesting authority to purchase and install a recording tachometer on the street sweeping vehicle at an estimated cost of $200.00, was read. (Copy to each member of the City Council) It was moved by Furlong that the request of the Traffic Engineer, dated July 28, 1967, be approved. Motion died for lack of a second. Communication from C. II. McGovern, City [",ttorney, dated July 23, 1967, transmitting letter received from Gulf Oil Corporation, dated July 24, 1967, advising the City of the abandonment of the two pipeline franchises referred to in the letter; and recommending that the abandonment be accepted, subject to and conditioned upon the obligations undertaken by Gulf Oil Corporation pursuant to their letter, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Anderson, that the recommendation of the City Attorney, dated July 28, 1967, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated July 27, 1967, outlining the understanding reached between the Traffic Engineer and the Clougherty Packing Company for the acqui- sition of certain property in connection with the extension of Bundini Boulevard, and recommending that the City Council approve the I I -3- 8/1/67 provisions as outlined and authorize the Mayor and the City Clerk to execute documents necessary to consummate the sale, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that the Mayor and the City Clerk be authorized to e:Kecute such necessary documents to consummate a sale of City property, all in accordance with applicable State laws, and that the City Attorney be instructed to prepare a resolution and a notice setting forth the time and place of sale at a hearing to be held October 3, 1967 at 2 o'clock p.m. Motion carried. Communication from L. C. Husted, Fire Chief, dated July 28, 1967, requesting authority to attend the 94th Annual Conference & Exhibition of the International Association of Fire Chiefs' at San Francisco from September 10 to 14, 1967, with an expense allowance of $225.40, was read. It was moved by Mailliard, seconded by Anderson, that the request of the Fire Chief, dated July 28, 1967, be approved and authority granted to issue warrant in the amount of $225.40 to L. C. Husted. Motion carried. Communication from L. C. Husted, Fire Chief, dated July 31, 1967, requesting that Fireman Sheldon Bromberg be granted a military leave of absence with pay from August 11 to 26, 1967, inclusive, to attend annual field training with the California National Guard, was read. It was moved by Mail1iard, seconded by Malburg, that the request of the Fire Chief, dated July 31, 1967, be approved. Motion carried. Communication from A. U. Pearson Truck Company, Inc., dated July 31, 1967, requesting an extension for one year of the conditional permit previously granted by the City Council to use an office trailer for their dispatch office on a temporary basis, was read. It was moved by Malburg, seconded by Mailliard, that A. R. Pearson Truck Company, Inc. be authorized to use an office trailer for their dispatch office on a temporary basis for an additional period of one year, maximum time limit shall be August 1, 1968, subject to all other conditions established by the City Council at its meeting held July 19, 1966. Motion carried. Communication from L. C. Husted, Fire Chief, dated August 1, 1967, requesting that Fireman Joseph W. B1aut be reimbursed the sum of $4.50 from the Education and Training Budget appropriation for a course in Fire Science at Rio Hondo Junior College, was read. It was moved by Anderson, seconded by Ybarra, that the request of the Fire Chief, dated August 1, 1967, be approved and authority granted to issue warrant in the amount of $4.50 to Joseph w. B1aut. Motion carried. The City Attorney reported orally that Rich Manufacturing Company and the Estate of E. F. A1t, Deceased, were prepared to complete the escrow which was previously authorized. The City Attorney requested permission to re-date the escrow instructions previously executed by the Mayor and the City Clerk to provide for a closing date of on or before September 30, 1967. -4- 8/1/67 It was moved by Malburg, seconded by Ybarra, that such permission be granted. Motion carried. The City Attorney reported orally that he had received a Stipulation of Facts and As to Value from the Southern California Edison Company setting forth stipulated matters in the pending litigation, being Los Angeles Superior Court Case No. 906147. The City Attorney read the stipulation to the Council and requested authority to execute the stipulation on behalf of the City of Vernon. It was moved by Mailliard, seconded by Anderson, that the requested authority be granted. Motion carried. The following excavation applications, all having approval of the Engineering Departments, were presented: Application 27914 - Percival Steel Co. to replace sidewalk at 4600 Santa Fe Ave. Application 27915 - California Water Sarvice Co. to repair main at NE corner Indiana Ave. & Bundini Blvd. Application 27916 - So. Calif. Cas Co. to relay service to 2301 E. 52nd St. Application 27917 - California Water Service Co. to replace old valve casing at 4020 Bandini Blvd. Application 27918 - v~itestone Products to construct curb, drain and driveway at 1926 E. 51st St. Application 27919 - So. Calif. Edison Co. to install 3 poles and 2 anchors - remove one pole in 57th St. and 2nd St. Application 27920 - Pacific Press, Inc. to connect property at 5201 Soto St. with sewer in Soto St. Application 27921 - So. Calif. Edison Co. to install 32 poles and 14 anchors - remove 27 poles in 57th St., Santa Fe Ave., Fruitland Ave. Application 27922 - So. Calif. Edison Co. to install 47 poles and 14 anchors - remove 46 poles in Vernon Ave., Alameda St. and 57th St. It was moved by Mailliard, seconded by Ybarra, that excavation applications numbered 27914 to 27922 inclusive be filed and permits granted. Motion carried. "vJnrrant Register No. 24211 covering claims and demands presented during the period July 16 to 31, 'V]hich includes Demands Nos. 7-1847 to 7-1927 (both inclusive) drawn on the United California Bank, tot:aling $184,944.75 (Light and Power lJarrants $4,716.51) (Accounting Period August, 1967), was examined and audited. Motion carried.
