MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD AUGUST 15, 1967 AT ~~O O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Ybarra
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mai11iard, seconded by Ybarra, that minutes
of the meeting of August 1, 1967 be approved as written and submitteo
Motion carried.
Communication from Fruehauf Corporation - Rentco Division
requesting a license to conduct a business of rental of commercial
truck-tr.ailers at 3661 Bandini Blvd., was read.
It was moved by Anderson, seconded by Ybarra, that the
request l)f Fruehauf Corporation - Rentco Division be approved and
license granted. Motion carried.
Communication from Central City Box and Paper Company
requesting a license to conduct a business of wholesaling and
retailing paper products at 2705 Leonis Blvd., was read.
It was moved by Mailliard, seconded by Ybarra, that the
request ()f Central City Box and Paper Company be referred to the
Building Department with power to act. Motion carried.
Communication from Chavel Hernandez requesting a license
to sell suits from his automobile in Vernon, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Chave1 Hernandez be referred to the Police Department
'tV'ith pOWE!r to act. Mot ion carried.
Communication from W. J. Voit Rubber Corporation requesting
a licenSE! to conduct a business of wa.rehousing and shipping Voit
l' aw matex'ials and finished goods at 4520 Maywood Avenue, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of l~. J. Voit Rubber Corporation be referred to the Building
Department with power to act. Motion carried.
Communicat ion from Coast Packing Company request ing a
license to operate a meat packing business at 3275 E. Vernon Avenue,
was read.
It was moved by Mail1iard, seconded by Ybarra, that the
request of Coast Packing Company be referred to the Building Depart-
ment witbl power to act. Motion carried.
Communication from Hardy Trucking Company requesting a
license to conduct a trucking business at 3336 Fruitland Avenue, was
read.

It was moved by Anderson, seconded by Ybarra, that the
request of Hardy Trucking Company be approved and license granted.
Motion carried.
Communication from Marwais Steel Company requesting a
license to conduct a business of wholesaling steel, aluminum and
highway products at 5819 Second Street, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Marwais Steel Company be referred to the Building Depart-
ment with power to act. Motion carried.
Communication from Bechtel Corporation, dated August 7,
1967, requesting permission to locate a trailer for one year behind
their building at 2734 East 46th Street to be used to house a
satellite computer, was read. (Copy to each member of the City
Counc il)
It was moved by Mailliard, seconded by Ybarra, that
Bechtel Corporation be authorized to locate one 20' x 50' trailer
on the p:t'operty located at 2734 East 46th Street, provided that
said trailer is used only for the purpose as outlined in their
letter dated August 7, 1967; provided that said trailer is not used
for sleeping and/or cooking purposes; provided that the requirements
of all City departments are complied with and that all necessary
City permits are obtained; and with a stipulation that the maximum
time limit that said trailer may be used for the purpose as outlined
shall be September 1, 1968. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
August 7, 1967, transmitting an easement for street purposes from
Mrs. Jan.~t R. Thomson covering a portion of 51st Street, and recom-
mending that this ~asement be accepted and that the grantor be
advised of the official recordation, was read.
It was moved by Mailliard, seconded by Anderson, that
Easement be accep1>'d from Mrs. Janet R. Thomson and that the Mayor
and the City Clerk be authorized to execute Certificate of
Acceptance. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
'~ugust 7, 1967, transmitting an easement for street purposes from
3. E. McClellan covering a portion of 51st Street, and recommending
that this easement be accepted and that the grantor be advised of
the offieial recordation, was read.
It was moved by Mailliard, seconded by Anderson, that
Easement be accepted from J. E. McClellan and that the Mayor and the
City Clerk be authorized to execute Certificate of Acceptance.
Motion carried.
Corrmunication from D. D. Grayson, Traffic Engineer, dated
August 7" 1967, transmitting an easement for street purposes from
Ducommun Incorporated covering a portion of Alameda Street, and
recommending that this easement be accepted and that the grantor be
advised of the official recordation, was read.
It was moved by Mailliard, seconded by Anderson, that
Easement be accepted from Ducommun Incorporated and that the Mayor
and the City Clerk be authorized to execute Certificate of
Acceptance. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
August 7, 1967, transmitting an easement for street purposes from
Southern Pacific Company covering a portion of Randolph Street, and
recommending that this easement be accepted and the grantor be
advised of the official recordation, was read.
It was moved by Mai11iard, seconded by Anderson, that
Easement be accepted from Southern Pacific Company and that the
Mayor and the City Clerk be authorized to execute Certificate of
A.cceptance. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
August 10, 1967, transmitting two easements for street purposes from
Theo. Hamm Brewing Company covering a portion of 51st Street, and
recommending that the easements be accepted and that the grantor be
advised of the official recordation, was read.
It was moved by Mailliard, seconded by Anderson, that two
Easements be accepted from Theo. Hamm Brewing Company and that the
Mayor and the City Clerk be authorized to execute Certificates of
Acceptance. Motion carried.
Activity Log of the Folice Department for the period
August 1 - 14, 1967 inclusive, was presented.
It was moved by Mailliard, seconded by Ybarra, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
August 10, 1967, transmitting an easement for street purposes from
Rosa A. Corder, Morgan B. Cox and Walter B. Cox covering a portion
of 51st Street, and recommending that the easement be accepted and the
grantors be advised of the official recordation, was read.
It was moved by Mai11iard, seconded by Anderson, that
Easement be accepted from Rosa A. Corder, Morgan B. Cox and Walter B.
Cox and that the Mayor and the City Clerk be authorized to execute
Certific,ate of Acceptance. Motion carried.
Report of Health Department Activities for the month of
July, 1967, was presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated August
3, 1967, advising that Fireman Timothy L. Lafitte has submitted
his resignation to be effective at the end of the working day
August 31, 1967, was read.
It was moved by Anderson, seconded by Ybarra, that the
resignation of Fireman Timothy L. Lafitte be accepted. Motion
carried.
Communication from Vincent R. Bush, Superintendent of
Building, dated August 14, 1967, requesting authority to attend the
Annual Business Meeting - International Conference of Building
Officials at Minneapolis, Minnesota from September 25 to 29, 1967,
inclusive, with an expense allowance of $449.70, was read.

It was moved by Mai1liard, seconded by Ybarra, that the
request of the Superintendent of Building, dated August 14, 1967, be
approved and authority granted to issue warrant in the amount of
$449.70 to Vincent R. Bush. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
August 14, 1967, recommending that Captain J. C~ Jordan be reimbursed
the sum of $85.00 from the Education and Training Budget appropri-
ation for a course in "Criminal Evidence" at Southwestern University
Law School, was read.
It was moved by Mailliard, seconded by Anderson, that the
recommendation of the Police Chief, dated August 14, 1967, be
approved and authority granted to issue warrant in the amount of
$85.00 to J. C. Jordan. Motion carried.
Communication from California Factory Supply dba California
Display Co. requesting a license to conduct a business of selling
and manufacturing displays at 2031 E. 46th Street, was read.
It was moved by Mai1liard, seconded by Ybarra, that the
request lof California Factory Supply dba California Display Co.
be referred to the Building Department with power to act. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
August Il.-, 1967, requesting that Urban E. Flick be advanced from
Policeman, Grade 4 to Grade 3, effective September 1, 1967, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Police Chief, dated August 14, 1967, be approved.
Motion carried.
Communication from Sambo's Restaurant requesting a license
to operate a restaurant at 2601 So. Soto Street, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of Sambo's Restaurant be referred to the Building Department
with power to act. Motion carried.
Resolution No. 2916 - A Resolution of the City Council of
the City of Vernon fixing the amount of money necessary to be raised
by taxatIon upon the taxable property within said City as a revenue
to carryon the various departments of such municipal corporation for
the fiscl:!l year commencing July 1, 1967, and to pay the bonded or
other indebtedness of said City of Vernon, or any portion or district
thereof, was read.
It was moved by Mail1iard, seconded by Anderson, that
Resolution No. 2916 be approved and adopted. Motion carried.

Resolution No. 2917 - A Resolution of the City Council of
the City of Vernon fixing the rate of taxes and levying the taxes
for the fiscal year beginning July 1, 1967, was read.

Resolution No. 2917 be approved and adopted. Motion carried.

Petition for zoning variance dated July 7,1967, from R
to M-1 Zone on Northwest corner of 45th Street and St. Charles
Street, being Lots Nos. 22, 23 and 24, Block 6, of the New Vernon
Tract, j:i1ed by United Investment Group, Annie M. Margozewitz and
Harvey ~hn. Bornstein, having been referred to the City Attorney
for preparation of a resolution setting time and place for hearing
as of October 3, 1967, was again considered.
The City Attorney orally reported that said hearing date
would rJ1c)rk a great inconvenience on the applicants and, accordingly,
requestE~d that the resolution setting the time and place for hearing
previou~;ly ordered be amended to set the same for September 19, 1967.
The City Council approved the amended date of September 19,
1967 .
Resolution No. 2914 - A Resolution of the City Council of
the City of Vernon fixing the time and place of hearing and
prescribing notice to be given and declaring a newspaper of general
circulation within the City of Vernon, was read.
It was moved by Mai11iard, seconded by Anderson, that
Reso1utlon No. 2914 be approved and adopted. Motion carried.

Resolution No. 2915 - A Resolution of the City Council of
the City of Vernon, finding the public interest and convenience
require the sale of a site dedicated to a public use, declaring the
City's intention to sell said property, fixing the time and place for
hearing protests to said sale, providing for publication of Notice
of Hearing, and fixing the time of final action for said sale, was
read.
It was moved by Mai11iard, seconded by Ybarra, that
Resolution No. 2915 be approved and adopted. Motion carried.

at 5119 District Blvd.

Application 27929 - So. Calif. Gas Co. to install 4!1 M in
W/s Bonnie Beach Pl. at Bandini Blvd.
Application 27930 - The Pacific Telephone Co. to place

It was moved by Ybarra, seconded by Anderson, that
excavation applications numbered 27923 to 27930 inclusive be filed
and permits granted. Motion carried.
"Warrant Register No. 243" covering claims and demands
presented during the period August 1 to 15, which includes Demands
Nos. 7 -1928 to 7 -2095 (both inclusive), drawn on the United California
Bank, totaling $882,406.45 (Light and Pmver t.Jarrants $84.1,860.60)
(Accounting Period August, 1967), was examined and audited.
It was moved by Mailliard, seconded by Ybarra, that
"Warrant Register No. 243" be approved and payment authorized for
Demands Nos. 7-1928 to 7-2095 (both inclusive), with no exceptions.
Motion cnrried.

"Payroll Warrant Register No. 121" covering claims and
demands presented during the period July 1 to July 31, which includes
Demands Nos. 1346 to 1355 (both inclusive), dra'l'vn on the Crocker-
Citizens National Bank, totaling $257,393.25 (Accounting Period
July, 19(7), was examined and audited.
It was moved by Mailliard, seconded by Ybarra, that
"Payroll lAlarrant Register No. 121" be approved and payment authorized
for Demands Nos. 1346 to 1355 (both inclusive), with no exceptions.
Motion carried.

There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
