MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 3t 1968 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON t CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
CO~CIL ABSENT: None
The meeting was called to order by Mayor Furlong.
It was moved by Anderson, seconded by Ybarrat that minutes
of the meeting of August 20, 1968 be approved as written and
submitted. MOtion carried.
Mr. Sidney R. Title appeared before the City Council and
presented a revised plot plan for the development of his property
at the southeast corner of 37th Street and Irving Street. Mr. Title
requested that the City Council approve the revised plot plan.
It was moved by Mailliard that the request of Mr. Title be
denied as the revised plot plan does not comply with the requirements
of the Zoning Ordinance. Motion died for lack of a second.
Mr. Title indicated that he would voluntarily reverse the
revised plot plan and face the front of the building towards Irving
Street.
It was moved by Malburg, seconded by Mailliard, that the
City Council makes a determination that the revised plot plan
complies with the requirements of the Zoning Ordinance, and that
the same be approved. Motion carried.

It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 796 receive a second reading by title. Motion carried.
Ordinance No. 796 - An Ordinance to provide for the
protection of public streets and rights of way thereof; regulating
the use thereof and the manner in which the same may be altered,
excavated under, obstructed or encroached upon; and providing
penalties for the violation of the provisions thereof; and repealing
Ordinances Numbers 44, 102, 134, 149, 156, 165, 222t 299, 542, and
592, was read for a second reading by title.
It was moved by Mailliard, seconded by Ybarra, that
Ordinance No. 796 receive and pass a second reading. Motion carried.
Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra
Noes: None
Absent: None
It was moved by Anderson, seconded by Ybarra, that in
accordance with Government Code Section 36934, the reading of
Ordinance No. 796 in full be waived; and that Ordinance No. 796
receive a third and final reading by title. Motion unanimously
carried.

Communication from George W. Mathias dba Retina Photography
requesting a license to conduct a business of commercial photography
at 5005 Hampton Street, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of George W. Mathias dba Retina Photography be referred to
the Building Department with power to act. Motion carried.
Communication from District Television Service request:ing
a license to conduct a business of television repair at 434.1 Distr.ict
Blvd., was read.
It was moved by Ybarra, seconded by Anderson, that the
request of District Television Service be referred to the Building
Department with power to act. Motion carried.
Communication from Gravure West, Subsidiary of The Denver
Post, Inc., requesting a license to conduct a business of commercial
printing at 4900 E. 50th Street, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Gravure West, Subsidiary of The Denver Post, Inc., be
referr.ed to the Building Department with power to act. Motion
carr.ied.
Communication from Artel W.T.C. Inc. requesting a license
to conduct a business of compounding chemicals and cleaning all types
of metal at L,520 Everett Avenue, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Artel W.T.C. Inc. be referred to the Building Department
with power to act. Motion carried.
Communication from United States Steel Corporation, dated
August 26, 1968, requesting that the City of Vernon adopt a
Resolution of Consent to the transfer of Lots 2 and 3 of Tract 8348
from Huntington Park to Vernon pursuant to Paragraph c, Secti.on 35271
of the Government Code, was read. (Copy to each member. of the City
Council)
It was moved by Mailliard, seconded by Ybarra, that the
request of United States Steel Corporation, dated August 26, 1968,
be referred to the City Engineer, the Traffic Engineer and the City
Attm:ney for investigation and report. Motion carried.

Financial Statements and Supplemental Schedules for the
year ended June 30, 1968 and opinion of Haskins & Sells, Certified
Public Accountants, dated August 5, 1968; and Statement of Cash
Receipts and Disbursements, by Funds and Combined for the year ended
Jun~ 30, 1968 and opinion of Haskins & Sells, Certified Public
Accountants, dated August 5, 1968, were presented. (Copy to each
member of the City Council)
It was moved by Malburg, seconded by Mai1liard, that
reports of Haskins & Sells, Certified Public Accountants, for the
year ended June 30, 1968, be received for study. Motion carried~
Communication from Lewis R. Adams, Civil Engineering
Assistant, dated August 23, 1968, requesting that he be reimbursed
the sum of $100.00 from the Education and Training Budget appropri-
ation for a course at the University of Southern California, together
with recommendation for approval by the City Engineer, was read.
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the City Engineer, dated August 23, 1968, be
approved and authority granted to issue warrant in the amount of
$100.00 to Lewis R. Adams. Motion carried.
Communication from L. C. Husted, Fire Chief, dated August
23, 1968, requesting authority to purchase four portable dictating
units and one transcribing-dictating desk unit, with one year
maintenance service, at an estimated cost of $2,350.00, was read.

It was moved by Mailliard, seconded by Anderson, that the
request of the Fire Chief, dated August 23, 1968, be approved. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated August
21, 1968, requesting authority to attend the Western Fire Chiefs'
Conference at Las Vegas, Nevada from September 8 to 12, 1968~ with
an expense allowance of $133.00, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Fire Chief, dated August 21, 1968, be approved and
authority granted to issue warrant in the amount of $133.00 to
L. C. Husted. Motion carried.
Communication from R. H. King, Superintendent of the Water
Department, dated August 29, 1968, transmitting a letter from
Mr. Robert T. Trejo, Utility Man III, dated August 27, 1968, in
which he requests permission to lease the municipal house located
at 3560 E. Vernon Avenue; and recommending that the house at 3560
E. Vernon Avenue be leased to Mr. Trejo, was read. (Copy of both
documents to each member of the City Council)
It was moved by Ybarra, seconded by Malburg, that the
city-owned house at 3560 E. Vernon Avenue be leased to Mr. Robert T.
Trejo. Motion carried.
Communication from V. R. Bush, Superintendent of Building,
dated August 20, 1968, requesting authority for George N. Caprine to
attend the Southwest Section - International Association of
Electrical Inspectors Annual Meeting at San Diego, California from
September 30 to October 3, 1968, inclusive, with an expense allowance
of S149.50, was read.

It was moved by Anderson$ seconded by Ybarra, that the
request of the Superintendent of Building, dated August 20, 1968,
be approved and authority granted to issue warrant in the a.mount of
$149.50 to George N. Caprine. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
August 26, 1968, recommending that J. B. Savage be reimbursed the
su.m of $21.45 from the Education and Training Budget appropriation
for courses in Police Science at Fullerton Junior College, was retl.d.,
It was moved by Mailliard, seconded by Malburg, that the
recommendation of the Police Chief, dated August 26, 1968, be
approved and authority granted to issue warrant in the amount of
$21.45 to J. B. Savage. Motion carried.
Activity Log of the Police Department for the period August
16 to 31, 1968 inclusive, was presented.
It was moved by Ybarra, seconded by Anderson, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
August 30, 1968, transmitting petition of The Atchison, Topeka and
Santa Fe Railway Company requesting the granting of a franchise to
continue to operate over and maintain the spur track in, along and
across 4.6th Street (crossing Pacific Boulevard and in 46th Street
east of Pacific Boulevard); and recommending that a new franchise
be granted in accordance with the petition and the form of franchi.s.;:'~
as transmitted, was read. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Anderson, that the City
Attorney be instructed to draft a resolution fixing the time and
place for a public hearing on the petition of The Atchison, Topeka
and Santa Fe Railway Company for a franchise to continue to operate
over and maintain the spur track in, along and across 4.6th Street
(crossing Pacific Boulevard and in 46th Street east of Pacific
Boulevard); and that said hearing be fixed at a time recommended by
the City Clerk. Motion carried.

August 9, 1968, transmitting the Traffic Engineering and Street
Department Report of Activities for the 1967-68 fiscal year, was

It was moved by Mailliard, seconded by Malburg, that the
Traffic Engineering and Street Department Report of Activities for
1967-68 fiscal year be received for study. Motion carried.
Memorandum of Agreement between the City of Vernon and
Southwest Forest Industries, Inc. with reference to proposed
realignment of the intersection of 25th-26th Streets, was presented
by the City Attorney.
It was moved by Ybarraj seconded by Anderson, that the
Hayor and the City Clerk be authorized to execute Hemorandum of
Agreement between the City of Vernon and Southwest Forest Industries,
Inc. Motion carried.

It was moved by Malburg, seconded by Ybarra, that
excavation applications numbered 28178 to 28191 inclusive be filed
and permits granted. Motion carried.
"Warrant Register No. 2681l covering claims and demands
presented during the period August 16 to 31, which includes Demands
Nos. 8-2217 to 8-2311 (both inclusive) drawn on the United California
Bank, totaling $27,809.99 (Light and Power Warrants $2,858.74)
(Accounting Period September, 1968), was examined and audited.
