19671017 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNe IL OF THE CITY OF VERNON HELD OCTOBER 17, 1967 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg COUNCIL ABSENT: Ybarra The meeting was called to order by Mayor R. J. Furlong. It was moved by Mailliard, seconded by Anderson, that minutes of the meeting of October 3, 1967 be approved as written and submitted. Motion carried. Communication from Ed Jamison dba Okeh Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that the request of Ed Jamison dba Okeh Catering be referred to the Fire Department with power to act. Motion carried. Communication from Automotive Filter Supply Co. requesting a license to conduct a business of selling auto filters at 2316 E. 38th Street, was read. It was moved by Anderson, seconded by Mai1liard, that the request of Automotive Filter Supply Co. be approved and license granted. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated October 4, 1967, requesting authority for Louis Hauger, Richard Hilton and Fred Thornburg to attend the 16th Annual Educa- tional Symposium, California Association of Sanitarians, at Los Angeles on October 26, 1967 with an expense allowance of $10.50 each, was read. It was moved by Mailliard, seconded by Malburg, that the request of the Health Officer, dated October 4, 1967, be approved and authority granted to issue warrants in the amount of $10.50 each to Louis Hauger, Richard Hilton and Fred Thornburgh. Motion ca.rried. Connnunication from R. H. King, Superintendent, Water &: Sewer Systems, dated October 11, 1967, requesting authority to advance Robert Trejo to Utility Man III, Step 4, effective November 1, 1967, as he will have satisfactorily completed his probationcry period, was read. It was moved by Anderson, seconded by Malburg, that the request of the Superintendent, Water & Sewer Systems, dated October 11, 1967, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, datod October 11, 1967, Tecommending that Sergeant B. G. Emrick be promoted to Lieutenant, Grade 3, effective as of November 1, 19E7, was read. It was moved by Mai11iard, seconded by Anderson, that the recommendation of the Police Chief, dated October 11, 1967, be approved. Mot ion carried. .t4 I I ~2- 10/17/67 Petition by property owners and/or tenants of property ::ituated on the 4600 & 4700 block on the south side of 52nd Drive for a parking ordinance to limit parking during the daytime, was presented. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Anderson, that Petition by property owners and/or tenants of property situated in the 4600 & 4700 block on the south side of 52nd Drive, be referred to the Traffic Engineer and the Chief of Police for investigation and report. Motion carried. Activity Log of the Police Department for the period October 1 - 15, 1967 inclusive, was presented. It was moved by Malburg, seconded by Mailliard, that Activity Log of the Police Department be received and filed. Motion carried. Communi-cation from D. D. Grayson, Traffic Engineer, dated October 13, 1967, transmitting a Corporation Grant Deed from California Protein Products Company covering certain land required for Bandini Boulevard, and recommending that the deed be accepted, was read. It was moved by Mai1liard, seconded by Malburg, that Corporation Grant Deed from California Protein Products be accepted and that the Mayor and the City Clerk be authorized to execute Certificate of Acceotance. Motion carried. . Communication from Superior Chemical Products Company; dated October 12, 1967, requesting that the City Council waive the requirement that an automatic fire sprinkler system be installed 8.t their plant located at 4134 Bandi~i Blvd., was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mail1iard, that communication from Superior Chemical Products Company, dated October 1.2, 1967, be referred to the Superintendent of Building and the Fire Chief for study and report. Motion carried. Petition, dated October 12, 1967, from Loretta Clampett and Samuel Mizrahi for a variance to the Zoning Ordinance of the City of Vernon to permit them to develop the property located at 3248 E. Washington Blvd. to be used as a Scrap Metal Yard, wa.s presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that tl-le City Attorney be instructed to draft a resolution fixing the ttme and place for the hearing on the petition for a zone variance from Lorotta Clampett and Samuel Mizrahi for the 5th day of December, 1967, at the hour of 1:00 P.M. in the Council Chamber of the City Hall. Motion carried. Communication from L. C. Husted, Fire Chief, dated Octobe~ 13, 1967, requ.esting permission to advance Arnold J. deBoer, John R. K~iste and David W. Perkins to Auto-Firemen, G~ade 1, effectiv~ November 1, 1967, was read. Bockhacker, Police Chief, dated October 12, 1967, recommending that certain personnel be reimbursed the amounts as listed from the Education and Training Budget appro- priation for Police Science courses, was read. It was moved by Malburg, seconded by Mailliard, that the recommendation of the Folice Chief, dated October 12, 1967, be approved and authority granted to issue warrants in the amounts as listed. Motion carried. Communication from Twin Pine Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Mailliard, that the request of Twin Pine Catering be approved and license granted. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 17, 1967, recommending that Lt. J. L. Morrison be reimbursed in the amount of $10.24 from the Education and Training Budget appropriation for a textbook purchased for his course, "Elements of Industrial Relations," at the University of California Extension Division, was read. It was moved by Malburg, seconded by Mailliard, that the recommendation of the Police Chief, dated October 17, 1967, be approved and authority granted to issue warrant in the amount of $lO~24 to Lt. J. L. Morrison. Motion carried. Communication from Pacific Southwest Pipe Co. requesting a license to conduct a steel fabrication and sales business at ~15l S. S t ~ A d ~ an a ~e venue, was rea. It was moved by Mailliard, seconded by Anderson, that "Warrant Register No. 247" be approved and payment authorized for Demands Nos. 7-2478 to 7-2656 (both inclusive), with no exceptions. Motion carried.
