MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 2, 1968 AT TINO O'CLOCK
PaM. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Ybarra, seconded by Anderson, that minutes
of the meeting of March 19, 1968 be approved as written and submitted
Motion carried.
Communication from Murray Folsom dba George's Catering
requesting a license to operate a lunch truck in the City of Vernon,
",las read.
It was moved by Mailliard, seconded by Malburg, that the
request of Murray Folsom dba George's Catering be referred to the
Health Department with power to act. Motion carried.
Communication from Rollmet Inc. requesting a license to
conduct a business of roll extrusion at 3344 Leonis Blvd., was read.
It was moved by Ybarra, seconded by Anderson, that the
re.quest of Rollmet Inc. be referred to the Building Department with
power to act. Motion carried.
Communication from Norris Industries requesting that
permission to use a trailer for an office at 4900 So. Boyle Avenue
be extended for the period of one year, was read.
It was moved by Ybarra, seconded by Anderson, that Norris
Industries be authorized to use an office trailer at 4900 So. Boyle
Avenue on a temporary basis for an additional period of one year,
maximum time limit shall be February 1, 1969, subject to all other
conditions established by the City Council at its meeting held
January 17, 1968. Motion carried.
Summons in connection with Case Number 928908 brought by
Cosmo-West, Inc., a California corporation, against the County of
Los Angeles, City of Vernon, Doe I through Doe V, inclusive, in the
Superior Court of the State of California for the County of Los
Angeles to recover personal property taxes paid under protest, was
presented.
It was moved by Mailliard, seconded by Ybarra, that Summons
in connection with Case Number 928908 be referred to the City
Attorney. Motion carried.
Corr~unication from the Office of the District Attorney,
County of Los Angeles, dated March 18, 1968, transmitting Legislatiye
Proposals, dated February 1, 1968, and requesting active support to
secure passage of these proposals~ was read. (Copy to each member

It was moved by Malburg, seconded by Ybarra, that the City
Attorney be instructed to draft a resolution supporting the Legis-
lative Proposals of the Los Angeles County District Attorney, dated
February 1, 1968. Motion carried.
Conwunication from the County of Los Angeles, Road Depart-
ment, dated March 19, 1968, with reference to Bandini Boulevard at
Los Angeles River, Cash Contract No, 2528, transmitting certain
documents in connection therewith, was read. (Copy to each member
of the City Council)
Resolution No. 2955 - A Resolution of the City Council of
the City of Vernon, consenting to establishment of a portion of
Bandini Boulevard within said City as a part of the System of County
Highways of the County of Los Angeles, was read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 2955 be approved and adopted. Motion carried.

Communication, addressed to Mr. David D. Grayson, from
various property owners bordering the alley that runs between 45th
Street and Packers Avenue in the block bounded by Alcoa Avenue and
Downey Road, dated March 7, 1958, requesting that the City of Vernon
take the necessary steps to vacate the alley and abandon it as a
public thoroughfare, was read. (Copy to each member of the City
Council)
It was moved by Mai1liard, seconded by Ybarra, that the
request of various interested property owners for the City of Vernon
to take the necessary steps to vacate and abandon the alley that
runs between 45th Street and Packers Avenue in the block bounded by
~lcoa Avenue and Downey Road, be referred to the Traffic Engineer,
the Fire Chief and the Consulting Electrical Engineer for investi-
gation and report. Motion carried.
Communication from C, E. Nemethi, M.D., Health Officer,
dated April 1, 1968, requesting authority for Fred E. Thornburgh
to attend the 17th Annual Educational Symposium, California
Association of Sanitarians, at State1ine, California, from April
17 to 19, 1968, inclusive, with an expense allowance of $196.15,
was read.
It was moved by Mail1iard, seconded by Anderson, that the
request of the Health Officer, dated April 1, 1968, be approved and
authority granted to issue warrant in the amount of $196.15 to
Fred E. Thornburgh. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated April 1, 1968, requesting authority for Mayrose Snyder to
attend the American Industrial Health Conference at San Francisco,
California, from April 23 to 25, 1968, inclusive, with an expense
allowance of $170.40, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of the Health Officer, dated April 1, 1968, be approved and
authority granted to iesue warrant in the amount of $170.11-0 to
Mayrose Snyder. Motion carried.

Communication from R. H. King, Superintendent of the l.Jater
Department, dated March 25, 1968, requesting authority to attend the
20th Annual Spring Conference, California Section A.W.W.A., at
~~nterey, California, from April 18 to 19, 1968, with an expense
allowance of $112.00, was read.
It was moved by Malburg, seconded by Anderson, that the
request of the Superintendent of the Water Department, dated Ma:rch
25, 1968, be approved and authority granted to issue warrant in the
amount of $112.00 to R. H. King. Motion carried.
Communication from R. H. King, Superintendent of the Water
Department, dated March 25, 1968, requesting authority to attend the
California Section A.W.W.A., Legislative Workshop, at Sacramento,
California, on May 7, 1968, with an expense allowance of $50.00, was
read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of the Superintendent of the Water Department, dated March
25, 1968, be approved and authority granted to issue warrant in the
amount of $50.00 to R. H. King. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 27, 1968, transmitting Grant Deed from John B. Leonis, Jr. and
Jesmor S. Leonis to the City of Vernon covering certain property
required for the Bandini Extension project, and recommending that
this deed be accepted and that the Mayor and the City Clerk be
authorized to execute a certificate of acceptance, was read.
It was moved by Anderson, seconded by Ybarra, that Grant
Deed be accepted from John B. Leonis, Jr. and Jesmor S. Leonis and
that the Mayor and the City Clerk be authorized to execute
Certificate of Acceptance. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 27, 1968, transmitting a fully executed Quitclaim Deed from
The Atchison, Topeka and Santa Fe Railway Company covering a portion
of Washington Boulevard, and recommending that the deed be accepted
and that the grantors be advised of the official recordation, was
read.
It was moved by Mai11iard, seconded by Malburg, that
Quitclaim Deed be accepted from The Atchison, Topeka and Santa Fe
Railway Company and that the Mayor and the City Clerk be authorized
to execute Certificate of Acceptance. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 26, 1968, transmitting a proposed application before the
Public Utilities Commission of the State of California for the
reconstruction of Alameda Street across the right-of-way of the
Southern Pacific Company south of 25th Street, and recommending
that the City of Vernon make application to the Commission for the
construction of the abovementioned crossing, was read. (Copy to
each member of the City Council)
It was moved by Ybarra, seconded by Mailliard, that the
Mayor and the City Clerk be authorized to execute, on behalf of the
City of Vernon, application to the Public Utilities Commission of
the State of California for the reconstruction of Alameda Street
across the right-of-way of the Southern Pacific Company south of
25th Street. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
March 27, 1968, requesting that the Assistant Director of Civil
Defense be authorized to purchase four (4) Motorola "Handi-Talkie"
FM Radios or their equivalent for use by the Police Department, was
read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that the
request of the Police Chief, dated March 27, 1968, be approved.
Hotion carried.
Activity Log of the Police Department for the period
Hard1. 16 to 31, 1968 inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Franchise Report of Southern California Gas Company under
Ordinance No. 607 for the year ended December 31, 1967, together with
check in the amount of $76,305.07, was presented.
It was moved by Malburg, seconded by Mailliard, that
Franchise Report of the Southern California Gas Company under
Ordinance No. 607 for the year ending December 31, 1967 be received
and filed; and that check covering this franchise payment be accepted.
Motion carried.
Communication from The McKay Company requesting a license
to conduct a business of warehousing chains at 5111 Hampton Street,
was read.
It was moved by Anderson, seconded by Ybarra, that the
request of The McKay Company be approved and license granted. Motion
carr ied.
Communication from D. D. Grayson, Traffic Engineer, dated
April 1, 1968, transmitting a Grant Deed from Frank C. Dresman,
Melvin E. Dresman and Theodora Elvera Dresman to the City of Vernon
covering certain property required for the Bandini Boulevard
Extension project, and recommending that this deed be accepted and
that the Mayor and the City Clerk be authorized to execute a certi-
ficate of acceptance, was read.
It was moved by Malburg, seconded by Mailliard, that Grant
Deed be accepted from Frank C. Dresman, Melvin E. Dresman and
Theodora Elvera Dresman and that the Mayor and the City Clerk be
authorized to execute Certificate of Acceptance. Motion carried.
Copy of Resolution No. 68-R-3645 of the Council of the City
of Beverly Hills setting forth its position as regards distribution
of State collected cigarette taxes, was presented.
It was moved by Mailliard, seconded by Ybarra, that copy
of Resolution No. 68-R-3645 of the Council of the City of Beverly
Hills be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 1, 1968, recommending that Lt. M~ A. deRuyter be reimbursed
the sum of $20.74 from the Education and Training Budget appropri-
ation for courses in Police Science at California State College at
Los Angeles, was read.

reco~mendation of the Police Chief, dated April 1, 1968, be approved
and authority granted to issue warrant in the amount of $20.74 to

Communication from Pres Sanchez, Utility Man III, ,dated
April 1, 1968, requesting that he be reimbursed the sum of $6.00
from the Education and Training Budget appropriation for a course
entitled "Water Supply and Treatment" at Citrus College, together
with recommendation for approval by the Superintendent of the Water
Department, was read.
It was moved by Malburg, seconded by Anderson, that the
recommendation of the Superintendent of the Water Department, dated
April 1, 1968, be approved and authority granted to issue warrant
in the amount of $6.00 to Pres Sanchez. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 1, 1968, requesting authority for Lt. J. L. Morrison to attend
the 13th Annual Law Enforcement Intelligence Unit Conference at
Monterey, California, from May 1 to 3, 1968, inclusive, with an
expense allowance of $132.00, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated April 1, 1968, be approved and
authority granted to issue warrant in the amount of $132.00 to
J. L, Morrison. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated April 1, 1968, requesting authority to attend the Semi-Annual
Meeting of the California Conference of Local Health Officers at
Sacramento, California, on April 18 and 19, 1968, with an expense
allowance of $130.98, was read.
It was moved by Malburg, seconded by Ybarra, that the
request of the Health Officer, dated April 1, 1968, be approved and
authority granted to issue warrant in the amount of $130.98 to
C. E. Nemethi, M.D. Motion carried.
Communication from L. C. Husted, Fire Chief, dated April
1, 1968, requesting authority for J. E. Mu1down and L. M. Husted to
attend the Arson Investigators Seminar in Fresno, California, April
3 and 4, 1968, with an expense allowance of $45.00 each, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of the Fire Chief, dated April 1, 1968, be approved and
authority granted to issue warrants in the amount of $45.00 each
to J. E, Muldown and L. M. Husted. Motion carried.
Copy of communication from R. H. Bockhacker, Police Chief,
dated March 22, 1968, addressed to Glenn E. Brooks, Folice Chief of
Montebello, relative to officers of the Vernon Police Department
using the Pistol Range of the City of Montebello, was read.
It was moved by Malburg, seconded by Ybarra, that copy of
commanication from R. H. Bockhacker, Police Chief, dated Narch 22,
1968, addr~ssed to Glenn E. Brooks, Police Chief of Montebel10, be
received and fil~d. Motion carried.

Communication from Telpher E. Wright, Chairman, Committee
for the Retention of 1967 Cigarette Tax Law, dated March 21, 1968,
with reference to committee organization, transmitting a copy of
the aims and purposes of this committee and requesting that if the
City Council is interested in participating in this program to have
this copy officially confirmed, was read.
It was moved by Malburg, seconded by Anderson, that the
City of Vernon become a member of this Committee; that the Mayor
be authorized to sign copy of the aims and purposes of this Committee
declaring Vernon's affiliation with the Committee for Retention of
1967 Cigarette Tax Law; that Mayor Furlong be designated as Vernon's
representative on this Committee with Mayor Pro Tempore Malburg as
alternate; that authority be granted to pay Vernon's pro-rata share
of the costs directly to George Voigt & Associates for all expenses
incurred with the authorization of the Committee, with a maximum
total amount not to exceed $2,500.00 as Vernon's share without
further authorization by Vernon; and with a stipulation that Vernon
may withdraw at any time without being financially obligated except
for past services rendered. Motion carried.

It was moved by Ybarra, seconded by Mailliard, that
excavation applications numbered 28060 to 28061 inclusive be filed
and permi.ts granted. Motion carried.

"Warrant Register No. 258" covering claims and demands
presented during the period March 16 to 31, which includes Demands
Nos. 8-835 to 8-946 (both inclusive) drawn on the United California
Bank, totaling $156,241.17 (Light and Power Warrants $4,344.72)
(Accounting Period April, 1968), was examined and audited.
It was moved by Mail1iard, seconded by Ybarra, that
"Warrant Register No. 258" be approved and payment authorized for
Demands Nos. 8-835 to 8-946 (both inclusive), with no exceptions.
Hotion carried.

There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
