19690204 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD FEBRUARY 4, 1969 AT TWO O'CLOCK P.M. IN THE COUNCIL CR.AMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE 9 VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Mai11iard, seconded by Ybarra, that minutes of the meeting of January 21, 1969 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for Water Main Lining - Phase II, in accordance with Contract No. 339. It was moved by Malburg, seconded by Anderson, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Raymond International Inc. Pipe Linings Inc. $ 165,061.16 96,471.72 It was moved by Mai1liard, seconded by Ybarra, that bids received for Water Main Lining - Phase II, in accordance with Contract No. 339, be referred to the Superintendent of the Water Department D.nd the City Attorney for checking and report. Motion carried. Communication from Purity Metals requesting a license to operate a chemistry laboratory at 2715 E. 37th Street, was read. It was moved by Ybarra, seconded by Anderson, that the request of Purity Metals be referred to the Building Department with power to act. Motion carried. Communication from J & B Distributors requesting a license to conduct a business of wholesale distribution of chemical products 8.t 5l~08 Santa Fe Avenue, was read. It was moved by Ybarra, seconded by Anderson, that the request of J & B Distributors be referred to the Building Department with power to act. Motion carried. Co~~unication from Mid-Pacific Forwarding Co., Inc. requesting a license to conduct a business of freight forwarding at 2622 So. Alameda Street, was read. It was moved by Ybarra, seconded by Anderson, that the request of Mid-Pacific Forwarding Co., Inc. be referred to the Building Department with power to act. Motion carried. Communication from Precision Aluminum Sawing Service requesting a license to conduct a business of aluminum sawing and cutting at 3293 E. Slauson Avenue, was read. Communication from Borg-Warner Pipe & Products, dated January 28, 1969, expressing sincere appreciation to the Vernon Fire Department for their cooperation during the recent rain, was read. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Mai1liard, that communication from Borg-Warner Pipe & Products, dated January 28, 1969, be received and filed. Motion carried. Communication from the City of Huntington Park, dated January 22, 1969, transmitting a certified copy of Resolution No. 69-8 initiating proceedings for the transfer of certain uninhabited territory from the City of Huntington Park to the City of Vernon, adopted by the City Council of the City of Huntington Park at a regular meeting held January 20, 1969, was read. Resolution No. 2998 - A Resolution of the City Council of the City of Vernon consenting to the transfer of certain uninhabited territory in the City of Huntington Park to the City of Vernon pursuant to the provisions of Article 4.5 of Chapter 1, Part 2, Division 2, Title 4 of the Government Code of the State of California, was read. It was moved by Mailliard, seconded by Anderson, that Resolution No. 2998 be approved and adopted. MOtion carried. It was moved by Mailliard, seconded by Ybarra, that copy of Resolution No. 4365 of the City of Daly City be received and filed. Motion carried. Copy of Resolution No. 2115 of the City Council of the City of Indio, California requesting the initiation of new legislation to revise or amend existing inequities in the laws of the State of California pertaining to assessing and taxing of real property, was presented. It was moved by Mail1iard, seconded by Ybarra, that copy of Resolution No. 2115 of the City Council of the City of Indio, California be received and filed. MOtion carried. Copy of Resolution No. 9641 of the City Council of the City of Compton urging study and legislation of county services, was presented. It was moved by Mailliard, seconded by Anderson, that copy of Resolution No. 9641 of the City Council of the City of Compton be received and filed. Motion carried. It was moved by Malburg, seconded by Ybarra, that copy of Resolution No. 2502 of the City Council of the City of Gardena, California be received and filed. Motion carried. Communication from California Mission Country Visitors Association, Ltd., dated January 22, 1969, with reference to historical sites in Vernon suitable for marking with an appropriate mp~:r:ker, requesting that a staff member be assigned to assist in this project, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that communi- cation from California Mission Country Visitors A.ssociation, Ltd.~ dated January 22, 1969, be referred to the City Engineer for neces- sary action. Motion carried. Communication from the State Division of Highways, dated January 22, 1969, transmitting a copy of the 1968 Study and Report as directed by Section 256 of the Streets and Highways Code, a revie\>l of the progress made in developing the California Freeway and Expressway System and the entire State Highway System, and revisions that should be made in these systems, was read. It was moved by Ybarra, seconded by Anderson, that communi~' cation from the State Division of Highways, dated January 22, 1969, together with transmittal, be referred to the Traffic Engineer for study. Motion carried. Communication from Southern California Edison Company, dated January 10, 1969, transmitting Grant of Easement, in duplicate~ for execution by the City of Vernon, from Charles Pfizer & Company to the City of Vernon covering a portion of a tie-line necessary to be constructed in order to remove the two l6-KV circuits from Bandini Substation, was read. It was moved by Malburg, seconded by Mailliard, that the Mayor and the City Clerk be authorized to execute acceptance of the Grant of Easement, in duplicate, from Charles Pfizer & Company to the City of Vernon covering a portion of a tie-line necessary to be constructed in order to remove the two l6-KV circuits from Bandini Substation; and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Corrrounication from D. D. Grayson, Traffic Engineer, dated January 29, 1969; transmitting a Grant Deed for street purposes from Market Confections, Incorporated covering a portion of Bandini Boulevard; and recommending that the Grant Deed be accepted and that the grantor be advised of the official recordation, was read. It was moved by Ybarra, seconded by Anderson, that Grant Deed be accepted from Market Confections, Incorporated and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Grayson, Traffic Engineer, dated January 29, 1969, transmitting a Grant Deed from the Abe Lutz Trust co the City of Vernon covering certain property located at the corner of 26th Street and Santa Fe Avenue; and recommending that this deed be accepted and that the Mayor and the City Clerk be authorized to execute a Certificate of Acceptance, was read. It was moved by Mai11iard, seconded by Ybarra, that Grant DGed be accepted from Abe Lutz Trust and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, dated Janu8I"Y 28, 1969, transmitting an agreement betw'een the City of Vernan and Triangle Steel and Supply Company, Inc. for the extensic~ of the sewer in 26th Street, and recommending that the agreement be executed by the City, was read. (Copy to each member of the City Council) It was moved by Mai11iard, seconded by Anderson, that the Mayor and the City Clerk be authorized to execute, on behalf of the City of Vernon, agreement between the City of Vernon and Triangle Steel and Supply Company, Inc. for the extension of the sewer in 26th Street. Motion carried. Communication from L. C. Husted, Fire Chief, dated Jan.uary 20, 1969, requesting authority for Robert J. Glassner to attend the Electrical Industrial Technical Conference in San Francisco from :ebruary 12 to 14, 1969, with an expense allowance of $99.87, was read. It was moved by Anderson, seconded by Mai11iard, that the request of the Fire Chief, dated January 20s 1969, be approved and authority granted to issue warrant in the amount of $99.87 to Robert J. Glassner. Motion carried. Communication from L. C. Husted, Fire Chief, dated January 29, 1969, requesting that J. W. B1aut be re~bursed the sum of $7.50 from the Education and Training Budget appropriation for a Fire Science course at Rio Hondo Junior College, was read. It was moved by Ma1b~rg, seconded by Ybarra, that the request of the Fire Chief, dated January 29, 1969, be approved and authority granted to issue warrant in the amount of $7.50 to J. W. B1aut. Motion carried. Activity Log of the Police Department for the period January 16 to 31, 1969 inclusive, was presented. It was moved by Anderson, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Pacific Inp1ant Catering requesting a license to conduct a restaurant at 3760 Jewel Avenue, was read. It was moved by Malburg, seconded by Anderson, that the request of Pacific Inp1ant Catering be referred to the Building Department with power to act. Motion carried. It was moved by Malburg, seconded by Anderson, that the request of Eagle Rubber Co., Inc. be referred to the Building Department with power to act. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated January 31, 1969, recommending that Officer C. Kemp be reimbursed the sum of $91.28 from the Education and Training Budget appropri- ation for courses in Police Science at Western State University, was read. It was moved by Mailliard, seconded by Ybarra, that the recommendation of the Police Chief, dated January 31, 1969, be approved and authority granted to issue warrant in the amount of $91.28 to C. Kemp. Motion carried. Communication from Norris Industries, dated February 3, 1969, requesting that permission to use a trailer for an office at 4900 So. Boyle Avenue be extended for the period of one year, was read. It was moved by Anderson, seconded by Mail1iard: that Korris Industries be authorized to use an office trailer at 4900 So. Dayle Avenue on a temporary basis for an additional period of one year, maximum time limit shall be February 1, 1970, subject to all other conditions established by the City Council at its meeting held January 17, 1967. Motion carried. Communication from John E. Dean Construction Company requesting a license to conduct a business of general contracting at 4179 E. Bandini Blvd., was read. It was moved by Malburg, seconded by Anderson, that the request of John E. Dean Construction Company be referred to the Building Department with power to act. Motion carried. ''Warrant Register No. 278" covering claims and demands presented during the period January 16 to 31, which includes Den~nds Nos. 9-181 to 9-370 (both inclusive) drawn on the United California Bank, totaling $45,605.29 (Light and Power Warrants $2,304.66) (Accounting Period February, 1969), was examined and audited. It was moved by Mailliard, seconded by Anderson, that il~';arrant Register No. 278" be approved and payment authorized for Demands Nos. 9-181 to 9-370 (both inclusive), with no exceptions. Motion carried.
