IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Mailliard, seconded by Ybarra, that minutes of the meeting of May 20, 1969 be approved as written and submitted. Motion carried. Communication from R. H. King, Superintendent of the Water Department, dated May 23, 1969, with reference to bids received for Bandini Boulevard Water Main Extension Across Los Angeles River Bridge in accordance with Contract No. 340, recommending that the contract be awarded to R. M. Vukanovich". Construction Company on the basis of their bid of $29,091.00, was read. Resolution No. 3018 - A Resolution of the City Council of the City of Vernon, accepting the bid of R. M. vukanovich Construction Company for Sandini Boulevard Water Main Extension Across Los Angeles River Bridge in accordance with Contract No. 340, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 3018 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, ybarra Noes: None Absent: None Communication from Flynn's Industrial Catering re- questing a license to operate a catering truck in the City of Vernon, was read. It was moved by Anderson, seconded by Ybarra, that the request of Flynn's Industrial Catering be referred to the Health Department with power to act. Motion carried. Communication from Bailey's Industrial Catering re- questing a license to operate a catering truck in the City of Vernon, was read. It was moved by Ybarra, seconded by Anderson, that the request of Bailey's Industrial Catering be referred to the Fire Department with power to act. Motion carried. Communication from London Broiler Restaurant Systems, Inc. requesting a license to operate two mobile restaurants (Hot Trucks) in the City of Vernon, was read. It was moved by Mailliard, seconded by Ybarra, that the request of London Broiler Restaurant Systems, Inc. be referred to the Health Department and the Fire Department with power to act. Communication from Dormer Carpets Corporation requesting a license to conduct a business of wholesaling carpets at 2300 E. 37th Street, was read. Communication from Vernon Motor Parts & Service Co. dba Commercial Tire Company requesting a license to conduct a business of recapping tires, selling tires and related services at 3366 Leonis Blvd., was read. It was moved by Mailliard, seconded by Ybarra, that the request of Vernon Motor Parts & Service Co. dba Commercial Tire Company be referred to the Building Department with power to act. Motion carried. Communication from White Front Stores, Inc. requesting a license to conduct a business of warehousing at 4635 Fruitland Avenue, was read. It was moved by Mailliard, seconded by Ybarra, that the request of White Front Stores, Inc. be referred to the Building Department with power to act. Motion carried. Communication from McKinney Express Service requesting a license to conduct a transportation business at 3687 Bandini Blvd., was read. It was moved by Mailliard, seconded by Ybarra, that the request of McKinney Express Service be referred to the Building Department with power to act. Motion carried. Communication from Ralph Dunham requesting a license to operate an art studio at 2408 E. 57th Street, was read. (Copy to each member of the City Council) Resolution No. 3017 - A Resolution of the City Council of the City of Vernon, urging careful deliberation by the President of the United States in the selection of Supreme Court Justices, was read. It was moved by Anderson, seconded by Maillfard, that Resolution No. 3017 be approved and adopted. Motion carried. Copy of Resolution No. 69-5-1483 of the City Council of the City of Signal Hill urging support to the introduction of a bill providing that daylight savings time be observed nationally O:J, a year-round basis, was presented. It was moved by Malburg, seconded by Ybarra, that copy of Resolution No. 69-5-1483 of the City Council of the City of Signal Hill be received and filed. Motion carried. Communication from Southern California Rapid Transit District, dated May 21, 1969, transmitting a Public Financial Support Proposal, was read. (Copy of letter to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that communication from the Southern California Rapid Transit District, dated May 21, 1969, together with transmittal, be received and filed. I I -4- 6/3/69 Communication from Kal Kan Foods Incorporated, dated M:1Y 21, 1969, outlining a summary of the pertinent facts tha,t we:r'e orally submitted to the City Council at its meeting May 20, 1969, relative to their request for closure of 44th Street, was read. (Copy to each member of the City Council) Communication from L. C. Husted, Fire Chief, dated June 3, 1969, with reference to the request of Kal Kan Foods Inc. to close 44th Street, stating that the Fire Department's recommendation to the City Council is still the same as outlined in letter of April 11, 1969, was read. The City Attorney made an oral report with reference to easement reservations in vacated streets. It was moved by Malburg, seconded by Mailliard, that the request of Kal Kan Foods Incorporated to close 44th Street, Alcoa Avenue to Downey Road, be denied. Motion carried. Communication from L. C. Husted, Fire Chief, dated May 27, 1969, requesting that Fireman Dale L. Brittingham be granted a leave of absence with pay to perform his annual military training from June 14 to June 28, 1969, inclusive, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Fire Chief, dated May 27, 1969, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated May 28, 1969, transmitting a report containing a long range look at transportation and traffic in the City of Vernon and a.djacent areas, was read. (Copy to each member of the City Coun- cil) It was moved by Malburg, seconded by Ybarra, that communication from the Traffic Engineer, dated May 28, 1969, to- gether with transmittal, be received for study. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated May 28, 1969, transmitting an easement for drainage purposes from Stanwall Corporation for the Bandini Boulevard Storm Drain project, and recommending that the easement be accepted and that the grantors be advised of the official recordation, was read. It was moved by Anderson, seconded by Ybarra, that Ease- ment be accepted from Stanwall Corporation and that the Mayor and the City Clerk be authorized to execute Certif1cate of Acceptance. Motion carried, Communication from D. D. Grayson, Traffic Engineer, dated May 28, 1969, advising that Morris B. Vance, Administrative Ass1stant, has submitted his resignation to be effective at the close of business on June 20, 1969, and recommending that Mr. Vance's resignation be accepted, was read. It was moved by Malburg, seconded by Ybarra, that the resignation of Morris B. Vance be accepted. Motion carried. Communication from R. B. Claridge, dated May 27, 1969, tendering his resignation from the Vernon Police Department, effective as of the close of his tour of duty on June 22, 1969, to- gether with recommendation for approval by S. E. Hogan, Pol1ce Captain, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that the resignation of R. B. Clar1dge be accepted. Motion carried. Bockhacker, Police Chief, dated May 28, 1969, recommending that R. B. Claridge and T. L. Miller. be reimbursed the sum of $11.14 each from the Education and Train- ing Budget appropriation for Police Science courses at East Los Angeles College, was read. It was moved by Ybarra, seconded by Anderson, that the recommendation of the Police Chief, dated May 28, 1969, be ap- proved and authority gra.nted to issue warrants in the amount of $11.14 each to R. B. Claridge and T. L. Miller. Motion carT-ied. Communication from D. D. Grayson, Traffic Engineer, dated May 28, 1969, requesting authority to employ Mr. Fred LeRoy Morgan as Civil Engineer Associate, Step 4, effective June 16, 1969, pending satisfactory completion of his physical exp~nJi>nation, was read. Councilman Malburg disclosed that he i.s the owner of the property at 4314 Santa Fe Avenue. It was moved by Ybarra, seconded by Anderson, that the recuest of Maxon Industries, Inc. be referred to the Building Department with power to act. Motion carried. Communication from Ca14fornia Meat Company Inc. request- ing a license to conduct a business of beef boning and portion control at 3055 East 44th Street, was read.
