MINUTES OF A REGUL\R MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD DECEMBER 17, 1963 AT TI~O O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Ybarra, that minutes
of the meeting of December 3, 1969 be approved as written and
submitted. Motion carried.
Communication from Hemphill Enterprises, Inc. requesting
a license to operate a publishing warehouse at 4547 E. 50th Street,
was read.
It was moved by Mailliard, seconded by Anderson, that the
request of Hemphill Enterprises, Inc. be referred to the Building
Department with power to act. Motion carried.
Communication from Juan & Martha Vega dba El Huapango
requesting a license to operate a restaurant at 4903 Santa Fe Avenue,
was read.
It was moved by Ybarra, seconded by Malburg, that the
request of Juan & Martha Vega dba El Huapango be referred to the
Police Department and tlle Health Department for investigation and
report. Motion carried.
Communication from R. H. Baker & Company, Inc., dated
December 6, 1968, with reference to the possibility of renting the
parking lot at the Boy Scout Hut, was read.
It was moved by Anderson, seconded by Ybarra, that R. H.
Baker & Company, Inc. be notified that the parking lot at the Boy
Scout Hut is not for rent. Motion carried.

of Resolution No. 2956 of the City Council of the City of South Gate
be received and filed. Motion carried.
Communication from the City of Huntington Park, dated
December 11, 1968, with reference to the possibility of expanding
law enforcement functions through the use of a helicopter patrol,
requesting that the Administrative Officer and the Chief of Police
be authorized to participate in developing a preliminary aerial
surveillance proposal for consideration by cities in the southeast
area, was read. (Copy to each member of the City Council)

Chief of Police be authorized to participate in developing a
preliminary aerial surveillance proposal for consideration by cities
in the southeast area. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated December 4, 1968, with reference to the request of United
States Steel Corporation that the City of Vernon adopt a Resolution
of Consent to the transfer of Lots 2 and 3 of Tract 8348 from
Huntington Park to Vernon pursuant to paragraph c, Section 35271 of
the Government Code, making certain specific recommendations relative
to this matter, was read. (Copy to each member of the City Council)

Communication from A. E. Nelson, Jr., City Engineer, dated
December 11, 1968, requesting aut~ority to employ Adrian Yasutake,
pending satisfactory completion of physical examination, as
Engineering Aide II, Step 4, effective approximately January 2,
1969; and requesting authority to purchase drafting desk, chair and
drafting machine for the use of this employee at an estimated cost
of $975.00, was read.
It was moved by Mailliard, seconded by Anderson, that the
requests of the City Engineer, dated December 11, 196B, be approved.
Motion carried.
Communication from R. H. King, Superintendent of the Water
Department, dated December 12, 1968, requesting aut~ority to advance
certain employees as listed, effective January 1, 1969; and
requesting authority to reclassify one employee on the basis of
increased responsibility, effective January 1, 1969, was read.

It was moved by Ybarra, seconded by Mailliard, that the
requests of the Superintendent of the Water Department, dated
December 12, 1968, be approved. Motion carried.
Communication from Pres Sanchez, Utility Man III, dated
December 12, 1968, requesting that he be reimbursed the sum of $9.00
from the Education and Training Budget appropriation for a course
entitled ''Water Treatment" at Citrus College, together with recom-
mendation for approval by the Superintendent of the Water Department,
was read.
It was moved by Malburg, seconded by Anderson, that the
recommendation of the Superintendent of the Water Department, dated
December 12, 1968, be approved and authority granted to issue warrant
in the amount of $9.00 to Pres Sanchez. Motion carried.
Communication from L. C. Husted, Fire Chief, dated December
12, 1968, requesting permission for Mr. R. H. King, Superintendent
of the Water Department, and himself to attend a meeting with repre-
sentatives of the American Insurance Association in San Francisco
on December 18, 1968, with a total expense allowance of $80.00, was
read.

It was moved by Ybarra, seconded by Malburg, that the
request of the Fire Chief, dated December 12, 1968, be approved and
authority granted to issue warrant in the amount of $80.00 to L. C.
Husted. Motion carried.
Communication from L. C. Husted, Fire Chief, dated December
13, 1968, requesting authority to advance certain employees as
listed, effective January 1, 1969, was read. (Copy to each member
of the City Council)
It was moved by Mai11iard, seconded by Anderson, that the
request of the Fire Chief, dated December 13, 1968, be approved.
Motion carried.
Report of Health Department Activities for the month of
November, 1968, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Ybarra, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
December 6, 1968, requesting that he be reimbursed the sum of $147.00
for expenses incurred in attending the Governor's Traffic Safety
Conference at Sacramento, California, on December 12 & 13, 1968, was
read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated December 6, 1968, be approved
and authority granted to issue warrant in the amount of $147.00 to
R. H. Bockhacker. MOtion carried.
Activity Log of the Police Department for the period
December 1 to 15, 1968, inclusive, was presented.
It was moved by Ybarra, seconded by Malburg, that Activity
Log of the Police Department be received and filed. Motion carried.
Claim for Damages against the City of Vernon, dated
December 13, 1968, by William A. Pav10ff for repair of vehicle and
personal injury, was presented~ (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Anderson, that Claim
for Damages against the City of Vernon, dated December 13, 1968, by
William A. Pavloff, be denied and referred to the City Attorney and
the City's insurance carrier for necessary action. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
December 16, 1968, requesting that J. L. Chavez be advanced to
Policeman, Grade 1, and J. E. Prahm to Policeman, Grade 2, effective
January 1, 1969, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of the Police Chief, dated December 16, 1968, be approved.

Communication from V. R. Bush, Superintendent of Building,
dated December 17, 1968, recommending that F. W. Sumner be advanced
from Building Inspector, Grade 1, to Senior Building Inspector,
Grade 3, effective January 1, 1969, was read.
It was moved by Mai1liard, seconded by Ybarra, that the
recommendation of the Superintendent of Building, dated December 17,
1968, be approved. Motion carried.
Resolution No. 2991 - A Resolution of the City Council of
the City of Vernon, extending its condolence on the passing of
Lastenia M. Ybarra, a resident of the City of Vernon, was read.
It was moved by Malburg, seconded by Anderson, that
Resolution No. 2991 be approved and adopted. Motion carried.

"Payroll Warrant Register No. 137" covering claims and
demands presented during the period November 1 to November 30, which
includes Demands Nos. 1Sll to 1519 (both inclusive), drawn on the
Crocker-Citizens National Bank, totaling $271,311.34 (Accounting
Period November, 1968), was examined and audited.
It was moved by Mail1iard, seconded by Ybarra, that
"Payroll ttJarrant Register No. 137" be approved and payment authorized
for Demands Nos. 1511 to 1519 (both inclusive), with no exceptions.
Motion carried.

pr.esented during the period December 1 to December 15, which includes

$993,352.51) (Accounting Period December, 1968), was examined and
audited.
It was moved by Mai1liard, seconded by Ybarra, that
"Warrant Register No. 275" be approved and payment authorized for
Demands Nos. 8-3141 to 8-3327 (both inclusive), with no exceptions.
Motion carried.

meeting adjourn until Friday, December 20,1968, at 9 o'clock a.m.,
