MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 4, 1969 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE9 VERNON 11 CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Anderson, that
minutes of the meeting of February 18, 1969 be approved as written
and submitted. Motion carried.
Communication from Survall Packing Co. requesting a
license to conduct a cattle feeding brokerage business at 2833
Leonis Blvd., was read.
Councilman Malburg, disclosed that he is the owner of the
property located at 2833 Leonis Blvd.
It was moved by Anderson, seconded by Ybarra, that tbe
request of Surval1 Packing Company be approved and license granted.
Motion carried.
Communication from G1enbrook Laboratories Division
requesting a license to conduct a business of warehousing and
shipping at 3155 Leonis Blvd., was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Glenbrook Laboratories Division be referred to the Building
Department with power to act. Motion carried.
Communication from Lancer Foods requesting a license to
conduct a wbolesale meat business at 3305 E. Vernon Avenue, was read.
It was moved by Malburg, seconded by Anderson, that the
request of Lancer Foods be referred to the Building Department with
power to act. Motion carried.
Communication from Commercial Industrial Insurance
Associates requesting a license to conduct an insurance business at
2455 E. 27th Street, was read.
It was moved by Ybarra, seconded by Malburg, that the
request of Commercial Industrial Insurance Associates be referred to
the Building Department with power to act. Motion carried.
Communication from Reliable Loading and Unloading Service
requesting a license to conduct a business of loading and unloading
service at 4224 District Blvd., was read.
It was moved by Anderson, seconded by Ybarra, that the
request of Reliable Loading and Unloading Service be referred to the
Building Department with power to act. Motion carried.
Communication from Milton Service requesting a license to
operate a repair service business at 3290 E. Vernon Avenue, was read.

request of Milton Service be referred to the Building Department with
power to act. Motion carried.
Communication from Southwest Processors requesting a
license to conduct a business of grease processing at 4065 Bandini
Blvd., was read.
It was moved by Anderson, seconded by Ybarra, that the
request of Southwest Processors be referred to the Building Depart-
ment with power to act. Motion carried.
Communication from Transportation Services requesting a
license to conduct a business of bookkeeping services at 4520
Maywood Avenue, was read.

Communication from the Division of Highways, dated February
14, 1969, transmitting the Second Quadrennial County Roads and City
Streets Progress and Needs Report prepared in conformance with
Section 2156 of the Streets and Highways Code, was read.
It was moved by Ybarra, seconded by Anderson, that communi-
cation from the Division of Highways, dated February 14, 1969,
together with transmittal, be referred to the Traffic Engineer for
study. Motion carried.
Communication from the County of Los Angeles, Office of the
District Attorney, dated January 4, 1969, transmitting a program of
Legislative Proposals, and requesting support of this program, was
read. (Copy to each member of the City Council)
Resolution No. 3001 - A Resolution of the City Council of
the City of Vernon, urging the adoption of the Los Angeles County
District Attorney's recommendations for Legislative Proposals, was
read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 3001 be approved and adopted. Motion carried.

Copy of Resolution No. C-20389 of the City Council of the
City of Long Beach expressing its disapproval of, and vigorous
opposition to, minors being permitted to cross the Mexican border
into Mexico, unless they are accompanied by a responsible adult,
was presented.

It was moved by Mai.1Iiard, seconded by Ybarra, that copy
of Resolution No. C-20389 of the City Council of the City of Long
Beach be received and filed. MOtion carried.
Copy of Resolution No. 5937 of the City Council of the
City of Inglewood, California, in opposition to the latest consoli-
dation plan submitted to the State Legislature as Assembly Bill No.
238, was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that copy
of Resolution No. 5937 of the City Council of the City of Inglewood,
California, be referred to the City Attorney for study. Motion
carried.
Copy of Resolution No. 69-11 of the City Council of the
City of Rosemead concerning the allocation of county expenditures
to contract cities, was presented.
It was moved by Malburg, seconded by Ybarra, that copy of
Resolution No. 69-11 of the City Council of the City of Rosemead be
received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 20, 1969, requesting authority to promote Officer R. N.
Graham to Sergeant, Grade 4, effective March 1, 1969; and requesting
that lease agreement between the City of Vernon and Officer Graham
covering a Harley-Davidson motorcycle, Engine No. FL-8758, be
cancelled, effective at the close of business on February 28, 1969,
was read.
It was moved by Anderson, seconded by Ybarra, that the
requests of the Police Chief, dated February 20, 1969, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 25, 1969, advising that Charles J. Allen has been detailed
to the motor squad effective March 1, 1969, replacing Sergeant R.
Graham; and requesting that lease agreement, as submitted, between
the City of Vernon and Officer Allen for one 1966 Harley-Davidson
motorcycle, Engine No. FL-8758, be approved, effective March 1,
1969, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated February 25, 1969, be approved
and that the Mayor and the City Clerk be authorized to execute new
lease agreement on behalf of the City of Vernon. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 25, 1969, requesting that lease agreement between the City
of Vernon and Sergeant George W. Walter for one 1965 Harley-Davidson
motorcycle, Engine No. FL-3756, be terminated; and requesting that
new lease agreement, as submitted, between the City of Vernon and
Sergeant George W. Walter for one 1968 Harley-Davidson motorcycle,
Engine No. 68FLH2448, be approved, effective March 1, 1969, was read.
It was moved by Malburg, seconded by Ybarra, that the
requests of the Police Chief, dated February 25, 1969, be approved
and that the Mayor and the City Clerk be authorized to execute new
lease agreement on behalf of the City of Vernon. Motion carried.

Communication from R. H. Bockhacker, Police
February 24, 1969, recommending that Officer Brummett
on the payroll until April 29, 1969, was read. (Copy
of the City Council)

Chief Bockhacker made an oral request that his recommenda-
tion of February 24, 1969 be amended to state that Officer Brummett
be retained on the payroll until April 29, 1969, or until such
earlier date as Officer Brummett is retired.
It was moved by Mailliard, seconded by Anderson, that the
recommendation of the Police Chief, dated February 24, 1969, as
amended, be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 26, 1969, requesting authority to attend the University of
Southern California for a course in Police Executive Leadership at
a cost of $375.00, was read. (Copy to each member of the City
Council)
It was moved by Mailliard, seconded by Ybarra, that the
request of tl~e Police Chief, dated February 26, 1969, be approved
and authority granted to issue warrant in the amount of $375.00 to
the University of Southern California. Motion carried.
Activity Log of the Police Department for the period
February 16 to 28, 1969, inclusive, was presented.
It was moved by Anderson, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, dated February 27, 1969, transmitting a copy of
Ordinance No. 798 for consideration, was read. (Copy of letter and
Ordinance No. 798 to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 798 be read by title for a first reading. Motion
carried.
Ordinance No. 798 - An Ordinance of the City of Vernon,
relating to civil defense and disaster, was read by title for a
first reading.
It was moved by Mailliard, seconded by Malburg, that
Ordinance No. 798 receive and pass a first reading. Motion carried.

Communication from Robert Kingston, Utility Man, dated
February 21, 1969, tendering his resignation effective at the close
of the business day on March 7, 1969, was read. (Copy to each member
of the City Council)
Communication from D. D. Grayson, Traffic Engineer, dated
February 21, 1969, recommending that the resignation of Mr. Charles
R. Kingston be accepted, effective at the close of business on
March 7, 1969, was read.

resignation of Mr. Charles R. Kingston be accepted effective at the
close of business on March 7~ 1969. Motion carried.
Communication from L. C. Husted, Fire Chief, dated February
14, 1969, requesting authority for Louis C. Matteson to attend the
Fire Prevention Seminar at Davis, California from March 17 to 21,
1969, with an expense allowance of $167.20, was read.
It was moved by Mai1liard, seconded by Anderson, that the
request of the Fire Chief, dated February 14, 1969, be approved and
authority granted to issue warrant in the amount of $167.20 to
Louis C. Matteson. Motion carried.
Copy of Resolution No. 2510 of the City Council of the City
of Gardena, California, opposing Senate Bill No. 6 establishing
airport height zoning restriction, was presented.
It was moved by Malburg, seconded by Ybarra, that copy of
Resolution No. 2510 of the City Council of the City of Gardena,
California, be received and filed. Motion carried.
Copy of Resolution No. C-204ll of the Council of the City
of Long Beach urging study and legislation on county services, was
presented.
It was moved by Mailliard, seconded by Ybarra, that copy
of Resolution No. C-204ll of the Council of the City of Long Beach
be received and filed. Motion carried.
Communication from R. H. King, Superintendent of the Water
Department, dated March 3, 1969, requesting authority to attend the
American Water Works Association Legislative Workshop at the Senator
Hotel, Sacramento, California, on April 15, 1969, with an expense
allowance of $46.48, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Superintendent of the Water Department, dated March 3,
1969, be approved and authority granted to issue warrant in the amount
of $46.48 to R. H. King. Motion carried.
Communication from L. C. Husted, Fire Chief, dated February
28, 1969, requesting that Fireman David W. Perkins be authorized the
sum of $100.00 from the Education and Training Budget appropriation
for the remaining fiscal year, plus $100.00 every six months there-
after until he obtains his Bachelor of Science Degree in the field
of Public Administration, was read. (Copy to each member of the
City Council)
It was moved by Mailliard, seconded by Ybarra, that
authority be granted to issue warrant in the amount of $100.00
from the Education and Training Budget appropriation to David W.
Perkins for courses at the University of Southern California covering
the remaining fiscal year; and that any further financial assistance
to Fireman Perkins from the Education and Training Budget appropri-
ation be only upon the recommendation of the Fire Chief at eligible
six month periods. Motion carried.

Communication from The d-Con Company, Inc. requesting a
license to conduct a warehouse business at 4802 Loma Vista Avenue,
was read.
It was moved by Mailliard, seconded by Anderson, that
request of The d-Con Company, Inc. be referred to the Building
Department with power to act. Motion carried.
Communication from D. D. Grayson, Traffic Engineer,
dated March 3, 1969, transmitting a report on the Traffic Safety
Program of the calendar year 1968 for review, was read. (Copy of
report to each member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that report
on the Traffic Safety Program of the calendar year 1968 be received
for study. Motion carried.
Communication from Byron Jackson Pump Division, Borg Warner
Corporation, dated March 3, 1969, requesting permission to locate
one 10' x 30' office mobile trailer unit on property located at 2300 '
E. Vernon Avenue for a period of not less than 6 months nor exceed5.ng
12 months to accommodate Engineering Seal Test Personnel for a peak .
load project, was read.
It was moved by Ybarra, seconded by Anderson, that Byron
Jackson Pump Division, Borg Warner Corporation, be authorized to
locate one 10' x 30' office mobile trailer unit on property located
at 2300 E. Vernon Avenue, provided that said trailer is used only
for the purpose as outlined in their letter dated March 3, 1969;
provided that said trailer is not used for sleeping and/or cooking
purposes; provided that the requirements of all City departments are
complied with and that all necessary City permits are obtained; and
with a stipulation that the maximum time limit that said trailer may
be used shall be March 1, 1970. Motion carried.
Communication from White Glove Building Maintenance Inc.
(Successors to Esquire Building Maintenance), dated February 27,
1969, requesting that the monthly fee for ja~torial services for the
City Hall be adjusted as of March 1, 1969 b~t66.03 bringing the
monthly fee to $691.31, due to increased costs in accordance with
the current union agreement, was read.
It was moved by Malburg, seconded by Ybarra, that the
increase for janitorial services requested by White Glove Building
Maintenance Inc. under dated of February 27, 1969, be approved; and
that the Mayor and the City Clerk be authorized to sign copy of
letter approving and accepting the $66.03 monthly increase. Motion
carried.
Resolution No. 3002 - A Resolution of the City Council of
the City of Vernon, recommending the adoption of Senate Bill 4
introduced by Senator H. L. Richardson in the 1969 Session of the
State Legislature, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 3002 be approved and adopted. Motion carried.

Mr. Richard W. Sprinkel, Executive Vice President of
Vernon Asphalt Materials Co., spoke before the Council regarding
the acquisition of the right-of-way through his company's plant
at 3100 Bandini Boulevard, and the current status of settlement
negotiations.
It was moved by Malburg, seconded by Mailliard, that
Sprinkel's oral communication be referred to the City Attorney and
the Traffic Engineer for study and report. Motion carried.
''Warrant Register No. 280" covering claims and demands
presented during the period February 16 to 28, which includes Demands
Nos. 9-555 to 9-652 (both inclusive) drawn on the United California
Bank, totaling $62,440.19 (Light & Power Warrants $2,276.30)
(Accounting Period March, 1969), was examined and audited.
It was moved by Mailliard, seconded by Ybarra, that ''Warrant
Register No. 280" be approved and payment authorized for Demands Nos.
9-555 to 9-652 (both inclusive), with no exceptions. Motion carried.

It was moved by Ybarra, seconded by Anderson, that the
meeting adjourn until Thursday, March 6, 1969, at 10 o'clock a.m.,

Avenue, Vernon, California. Motion carried.
The meeting adjourned at 3:20 o'clock p.m.
