19680102 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNC IL OF THE CITY OF VERNON HELD JANUARY 2, 1968 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE.. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Ybarra, that minutes of the meeting of December 19, 1967 be approved as ~~itten and submitted. Motion carried. The Clerk announced that this was the time and place for hearing protests to the sale of certain real property as described in Resolution No. 2925, and for taking final action on the sale of certain real property as described in Resolution No. 2925. The Mayor asked if anyone present wished to protest the sale of certain real property as described in Resolution No. 2925. No protests were heard or made. The following were duly acknowledged as being on file: (1) Proof of Publication in the Los Angeles Daily Journal on December 12, 1967 of Resolution No. 2925; and (2) Affidavit of City Clerk Re Posting three (3) copies of Resolution No. 2925 upon the parcel of property affected. Resolution No. 2934 - A Resolution of the City Council of tbe City of Vernon determining final action on the sale of a site dedicated to a public use, declaring the City's intention to sell said property, and determining that no protests have been received, was read. It was moved by Anderson, seconded by Ybarra, that Resolution No. 2934 be approved and adopted. Motion carried. Wakefield, Assemblyman from the 52nd District, appeared before the City Council and urged it to adopt a resolution opposing the inter-school transportation program advocated by the Board of Education of the Los Angeles Unified School District. It was moved by Malburg, seconded by Ybarra, that the City Attorney be instructed to draft a resolution opposing unnecessary inter-school transportation of school children. Motion carried. Communication from D. D. Grayson, Traffic Engineer) dated December 20, 1967, transmitting Contract No. 328, 51st Street Reconstruction, Alameda Street to Santa Fe Avenue, and recommending that this contract be approv~d and that authority be granted to advertise for bids, was read. I I -2- 1/2/68 Resolution No. 2928 - A Resolution of the City Council of the City of Vernon approving Contract No. 328, for the reconstruction of 51st Street, Alameda Street to Santa Fe Avenue, and directing the giving of notice inviting sealed proposals or bids, in accordance with Contract No. 328 of the City of Vernon, was read. It was moved by Malburg, seconded by Anderson, that Resolution No. 2928 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Ybarra, that the request of Columbian Carbon Company be referred to the Building Department with power to act. Motion carried. Communication from E1co Transport Factors requesting a license to conduct a business of factoring at 2300 E. 27th Street, was read. It was moved by Anderson, seconded by Ybarra, that the request of Elco Transport Factors be referred to the Building Department with power to act. Motion carried. Communication from The Zurier Company of Los Angeles requesting a license to conduct a business of manufacturers' repre- sentative at 2146 E. 25th Street, was read. It was moved by Anderson, seconded by Ybarra, that the request of The Zurier Company of Los Angeles be referred to the Building Department with power to act. Motion carried. Communication from the Finance Committee, dated December 27, 1967, making certain enumerated recommendations for the re-orgRni- zation of the Engineering Departments, and transmitting certain documents pertinent to this matter, was read. (Copy to each member of the City Council) It was moved by Mai11iard, seconded by Anderson, that the recommendations of the Finance Committee, dated December 27, 1967, be approved. Motion carried. Resolution No. 2932 - A Resolution of the City Council of the City of Vernon, setting forth the purpose of the Engineering Department, the Water Department, and the Traffic Engineering and Street Department and establishing the responsibilities of the three Department Heads, was read. It was moved by Ybarra, seconded by Mai11iard, that Resolution No. 2932 be approved and adopted. Motion carried. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2933 be approved and adopted. Motion carried. King, Superintendent, Water & Sewer Systems, dated December 27, 1967, requesting authority to advance certain personnel, as listed, effective January 1, 1968; and requesting authority to reclassify D. Lucus to Utility Man III, Step 2, effective January 1, 1968, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that the request of the Superintendent, Water & Sewer Systems, dated December 27, 1967, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated December 27, 1967, requesting authority to advance certain personnel, as listed, on the basis of meri~ effective January 1, 1968, was read. (Copy to each member of the City Council) It was moved by Mai11iard, seconded by Ybarra, that the request of the Traffic Engineer, dated December 27, 1967, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated December 26, 1967, requesting authority to attend the California Transportation and Public Works Conference in Stockton, California from January 3l to February 3, 1968, with an expense allowance of $153.85, was read. It was moved by Anderson, seconded by Malburg, that the request of the Traffic Engineer, dated December 26, 1967, be approved and authority granted to issue warrant in the amount of $l53.85 to D. D. Grayson. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, dated December 27, 1967, requesting authority to advance Eugene deFrank to Engineering Aide I, Step 1 , on the basis of merit, effective January 1, 1968, was read. It was moved by Malburg, seconded by Ybarra, that the request of the City Engineer, dated December 27, 1967, be approved. Motion carried. Activity Log of the Police Department for the period December 16 - 31, 1967 inclusive, was presented. It was moved by Ybarra, seconded by Anderson, that Activity Log of the Police Department be received and filed. Motion carried. Communication from V. R. Bush, Superintendent of Building, dated December 28, 1967, requesting authority to attend the Annual Meeting of the Earthquake Engineering Research Institute in San Francisco from February 4 to 6, 1968, inclusive, with an expense allowance of $l85.40, was read. It was moved by Mailliard, seconded by Malburg, that the request of the Superintendent of Building, dated December 28, 1967, be approved and authority granted to issue warrant in the amount of $185.40 to V. R. Bush. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated December 28, 1967, requesting that Lt. A. E. Chrisman and Sgt. R. L. Anderson be permitted to attend an Institute on Admissibility of Evidence to be conducted on January 30, February 6, 13, 27 and Ma~sh 'fJ/ (~::i I I ~4- l/2/68 5, 1968 at the Pasadena Civil Defense Training Center, with an 'expense allowance of $16.00 each to cover enrollment fees, was read. It was moved by Anderson, seconded by Ybarra, that the request of the Police Chief, dated December 28, 1967, be approved :..md au.thority granted to issue warrants in the amount of $16.00 each to A. E. Chrisman and R. L. Anderson. Motion carried. Ordinance No. 789 - An Ordinance of the City Council of the City of Vernon, amending Ordinance No. 656, was read in full for a first reading. It was moved by Anderson, seconded by Ybarra, that Ordinance No. 789 receive and pass a first reading. Motion carried, Ayes: Anderson, Furlong, Mai1liard, Malburg, Ybarra Noes: None Absent: None It was moved by Mai11iard, seconded by Malburg, that Ordinance No. 789 receive a second reading by title. Motion carried. Ordinance No. 789 - An Ordinance of the City Council of the City of Vernon, amending Ordinance No. 656, was read for a second reading by title. It was moved by Mail1iard, seconded by Ybarra, that Ordinance No. 789 receive and pass a second reading. Motion carried. Ayes: Anderson, Furlong, Mai11iard, Malburg, Ybarra Noes: None Absent: None Resolution No. 2935 - A Resolution of the City Council of the City of Vernon requesting the Board of Supervisors of the County of Los Angeles to permit the Registrar of Voters of said County to render specified services to the City of Vernon, relating to the conduct of a General Municipal Election to be held in said City on April 9, 1968, was read. It was moved by Mai11iard, seconded by Malburg, that Resolution No. 2935 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mail1iard, Malburg, Ybarra Noes: None Absent: None The following excavation application, having approval of the Engineering Departments, was presented: Application 28000 - Alfred Dixon Properties to connect the property at 235l E. 48th Street with sewer in Nls 48th Street. I I -5- 1/2/68 "Warrant Register No. 252" covering claims and demands presented during the period December 16 to 31, which includes Demands Nos. 7-3243 and 7-3244 and 8-l to 8-96 (both inclusive) drawn on the United California Bank, totaling $47,935.54 (Light and Power Warrants $4,l42.15)(Accounting Period January, 1968) , was examined and audited. It was moved by Mail1iard, seconded by Ybarra, that IIWarrant Register No. 252" be approved and payment authorized for Demands Nos. 7-3243 and 7-3244 and 8-1 to 8-96 (both inclusive), 1;vith. no exceptions.
