MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 21, 1967 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON~ CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Ybarra
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong~
It was moved by Anderson, seconded by Ybarra, that minutes
of the meeting of November 7, 1967 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Water Main Lining - Phase I, in
accordance with Contract No. 333.
It was moved by Mai11iard, seconded by Ybarra, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Mai11iard, seconded by Ybarra, that bids
received for Water Main Lining - Phase I, in accordance with Contract
No. 333, be referred to the Superintendent, Water & Sewer Systems,
and the City Attorney for checking and report. Motion carried.
Ordinance No. 788 - An Ordinance of the City of Vernon,
imposing a documentary stamp tax on the sale of real property, was
presented. (Copy to each member of the City Council)
It was moved by Mai11iard, seconded by Anderson, that
Ordinance No. 788 receive a second reading by title. Motion carried.

It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 788 receive and pass a second reading. Motion carried.

It was moved by Mai1liard, seconded by Ybarra, that in
accordance with Government Code Section 36934, the reading of
Ordinance No. 788 in full be waived; and that Ordinance No. 788
receive a third and final reading by title. Motion unanimously
carried.

Ordinance No. 788 - An Ordinance of the City of Vernon,
Inposing u documentary stamp tax on the sale of real property, was
read by title for a third and final ~eading.
It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 788 receive and pass a third reading and be adopted.
Hotion carried.

Communication from Shippers Supply Company requesting a
license to conduct a business of packaging bulk nails and warehousing
same at 3320 E. 26th Street, was read.
It was moved by Mail1iard, seconded by Ybarra, that the
request of Shippers Supply Company be referred to the Building
Department with power to act. Motion carried.
Communication from Janice M. Hathcock requesting a licensE
to operate a cafe at 5112 Boyle Avenue, was read.
It was moved by Mail1iard, seconded by Ybarra, that the
request of Janice M. Hathcock be referred to the Building DepartrrH~nt:
with power to act. Motion carried.
Communication from Byron Jackson Pump Division, dated
November 15, 1967, with reference to permission previously granted
to locate six office trailers on their property at 2300 E. Vernon
Avenue until November 1, 1967, requesting that permission to use
these trailers as temporary offices be extended for one year, was
read. (Copy to each member of the City Council)
It was moved by Mail1iard, seconded by Anderson, that the
request of Byron Jackson Pump Division, dated November 15, 1967, be
referred to the Fire Department for investigation and report. Motion
c orcied.
Communication from D. D. Grayson, Traffic Engineer, dated
November 3, 1967, transmitting an easement for street purposes from
Jack L. Wrenn and Mary M. Wrenn covering a portion of 51st Street,
and recommending that the easement be accepted and that the grantors
be advised of the official recordation, was read.
It was moved by Anderson, seconded by Mail1iard, that
easement be accepted from Jack L. Wrenn and Mary M. r.vrenn and that
the Mayor and the City Clerk be authorized to execute Certificate
of Acceptance. Motion carried.
Communication from D. D. Grayson, Traffic EngineeL, dated
november 10, 1967, requesting authority to advance Anthony B.
Hollander to E~gineering Aide I, Step 4, effective December 1, 1967,
as he will have satisfactorily completed the probationary period,
was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Traffic Engineer, dated November 10, 1967, be approved.

Communication from Vincent R. Bush, Superintendent of
Building, dated November 9, 1967, requesting authority to attend the
Organizational Meeting - State of Art Symposium - Earthquake
Engineering Research Institute at San Francisco on November 25, 1967
'\.vith an expense allowance of $66.90, was read.
It was moved by Anderson, seconded by Mailliard, that thA
request of the Superintendent of Building, dated November 9, 1967,
be approved and authority granted to issue warrant in tbe amount of
$66.90 to Vincent R. Bush. Motion carried.
Report of Health Department Activities for the month of
October, 1967, was presented. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Anderson, that the
Report of Health Department Activities be received and filed. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 13, 1967, requesting authority to use the $800.00, which
was appropriated in the 1967-68 budget for the purchase of a 16 MM
movie camera, to purchase cameras and equipment as a substitute, ,\,;/DB
read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of the Police Chief, dated November 13, 1967, be approved 0

Communication from R. H. Bockhacker, Police Chief, dated
November 13, 1967, recommending that Lt. M. A. deRuyter be reimbursed
the sum of $36.50 from the Education and Training Budget appropri-
ation for courses in Police Science at California State College at
Los Angeles, was read.
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Police Chief, dated November 13, 1967, be
approved and authority granted to issue warrant in the amount of
$36.50 to M. A. deRuyter. Motion carried.
Activity Log of the Police Department for the period
November 1 - 15, 1967 inclusive, was presented.
It was moved by Anderson, seconded by Ybarra, that Activity
i.og of the Police Department be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
November 17, 1967, with reference to request from Hoffman Brothers
Packing Company, Inc. for authority to construct a new driveway to
serve the property at 2731 So. Soto Street, advising that it is
anticipated that the permit application csn be processed in the usual
manner as soon as the necessary plans are prepared by Hoffman's
consulting engineers, was read. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Anderson, that communi-
cation from the Traffic Engineer, dated November 17, 1967, be
received and filed. Motion carried.

Communication from Midland International Corporation
requesting a license to conduct a business of warehousing and distr:i,.
bution of electronic products at 5055 Alcoa Avenue, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of Midland International Corporation be referred to the
Building Department with power to act. Motion carried.
Communication from The Contracting Engineers Co., dated
November 16, 1967, requesting that they be permitted to resume
operations under Building Permit No. 17799 without the payment of
an additional permit fee, was read. (Copy to each member of the
City Council)

It was moved by Mai11iard, seconded by Ybarra, that
communication from State of California, Department of Public Works,
Division of Highways, dated November 17, 1967, be referred to the
Traffic Engineer for necessary action. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 20, 1967, requesting authority to employ Roosevelt Vince
Sapp as Policeman, Grade 4, effective December 1, 1967, was'
read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of the Police Chief, dated November 20, 1967, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
lbvember 20, 1967, recommending that Sgt. W. R. Gilcrease be
reimbursed the sum of $31.50 from the Education and Training Budget
appropriation for his course in Police Supervision at E.L.A. College
ana one course at California State College, was read.
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the Police Chief, dated November 20, 1967, be
approved and authority granted to issue warrant in the amount of
$31.50 to W. R. Gilcrease. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
Novsmber 20, 1967, transmitting a proposed agreement between The
Atchison, Topeka and Santa Fe Railway Company and the City of
Vernon for the installation of gates at Crossing No. 2H-l.O on
Pacific Boulevard at the A T & S F tracks; and recommending that
the City enter into the agreement with the railroad and make appli-
cation to the Public Utilities Commission for an allocation of
funds to assist in financing this work, was read.

It was moved by Mailliard, seconded by Ybarra, that the
Mayor and the City Clerk be authorized and directed to execute, on
behalf of the City, agreement between The Atchison, Topeka and
Santa Fe Railway Company and the City of Vernon for the installation
of getes at Crossing No. 2H-l.0 on Pacific Boulevard at the A T &
S F tracks; and that the City Attorney be instructed to draft a
resolution authorizing the Mayor and the City Clerk to sign an
application to the Public Utilities Commission of the State of
California for allocation from the Crossing Protection Fund. Motion
carried.

Communication from D. D. Grayson, Traffic Engineer, dated
November 21, 1967, transmitting a letter from Zelman Development
Co., dated November 21, 1967, setting forth the preliminary under-
standing reached between the Traffic Engineer and Zelman for the
acquisition by Zelman of a certain parcel of City-owned property on
the north side of 48th Street between Alameda Street and Santa Fe
^~lenue; and recommending that the City Council approve the provisions
as outlined and authorize the Mayor and the City Clerk to execute
documents necessary to consummate the sale, was read. (Copy to
each member of the City Council)
It was moved by Mailliard, seconded by Anderson, that the
Mayor and the City Clerk be authorized to execute such necessary
documents to consummate a sale of certain City property located on
the north side of 48th Street between Alameda Street and Santa Fe
Avenue, all in accordance with applicable State laws, and that the
City Attorney be instructed to prepare a resolution and a notice
setting forth the time and place of sale at a hearing to be held
January 2, 1968 at 2 o'clock p.m. Motion carried.

It was moved by Mail1iard, seconded by Ybarra, that
excavation applications numbered 27970 to 27975 inclusive be filed
and permits granted. Motion carried.
"Payroll Warrant Register No. 124" covering claims and
demands presented during the period October 1 to October 31, which
includes Demands Nos. 1376 to 1385 (both inclusive), drawn on the
Crocker-Citizens National Bank, totaling $255,068.12 (Accounting
Period October, 1967), was examined and audited.
It was moved by Mail1iard, seconded by Ybarra, that
"Payroll Warrant Register No. 124" be approved and payment authorized
for Demands Nos. 1376 to 1385 (both inclusive), with no exceptions~

$981,414.16)(Accounting Period November, 1967), was examined and
audited.
It was moved by Mailliard, seconded by Ybarra, that
'~~arrant Register No. 249" be approved and payment authorized for
Demands Nos. 7-2806 to 7-2982 (both inclusive), with no exceptions.
