MINUTES OF A REGULAR MEETING OF THE
CITY COUNC IL OF THE CITY OF VERNON
HELD APRIL 1, 1969 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE 9 VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai1liard, Malburg, Ybarra
COUNC IL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Ybarra, that minutes
of the meeting of March 18, 1969 be approved as written and submitted.
Motion carried.
Communication from Dailey Computerized Warehouse Inc.
requesting a license to conduct a business of warehousing and distri-
buting housewares at 2200 E. 51st Street, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of Dailey Computerized Warehouse Inc. be referred to the
Building Department with power to act. Motion carried.
Communication from Empire Bag & Carton Co. requesting a
license to conduct a business of warehousing paper boxes at 5717
Santa Fe Avenue, was read.
It was moved by Mail1iard, seconded by Anderson, that the
request of Empire Bag & Carton Co. be referred to the Building
Department with power to act. Motion carried.
Communication from Western Confectionery Warehouse Associ-
ation requesting a license to conduct a business of warehousing candy
products at 4770 E. 50th Street, was read.
It was moved by Mail1iard, seconded by Anderson, that the
request of Western Confectionery Warehouse Association be referred
to the Building Department with power to act. Motion carried.
Communication from Williams Catering requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Mail1iard, seconded by Ybarra, that the
request of Williams Catering be referred to the Fire Department with
power to act. Motion carried.
Communication from Plus Products, dated March 20, 1969,
requesting permission to appear before the City Council on April 1,
1969 relative to their new building under construction on 38th Street
in Vernon, was read. (Copy to each member of the City Council)
Mr. James W. Ingoldsby, President of Plus Products, and
Mr. John D. Blackburn, M. ASCE, Consulting Engineer, appeared before
the City Council and presented a plot plan of the new building und~r
construction on 38th Street. ML Ingoldsby and Mr. Blackburn
requested orally that Plus Products be permitted to construct a
50 foot driveway on the flat on 38th Street rather than the 40 foot
driveway required by the Traffic Engineer; and that Plus Products be
permitted to eliminate the additional wall required by the Traffic
Engineer to be built at the back of the sidewalk.

It was moved by Malburg, seconded by Anderson, that Plus
Products be authorized to construct a 45 foot driveway on the flat
on 38th Street at the site of their new building and to el~inate the
construction of an additional wall at the back of the sidewelk.
Motion carried.
Communication from Hickory's Best, Inc., dated March 17,
1969, requesting permission to park a trailer on the property at
3275 E. Vernon Avenue, was read. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Mailliard, that the
request of Hickory's Best, Inc., dated March 17, 1969, be referred
to the Building Department, the Fire Department and the Health
Department for investigation and report. Motion carried.
Communication from Vernon Industrial Uniform Supply Co.,
dated March 20, 1969, requesting that permission to use one office
trailer at 4622 Alcoa Avenue be extended until July 30, 1969, was
read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Anderson, that Vernon
Industrial Uniform Supply Co. be authorized to use one office trailer
at 4622 Alcoa Avenue for an additional period until September 1,
1969, subject to all other conditions established by the City Council
at its meeting held March 5, 1968. Motion carried.
Communication from Assemblyman John P. 0u~by, dated March
20, 1969, transmitting a copy of AB 524 for consideration, was read.

It was moved by Malburg, seconded by Anderson, that the
City Atto=ney be instructed to draft a resolution supporting the
passage of AB 524. Motion carried.
Communication from Gold-Pak Meat Co., Inc., dated March 24,
1969, with reference to modernization and expansion program to
facilities at 3207 E. Vernon Avenue, was read. (Copy to each member
of the City Council)

referred to the Building Department and the Fire Department for a

Communication from R. H. King, Superintendent of the Water
Department, dated March 24, 1969~ requesting authority to advance
LaVerne W. Cole to Utility Man III, Step 4, effective March 1, 1969,
as he has satisfactorily passed the probationary period, was read.
It was moved by Mailliard, seconded by ~nderson, that the
request of the Superintendent of the Water Department, dated March
24, 1969, be approved. Motion carried.
Communication from R. H. King, Superintendent of the Water
Department, dated March 26, 1969, requesting authority to attend the
41st Annual Conference of the California Water Pollution Control
Association at the Disneyland Hotel from May 7 to May 10, 1969, with
an expense allowance of $121.00, was read.

It was moved by Mailliard, seconded by Ybarra, that the
request of the Superintendent of the Water Department, dated March
26, 1969, be approved and authority granted to issue warrant in the
amount of $121.00 to R. H. King. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 24, 1969, requesting authority to employ Robert F. D'Alessandro
as Policeman, Grade 4, effective April 1, 1969, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of the Police Chief, dated March 24, 1969, be approved.
Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated March 28, 1969, recommending that Fred E. Thornburgh be
advanced to Deputy Director of Environmental Health, Grade 1,
effective April 1, 1969, was read.
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Health Officer, dated March 28, 1969, be
approved. Motion carried.
Communication from L. C. Husted, Fire Chief, dated March
26, 1969, transmitting an agreement between Maywood Mutual Water
Company No. 3 and the City of Vernon relative to repair of fire
hydrants and related underground piping located within the "Riversidefl
area within the City of Vernon, and recommending that this agreement
be approved and executed by the City, was read. (Copy to each member
of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Fire Chief, dated March 26, 1969, be approved;
and that the Mayor and the City Clerk be authorized to execute, on
behalf of the City of Vernon, agreement between Maywood Mutual Water
Company No. 3 and the City of Vernon relative to repair of fire
hydrants and related underground piping located within the "Riverside"
area within the City of Vernon. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
11arch 27, 1969, advising that the work of constructing 76 feet of
twelve-inch sewer in 26th Street was completed on March 11, 1969, in
accordance with Agreement dated January 27, 1969, between the City
of Vernon and Triangle Steel & Supply Company, Inc.; and
recommending that the ownership of this sewer line be accepted, was
read.
Resolution No. 3004 - A Resolution of the City Council of
the City of Vernon, accepting the installation and construction of
seventy-six (76) feet of sewer in 26th Street, pursuant to an
Agreement dated January 27, 1969, between the City of Vernon and
Triangle Steel & Supply Company, Inc., was read.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 3004 be approved and adopted. Motion carried.

Activity Log of the Police Department for the period March
16 to 31, 1969, inclusive, was presented.

It was moved by Malburg, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from Studio Lines Transportation Inc. dba
Golden State Charter Bus requesting a license to conduct a school
bus and charter bus business at 2500 E. Vernon Avenue, was read.
Councilman Malburg disclosed that he is the owner of the
property located at 2500 E. Vernon Avenue.
It was moved by Anderson, seconded by Ybarra, that the
request of Studio Lines Transportation Inc. dba Golden State Charter
Bus be referred to the Building Department with power to act. Motion
carried.
Communication from R. H. King, Superintendent of the Water
Department, dated March 28, 1969, transmitting a proposal from
Roscoe Moss Company for the redevelopment of Well #10, and recom-
mending that (1) the proposal of Roscoe Moss Company be accepted and
a purchase order issued to cover the items as listed, with authority
granted to the Superintendent of the Water Department to authorize
increase or decrease in the estimated time, if necessary; (2) issue
a purchase order to Layne and Bowler Company for work as listed
above; (3) if pump repairs are necessary, issue a purchase order to
Layne & Bowler to cover the costs of said repairs, was read. (Copy
to each member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that the
recommendations of the Superintendent of the Water Department, dated
March 28, 1969, be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, dated March
2R, 1969, with reference to request of Aluminum Company of America
for the installation of some temporary and some permanent trailers,
recommending that the request be governed by previous policy set
by the City Council regarding the maintenance of temporary trailers
whereby a permit is issued for one year with option for renewal,
providing the requirements of the different City departments are met,
wes read. (Copy to each member of the City Council)
Communication from Louis S. Hauger, Director of Environ-
mental Health, dated March 28, 1969, making certain recommendations
relative to use of trailers in the City of Vernon, was read. (Copy
to each member of the City Council)
Communication from V. R. Bush, Superintendent of Building,
dated April 1, 1969, recommending that a generally flexible policy
be adopted for use of trailer coaches in the City of Vernon, was read.
(Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that
Aluminum Company of America be authorized to utilize six mobile
trailer units on their property located at 5151 Alcoa Avenue on a
temporary basis, provided that said trailers are used only for the
purposes as outlined in their letter dated March 4, 1969; provided
that said trailers are not used for sleeping and/or cooking purposes;
provided that the requirements of all City departments are complied
with and that all necessary City permits are obtained; and with a
stipulation that the maximum time limit that said trailers may be
used shall be April 1, 1970. Motion carried.

Vernon, be received and filed. Motion carried.
Communication from Lehn & Fink Industrial Products Division
requesting a license to conduct a business of warehousi.ng a.t 4802

It was moved by Anderson, seconded by Ybarra, that the
request of Lehn & Fink Industrial Products Division be referred to
the Building Department with power to act. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 28, 1969, outlining the understanding reached between the
Traffic Engineer and Mr. Richard W. Sprinkel of the Vernon Paving
Company for the acquisition of a certain parcel of land located on
Bandini Boulevard (private street); and recommending that the City
Council approve the provisions as outlined and authorize the Mayor
and the City Clerk to execute documents necessary to consummate the
sale, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Traffic Engineer, dated March 28, 1969, be
approved; and that the Mayor and the City Clerk be authorized to
execute documents necessary to consummate the sale of certain
property, as outlined, to the City of Vernon by Vernon Paving Comp~nYr
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 31, 1969, transmitting a copy of Resolution No. 3005 which
establishes a Vernon Police Reserve Unit, and requesting that the
resolution be passed, was read. (Copy to each member of the City
Council)
Resolution No. 3005 - A Resolution of the City Council of
the City of Vernon, establishing a Vernon Police Reserve Unit, was
read.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 3005 be approved and adopted. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
March 28, 1969, with reference to operating a Police Helicopter
Service on a co-operative basis in the Southeast Ar.ea~ recommending
that Vernon take no steps to participate in this type of service
until the "Argus" program has been in operation for a year and
evaluated, was read. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Police Chief, dated March 28, 1969, be approved.

Communication from D. D. Grayson, Traffic Engineer, dated
April 1, 1969, requesting authority to attend the Public Works
Offi.cers Institute of the League of California Cities at Monterey,
California from May 7 to 9, 1969, with an expense allowance of
$196.50, was read.
It was moved by Malburg, seconded by Ybarra, that the
request of the Traffic Engineer, dated April 1, 1969, be approved
and authority granted to issue warrant in the amount of $196.50
to D. D. Grayson. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 1, 1969, requesting authority for James L. Morrison to attend
the Annual Conference of National Law Enforcement Intelligence Units
at Palm Springs, California from April 15 to 18, 1969, inclusive,
with an expense allowance of $126.46, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of the Police Chief, dated April 1, 1969, be approved and
authority granted to issue warrant in the amount of $126.46 to
James L. Morrison. Motion carried.
Communication from Vernie McClurg dba El Huapango requesting
a license to operate a restaurant at 4903 Santa Fe Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Vernie McClurg dba El Huapango be referred to the Building
Department and the Police Department for investigation and report.
Motion carried.
Communication from Kal Kan Foods Incorporated, dated March
l7s 1969, addressed to Mr. Dave Grayson, Traffic Department,
requesting the City of Vernon to close East 44th Street between
Alcoa Avenue and Downey Road as a public thoroughfare, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Kal Kan Foods Incorporated, dated March 17, 1969, be
referred to the Traffic Engineer, the Fire Chief, the Police Chief,
the Superintendent of Building, the Superintendent of the Water
Department, the Health Department and the Consulting Electrical
Engineer for study and report. Motion carried.
"Warrant Register No. 282" covering claims and demands
presented during the period March 16 to 31, which includes Demands
Nos. 9-835 to 9-916 (both inclusive) drawn on the United California
Bank, totaling $54,851.11 (Light and Power Warrants $2,277.06)
(Accounting Period April, 1969), was examined and audited.
It was moved by Mail1iard, seconded by Anderson, that
''Warrant Register No. 282" be approved and payment authorized for
Demands Nos. 9-835 to 9-916 (both inclusive), with no exceptions.
Motion carried.

The Mayor announced that the Finance Committee would meet
on Thursday, April 3, 1969, at 9:00 a.m. in the Council Chamber of
the City Hall for the purpose of discussing current matters, and will

Chair.man.
