MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY 16, 1968 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANl'A FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mail1iard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlon&
It was moved by Mailliard, seconded by Anderson, that
minutes of tbe meeting of January 2, 1968 be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
openingof bids received for the reconstruction of 51st Street,
Alameda Street to Santa Fe Avenue, in accordance with Contract No.
328.
It was moved by Malburg, seconded by Ybarra, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Malburg, seconded by Ybarra, that bids
received for the reconstruction of 51st Street, Alameda Street to
Santa Fe Avenue, in accordance with Contract No. 328, be referred
to the Traffic Engineer and the City Attorney for checking and
report. Motion carried.
It was moved by Mailliard, seconded by Ybarra, that
o:r.dinance No. 789 receive a third and final reading by title.
Hot ion carried.
Ordinance No. 789 - An Ordinance of the City Council of
,J~c C:Lty of Vernon, amending Ordinance No. 656, was read for a
third and final reading by title.
It was moved by Malburg, seconded by Mail1iard, th&t
Ordinance No. 789 receive and pass a third reading and be adopted.

Communication from Whitestone Products Corporation
requesting a license to conduct a business of manufacturing
disposable paper and plastic hospital products at 1930 E. 51st
Street, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of Whitestone Products Corporation be referred to the Police
Department with power to act. Motion carried.
Communication from the City of Huntington Park, dated
January 3, 1968, transmitting a certified copy of Resolution No.
68-3 modifying schedule of cost distribution of certain traffic
signals jointly maintained by the Cities of Huntington Park and
Vernon, was read.
Resolution No. 2937 - A Resolution of the City Council of
the City of Vernon, modifying the schedule of cost distribution of
certain traffic signals jointly maintained by the Cities of
huntington Park and Vernon, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2937 be approved and adopted. Motion carried.

Copy of Resolution No. 68-792 of the City Council of the
City of Temple City urging the State Legislature to take appropriate
action to establish stringent standards controlling the manufacture
of gasoline and petroleum products for the purpose of reducing
sulphur content therein, was read. (Copy to each member of the
City Council)
It was moved by Malburg, seconded by Mailliard, that copy
of Resolution No. 68-792 of the City Council of the City of Temple
City be received and filed. Motion carried.
Communication from Western Oil and Gas Association, dated
January 15, 1968, TA7ith reference to Resolution No. 68-792 of the
Cauncil of Temple City relating to air pollution, was read. (Copy

It was moved by Malburg, seconded by Mailliard, that

Communication from the Central Basin Municipal :'jater
Distt'ict, dated January 3, 1968, transmitting a copy of Resolution
No, 12-67-220 of the Board of Directors of Central Basin Hunicipal
'(,iater Di.strict relating to short-term financing for the State
Water Project, and urging the City of Vernon to adopt a similar
resolution, was read. (Copy to each member of the City Council)

January 4, 1968, transmitting a list of records which are recom-
mended for immediate destruction, and recommending that a resolution
be adopted autl:1orizing the destruction of these records, was read.

Resolution No. 2939 - A Resolution of the Ci.ty Council of
the City of Vernon, authorizing the destruction of certain City
records, documents, instruments, books, and papers pursuant to
Government Code Section 34090, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2939 be approved and adopted. Motion carried.

It was moved by Mai11iard seconded by Ybarra, that the
request of the City Clerk, dated January 5, 196Q, be approved and
authority granted to issue T-.7arrant tn tl:1e amount of $119.90 to
Brooks Carden. Motion carried.
Communication from R. J. Furlong, Director of Civll
Defense, dated January 8 1968, requesting authority for G. G.
Skalsky, Assistant Director of Civil Defense, to attend the Souther"
California Civil Defense &: Disaster Association Conference in
Riverside from January 31 to February 2, 1968, inclusive, with an
expense allm....ance of $96.60, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of the Director of Civil Defense, dated January 8, 1968, be
approved and aut1-1ority granted to issue warrant in the amount of
$96.60 to G. G. Skalsky. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dp.ted January 8 1968, recommending that Louis S. Hauger be advanced
from Dir~ctor of Sanitati.on, Grade 2 to Grade 1, effective February
1, 1968, was read.

Communication from D. D. Grayson, Traffic Engineer, dated
January 9, 1968, outlining the understanding reached betTJleen the

t1-:.e acquisition of certain prop,~rty in connection;tlith tbe eXV2rts:Lon
of Bandini Boulevard, and recommending that the City Council approve
the provisions as outlined and authorize the Mayor and the City

It was moved by Malburg, seconded by Mailliard, that t0e
Mayer and the City Clerk be authorized to execute such necessary
documents to consunnnate a sale of City property and to acquire
certain property, all in accordance with applicable State latvs; and
that the City Attorney be instructed to prepare a resolution and a
notice setting forth the time and place of sale at a hearing to be
held February 20, 1968 at 2:00 o'clock p.m. Motion carried.
Resolution No. 2(~4l - A Resolution of the City Council of
the City of Vernon finding the publi.c interest and convenience
r.equire the sale of a site dedicated to a public use, declaring the
City's intention to sell said property, fixing the time and place
for hearing protests to said sale, providing for publication of
notice of hearing, and fixing the time of final action for said
sale, was read.
It was moved by Ander.son, seconded by Ybarra, that
Resolution No. 2941 be approved and adopted. Motion carried.

Communication from California Manufacturers and Marketers
Inc. dba Beau Monde Creations requesting a license to conduct a
business of manufacturing headboards, benches and associated items
st 2037 E. 38th Street, was read.
It was moved by Mail1iard, seconded by Anderson, that the
request of California Manufacturers and Marketers Inc. dba Beau
Monde Creations be referred to the Building Department with power to
act. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 11, 1968, requesting authority to attend the Mid-Year M~..~etlng
of the State Peace Officers Association at Palo Alto, California
from February 1 to February 2, 1968s inclusive, with an ~xpense

12, 1968, requesting authority to advance certain personnel, as lis=ed
to the grade indicated, effective February 1, 1968, was read. (Copy

It was moved by Mail1iard, seconded by Malburg, that the
request of the Fire Chief, dated January 12, 1968, be approved.
Motion carried.
Communication from D. D. Grayson, Tr.affic Engineer, dated
January 12, 1968, transmitting Contract No. 330, Traffic Signal
Installation at Slauson Avenue and Boyle-State Street, and recom-
mending that this contract be approved and that authority be grant~d
to advertise for bids, was read.
Resolution No. 2930 - A Resolution of the City Council of
the City of Vernon approving Contract No. 330 for Traffic Signal
Installation at Slauson Avenue and Boyle-State Street and directing
the giving of notice inviting sealed proposals or bids, in accordance
with Contract No. 330 of the City of Vernon, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2930 be approved and adopted. Motion carried.

Fresno opposing change in allocation of cigarette tax, was read.
It was moved by Malburg, seconded by Ybarra, that copy of
Resolution No. 68-26 of the Council of the City of Fresno be recei7ed

request of the Police Chief, dated January 16, 1968, be approved.

Communication from R. H. Bockhacker, Police Chief, dated
January 16, 1968, recommending that Lt. M. A. deRuyter be reimbursed
the sum of $22.30 from the Education and Training Budget appropri-
ation to cover the cost of textbooks for his courses in Police
Science at California State College at Los Angeles, was read.
It was moved by Mail1iard, seconded by Malburg, that the
recommendation of the Police Chief, dated January 16, 1968, be
approved and authority granted to issue warrant in the amount of
$22.30 to M. A. deRuyter. Motion carried.
Communication from L~ C. Husted, Fire Cnief, dated January
15, 1968, requesting authority to employ eleven men, as listed, as
Hosemen, Grade 4, effective February 1, 1968, pending satisfactory
completion of medical examinations, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Fire Chief, dated January 16, 1968, be approved.

Resolution No. 2936 - A Resolution of the City Council of
the City of Vernon, opposing unnecessary inter-school transportation
of school children, was read.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 2936 be approved and adopted. Motion carried.

Resolution No. 2938 - A Resolution of the City Council of
the City of Vernon, calling and giving notice to the holding of a
~eneral Municipal Election to be held in said City on Tuesday, the

Clty as required by the provisions of the laws of the State of
California relating to General Law Cities, was read.
It was moved by Malburg, seconded by Ybarra, that

Council of the City of Vernon that it would be inappropriate for the
League to take any official action on the subject of distri.bution

"Payroll Warrant Register No. 126" covering claims and
demands presented during the period December 1 to December 31, ~~hich
includes Demands Nos. 1395 to 1405 (both inclusive), drawn on the
Crocker-Citizens National Bank, totaling $253,407.68 (Accounting
Period December, 1967), was examined and audited.
It was moved by Mai11iard, seconded by Ybarra, that
"Payroll Warrant Register No. 126" be approved and payment authorized
for Demands Nos. 1395 to 1405 (both inclusive), with no exceptions.
