IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mai1liard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Ybarra, that minutes of the meeting of April 16, 1968 be approved as written and submitted, Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated April 15, 1968, recommending that the alley between 45th Street and Packers Avenue be vacated and that permanent easements for utilities as enumerated in Section 8330 of the Streets and Highways Code, including access to adjacent property owners, be reserved, was read. (Copy to each member of the City Council) (Laid over at meeting of 4/16/68) Resolution No. 2963 - A Resolution of the City Council of the City of Vernon, declaring its intention to vacate an alley located within the City of Vernon, was read. Communication from Lee Way Motor Freight, Inc., dated April 23, 1968, requesting that penalty be waived on the 1968 business license fees due to circumstances beyond their control and that the City Council accept their check in the amount of $250.00 as issued, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to waive penalty levied against Lee Way Hotor Freight, Inc. for late pa)~ent of 1968 business license fees and to accept their check in the amount of $250.00. (Copy to each member of the City Council) Resolution No. 2962 - A Resolution of the City Council of the City of Vernon, urging the adoption of Assembly Bill 15 and Senate Bill 11, was read. It was moved by Mailliard, seconded by Anderson, that Resolution Noo 2962 be approved and adopted. Motion carried. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that communi- cation from the Chief Administrative Officer, County of Los Angeles, dated April 30, 1968, together with transmittal, be referred to the City Attorney, the Health Department and the Police Department~ for study and report. Russell Werdin, LoA" Paving Company, dated April 29, 1968, with reference to the proposed develop- ment of the remaining portion of their property at 3700 So. Soto Street after the acquisition of the Right-of-Way through the property by the City for the extension of Bandini Blvd., requesting that the City of Vernon complete the removal of the remaining related portions of the asphalt plant and proceed with the construction of the section of the new street from Soto Street east along the remaining south line of their property, was read. (Copy to each member of the Clty Council) Mr. Werdin appeared before the City Council and made an oral presentation supplementing his communication dated April 29, 1968. Grayson, Traffic Engineer, dated April 19, 1968, transmitting a report as required by Section 2156 of the Streets and Highways Code covering the progress made in improvement of Vernon's street system and an estimate of street needs in the next five and the next ten years, and recommending that the report be reviewed and approved, and that the Traffic Engineer be authorized to transmit it as required, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mai11iard, that the recommendation of the Traffic Engineer, dated April 19, 1968, be approved. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, dated April 19, 1968, transmitting an agreement between the City of Vernon and J. Freed and B. H. Werber for the extension of the sewer in 26th Street, and recommending that the agreement be executed by the City, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that the Mayor and the City Clerk be authorized to execute, on behalf of the City of Vernon, agreement between the City of Vernon and J. Freed and Bo H. Werber for the extension of the sewer in 26th Street. Motion carried. Communication from L. C. Husted, Fire Chief, dated April 26, 1968, requesting authority for Lloyd D. Schultz and Lawrence M. Jackson to attend the Annual Fire Training Officers' Workshop at Fresno, California from May 13 to 17, 1968, with an expense allowance of $121.96 each, was read. It was moved by Mailliard, seconded by Anderson, that the request of the Fire Chief, dated April 26, 1968, be approved and authority granted to issue warrants in the amount of $121.96 each. to Lloyd D. Schultz and Lawrence M. Jackson. Motion carried. Communication from L. C. Husted, Fire Chief, dated April 29, 1968, requesting authority to attend the California Fire Chiefs' Association Annual Conference at Anaheim, California from May 13 to 16, 1968, with an expense allowance of $97.50, was read. It was moved by Malburg, seconded by Mailliard, that the request of the Fire Chief, dated April 29, 1968, be approved and authority granted to issue warrant in the amount of $97.50 to L. C. Husted. Communication from Mollie HugJez advising that she would like to attend the next meeting of the City Council to discuss certain problems she is encountering in the operation of her businees at 4903 Santa Fe Avenue, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that communi- cation from Mollie Huguez be laid over until the next regular meeting, and that the City Clerk be instructed to notify Mollie Huguez that she would be allowed to address the City Council on May 21, 1968at 2:00 o'clock p.m., or as soon as possible therafter, relative to the subject matter contained in her letter. Communication from Southern California Rapid Transit District, dated May 1, 1968, giving written notice of the Final Report dated May, 1968, by the Southern California Rapid Transit District pursuant to Section 30636 of the Public Utilities Code of the State of California, and transmitting a copy of the final report, was read. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated May 2, 1968, recommending that Lt. M. A. deRuyter be reimbursed $36.00 and that Sgt. W. R. Gilcrease be reimbursed $18.00 from the Education and Training Budget appropriation for courses in Police Science at California State College at Los Angeles, was read. It was moved by Anderson, seconded by Ybarra, that the recommendation of the Police Chief, dated May 2, 1968, be approved and authority granted to issue warrants in the amount of $36.00 to M. King, Superintendent of the Water Department, dated May 2, 1968, advising that Pipe Linings, Inc. has completed the work of cleaning and cement lining of water mains in accordance with Contract No. 333, and recommending that the work be accepted and that authority be granted to pay the contractor in accordance with the terms of the agreement, was read. Grayson, Traffic Engineer, dated May 6, 1968, transmitting a proposed agreement between the Los AngcV~s County Flood Control District and the City of Vernon covering the construction of certain storm drains in 49th Street west of Pacific Boulevard and Indiana Street north of Bandini Boulevard, and recom- mending that the agreement be approved and the Mayor and the City Clerk be authorized to execute the document on behalf of the City, was read. Gillin, Attorney at Law Mayor Furlong reported that this was the time and place for continuing the hearing on Petition of Shaw, Shaw and Sparr for a variance from the provisions of Ordinance No. 752, and all ameIldments thereto, of the City of Vernon. Mr. Nathan E. Gillin, representing the petitioners, appeared before the City Council and requested that the petition for variance be continued to May 21, 1968 at 1:00 o'clock p.m. It was moved by Malburg, seconded by Ybarra, that the hearing be continued until May 21, 1968 at 1:00 o'clock p.m. in the Council Chamber of the City Hall located at 4305 Santa Fe Avenue, Vernon, California.
