IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE A VENUE, VERNON..L GAL IFORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Ybarra, that minutes of the meeting of June 3, 1969 be approved as written and submitted. Motion carried. Communication from the Finance Committee, dated June 10, 1969, making certain enumerated recommendations relative to em- ployees' salaries and related matters for the fiscal year 1969-70, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that enumerated recommendations of the Finance Committee as outlined in communication dated June 10, 1969, relative to employees' salaries and related matters for the fiscal year 1969-70,be approved, Motion carried. It was moved by Ybarra, seconded by Mailliard, that Resolution No. 3022 be approved and adopted. Motion carried. It was moved by Mailliard, seconded by Malburg, that Resolution No. 3023 be approved and adopted. Motion carried. Henry Co. requesting a license to operate accounting and order taking departments of adhesive manufacturing business at 5602 Bickett Street, was read. Communication from Robinson Orifice Fitting Company requesting a license to conduct a business at 2820 E. 44th Street, was ::-ead.. Communication from World Fasteners Inc., Division of National Screw & Mfg. Co., requesting a license to conduct a business of selling threaded fasteners at 3005 Leonis Blvd., was read. It was moved by Anderson, seconded by Ybarra, that the request of World Fasteners Inc., Division of National ~~rew & Mfg. Co., be referred to the Building Department with power to act. Communication from Seatrain Lines, Inc., dated June 10, 1969, requesting permission to place a trailer on the property at 3600 East Washington Boulevard to be used as office space, was read. (Copy to each member of the City Council) Communication from Seatrain Lines, Inc., dated June 12, 1969, supplementing corr~unication dated June 10, 1969, was pre- sented. It was moved by Malburg, seconded by Anderson, that Seatrain Lines, Inc. be authorized to use an office trailer on the property at 3600 E. Washington Boulevard, provided that said trailer is used only for the purpose as outlined in their letters dated June 10 and 12, 1969; provided that said trailer is not used for sleeping and/or cooking purposes; provided that the require- ments of all City departments are complied with and that all necessary City permits are obtained; and with a stipulation that the maximum time limit that said trailer may be used shall be July 1, 1970. Motion carried. Communication from Mr. Kenneth W. Tinckler, dated June 9, 1969, with reference to billboards and roadwork on Washing- ton Boulevard, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that communicaticn from Mr. Kenneth W. Tinck1er, dated June 9, 1969, be referred to the City Attorney and the City Engineer for ap- prcpriate action. Motion carried. Copy of Resolution No. 69-6-1488 of the City Council of the City of Signal Hill supporting the enactment of legislation to allow 1970 census questionnaire replies to be on a voluntary basis, was presented. It was moved by Mailliard, seconded by Ybarra, that copy of Resolution No. 69-6-1488 of the City Council of the City of Signal Hill be received and filed. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, dated June 5, 1969, transmitting necessary documents for making application to the Public Utilities Commission for an allocation of funds to assist in financing crossing protection work at the intersection of Alameda Street and 25th Street, and recommending that the City make application to the Commission for an allocation of funds,- was read. Rich to Civil Engineering Assistant, Step 1, effective July 1, 1969; and requesting authority to reclassify Lewis R. Adams to Civil Engineering Associate, Step 3, effective July 1, 1969, was read. It was moved by Malburg, seconded by Anderson, that the requests of the City Engineer, dated June 12, 1969, be approved. Motion carried. Communication from R. H. King, Superintendent of the Water Department, dated June 10, 1969, requesting authority to issue a purchase order to Layne and Bowler Company t;~ pull the existing pump from Well #4; and requesting authority to properly destroy Well #4 in accordance with Section 5.02, Article V of City of Vernon Ordinance No. 793, was read. It was moved by Ybarra, seconded by Malburg, that the requests of the Superintendent of the Water Department, dated June 10, 1969, be approved. Motion carried. Communication from R. H. King, Superintendent of the Water Department, dated June 12, 1969, requesting authority to ad- Vi:mce Terrell Gresham to Utility Man IV, Step 3, on the basis of merit, effective July 1, 1969, was read. It was moved by Ybarra, seconded by Anderson, that the X'eC11.1est of the Superintendent of the Water Department, dated June :L2, 1969, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated June 10, 1969, requesting authority for J. E. Muldown and L. M. Husted to attend the Arson and Fire Investigation Seminar at River" ~ide, California from June 22 to 27, 1969, with an expense allow- ance of $141.85 each, was read. It was moved by Malburg, seconded by Ybarra, that the request of the Fire Chief, dated June 10, 1969, be approved and authority granted to issue warrants in the amount of $141.85 each to J. E. Muldown and L. M. Husted. Motion carried. Report of Health Department Activities for the month of May, 1969, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that Re- port of Health Department Activities be received and filed. Motion carried. Baker and the City of Vernon, for one Harley-Davidson motorcycle be terminated a.nd hazard pay be cancelled, effective Jtme 1, 1969, was read. It was moved by Anderson, seconded by Ybarra, that the recommendation of the Police Chief, dated June 4, 1969, be a.pproved. Motion carried. Activity Log of the Police Department for the period June 1 to 15, 1969, inclusive, was presented. It was moved by Malburg, seconded by Ybarra, that Ac- tivity Log of the Police Department be received and filed. lVIotion carried. Communication from A. E. Nelson, Jr., City Engineer, dated June 12, 1969, transmitting an easement for street purposes from Gray Truck Company covering a portion of Bandini Boulevard, and recommending that the easement be accepted and that the grantor be advised of the official recordation, was read. It was moved by Ybarra, seconded by Malburg, that Easement be accepted from Gray Truck Company and that the Mayor and the City Clerk be authorized to execute Certificate of Ac- ceptance. Motion carried. Communication from the County of Los Angeles/Department of Real Estate Management, dated June 13, 1969, giving notification to City of Vernon of County-owned property available for sale - File No. RH-15l1 (Parcell), was read. It was moved by Malburg, seconded by Anderson, that communication from the County of Los Angeles/Department of Real Estate Management, dated June 13, 1969, be referred to the City Attorney and the Cicy Engineer for study and report. Motion carried. Communica tion from Mr. Raymond Alvarez, dated June IL:., 1969, requesting permission to have a billiard table at the Del Rey Cafe, 2000 East Vernon Avenue, was read. It was moved by Mailliard, seconded by Anderson, that the request of Mr. Raymond Alvarez, dated June 14, 1969, be approved. lVIotion carried. Copy of Resolution No. 69-136 of the City Council of the City of Torrance endorsing Senate Bill No. 941 enlarging function of the State's Environmental Quality Study Council to place more emphasis on noise control from all sources, was pre- sentedc It was moved by Anderson, seconded by Ybarra, that copy of Resolution No. 69-136 of the City Council of the City of Tor- rance be received and filed. Motion ca.rried. I I -6- 6/17/69 Communication from London Broiler requesting licenses to operate two additional mobil hot trucks in the City of Vernon, vvas read. It was moved by Ybarra, seconded by Malburg, that the request of London Broiler be referred to the Health Department and the Fire Department with power to act. Motion carried. Communication from Pott Industries Sales Inc. requesting a license to conduct a business of representing manufacturers in the sale and distribution of pipe and related products at 2820 E. !+4,th Street, was read. It was moved by Ybarra, seconded by Malburg, that the request of Pott Industries Sales Inc. be referred to the Building Department with power to act. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated June 16, 1969, requesting that James E. Mason be advanced from Policeman, Grade 2 to Grade 1, effective July 1, 1969, was read. It was moved by Mailliard, seconded by Anderson, that the request of the Police Chief, dated June 16, 1969, be approved" Motion carried. Communication from Jack H. MacDonald Company Inc., dated June 10, 1969, requesting a partial refund of the buildi.ng pe:::mit fee on abandoned proposed construction project, together with recommendation from the Superintendent of Building that 80% of building permit fee be refunded in connection with Building Permit No. 20643, was read. It was moved by Malburg, seconded by Mailliard, that the recommendation of the Superintendent of Building be approved and authority granted to issue warrant in the amount of $188.4.0 to Jack H. MacDonald Company Inc. Motion carried. "Warrant Register No. 28711 covering claims and dem:lnds presented during the period June 1 to 15, which includes Demands f:)s. 9-14.91 to 9-1661 (both inclusive) and Nos. l493A to l500A (both inclusive) drawn on the United California Bank, totaling $896,415.50 (Light and Power Warrants $875,374.18) (Account~ng Per.iod June, 1969), was examined and audited.
