MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 16, 1968 AT TltlO 0' CLOCK
P . M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor Furlong.
It was moved by Mailli.ard, seconded by Anderson, that
minutes of the meeting of July 2, 1968 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
hearing of all persons interested in or objecting to the proposed
vacation of that portion of Alcoa Avenue extending south of Slauson
Avenue in the City of Vernon, as recited in Resolution of Intention
No. 2969.
The Mayor asked if there was anyone present who wished
to be heard or object to the proposed vacation of that portion of
Alcoa Avenue extending south of Slauson Avenue in the City of Vernon.
No objections were heard or made.
Resolution No. 2073 - A Resolution of the City Council of
the City of Vernon ordering the vacation of a portion of a street
located within the City of Vernon, was read.
It was moved by Mailliard, seconded by Ybarra, that
Resolution No. 2q73 be approved and adopted. Motion carried.

Absent: None
Communication from R-Bow Caterers requesting a license to
operate a catering truck in the City of Vernon, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of R-Bow Caterers be referred to the Fire Department with
power to act. Motion carried.
Communication from Michael Friedland requesting a license
to conduct a business of selling shirts to workers in the City of
Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Michael Friedland be referred to the Police Department
with pOil'ler to act. Motion carried.
Communication from Atwood Plating Inc. requesting a license
to conduct a plating business at 2124 E. 51st Street, was read.
It was moved by Ybarra, seconded by Malburg, that the
request of Atwood Plating Inc. be referred to the Building Department
with power to act. Motion carried.

Communication from Wheeler Sales, Ltd. requesting a license
to conduct a business of automotvle parts sales and truck repairs at
2755 E. 26th Street, was read.
It was moved by Ybarra, seconded by Malburg, that the
request of Wheeler Sales, Ltd. be referred to the Building Department
with power to act. Motion carried.
Communication from Reliance Steel & Aluminum Co., 2537 East
27th Street, dated July 2, 1968, requesting permission to use a 10'
x 55' mobile office adjacent to their present Data Processing building
for the purpose as outlined, ~as read. (Copy to each member of the
City Council)
Communication from C. E. Nemethi, M.D., dated July 8, 1968,
with reference to request of Reliance Steel & Aluminum Co. to use a
mobile office, advising that the Health Department does not foresee
any health problems in connection with the intended use of this
trailer, provided it is not used for sleeping or cooking purposes,
was read.
It was moved by Mailliard, seconded by Ybarra, that
Reliance Steel & Aluminum Co. be authorized to use one 10' x 55'
mobile office adjacent to their present Data Processing building at
2537 East 27th Street, provided that said mobile office is used only
for the purpose as outlined in their letter dated July 2, 1968;
provided that said mobile office is not used for sleeping and/or
cooking purposes; provided that the requirements of all City
departments are complied witn and that all necessary City permits
are obtained; and with a stipulation that the maximum time limit
that said mobile office may be used for the purpose as outlined shall
be July 1, 1969. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 9, 1968, transmitting Grant Deed from Jackson Markus Supply
Company covering certain property required for the 26th Street
project, and recommending that this deed be accepted and that the
Mayor and the City Clerk be authorized to execute a certificate of
acceptance, was read.
It was moved by Malburg, seconded by Anderson, that Grant
Deed be accepted from Jackson Markus Supply Company and that the
Mayor and the City Clerk be authorized to execute Certificate of
Acceptance. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 11, 1968, transmitting one copy of 1964 Storm Drain Bond Issue
specifications for the Construction of Vernon Projects Nos. 742,
8201 and 8202; and recommending that these specifications be approved
and the District be authorized to proceed with the construction as
described therein, and as provided in the agreement dated April 20,
1965 between the City of Vernon and Los Angeles County Flood Control
District, was read. (Copy to each member of the City Council)
It was moved by Mai11iard, seconded by Ybarra, that the
recommendation of the Traffic Engineer, dated July 11, 1968, be
approved. Motion carried.

Communi.cation from D. D. Grayson, Traffic Engineer, dated
July 11, 1968, re=tuestlng authority to employ George M. Henning,
pending satisfactory completion of physical examination, for a
temporary period during summer vacation as Engineering Aide IV, Step
5, t>1as read.
It was moved by Ybarra, seconded by Anderson, that the
request of the Traffic Engineer, dated July 11, 1968, be approved.
Motion carried.
Communication from R. H. King, Superintendent of the Water
Department, dated July 12, 1968, advising that Dale S. Lucus has
submitted his resignation from the Water Department effective at the
close of business July 19, 1968, was read.
It was moved by Malburg, seconded by Mailliard, that the
resignation of Dale S. Lucus be accepted. Motion carried.
Communication from L. C. Husted, Fire Chief, dated July 8,
1968, requesting that Firemen Sheldon Bromberg and Keith M. Slifka
be granted a leave of absence with pay to perform their military
duties, '!las read. (Copy to each member of the City Council)

request of the Fire Chief, dated July 8, 1968, be approved. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 10, 1968, requesting that certain personnel as listed be advanced
to their next pay grade effective August 1, 10.68, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief, dated July 10, 1968, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 10, 1968, transmitting new form of "Lease of Personal Property'l
agreement between the City of Vernon and six Motor Officers as
listed, for Harley-Davidson motorcycles, and requesting that the
lease agreements be renewed effective July 1, 1968, was read. (Copy
to each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
request of the Police Chief, dated July 10, 1968, be approved, and
that the Mayor and the City Clerk be authorized to execute lease
agreements in new form to be effective July 1, 1968. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 11, 1968, requesting authority to expend approximately $600.00
to install aircraft landing lights on all patrol units, was read.

It was moved by Malburg, seconded by Ybarra, that the
request of the Police Chief, dated July 11, 1968, be approved. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 11, 1968, advising that G. G. Skalsky has tendered his
resignation from the Police Department effective as of the close of
business July 31, 1968, was read.

It was moved by Ybarra, seconded by Anderson, that the
resignation of G. G. Skalsky be accepted. Motion carried.
Activity Log of the Police Department for the period
July 1 to 15, 1968 inclusive, was presented.
It was moved by Mailliard, seconded by Ybarra, that
Activity Log of the Police Department be received and filed. Motion
carried.
Report of Health Department Activities for the month of
June, 1968, was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from State of California, Department of
Public Health, dated July 12, 1968, transmitting four copies of
Contract Number 29 relating to the Radiation Control Program for
the fiscal year July 1, 196B through June 30, 1969, was read.
It was moved by Mailliard, seconded by Anderson, that the
Mayor and the City Clerk be authorized to execute Contract No. 29
with the State of California, throu~1 its Department of Public
Health, relating to Radiation Control Program for the fiscal year
July 1, 1968 through June 30, 1969. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 15, 1968, requesting authority to employ James A. Miller as
Policeman, Grade 4, effective as of July 16, 1968, was read.
It was moved by Ybarra, seconded by Mailliard, that the
request of the Police Chief, dated July 15, 1968, be approved.
Motion carried.
Mr. D. D. Grayson, Traffic Engineer, reported orally that
Mr. Rafael Perez had filed an application with the Public Employees'
Retirement System for retirement to be effective August 1, 1968.
Due to Mr. Perez's decision to retire effective August 1,
1968, no further action was taken by the City Council on this matter.

It was moved by Anderson, seconded by Ybarra, that
excavation applications numbered 28124 to 28140 inclusive be filed
and permits granted. Motion carried.
"Warrant Register No. 265" covering claims and demands
presented during the period July 1 to July 15, which includes Demands
Nos. 8-1767 to 8-1923 (both inclusive) drawn on the United California
Bank, totaling $1,176,338.30 (Light and Power Warrants $960,17~.04)
(Accounting Period June and July, 1968), was examined and audited.

It was moved by Mailliard, seconded by Ybarra, that
''Warrant Register No. 265" be approved and payment authorized for
Demands Nos. 8-1767 to 8-1923 (both inclusive), with no exceptions.
Motion carried.

"Payroll T,.]arrant Register No. 132" covering claims and
demands presented during the period June 1 to June 30, which
i.nc1udes Demands Nos. 1455 to 1464 (both inclusive), drawn on the
Crocker-Citizens National Bank, totaling $239,808.28, and the
United California Bank, totaling $21,950.14 (Accounting Pe~iod June,
1968), was examined and audited.
It was moved by Mai11iard, seconded by Ybarra, that
"Payroll Warrant Register No. 132" be approved and payment authorized
for Demands Nos. 1455 to 1464 (both inclusive), with no exceptions.
Motion carried.

There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
