19681119 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD NOVEMBER 19, 1968 AT TWO O'CLOCK P . M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Ybarra, seconded by Anderson, that minutes of the meeting of November 6, 1968 be approved as written and submitted. Motion carried. It was moved by Malburg, seconded by Mailliard, that Ordinance No. 797 receive a third and final reading by title. Motion carried. Ordinance No. 797 - An Ordinance of the City of Vernon granting a franchise to The Atchison, Topeka and Santa Fe Railway Company, a corporation, its successors and assigns to operate and rnaintain a spur track in, along, and across 46th Street in the City of Vernon, and repealing all ordinances or resolutions in conflict herewith, was read for a third and final reading by title. It was moved by Anderson, seconded by Ybarra, that Ordinance No. 797 receive and pass a third reading and be adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra Noes: None Absent: None Communication from A. F. Ferraris Wholesale Meats requesting a license to conduct a business of wholesale meats at 3305 E. Vernon Avenue, was read. It was moved by Mailliard, seconded by Ybarra, that the request of A. F. Ferraris Wholesale Meats be referred to the Building Department with power to act. Motion carried. Communication from Cal-Air Plating requesting a license to operate a metal plating plant at 2124 E. 51st Street, was read. It was moved by Mailliard, seconded by Ybarra, that the request of Cal-Air Plating be referred to the Building Department with power to act. Motion carried. Communication from Paul Gallego requesting a license to conduct a business of mechanical maintenance at 5220 Santa Fe Avenue, was read. It was moved by Mailliard, seconded by Ybarra, that the request of Paul Gallego be referred to the Building Department with power to act. Motion carried. Communication from TRW Inc. requesting a license to conduct a merchandise warehouse at 4770 Santa Fe Avenue, was read. :--' 4'~ ~."l C) I I ,n2- 11/19/68 It was moved by Mail1iard, seconded by Ybarra, that the request of TRW Inc. be referred to the Building Department with power to act. Motion carried. Communication from the Finance Committee, dated November 14, 1968, making certain recommendations with reference to city-owned house located at 3357 Fruitland Avenue, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mai11iard, that the recommendations of the Finance Committee, dated November 14, 1968, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated November 14, 1968, advising that F. W. Richter Associates has completed the reconstruction of 51st Street, Alameda Street to Santa Fe Avenue, in accordance with Contract No. 328, and recommending that the work be accepted and that authority be granted to pay the contractor in accordance with the terms of the agreement, was read. Resolution No. 2989 - A Resolution of the City Council of the City of Vernon, accepting the work for the reconstruction of 51st Street, Alameda Street to Santa Fe Avenue, in accordance with Contract No. 328 of the City of Vernon, was read. It was moved by Anderson, seconded by Mailliard, that Resolution No. 2989 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mai11iard, Malburg, Ybarra Noe s : None Absent: None Report of Health Department Activities for the month of October, 1968, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that Report of Health. Department Activities be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November 12, 1968, advising that he has suspended Officer D. K. Furlong, without pay, November 12, 13, 14, 15 and 16, 1968, for violation of Section 400.15 of the Police Department's Manual of Policy and Ethics, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that the action taken by the Police Chief be approved. Motion carried. Activity Log of the Police Department for the period November 1 to 15, 1968 inclusive, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Lt. B. G. Emrick, President of the Police Department Association, dated November 15, 1968, requesting, on behalf of the Vernon Police Officers' Benefit Fund, permission to use the Public Works Facility Lunchroom on Saturday, December 14, 1968, for the purpose of holding a Christmas Party for police officers' children, was read. (Copy to each member of the City Council) I I -3.. 11/19/68 It was moved by Malburg, seconded by Ybarra, that the Police Department Association be granted permission to use the Public Works Facility Lunchroom on Saturday, December 14, 1968, for the purpose of holding a Christmas Party for police officers' children, provided that certain measures are taken to insure the safety of the children as the Superintendent of the Water Department deems necessary. Motion carried. Communication from Los Angeles-Seattle Motor Express, Inc., dated November 15, 1968, requesting permission to use a 10' x 55' mobile office trailer on their property located at 5525 Santa Fe Avenue to provide temporary space for their line driver supervisors and their drivers' check-out room during demolition and construction on the property, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, tbat Los Angeles-Seattle Motor Express, Inc. be authorized to locate one 10' x 55' office trailer on their property located at 5525 Santa Fe Avenue, provided that said trailer is used only for the purposes as outlined in their letter dated November 15, 1968; provided that said trailer is not used for sleeping and/or cooking purposes; provided that the requirements of all City departments are complied with and that all necessary City permits are obtained; and with a stipulation that the maximum time limit that said trailer may be used shall be December 1, 1969. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated November 15, 1968, requesting authority to employ Mr. Jerald Ness as Utility Man IV, Step 5, effective November 18, 1968, was read. It was moved by Ybarra, seconded by Anderson, that the request of the Traffic Engineer, dated November 15, 1968, be approved. Motion carried. Communication was read from R. H. Bockhacker, Police Chief, dated November 18, 1968, requesting that the following personnel be advancedin grade, as indicated, effective December 1, 1968: D. K. Furlong to Policeman, Grade 1 J. L. Horton to Policeman, Grade 1 R. V. Sapp to Policeman, Grade 3 It was moved by Mailliard, seconded by Ybarra, that the request of the Police Chief, dated November 18, 1968, be approved. Motion carried. Resolution No. 2988 - A Resolution of the City Council of the City of Vernon, amending the rules and regulations respecting the distribution of electric energy supplied by the City of Vernon, was read. It was moved by Mailliard, seconded by Anderson, that Resolution No. 2988 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Mailliard, that flPayro1l Warrant Register No. 136" be approved and payment authorized for Demands Nos. 1499 to 1510 (both inclusive), with no exceptions. l1otion carried. It was moved by Anderson, seconded by Mai1liard, that "Warrant Register No. 273" be approved and payment authorized for Demands Nos. 8-2855 to 8-3049 (both inclusive), with no exceptions.
