MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY 21, 1969 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mai11iard, seconded by Ybarra, that minutes
of the meeting of January 7, 1969 be approved as written and
submitted. Motion carried.
Comw.unication from Envelope Manufacturing of America, Inc.
requesting a license to conduct a business of envelope manufacturing
3nd imprinting at 5024 Hampton Street, was read.

request of Envelope Manufacturing of America, Inc. be referred to
the Building Department with power to act. Motion carried.
Communication from Consolidated Fibers reque3ting a license
to store baled waste paper at 2726 Fruitland Avenue, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of Consolidated Fibers be referred to the Building Department
with power to act. Motion carried.
Communication from F. & F. Laboratories requesting a
license to conduct a warehouse business at 2929 E. 50th Street, was
read.
It was moved by Anderson, seconded by Ybarra, that the
request of F. & F. Laboratories be referred to the Building Depart-
ment with power to act. Motion carried.
Communication from Paddy Wagon Catering requesting a
license to operate a mobile catering vehicle in the City of Vernon,
was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Paddy Wagon Catering be approved and license granted.
Motion carried.
Communication from the California Highway Commission,
dated January 6, 1969, transmitting a copy of a resolution Restating
Procedure Relative to Adoption of Freeway Locations by the California
Highway Commission, which was adopted by the Commission on December
13, 1968, was read. (Copy to each member of the City Council)
It was moved by Mail1iard, seconded by Ybarra, that communi-
cation from the California Highway Commission, dated January 6, 1969,
together with transmittal, be received and filed. Motion carried.
Communication from the City of Burbank, dated January 8,
1969, with reference to property tax reform, transmitting a copy of
its Resolution No. 15,057 urging study and legislation on county
services and transmitting a copy of a report prepared by its City
Manager pertaining to services provided by the County of Los Angeles,

Communication from the Building Industry Association of
California, Inc., dated January 10, 1969, transmitting a copy of
its resolution regarding competitive bidding, was read. (Copy to
each member of the City Council)
It was moved by Mai11iard, seconded by Ybarra, that communi-
cation from the Building Industry Association of California, Inc.,
datt~d January 10, 1969, together with transmittal, be received and
filed. Motion carried.
Communication from the Los Angeles County Association of
Planning Officials, dated January 13, 1969, transmitting a copy of
proposed changes in the Bylaws of the Association which have been
rlpp'~oved by the Association's Steering Committee, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that D. D.
Grayson, Traffic Engineer, be authorized to vote in favor of the
proposed changes in the Bylaws of the Los Angeles County Association
of Planning Officials at the general membership meeting to be held
on February 27, 1969. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
Janu-f~ry 9, 1969, requesting authority to purchase a model VPG 160
Wacker Compactor at a cost of approxLmate1y $650.00, was read.
It was moved by Mai1liard, seconded by Anderson, that the
request of the Traffic Engineer, dated January 9, 1969, be approved.

Communication from D. D. Grayson, Traffic Engineer, dated
January 15, 1969, requesting authority to advance Charles R.
Kingston to Utility Man IV, Step 3, effective February 1, 1969, was

r.equest of the Traffic Engineer, dated January 15, 1969, be approved.

January 16, 1969, requesting authority to attend the California

Communication from A. E, Nelson, Jr., City Engineer, dated
January 16, 1969, requesting authority to attend the California
Street and Highway Conference at Los Angeles from January 30 to
February 1, 1969, with an expense allowance of $29.00, was read.

It was moved by Mailliard, seconded by Ybarra, that the
request of the City Engineer, dated January 16, 1969, be approved
and authority granted to issue warrant in the amount of $29.00 to
A, E. Nelson, Jr. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
January 9, 1969, transmitting a proposed agreement between the City
of Los Angeles and the City of Vernon providing for the design of a
lateral storm drain in Washington Boulevard, City of Vernon, by the
City of Los Angeles and incorporation of this lateral into Los
Angeles County Flood Control District Storm Drain Bond Issue Project
No. 5206; and recommending that the agreement be approved and that
the Mayor and the City Clerk be authorized to execute the document
on behalf of the City, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the City Engineer, dated January 9, 1969, be
approved; and that the Mayor and the City Clerk be authorized to
execute, on behalf of the City of Vernon, agreement between the
City of Los Angeles and the City of Vernon relative to Los Angeles
County Flood Control District Storm Drain Bond Issue Project No.
5206. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated January 17, 1969, requesting authority for Louis S. Hauger
to attend the Health Physics Society Midyear Symposium at the
Ambassador Hotel, Los Angeles, from January 28 to 31, 1969, inclusive~
with an expense allowance of $46.00, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Health Officer, dated January 17, 1969, be approved
a~d authority granted to issue warrant in the amount of $46.00 to
Louis S. Hauger. Motion carried.
Report of Health Department Activities for the month of
December, 1968, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Ybarra, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from R. H. King, Superintendent of the Water
Depa.rtment, dated January 15, 1969, reconnnending that Terrell W.
Gr~8ham~ Utility t1an IV, be transferred from the Traffic Engineering
&nd Street Department to the Water Department per Gresham's request,
and that he be assigned to the Warehouse and Shops Section, was
read. (Approved by the Traffic Engineer) (Copy to each member of

It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Superintendent of the Water Department, dated
January l5~ 1969, be approved. Motion carried.
Communication from R. H~ King, Superintendent of the Water
Department, dated January 16, 1969, submitting Contract No. 339 for
ltJater Main Lining - Phase II, and recommending that it be approved
and that authority be granted to advertise for bids, was read.
Resolution No. 2995 - A Resolution of the City Council of
the City of Vernon, approving Contract No. 339 for Water Main Lining -
Phase II, and directing the giving of notice inviting sealed proposals
or bids in nccordance with Contract No. 339 of the Citv of Vernon,

It was moved by Anderson, seconded by Ybarra, that
Resolution No. 2995 be approved and adopted. Motion carried.

Communication from L. C. Husted, Fire Chief, dated January
16, 1969, requesting that certain personnel as listed be advanced
from Hosemen Grade 4 to Grade 3, effective February 1, 1969, was

It was moved by Anderson, seconded by Ybarra, that the
request of the Fire Chief, dated January 16, 1969, be approved.

Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated January 14, 1969, transmitting a list of records which
are recommended for immediate destruction, and recommending that a
~esolution be adopted authorizing the destruction of these ~ecords,

Resolution No. 2994 - A Resolution of the City Council of
the City of Vernon, authorizing the destruction of certain City
records, documents, instruments, books, and papers pursuant to
Government Code S~ction 34090, was read.
It was moved by Ybarra, seconded by Anderson, that
Resolution No. 2994 be approved and adopted. Motion carried.

ComrJunication from R. H. Bockhacker, Police Chief, dated
January 16, 1969, requesting that G. M. Alverez be advanced to
Policeman, Grade 2, and J. R. Parrino to Policeman, Grade 3,
effective February 1, 1969, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of the Police Chief, dated January 16, 1969, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 16, 1969, recommending that Lt. M. deRuyter be reimbursed
the sum of $11.70 from the Education and Training Budget appropri-
ation for a course in Police Science at California State College at
Los Angeles, was read.
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Police Chief, dated January 16, 1969, be approveci
and authority granted to issue warrant in the amount of $11.70 to
M. deRuyter. Motion carried.
Communication from V. R. Bush, Superintendent of Building,
dated January 16, 1969, requesting that Alfred D. Hillberry be
employed as Building Inspector, Grade 2, effective February 1, 1969,
and that he be authorized an auto allowance of $75.00 per month, was
read.

It was moved by Mailliard, seconded by Anderson, that the
request of the Superintendent of Building, dated January 16, 1969,
be denied as Mr. Alfred D. Hillberry did not satisfactorily pass
the required physical examination. Motion carried.
Activity Log of the Police Department for the period
January 1 to 15, 1969 inclusive, was presented.
It was moved by Anderson, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from R. H. King, Superintendent of the Water
Department, dated January 17, 1969, requesting authority to attend
the California MUnicipal Utilities Association meeting in Riverside,
California, from February 24 to 26, 1969, with an expense allowance
of $125.00, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Superintendent of the Water Department, dated January
17, 1969, be approved and authority granted to issue warrant in the
amount of $125.00 to R. H. King. Motion carried.
Communication from Marketing Promotions Incorporated
requesting a license to conduct a business of distributing
merchandise through the drug trade at 2410 E. 38th Street, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of Marketing Promotions Incorporated be referred to the
Building Department with power to act. Motion carried.
Communication from F. A. Ziemer, City Clerk - Director of
Finance, dated January 17, 1969, with reference to proposed exami-
nation of the records of the State Board of Equalization at
Sacramento pertaining to sales and use taxes collected by said
Board for the City of Vernon, making certain recommendations in
connection therewith, was read. (Copy to each member of the City
Council)
It was moved by Mailliard, seconded by Ybarra, that F. A.
Ziemer and/or L. R. Burch and/or G. G. Skalsky be authorized to
examine the records of the State Board of Equalization at Sacramento
pertaining to sales and use taxes collected by said Board for the
City of Vernon; that said examination be made at a time convenient
to the City Clerk's Office and to the State Board of Equalization;
and that necessary expenses involved in connection with said
examination be authorized. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 17, 1969, transmitting agreement for special legal counsel
in connection with the proposed acquisition and improvement of
streets and other facilities in the Central Manufacturing District
area; and recommending that the agreement be approved and that the
Mayor and the City Clerk be authorized to execute same on behalf
of the City of Vernon, was read. (Copy to each member of the City
Council)
Resolution No. 2997 - A Resolution of the City Council of
the City of Vernon, approving and ordering the execution of a
contract employing special attorneys, was read.

Communication from D. D. Grayson, Traffic Engineer, dated
January 17, 1969, recommending that authority be granted to remove
twenty incandescent fixtures and to install twenty-four mercury
vapor fixtures on Fruitland Avenue between Santa Fe Avenue and
Downey Road, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mai11iard, that the
recommendation of the Traffic Engineer, dated January 17, 1969, be
approved. Motion carried.
Communication from Paul P. Hendricks, Consulting Electrical
Engineer, dated January 17, 1969, transmitting a list of bids
received for 26 surplus 69 KV circuit breakers, and recommending
that the 26 surplus 69 KV circuit breakers be sold to the highest
bidder, Rosen's Electrical Equipment Company, Inc., at a per unit
price of $126.50, was read. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Anderson, that the
recommendation of the Consulting Electrical Engineer, dated January
17, 1969, be approved. Motion carried.
Communication from Chuck's Catering requesting a license
to operate a catering vehicle in the City of Vernon, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of Chuck's Catering be referred to the Health Department and
the Fire Department with power to act. Motion carried.
Communication from R. J. Furlong, Director of Civil
Defense, dated January 17, 1969, requesting authority for G. G.
Skalsky, Assistant Director of Civil Defense, to attend the
California Civil Defense Association Annual Conference at So. Lake
Tahoe, California, from February 5 to 7, 1969, with an expense
allowance of $136.10, was read.
It was moved by Mai11iard, seconded by Anderson, that the
request of the Director of Civil Defense, dated January 17, 1969, be
approved and authority granted to issue warrant in the amount of
$136.10 to G. G. Skalsky. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 20, 1969, transmitting a proposed agreement for special
assessment engineering services in connection with the proposed
acquisition and improvement of streets and other facilities in the
Central Manufacturing District area; and recommending that the
agreement be approved and that the Mayor and the City Clerk be
authorized to execute same on behalf of the City of Vernon, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
recommendation of the Traffic Engineer, dated January 20, 1969, be
approved; and that the Mayor and the City Clerk be authorized to
execute, on behalf of the City of Vernon, agreement between the City
of Vernon and Lawrence J. Thompson, Inc. providing for special

assessment engineering services in connection with the proposed
acquisition and improvement of streets and other facilities in the
Central Manufacturing District area. Motion carried.
Communication from Miss Charleen Klick, dated January 17,
1969, requesting permission to rent a two-bedroom or three-bedroom
city-owned house on Furlong Place when one becomes available, was
read.
It was moved by Mailliard, seconded by Ybarra, that
communication from Miss Charleen Klick, dated January 17, 1969, be
received and filed for future consideration. Motion carried.
Discussion was held with reference to shifts worked during
the "flu" emergency by certain Fire Department personnel in addition
to their regular shifts.
It was moved by Ybarra, seconded by Mailliard, that Fire
Department personnel who worked additional shifts during the "flu"
emergency be compensated the sum of $25.00 per additional shift per
man as a token of appreciation by the City Council; and that this
action taken by the City Council does not constitute a precedent
or a change in City policy relative to working overtime in emergencies
Motion carried.
Resolution No. 2996 - A Resolution of the City Council of
the City of Vernon, fixing the time and place of hearing and
prescribing the notice to be given, and declaring a newspaper of
general circulation within the City of Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that
Resolution No. 2996 be approved and adopted. Motion carried.

"Payroll Warrant Register No. 138" covering claims and
demands presented during the period December 1 to December 31, which
includes Demands Nos. 1520 to 1528 (both inclusive), drawn on the
Crocker-Citizens National Bank, totaling $271,898.83 (Accounting
Period December, 1968), was examined and audited.
It was moved by Mailliard, seconded by Ybarra, that
"Payroll Warrant Register No. 138" be approved and payment authorized
for Demands Nos. 1520 to 1528 (both inclusive), with no exceptions.
