MINUTES OF A REGULAR MEET ING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 6, 1968 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUEt VERNON--, CALIFORNIA.

COUNC IL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Ybarra, that minutes
of the meeting of October 15, 1968 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
hearing all objectors and all proponents and any other interested
person or persons who may be interested in the application of The
Atchison, Topeka and Santa Fe Railway Company, dated August 27,
1968, for permission to obtain a franchise to operate a line of
railroad within the City of Vernon.
The Mayor asked if anyone present wished to be heard
relative to the application of The Atchison, Topeka and Santa Fe
Railway Company, dated August 27, 1968. No one responded.
Ordinance No. 797 - An Ordinance of the City of Vernon
granting a franchise to The Atchison, Topeka and Santa Fe Railway
Company, a corporation, its successors and assigns to operate and
maintain a spur track in, along, and across 46th Street in the City
of Vernon, and repealing all ordinances or resolutions in conflict
herewith, was read in full for a first reading.
It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 797 receive and pass a first reading. Motion carried.

It was moved by Ybarra, seconded by Mail1iard, that
Ordinance No. 797 receive a second reading by title. Motion carried.

Communication from R & S Electric requesting a license to
conduct a business of motor rewinding, sales and service, at 4901
Santa Fe Avenue, was read.

It was moved by Mailliard, seconded by Malburg, that the
request of R & S Electric be referred to the Building Department with
power to act. Motion carried.
Communication from Douglas Shelving Systems, Inc.
requesting a license to conduct a business of manufacturing, ware-
housing and sales of stockroom shelving fixtures at 3136 E.
Washington Blvd., was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Douglas Shelving Systems, Inc. be referred to the
Building Department with power to act. Motion carried.
Communication from Markell Imports, Inc. and Palmar Import
Co., Inc. requesting a license to operate an importing and wholesaling
business at 2419 East 28th Street, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Markell Imports, Inc. and Palmar Import Co., Inc. be
referred to the Building Department with power to act. Motion

Communication from J. H. Waldron requesting a license to
conduct a business of manufacturing silk screen plastic for bottles
at 3842 Fruitland Avenue, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of J. H. Waldron be referred to the Building Department with
power to act. Motion carried.
Communication from Anchor Hocking Glass Corporation, dated
October 21, 1968, commending Lt. James L. Morrison of the Vernon
Police Department, was read. (Copy to each member of the City

It was moved by Ybarra, seconded by Mailliard, that communi-
cation from Anchor Hocking Glass Corporation, dated October 21, 1968,
be received and filed. Motion carried.
Copy of Resolution No. 7297 of the City Council of the
City of Monterey Park opposing the California Initiative Amendment
on property tax limitation ("Watson Amendment") known as Proposition
No.9, was presented.
It was moved by Malburg, seconded by Anderson, that copy
of Resolution No. 7297 of the City Council of the City of Monterey
Park be received and filed. Motion carried.
Copy of Resolution No. 2483 of the City of Gardena,
California, opposing the initiative measure to amend the State
Constitution, Proposition 9, on the November, 1968 General Election
Ballot of the State of California, known as the "Watson Amendment",
was read.
It was moved by Malburg, seconded by Anderson, that copy
of Resolution No. 2483 of the City of Gardena, California, be
received and filed. Motion c.arried.

Copy of Resolution No. 68-R-160 of the City Council of the
City of P1acentia adopting the "P1acentia Plan" for teenage repre-
sentation on the Recreation and Parks Commission, was presented.
It was moved by Malburg, seconded by Anderson, that copy
of Resolution No. 68-R-160 of the City Council of the City of
P1acentia be received and filed. Motion carried.
Communication from Southern California Edison Company,
dated October 10, 1968, transmitting a License between The Atchison,
Topeka and Santa Fe Railway Company and the City of Vernon (Railway's
Document No. B-17005) for electric supply line across railway
property in order to serve Ivy Hill Lithograph Corporation, was read.
It was moved by Anderson, seconded by Malburg, that the
Mayor and the City Clerk be authorized to execute, on behalf of the
City of Vernon, License identified as The Atchison, Topeka and Santa
Fe Railway Company's Document No. B-17005. Motion carried.
Communication from the International Conference of Building
Officials, dated October 29, 1968, expressing sincere appreciation
for permitting the Superintendent of Building to attend the 46th
Annual Business Meeting in Houston, Texas, was read. (Copy to each
member of the City Council)
It was moved by Mail1iard, seconded by Ybarra, that
communication from the International Conference of Building Officials,
dated October 29, 1968, be received and filed. Motion carried.
Communication from John W. Adams, Jr., Utility Man, dated
October 31, 1968, making application to rent a city-owned three
bedroom house if one becomes available, together with recommendation
for approval by the Superintendent of the Water Department, was read.

It was moved by Malburg, seconded by Ybarra, that communi-
cation from John W. Adams, Jr., Utility Man, dated October 31, 1968,
be received and filed for future consideration. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 21, 1968, requesting that lease agreement between the City
of Vernon and Officer Byrt M. Waller for one 1966 Harley-Davidson
motorcycle, Engine No. FL-607l, be terminated; and requesting that
new lease agreement, as submitted, between the City of Vernon and
Officer Byrt M. Waller for one 1969 Harley-Davidson motorcycle,
Engine No. FLH-3552, be approved effective as of October 21, 1968,
was read.
It was moved by Anderson, seconded by Mail1iard, that the
requests of the Police Chief, dated October 21, 1968, be approved
and that the Mayor and the City Clerk be authorized to execute new
lease agreement on behalf of the City of Vernon. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
October 24, 1968, transmitting a plan for the widening of Downey Road
bridge over the Los Angeles River by Los Angeles County, was read.
It was moved by Mailliard, seconded by Ybarra, that communi-
cation from the Traffic Engineer, dated October 24, 1968, together
with transmittal, be received and filed. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
October 24, 1968, transmitting a letter and a plan from Mr. Frank E.
Reynolds who is requesting approval to construct a new dock into an
existing building located at 2533 E. 27th Street; and recommending
that the request of Mr. Frank E. Reynolds for this new dock be
approved, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
City Council makes a determination that the request of Mr. Frank E.
Reynolds to construct a new dock into an existing building located
at 2533 E. 27th Street is not in violation of the requirements of
the Zoning Ordinance; and that in accordance with the recommendation
of the Traffic Engineer, dated October 24, 1968, the request of
Mr. Reynolds for this new dock be approved. Motion carried.
Activity Log of the Police Department for the period
October 15 to 31, 1968 inclusive, was presented.
It was moved by Anderson, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
Claim for Damages against the City of Vernon, dated October
30, 1968, by Dorcelia Fuchs for personal injuries and related items,
was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that Claim
for Damages against the City of Vernon, dated October 30, 1968, by
Dorcelia Fuchs, be denied and referred to the City Attorney and the
City's insurance carrier for necessary action. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
November 1, 1968, transmitting a Memorandum of Understanding between
the City of Vernon and the Central Manufacturing District; recom-
mending that the Memorandum of Understanding be approved and that the
Mayor and the City Clerk be authorized to execute the document on
behalf of the City of Vernon; and recommending that the Traffic
Engineer be authorized to take such steps as are necessary to carry
out the terms of this agreement, was read. (Copy to each member of
the City Council)
It was moved by Malburg, seconded by Ybarra, that the
recommendations of the Traffic Engineer, dated November 1, 1968, be
approved and that the Mayor and the City Clerk be authorized to
execute Memorandum of Understanding on behalf of the City of Vernon.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
November 1, 1968, with reference to certain billboard signs along
Washington Boulevard which interfere with the 1964 Storm Drain Bond
Issue Project, requesting that the Mayor be authorized to take such
steps as may be required to remove these billboard signs from the
project area, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that the
request of the Traffic Engineer, dated November 1, 1968, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 31, 1968, recommending that Officer S. E. Putman be reimbursed
the sum of $56.50 from the Education and Training Budget appropri-
ation for Police Science courses at East Los Angeles College, was read.

It was moved by Mai11iard, seconded by Ybarra, that the
recommendation of the Police Chief, dated October 31, 1968, be
approved and authority granted to issue warrant in the amount of
$56.50 to S. E. Putman. Motion carried.
Communication from Pettibone Wood Manufacturing Co.
requesting a license to conduct a business of warehousing, sales
and service of construction and material handling equipment and
parts at 4925 So. Boyle Avenue, was read.
It was moved by Ybarra, seconded by Malburg, that the
request of Pettibone Wood Manufacturing Co. be referred to the
Building Department with power to act. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 6, 1968, requesting that lease agreement between the City
of Vernon and Officer Robert N. Baker for one 1966 Harley-Davidson
motorcycle, Engine No. FL-2976 be terminated; and requesting that
new lease agreement, as submitted, between the City of Vernon and
Officer Robert N. Baker for one 1969 Harley-Davidson motorcycle,
Engine No. FLH-3554, be approved effective as of November 1, 1968,
was read.
It was moved by Malburg, seconded by Mailliard, that the
requests of the Police Chief, dated November 6, 1968, be approved
and that the Mayor and the City Clerk be authorized to execute new
lease agreement on behalf of the City of Vernon. Motion carried.
''Warrant Register No. 272" covering claims and demands
presented during the period October 16 to 31, which includes Demands
Nos. 8-2715 to 8-2854 (both inclusive), except Demand No. 8-2782,
drm~ on the United California Bank, totaling $74,299.27 (Light and
Power Warrants $3,427.36) (Accounting Period November, 1968), was
examined and audited.
It was moved by Mailliard, seconded by Anderson, that
''1.varrant Register No. 272" be approved and payment authorized for
Demands Nos. 8-2715 to 8-2854 (both inclusive), with the exceptlon
of Demand No. 8-2782. Motion carried.

The Mayor announced that the Finance Committee would meet
on November 13, 1968 at 9:00 a.m. in the Council Chamber of the
City Hall for the purpose of discussing current matters, and will
be continued, if necessary, from time to time at the order of the
Chairman.
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
adjourn. Motion carried.
