COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Ybarra, seconded by Anderson, that minutes
of the meeting of October 17, 1967 be approved as written and
submitted. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
October 24, 1967, transmitting a Budget Proposal form prepared for
submission to the Division of Highways, and recommending that the
Budget Proposal be approved by resolution and that the Traffic
Engineer be authorized to submit it to the State Division of
Highways, was read. (Copy to each member of the City Council)
Resolution No. 2923 - A Resolution of the City Council of
the City of Vernon authorizing the budgeting of available Accumulated
Gas Tax Funds, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2923 be approved and adopted. Motion carried.

Communication from L. C. Husted, Fire Chief, and V. R. Bush,
Superintendent of Building, dated November 6, 1967, with reference
to request of Superior Chemical Products Company for the City Council
to waive the requirement that an automatic sprinkler be installed
at their plant located at 4134 Bandini Blvd., recommending that the
request be denied unless Mr. Klein can assure the City Council that
he will provide the automatic fire sprinkler protection within a
reasonable length of time, was read. (Copy to each member of the
City Council)
Mr. Lester C. Klein, of Superior Chemical Products Company,
appeared before the City Council and orally requested that he be
allowed at least two years to install an automatic fire sprinkler
protection system at his plant located at 4134 Bandini Blvd.
It was moved by Malburg, seconded by Anderson, that the
requirement that an automatic fire sprinkler protection system be
installed at this time at Superior Chemical Products Company's
plant, located at 4134 Bandini Blvd., be waived, provided that Mr.
Klein furnish the City of Vernon with a letter stating that he will
install the automatic fire sprinkler protection system within two
years at his plant. Motion carried.
Communication from Max Brown Industrial Catering requesting
a license to operate a lunch truck in the City of Vernon, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Max Br~qn Industrial Catering be approved and license
granted. Motion carried.

Communication from Commerce Catering requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Commerce Catering be referred to the Fire Department with
power to act. Motion carried.
Communication from Southern California Edison Company,
dated October 16,1967, transmitting a License between The Atchison,
Topeka and Santa Fe Railway Company and the City of Vernon (Railway's
Document No. A-17009) for electric supply line across railway property
which is required for the extension of the Container 66-kv line on th~
south side of Fruitland Avenue, west of Malabar Street, was read.
It was moved by Malburg, seconded by Ybarra, that the
Mayor and the City Clerk be authorized to execute, on behalf of the
City of Vernon, License identified as The Atchison, Topeka and Santa
Fe Railway Company's Document No. A-17009. Motion carried.
Communication from Southern California Edison Company,
dated October 17, 1967, transmitting a License Agreement between
Consolidated Rock Products Company and the City of Vernon covering
the installation of utility facilities, was read.
It was moved by Malburg, seconded by Ybarra, that the
Mayor and the City Clerk be authorized to execut~ on behalf of the
City of Vernon, License Agreement between Consolidated Rock Products
Company and the City of Vernon covering the installation of utility
facilities. Motion carried.
Communication from the Southern California Rapid Transit
District, dated October 30, 1967, giving written notice of the
preparation of the Preliminary Report dated October, 1967, by the
Southern California Rapid Transit District pursuant to Section 30636
of the Public Utilities Code of the State of California, and
transmitting a copy of the Preliminary Report, was read. (Copy of
communication to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that
Preliminary Report dated October, 1967, by the Southern California
Rapid Transit District be referred to the Traffic Engineer for
study and report. Motion carried.
Communication from J. A. Pipe & Machinery, dated October
18, 1967, requesting permission to retain the small trailer which
is located on the property at 5616 Santa Fe Avenue and used as a
shelter for two doberman dogs and a watchman, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Mai1liard, that J. A.
Pipe & Machinery be directed to remove the small trailer from the
property located at 5616 Santa Fe Avenue at the earliest possible
time. Motion carried.
Agreement in Lieu of Deposit for James Borne as required
under Chapter 3, Section 420-420.1 of the Vehicle Code of the State
of California~ was presented. (Copy to each member of the City

It was moved by Malburg, seconded by Ybarra, that the
Mayor and the City Clerk be authorized to execute, on behalf of the
City of Vernon, Agreement in Lieu of Deposit for James Borne.
Motion carried.
Communication from Rosen Meat Packing Company, dated
October 18, 1967, requesting a waiver of the penalty charges of
$91.47 for late pe.yment of vlater bills, was read. (Copy to each
member of the City Council)
It was moved by Malburg, seconded by Ybarra, that penalty
charges of $91.47 for late payment of water bills by Rosen Meat
Packing Company be waived. Motion carried.
Communication from Central and West Basin Water Replenish-
ment District, dated October 12, 1967, transmitting a copy of Los
Angeles County Ordinance 9375 amending and revising the County Health
Code and adding water well regulations, and suggesting that Vernon
consider the feasibility of adopting a similar Health Code with
identical provisions regarding water well construction, sealing and
abandonment procedures, was read. (Copy to each member of the City
Council)
It was moved by Mailliard, seconded by Ybarra, that
communication from Central and West Basin Water Replenishment
District, dated October 12, 1967, together with transmittal, be
referred to the Health Department for study and report. Motion
carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
October 19, 1967, transmitting two grant deeds covering 159 square
feet on the northerly edge of the City Hall property, and recom-
mending that these deeds be accepted and that the grantors be
advised of the official recordation, was read.
It was moved by Anderson, seconded by Ybarra, that Grant
Deed be accepted from John A. Nickols and William N. Greene, as
Trustees under the Will of E. F. Alt, Deceased, and that the Mayor
and the City Clerk be authorized to execute Certificate of Acceptance;
and that Grant Deed be accepted from E. F. Alt, Jr. and that the
Mayor and the City Clerk be authorized to execute Certificate of
Acceptance. Motion carried.
Communication from Captain John F. Blankenship, dated
October 23, 1967, advising that he will terminate his employment
with the Police Department effective as of the close of business
on October 31, 1967 due to service retirement, was read. (Copy to
each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that a letter
be written to Mr. John F. Blankenship expressing appreciation for
the many years of faithful and capable services given to the City
of Vernon. Motion carried.
Communication from Captain Doyle L. Farrier, dated October
25, 1967, advising that he is retiring as an employee of the Fire
Department effective as of the close of business on October 31,
1967, was read. (Copy to each member of the City Council)

Communication from D. D. Grayson, Traffic Engineer, dated
October 24, 1967, advising that Robert A. Galuppo, Civil Engineering
Assistant, Step 5, has submitted his resignation to be effective at
the close of business on October 31, 1967, and recommending that the
resignation be accepted, was read.
It was moved by Ybarra, seconded by Mail1iard, that the
resignation of Robert A. Ga1uppo be accepted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 25, 1967, recommending that certain personnel be re~bursed
the amounts as listed from the Education and Training Budget appro-
priation for Police Science courses, was read.
It was moved by Malburg, seconded by Anderson, that the
recommendation of the Police Chief, dated October 25, 1967, be
approved and authority granted to issue warrants in the amounts as
listed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 26, 1967, recommending that Officer J. E. Webb be reimbursed
the sum of $43.09 from the Education and Training Budget appropri-
ation to cover fees and textbooks for his courses at East L. A.
College, was read.
It was moved by Ybarra, seconded by Malburg, that the
recommendation of the Police Chief, dated October 26, 1967, be
approved and authority granted to issue warrant in the amount of
$43.09 to J. E. Webb. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 25, 1967, requesting that J. R. Jansen be advanced from
Policeman, Grade 2 to Grade 1, effective November 1, 1967, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated October 25, 1967, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 27, 1967, advising that he has promoted Officer M. C. Wooten
to the position of Sergeant, Grade 4, effective November 1, 1967,
was read.
It was moved by Mai11iard, seconded by Ybarra, that the
action taken by the Police Chief be approved. Motion carried.
Activity Log of the Police Department for the period
October 16 - 31, 1967 inclusive, was presented.
It was moved by Malburg, seconded by Ybarra, that Activity
l.og of the Police Department be received and filed. Motion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated November 2, 1967, submitting Contract No. 333
for Water Main Lining - Phase I, and recommending that this contract
be approved and that authority be granted to advertise for bids, was
read.
Resolution No. 2924 - A Resolution of the City Council
of the City of Vernon, approving Contract No. 333, for Water Main
Lining - Phase I, and directing the giving of notice inviting
sealed proposals or bids in accordance with Contract No. 333 of the
City of Vernon, was read.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 2924 be approved and adopted. Motion carried.

November 2, 1967, transmitting an easement for water main purposes
from C & T Corporation covering a parcel between 27th Street and
28th Street, and recommending that this easement be accepted and
that the grantor be advised of the official recordation, was read.
It was moved by Mai1liard, seconded by Anderson, that
Easement be accepted from C & T Corporation and that the Mayor and
the City Clerk be authorized to execute Certificate of Acceptance.
Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
November 2, 1967, transmitting an easement for water main purposes
from Reliance Steel and Aluminum Company covering a parcel between
27th Street and 28th Street, and recommending that this easement be
accepted and that the grantor be advised of tbe official recordation,
was read.
It was moved by Mail1iard, seconded by Anderson, that
Easement be accepted from Reliance Steel and Aluminum Company and
that the Mayor and the City Clerk be authorized to execute Certificate
of Acceptance. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 31, 1967, with reference to petition requesting limited
parking in the 4600 and 4700 blockson the south side of 52nd Drive,
was read. (Copy to each member of the City Council)
Communication from D. D. Grayson, Traffic Engineer, dated
November 3, 1967, with reference to petition requesting limited
parking in the 4600 and 4700 block$on the south side of 52nd Drive,
recommending that one hour parking be established approximately
January 1, 1968 on the south curb of 52nd Drive in the 4700 block
at those residences that so desire, was read. (Copy to each member
of the City Council)
It was moved by Mailliard, seconded by Anderson, that the
recommendation of the Traffic Engineer, dated November 3, 1967, be
approved. Motion carried.
Communication from M. W. Acre Co., Inc. requesting a
license to conduct a business of manufacturers' representative
(hardware) at 2323 E. 27th Street, was read.

request of M. W. Acre Co., Inc. be approved and license granted.

Communication from Grace's Cateri.ng requesting a license
to operate the employees' cafeteria at the General Electric Company,
2957 E. 46th Street, was read.
It was moved by Ybarra, seconded by Malburg, that the
request of Grace's Catering be referred to the Health Department and
the Fire Department with power to act. Motion carried.
Communication from L. C. Husted, Fire Chief, dated November
6, 1967, requesting authority for Captain Fred C. Colvin to attend
the California Fire Chiefs' Association, Fire Prevention Officers'
Section, Annual Joint Northern-Southern Division Meeting in Fresno,
California on November 19 & 20, 1967, with an expense allowance of
$90.46, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Fire Chief, dated November 6, 1967, be approved and
authority granted to issue warrant in the amount of $90.46 to
Fred C. Colvin. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 6, 1967, requesting authority for Lt. James L. Morrison
and Sgt. James R. Tucker to attend a meeting of the "Joint Council
of Teamsters, No. 42" to be held at U.C.L.A.'s Lake Arrowhead
Extension Center from November 19 - 22, 1967, inclusive, with an
expense allowance of $100.0C each, was read.
It was moved by Malburg, seconded by Mai1liard, that the
request of the Police Chief, dated November 6, 1967, be approved and
authority granted to issue warrants in the amount of $100.00 each
to James L. Morrison and James R. Tucker. Motion carried.
Communication from Paul P. Hendricks, Consulting Electrical
Engineer, dated November 6, 1967, transmitting bids received for
miscellaneous junk and obsolete material returned to the City by the
Southern California Edison Company, and recommending that all the
material be sold to Rosen's Electrical Equipment Co., Inc., the
highest bidder, was read.
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Consulting Electrical Engineer, dated November
6, 1967, be approved. Motion carried.
Communication from Vernon Firemen's Association, dated
November 7,1967, extending an invitation to attend a Commemorative
Retirement Social Event to be held for Doyle L. Farrier at Fire
Station #1 on November 18, 1967 at 7:30 PM, was read.
It was moved by Malburg, seconded by Ybarra, that communi-
cation from the Vernon Firemen's Association, dated November 7, 1967,
be received and filed. Motion carried.

Resolution No. 2922 - A Resolution of the City Council of
the City of Vernon, fixing the time and place of hearing, and
prescribing notice to be given, and declaring a newspaper of general
circulation within the City of Vernon, was read.
It was moved by Ybarra, seconded by Mai1liard, that
Resolution No. 2922 be approved and adopted. Motion carried.

Ordinance No. 788 - An Ordinance of the City of Vernon,
imposing a documentary stamp tax on the sale of real property, was
presented.
It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 788 be read by title for a first reading. Motion
carried.

It was moved by Ybarra, seconded by Malburg, that excavation
applications numbered 27959 to 27969 inclusive be filed and permits
granted. Motion carried.
''Warrant Register No. 248" covering claims and demands
presented during the period October 16 to 31, which includes Demands
Nos. 7-2657 to 7-2805 (both inclusive) drawn on the United California
Bank, totaling $199,944.15 (Light and Power Warrants $123,702.74)
(Accounting Period November, 1967), was examined and audited.
It was moved by Mai1liard, seconded by Ybarra, that
"Warrant Register No. 248" be approved and payment authorized for
Demands Nos. 7-2657 to 7-2805 (both inclusive), with no exceptions.
Motion carried.
