MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD OCTOBER 15, 1968 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE t VERNON.. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai1liard
COUNCIL ABSENT: Malburg, Ybarra
The meeting was called to order by Mayor Furlong.
It was moved by Mai11iard, seconded by Anderson, that
minutes of the meeting of October 1, 1968 be approved as written
and submitted. Motion carried.
Communication from Do'An Express Co. requesting a license
to conduct a trucking business at 4250 District Blvd., was read.
It was moved by Mai11iard, seconded by Anderson, that the
request of Do'An Express Co. be referred to the Building Department
with power to act. Motion carried.
Communication from P1astoid Corp. of California requesting
a license to conduct a business of warehousing and manufacturing wire
and cable at 2150 E. 25th Street, was read.
It was moved by Anderson, seconded by Mai11iard, that the
requ.est of P1astoid Corp. of California be referred to the Building
Department with power to act. Motion carried.
Communication from Sperling Sales Co. requesting a license
to conduct a cannery surplus outlet at 2501 E. 27th Street, was read~
It was moved by Anderson, seconded by Mai1liard, that the
request of Sperling Sales Co. be referred to the Building Department
with power to act. Motion carried.
Communication from Pete Kalachian dba Crown Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Pete Kalachian dba Crown Catering be approved and license
granted. Motion carried.
Copy of Resolution No. 4866 of the Citv Council of the
City of South Pasadena opposing the California Initiative Amendment
on a property tax limitation ("Watson Amendment"), was presented.
It was moved by Anderson, seconded by Mail1iard, that copy
of Resolution No. 4866 of the City Council of the City of South
Pasadena be received and filed. Motion carried.
Copy of Resolution No. 68-204 of the City Council of the
City of Baldwin Park expressing opposition to "Proposition No.9"
which proposes to limit the power of public agencies to levy property
taxes, was presented.

It was moved by Anderson, seconded by Mailliard, that copy
of Resolution No. 68-204 of the City Council of the City of Baldwin
Park be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 7, 1968, requesting authority to appoint Leslie William
Brown to the position of Policeman, Grade 4, effective as of October
16, 1968, was read.
It was moved by Mai1liard, seconded by Anderson, that the
request of the Police Chief, dated October 7, 1968, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 7, 1968, requesting authority to appoint a qualified
applicant, prior to March 1, 1969, to fill the vacancy created by
the absence of Officer I. L. Brummett, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Mailliard, that the
request of the Police Chief, dated October 7, 1968, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 8, 1968, requesting authority to advance B. G. Emrick to
Lieutenant, Grade 2 and M. C. Wooten to Sergeant, Grade 3, effective
as of November 1, 1968, was read.
It was moved by Mail1iard, seconded by Anderson, that the
request of the Police Chief, dated October 8, 1968, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 8, 1968, requesting that air conditioning be made a part of
the department's vehicle specifications, was read. (Copy to each
member of the City Council)
It was moved by Mailliard, seconded by Anderson, that the
request of the Police Chief, dated October 8, 1968, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 11, 1968, recommending that certain personnel be reimbursed
the amounts as listed from the Education and Training Budget appro'-
priation for Police Science courses, was read. (Copy to each member
of the City Council)
It was moved by Mail1iard, seconded by Anderson, that the
recommendation of the Police Chief, dated October 11, 1968, be
approved and authority granted to issue warrants in the amounts as
listed. Motion carried.
Communication f~om R. H. King, Superintendent of the Water
Department, dated October 14, 1968, requesting authority to advance
Allan Boyle to Engineering Clerk III, Step 4, effective November 1,
1968, as he has satisfactorily completed the one-year probationary
period, was read.

It was moved by Mai11iard, seconded by Anderson, that the
request of the Superintendent of the Water Department, dated October
14, 1968, be approved. Motion carried.
Communication from R. H. King, Superintendent of the Water
Department, dated October 15, 1968, requesting authority to employ
Ray L. Groom as Utility Man III, Step 5, effective October 21, 1968,
was read.
It was moved by Mai11iard, seconded by Anderson, that the
request of the Superintendent of the Water Department, dated October
15, 1968, be approved. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated October 4, 1968, requesting authority for Louis Hauger, Richard
Hilton and Fred Thornburgh to attend the 1968 Annual Educational
Symposium of the California Association of Sanitarians at San Pedro,
California on October 29, 1968, with an expense allowance of $10.00
each, was read.
It was moved by Mai11iard, seconded by Anderson, that the
request of the Health Officer, dated October 4, 1968, be approved
and authority granted to issue warrants in the amount of $10.00 each
to Louis Hauger, Richard Hilton and Fred Thornburgh. Motion carried,
Communication from Paul P. Hendricks, Consulting Electrical
Engineer, dated October 7, 1968, transmitting bids received for
the miscellaneous junk and obsolete material returned to the City
by the Southern California Edison Company, and recommending that all
material be sold to Rosen's Electrical Equipment Co., Inc., the
highest bidder, was read.
It was moved by Mai1liard, seconded by Anderson, that the
recommendation of the Consulting Electrical Engineer, dated October
7, 1968, be approved. Motion carried.
Resolution No~ 2987 - A Resolution of the City Council of
the City of Ve~non rejecting the bid received for the purchase of
twenty-six (26) used 69 Kv power circuit breakers, was read.
It was moved by Mailliard, seconded
Resolution No. 2987 be approved and adopted.

Report of Health Department Activities for the month of
September, 1968, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Mailliard, that
Report of Health Department Activities be received and filed. Motion
carried.
Activity Log of the Police Department for the period
October 1 to 14, 1968 inclusive, was presented.
It was moved by Mailliard, seconded by Anderson, that
Activity Log of the Police Department be received and filed. Motion
carried.

"Payroll Warrant Register No. 135" covering claims and
demands presented during the period September 1 to September 30,
which includes Demands Nos. 1487 to 1498 (both inclusive), dra~~ on
the Crocker-Citizens National Bank, totaling $271,659.72 (Accounting
Period September, 1968), was examined and audited.
It was moved by Mai1liard, seconded by Anderson, that
"Payroll Warrant Register No. 135" be approved and payment authorized
for Demands Nos. l487 to 1498 (both inclusive), with no exceptions.

"Warrant Register No. 271" covering claims and demands
presented during the period October 1 to October 15, which includes
Demando Nos. 8-2566 to 8-2714 (both inclusive), drawn on the United
California Bank, totaling $1,013,395.34 (Light and Power Warrants
$929,892.19) (Accounting Period October, 1968), was examined and
audited.
It was moved by Mai1liard, seconded by Anderson, that
"llarrant Register No. 271" be approved and payment authorized for
Demands Nos. 8-2566 to 8-2714 (both inclusive), with no exceptions.
Motion carried.

There being no further business to come before the meeting,
it was moved by Anderson, seconded by Mai1liard, that the meeting
