MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MAY 6, 1969 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.

The meeting was called to order by Mayor Pro Tempore L. C.
Communication from D. D. Grayson, Traffic Engineer, dated
May 5, 1969, transmitting a proposed license agreement between the
City of Vernon and Ka1 Kan Foods Incorporated covering the
construction, operation and maintenance of an overhead conveyor
bridge over 44th Street, east of Alcoa Avenue, and to construct and
maintain certain building foundations in 44th Street, and recom-
mending that the agreement be approved and that the Mayor and City
Clerk be authorized to execute same on behalf of the City of Vernon,
was read.
It was moved by Mai11iard, seconded by Ybarra, that the
recommendation of the Traffic Engineer, dated May 5, 1969, be
approved; and that the Mayor and the City Clerk be authorized to
execute, on behalf of the City of Vernon, license agreement between
the City of Vernon and Ka1 Kan Foods Incorporated covering the
construction, operation and maintenance of an overhead conveyor
bridge over 44th Street, east of Alcoa Avenue, and to construct and
maintain certain building foundations in 44th Street. Motion carried.
Communication from Ka1 Kan Foods Incorporated, dated April
30, 1969, requesting a rehearing on their application for closure of
East 44th Street on the basis of new and additional pertinent facts
as outlined, was read. (Copy to each member of the City Council)
It was moved by Mai11iard, seconded by Anderson, that
communication from Ka1 Kan Foods Incorporated, dated April 30, 1969,
be laid over for study until the next regular meeting. Motion
carried.
Communication from Louis S. Hauger, Director of Environ-
mental Health, dated April 30, 1969, recommending that the
regulations pertaining to retail food vehicles promulgated under
Ordinance No. 708, Section 3, adopted by the City Council by minute
order in March, 1959, be rescinded in their entirety and that the
new regulations attached be adopted by the City Council by minute
order; and recommending that consideration be given to either
increasing the City license fee covering food preparation vehicles
to more nearly reflect the actual expense involved in the inspection
of this type vehicle or institute a Health permit fee in addition to
licensing to aid in defraying inspection costs was read. (Copy of

It was moved by Anderson, seconded by Ybarra, that
HRegu1ations pertaining to Catering Vehicles" adopted by the City
Council by minute order on March 17, 1959 pursuant to Ordinance No.
708, be rescinded in their entirety; that "Regulations for Caterer
and Catering Vehicles (Retail Food Vehicle)" as submitted by the

Director of Environmental Health with his communication dated April
30, 1969, be approved and adopted pursuant to Ordinance No. 708;
and that the matter of increasing the fees covering food preparation
vehicles be referred to the Finance Committee for study and recom-
mendation. Motion carried.
It was moved by Mailliard, seconded by Ybarra, that
minutes of the meeting of April 15, 1969 be approved as written and
submitted. Motion carried.
Communication from Barbara Jean's Catering Inc. requesting
a license to operate a lunch truck in the City of Vernon, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Barbara Jean's Catering Inc. be approved and license
granted. Motion carried.
Communication from Sunny Sally requesting a license to
conduct a business of food processing of vegetables at 2365 East
57th Street, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Sunny Sally be approved and license granted. Motion
carried.
Communication from Western Banner Specialty requesting a
license to conduct a business of manufacturers' representative at
2300 E. 27th Street, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Western Banner Specialty be referred to the Building
Department with power to act. Motion carried.
Communication from Beau Monde Creations requesting a
license to conduct a business of furniture manufacturing at 2040 E.
48th Street, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Beau Monde Creations be referred to the Building Depart-
ment with power to act. Motion carried.
Communication from Brookshire Meat Packing requesting a
license to conduct a meat processing business at 4802 Everett
Avenue, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Brookshire Meat Packing be referred to the Building
Department with power to act. Motion carried.
Communication from Enderle Equipment Co. requesting a
license to conduct a business of contractors' equipment and supplies
at 3838 Santa Fe Avenue, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Enderle Equipment Co. be referred to the Building Depart~
n~nt with power to act. Motion carried.
Communication from John T. Howard Electric, Inc. requesting
a license to conduct a business of electrical contractor at 2038
E. 45th Street, was read.

request of John T. Howard Electric, Inc. be referred to the Building
Department with power to act. Motion carried.
Corr~unication from General Assembly Corporation requesting
a license to conduct a business of assembling point of purchase
displays at 5000 District Blvd., was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of General Assembly Corporation be referred to the Building
Department with power to act. Motion carried.
Communication from San Gabriel Valley Trucking Inc.
requesting a license to conduct a trucking business at 5600 Bickett
Street, was read.
It was moved by Mai1liard, seconded by Ybarra, that the
request of San Gabriel Valley Trucking Inc. be referred to the
Building Department with power to act. Motion carried.
Communication from Meyer Sheet Metal Machinery requesting
a license to conduct a business of selling new and used sheet metal
machinery at 2528 So. Santa Fe Avenue, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of Meyer Sheet Metal Machinery be referred to the Building
Department with power to act. Motion carried.
Corrmunication from Corwin-Hall Distributing Company
requesting a license to conduct a business of wholesale distributor
of electrical appliances at 2440 E. 38th Street, was read.
It was moved by Mai1liard, seconded by Ybarra, that the
request of Corwin-Hall Distributing Company be referred to the
Building Department with power to act. Motion carried.
Communication from Doyle Williams dba Doyle's Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Doyle Williams dba Doyle's Catering be referred to the
Health Department and the Fire Department with power to act. Motion
carried.
Communication from Bechtel Corporation, dated April 18,
1969, requesting permission to install one new 10' x 35' trailer on
the property located at 2734 East 46th Street for approx~ately
three years to be used to house Satellite Computer Equipment, was
read. (Copy to each member of the City Council)
Communication from V. R. Bush, Superintendent of Building,
dated May 1, 1969, recommending that Bechtel Corporation be granted
permission to use a trailer on their property to house Satellite
Computer Equipment for one year under the usual conditions, was
read. (Copy to each member of the City Council)
It was moved by Mai11iard, seconded by Ybarra, that
Bechtel Corporation be authorized to use a trailer on their property
at 2734 East 46th Street to house Satellite Computer Equipment,
provided that said trailer is used only for the purpose as outlined

in their letter dated April 18, 1969; provided that said trailer
is not used for sleeping and/or cooking purposes; provided that the
requirements of all City departments are complied with and that all
necessary City permits are obtained; and with a stipulation that the
maximum time limit that said trailer may be used shall be May 1,
1970. Motion carried.
Communication from F & Q Trucking, dated April 28, 1969,
requesting permission to park an office t~ailer at 4720 E. 26th
Street, was read.
Communication from V. R. Bush, Superi.ntendent of Building,
dated May 1, 1969, recommending that F & Q Trucking be granted
permission to utilize an office trailer at 4720 E. 26th Street for
one year with the usual conditions, was read. (Copy to each member
of the City Council)
It was moved by Mailliard, seconded by Anderson, that
F & Q Trucking be authorized to use an office trailer on the property
located at 4720 E. 26th Street, provided that said trailer is used
only for the purpose as outlined in their letter dated April 28,
1969; provided that said trailer is not used for sleeping and/or
cooking purposes; provided that the requirements of all City depart-
ments are complied with and that all necessary City permits are
obtained, and with a stipulation that the maximum time limit that
said trailer may be used shall be May 1, 1970. Motion carried.
Communication from Transportation Association of Southern
California, dated April 9, 1969, transmitting a copy of the amended
Agreement of September 11, 1968, which supersedes the LARTS
Memorandum of Agreement of August 24, 1964, was read.
It was moved by Mailliard, seconded by Ybarra, that communi-
cation from Transportation Association of Southern California, dated
April 9, 1969, together with transmittal, be received and filed.
Motion carried.
Communication from Southern California Association of
Governments, dated April 18, 1969, requesting that Vernon consider
joining the Association; and requesting that Vernon's elected and
professional people spend time with other local government officials
considering issues and recommending solutions to area-wide problems,
was read. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that communi-
cation from Southern California Association Governments, dated April
18, 1969, be received and filed. Motion carried.
Summons to appear in Case Number SEC 601 brought by Dorce1ia
Fuchs vs. City of Vernon, Doe I, Doe II, Doe III, Doe IV, Doe V and
Doe VI, in the Superior Court of the State of California for the
County of Los Angeles for personal injuries, was presented.
It was moved by Anderson, seconded by Ybarra, that Summons
to appear in Case Number SEC 601 brought by Dorcelia Fuchs vs. City
of Vernon, Doe I, Doe II, Doe III, Doe IV, Doe V and Doe VI, in the
Superior Court of the State of California for the County of Los Angeles
for personal injuries, be referred to the City Attorney and the City's
insurance carrier for necessary action. Motion carried.

Copy of Resolution No. C-20446 of the City Council of the
City of Long Beach urging support to the introduction of a bill
providing that daylight savings ttme be observed nationally on a
year-round basis, was presented.
It was moved by Mai11iard, seconded by Ybarra, that copy
of Resolution No. C-20446 of the City Council of the City of Long
Beach be received and filed. Motion carried.
Copy of Resolution No. 69-32 of the City Council of the
City of Costa Mesa urging the adoption of AB 1356, placing fire-
fighters in cities under the employer-employee relations act, was
presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that the
City Attorney be instructed to draft a resolution urging the
adoption of AB 1356. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 17, 1969, tendering his resignation effective at the close of
business on June 12, 1969, was read. (Copy to each member of the
City Council)
It was moved by Ybarra, seconded by Anderson, that the
resignation of D. D. Grayson, Traffic Engineer, be accepted. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 22, 1969, transmitting Grant Deed from Vernon Paving Company,
a corporation, to the City of Vernon covering certain property
required for the Bandini Boulevard Extension Project; and recom-
mending that this deed be accepted and that the Mayor and the City
Clerk be authorized to execute a certificate of acceptance, was read.
It was moved by Mai11iard, seconded by Ybarra, that Grant
Deed be accepted from Vernon Paving Company and that the Mayor and
the City Clerk be authorized to execute Certificate of Acceptance.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 29, 1969, recommending that certain personnel, as listed, in
the Construction and Maintenance Section be reclassified commensurate
with the responsibilities of the position, was read. (Copy to each
member of the City Council)
It was moved by Ybarra, seconded by Anderson, that the
recommendation of the Traffic Engineer, dated April 29, 1969, be
approved. Motion carried.
Communication from A. B. Hollander, Engineering Aide, dated
April 29, 1969, requesting that he be retmbursed the sum of $42.50
from the Education and Training Budget appropriation for the
American Public Works Association's in-service training course for
public works construction inspectors at Los Angeles State College,
Long Beach campus, ten Friday evening sessions from April 25 to
July 11, 1969, together with recommendation for approval by the
Traffic Engineer, was read.
It was moved by Ybarra, seconded by Mai11iard, that the
recommendation of the Traffic Engineer, dated April 29, 1969, be
approved and authority granted to issue warrant in the amount of
$42.50 to A. B. Hollander. Motion carried.

Communication from L. S. Hauger, Director of Environmental
Health, dated April 17, 1969, advising that pursuant to Section 459
of the California Health and Safety Code, the Vernon City Jail was
inspected on April 17, 1969; and transmitting a copy of the report
of the inspection, was read.
It was moved by Mailliard, seconded by Ybarra, that
communication from the Director of Environmental Health, dated
April 17, 1969, together with transmittal, be received and filed.

Communication from C. E. Nemethi, M.D., Health Officer,
dated May 1, 1969, requesting authority for Richard W. Hilton to
attend the Annual Conference of the .American Water Works Association
in San Diego from May 18 to 21, 1969, inclusive, with an expense
allowance of $185.50, was read.
It was moved by Mail1iard, seconded by Anderson, that the
request of the Health Officer, dated May 1, 1969, be approved and
authority granted to issue warrant in the amount of $185.50 to
Richard W. Hilton. Motion carried.
Communication from George O. Thalman, dated April 23, 1969,
tendering his resignation from the Vernon Police Department,
effective as of the close of business on April 30, 1969, together
with recommendation for approval by the Police Chief, was read.

resignation of George O. Thalman be accepted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 23, 1969, requesting authority to appoint George G. Skalsky, Jr.
to the position of Policeman, Grade 2, effective as of May 1, 1969,
was read. (Copy to each member of the City Council)

request of the Police Chief, dated April 23, 1969, be approved <

15 to 30, 1969 inclusive, was presented.

Log of the Police Department be received and filed. Motion carried.
Communication from V. R. Bush, Superintendent of Building,
dated April 23, 1969, requesting authority to employ Mr. Leonard
Wranosky as Building Inspector, Grade 2, effective May 1, 1969, as
he has passed the physical examination; and requesting that Mr.
Wranosky be authorized an auto allowance of $75.00 per month for
use of his personal auto in the service of the City, effective May 1,
1969, was read.
It was moved by Anderson, seconded by Ybarra, that the
requests of the Superintendent of Building, dated April 23, 1969,

Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated May 1, 1969, advising that pursuant to authority
granted by the City Council at its meeting held April 15, 1969,
Mrs. Lois Zaltosky has been employed as Deputy City Clerk-Utility,
Grade 4, effective May 1, 1969, was read.
It was moved by Ybarra, seconded by Mailliard, that action
taken by the City Clerk-Director of Finance be approved. Motion

Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated April 29, 1969, reporting on the examination .made of
the records of the State Board of Equalization at Sacramento,
California pertaining to sales and use taxes collected by the Board
for the City of Vernon pursuant to contract entered into between the

Communication from R. H. King, Superintendent of the Water
Department, dated May 1, 1969, transmitting Contract No. 340,
Bandini Boulevard Water Main Extension across Los Angeles River
Bridge; and recommending that the contract be approved and that
authority be granted to advertise for bids, was read.
Resolution No. 3013 - A Resolution of the City Council of
the City of Vernon, approving Contract No. 340, Bandini Boulevard
Water Main Extension across Los Angeles River Bridge, and directing
the giving of notice inviting sealed proposals or bids in accordance
with Contract No. 340 of the City of Vernon, was read.

Drain Master Plan for the City of Vernon, as submitted by the Traffic
Engineer under date of April 21, 1969, be referred to the Finance
Committee for study. Motion carried.

May 2, 1969, transmitting a summary of the major street projects
anticipated for the next five years, was read. (Copy of communi-
cation and summary to each member of the City Council)

summary of the major street projects anticipated for the next five
years be referred to the Finance Committee for study and report.

Communication from R. H. King, Superintendent of the Water
Department, dated May 2, 1969, advising that John W. Adams, Jr.
passed away on April 30, 1969, and recommending that any monies
owing the estate of John W. Adams, Jr. be paid to his widow, or to
his estate, whichever seems to be the appropriate recipient, was
read.
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the Superintendent of the Water Department, dated
May 2, 1969, be approved. Motion carried.

Communication from R. H. King, Superintendent of the Water
Department, dated May 2, 1969, requesting authority to employ
Richard J. Venezia pending satisfactory completion of physical
examination for a temporary period during summer vacation as a
Utility Man IV, Step 5, from approximately June 23 through September
15, 1969, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of the Superintendent of the Water Department, dated May 2,
1969, be approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 2, 1969, transmitting a letter from the firm of Roy C. Seeley
Company, dated May 1, 1969, outlining a proposal under which they
would perform required appraisals for the acquisition of Santa Fe
Avenue at 51st-Fruitland Avenue; and recommending that the firm of
Roy C. Seeley Company be retained to perform the required appraisal
on an hourly basis as indicated in their letter, was read. (Copy to

Communication from L P S Material Handling Inc. requesting
a license to conduct a business of industrial material handling
equipment at 2920 Santa Fe Avenue, was read.

Communication from V. R. Bush, Superintendent of Building,
dated May 5, 1969, requesting authority to advance R. H. Patnaude
from Mechanical Inspector Grade 1 to Senior Mechanical Inspector,
Grade 3, effective June 1, 1969, as he has satisfactorily completed
his probationary period, was read.

dated May 5, 1969, requesting authority to attend the "Geologic
Hazards & Public Problems" Conference by Office of Emergency
Preparedness, Executive Office of President, at San Francisco from
May 26 to May 28, 1969, inclusive, with an expense allowance of
$185.90, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of the Superintendent of Building, dated May 5, 1969, be
approved and authority granted to issue warrant in the amount of
$185.90 to V. R. Bush. Motion carried.
Communication from L. C. Husted, Fire Chief, dated May 5,
1969, requesting authority to attend the California Fire Chiefs'
Association meeting at Sacramento, California from May 20 to May 23,
1969, with an expense allowance of $230.40, was read.

request of the Fire Chief, dated May 5, 1969, be approved and
authority granted to issue warrant in the amount of $230.40 to L. C.
Husted. Motion carried.
Resolution No. 3010 - A Resolution of the City Council of
the City of Vernon designating authorized officials to act for the
Civil Defense Equipment and Personnel and Administrative Programs,
was read.
It was moved by Mailliard, seconded by Ybarra, that
Resolution No. 3010 be approved and adopted. Motion carried.
