MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 5, 1968 AT TWO O'CLOCK
P.M. IN THE COUNCIL CRA~1BER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
COUNCIL ABSENT:
None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Ybarra, seconded by Anderson, that
minutes of the meeting of February 20, 1968 be approved as written
and submitted. Motion carried.
The Clerk announced that this ~.vas the time and place for
opening of bids received for Heater Remixing and Asphalt Resurfacing
of Certain Streets, in accordance with Contract No. 331.
It was moved by Mailliard, seconded by Ybarra, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.,
The Clerk opened and read the following bids:

It was moved by Malburg, seconded by Ybarra, that bids
received for Heater Remixing and Asphalt Resurfacing of Certain
Streets, in accordance with Contract No. 331, be referred to the
Traffic Engineer and the City Attorney for checking and report.
Motion carried.
Petition for Zone Variance, dated February 29, 1968, from
Wilco Company, requesting a variance from the provisions of Ordinance
No. 752, and all amendments thereto, of the City of Vernon, to permit
th.e grantingof a variance as will allow the petitioner to engage
in the activities defined as a chemical laboratory pursuant to
Section 7(2) of said Ordinance No. 752 on the premises at 4425
Bandini Boulevard, and to otherwise permit the use allowed on said
pj:emises as is now allowed in the MS-l Zone or the City of Vernon,
was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Anderson, that the
time and place for the hearing on the petition from Wilco Company
be fixed for the 19th day of March, 1968 at the hour of 1:30 o'clock
p.m. in the Council Chamber of the City Hall; and that in accordance
with the request contained in the petition, the $250.00 filing fee
paid in connection with said petition be waived and refunded to
Wilco Company. Motion carried.
Resolution No. .2948 - A Resolution of the City Council of
the City of Vernon, fixing the time and place of hearing and
prescribing tbe notice to be given, and declaring a ne1;olspaper of

It was moved by Anderson, seconded by Ybarra, that
Resolution No. 2948 be approved and adopted. Motion carried.

Communication from La Indiana Tamales requesting a license
to sell tamales from a vehicle in the City of Vernon~ was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of La Indiana Tamales be referred to the Health Department
and the Fire Department with power to act. Motion carried.
Communication from Air & Space Screw Products requesting
a license to conduct a business of manufacturing air and space screw
products at 2626 Santa Fe Avenue, was read.
It was moved by Malburg, seconded by Anderson, that the
request of Air & Space Screw Products be approved and license gr~nted.
Motion carried.
Copy of Resolution No. 68-7 of the City Council of the
City of Bell Gardens, California, opposing legislation which would
permit the imposition of any ad valorem tax on citizens by any
regional governmental agency without the approval of the electorate,

It was moved by Mailliard, seconded by Ybarra, that copy
of Resolution No. 68-7 of the City Council of the City of Bell
Gardens, California, be received and filed. Motion carried.
Communication from Vincent R. Bush, Superintendent of
Building, dated February 29, 1968, recommending that an electrical
code be adopted at the earliest possible date, w'as read. (Copy to
e8ch member of the City Council)
It was moved by Ybarra, seconded by Malburg, that the City
Attorney, in cooperation with the Superintendent of Building and the
Consulting Electrical Engineer, be instructed to prepare an ordinance
regulating installation of electrical facilities within the City of
Vernon. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
February 26, 1968, transmitting an easement for street purposes
from The F1intkote Company covering a portion of Alameda Street, a,nd
recommending that the easement be accepted and that the grentor be
advised of the official recordation, was read.
It was moved by Anderson, seconded by Malburg, that
Easement be accepted from The F1intkote Company and that tbe Mayor
and the City Clerk be authorized to execute Certificate of Acceptance.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
February 27, 1968, transmitting Grant Deed from George and Madeline
Miller covering certain property required for the Bandini Extension
project, and recommending that this deed be accepted and that the
Mayor and the City Clerk be autho~-ized to execute a certificate of
acceptance, was read.

It was moved by Mai11iard, seconded by Ybarra, that Grant
Deed be accepted from George and Madeline Miller and that the Mayor

Acceptance. Motion carried.
Communication from L. C. Husted, Fire Chief, dated
February 26, 1968, advising that Firemen Russel M. Cox, James L.
Torne11 and James R. Winegardner have resigned from the Fire Depart-
ment, and recommending that their resignations be accepted, was read.

It was moved by Malburg, seconded by Mailliard, that the
resignations of Firemen Russel M. Cox, James L. Tornell and James R.
T,Jinegardner be accepted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, datec'.
February 28, 1968, requesting authority to employ Fred D. Kahl, Jr.
as Policeman, Grade 4, effective March 1, 1958, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of the Police Chief, dated February 28, 1968, be approved.
Motion carried.
Activity Log of the Police Department for the period
February 16 to 29, 1968 inclusive, was presented.
It was moved by Ybarra, seconded by Malburg, that Activity
Leg of the Police Department be received and filed. Motion carried.
Copy of Resolution No. 2443 of the City Council of the
City of Gardena opposing legislation which would permit the
imposition of any Ad Valorem Tax on citizens by any regional govern-
mental agency without the approval of the electorate, was read.
It was moved by Anderson, seconded by Mailliard, that copy
of Resolution No. 2443 of the City Council of the City of Gardena
be received and filed. Motion carried.
Copy of Resolution No. 2444 of the City Council of the
City of Gardena supporting legislation to revise the Mayo-Breed
Formula for the allocation of state gasoline taxes, was read.
It was moved by Malburg, seconded by Ybarra, that copy or
Reaolution No. 2444 of the City Council of the City of Gardena be
received and filed. Motion carried.
Communication from Simmons Co. requesting a license to
conduct a buslness of warehousing mattresses and box springs at
4535 District Blvd., was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Simmons Co. be referred to the Building Department with
power to act. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 1, 1968, with reference to the proposal of the County of Los
Angeles/Department of Real Estate Management to sell certain land in
the City of Vernon as outlined in their letter dated February 6, 196f
advising that the proposed sale does not conform with the City of
Vernon general plan; and recommending that the City of Vernon oppose

the sale as suggested by the County of Los Angeles/Department of
Real Estate Management for the reasons as outlined, was read. (Copy
to each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Traffic Engineer, dated March 1, 1968, be
approved; and that the County of Los Angeles/Department of Real
Estate Management be notified that the City of Vernon opposes the
proposed disposition of certain property, as outlined in their letter
dated February 6, 1968, as it does not conform to the general plan
of the City of Vernon, and it is not in the best public interest.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 1, 1968, outlining the understanding reached between the
Traffic Engineer and Mr. John B. Leonis, Jr. for the acquisition of
certain property located on Bandini Boulevard; and recommending that
the City Council approve the provisions as outlined and authorize
the Mayor and the City Clerk to execute documents necessary to
consummate the sale, was read. (Copy to each member of the City
Council)
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Traffic Engineer, dated March 1, 1968, be
approved; and that the Mayor and the City Clerk be authorized to
execute documents necessary to consummate the sale of certain
property, as outlined, to the City of Vernon by John B. Leonis, Jr.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 4, 1968, recommending that Officer T. L. Miller be reimbursed
the sum of $17.00 from the Education and Training Budget appropriation
for courses in Police Science at East Los Angeles College, was read.
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the Police Chief, dated March 4, 1968, be approved
and authority granted to issue warrant in the amount of $17.00 to
T. L. Miller. Motion carried.
Communication from Mallory Constructors, Inc. requesting a
license to conduct a business of general contracting at 2620 Leonis
Blvd., was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Mallory Constructors, Inc. be referred to the Building
Department with power to act. Motion carried.
Communication from L. C. Husted, Fire Chief, dated March 4,
1968, advising that Fireman Marvin R. King resigned from the Fire
Department effective at the close of the working day March 4, 1968,
was read.
It was moved by Malburg, seconded by Ybarra, that the
resignation of Fireman Marvin R. King be accepted. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 5, 1968, requesting authority to employ Mr. Harvin King as
Utility Man IV, Step 3, effective March 5, 1968, was read.

request of the Traffic Engineer, dated March 5, 1968, be approved.

Communication from L. C. Husted, Fire Chief, dated March 4,
1968, requesting that certain personnel be reimbursed the amounts
as listed from the Education and Training Budget appropriation for
Fire Science courses, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Fire Chief, dated March 4, 1968, be approved and
authority granted to issue warrants in the amounts as listed. Motion

Communication from V. R. Bush, Superintendent of Building,
dated March 5, 1968, recommending that Riter C. Taylor, Sr., Building
Inspector, be granted a military leave of absence with pay for the
period March 24 through April 7, 1968, was read.
It was moved by Ybarra, seconded by Malburg, that the
recommendation of the Superintendent of Building, dated March 5,
1968, be approved. Motion carried.
Communication from Vernon Industrial Uniform Supply
Company, dated March 5, 1968, requesting authority to locate a
temporary office trailer in front of the building at 4622 Alcoa Ave.
until they have reconstructed the building that was destroyed, was
reaa.
It ,;'>1as moved by Anderson, seconded by Ybarra, that VerIlcT,
Industrial Uniform Supply Company be authorized to locate one office
trailer in front of the building at 4622 Alcoa Avenue, provided that
said trailer is used only for the purpose as outlined in their letter
dated March 5, 1958; provided that said trailer is not used for
sleeping and/or cooking purposes; provided that the requirements of
all City departments are complied with and that all necessary City
permits are obtained; and with a stipulation that the maximum time
limit that said trailer may be used for the purpose as outlined
sh~ll be April 1, 1969. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
Harch 5, 1968, requesting authority to employ Mr. Leroy L. Kramer as
Utility Man IV, Step 5, effective March 18, 1968, pending satisfactory
phystcal examination, was read.
It was moved by Malburg, seconded by Ybarra, tbat the
request of the Traffic Engineer, dated March 5, 1968, be approved.

Communication from D. D. Grayson, Traffic Engineer, dated
March 5, 1968, outlining the understanding reached between the
Traffic Engineer and Messrs. Melvin E. Dresman and Frank C. Dresman
for the acquiEition of two parcels of land located on Bandini
Boulevard; and recommending that the City Council approve the
provisions as outlined and authorize the Mayor and the City Clerk
to execute the documents necessary to consun~ate the sale, was read.

It was moved by Mailliard, seconded by Anderson, that the
recolTImendation of the Traffic Engineer, dated March 5, 1968, be
approved; and that the Mayor and the City Clerk be authorized to
execute documents necessary to consummate the sale of certain
property, as outlined, to the City of Vernon by Melvin E. Dresman
and Frank C. Dresman. Motion carried.
Resolution No. 2947 - A Resolution of the City Council of
the City of Vernon, fixing the time and place of hearing and
prescribing the notice to be given, and declaring a newspaper of
general circulation within the City of Vernon, was read.
It was moved by Ybarra, seconded by Mailliard, that
Resolution No. 2947 be approved and adopted. Motion carried.

Resolution No. 2949 - A Resolution of the City Council of
the City of Vernon, amending the rules and regulations respecting
the distribution of electric energy supplied by the City of Vernon,
was read.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 2949 be approved and adopted. Motion carried.

It was moved by Anderson, seconded by Ybarra, that
excavation applications numbered 28048 to 28052 inclusive be filed
and permits granted. Motion carried.
"Warrant Register No. 25671 covering claims and demands
presented during the period February 16 to 29, which includes Demands
Nos. 8-552 to 8-654 (both inclusive) drawn on the United California
Bank, totaling $86,348.72 (Light and Power Warrants $2,152.82)
(Accounting Period March, 1968), was examined and audited.

It was moved by Mal11iardt seconded by Ybarrat that
"Harrant Register No. 256" be approved and payment authorized for
Demands Nos. 8-552 to 8-654 (both inclusive), with no exceptions.
Motion carried.
