MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 1, 1969 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE.. VERNON.. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Yharra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mai11iard, seconded by Ybarra, that minutes
of the meeting of June 17, 1969 be approved as written and submitted.
Motion carried.
Communication from the Finance Committee, dated June 24,
1969, transmitting copies of the individual requests for the
operation of the various departments of the City for the fiscal year
1969-70, together with amounts recommended for approval by the
Finance Committee; and making certain specific enumerated recom-
mendations in connection therewith, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Ybarra, that the
recommendations of the Finance Committee be approved as enumerated
in communication, dated June 24, 1969, relative to individual
requests for the operation of the various departments of the City
for the fiscal year 1969-70. Motion carried.
Resolution No. 3028 - A Resolution of the City Council of
the City of Vernon, approving budget for the fiscal year 1969-70,
was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 3028 be approved and adopted. Motion carried.

Resolution No. 3026 - A Resolution of the City Council of
the City of Vernon, creating a fund to be known as the General
Construction and City Betterment Fund, and instructing the City
Treasurer to transfer certain moneys from the General Fund to said
fund, was read.
It was moved by Ybarra, seconded by Mail1iard, that
Resolution No. 3026 be approved and adopted. Motion carried.

Communication from Creative Merchandising Inc. requesting
a license to conduct a business of warehousing and distributing fine
china at 2131 E. 51st Street, was read.
It was moved by Mail1iard, seconded by Ybarra, that the
request of Creative Merchandising Inc. be referred to the Building
Department with power to act. Motion carried.

Communication from California Delivery Service requesting a
license to conduct a trucking business at 1931 E. Vernon Avenue, was
read.
It was moved by Mailliard, seconded by Ybarra, that the
request of California Delivery Service be referred to the 3uilding
Department 'ftlith power to act. Mot ion carried.
Communication from Anixter-Los Angeles, Inc. requesting a
license to conduct a business of distributing electrical wire and
cable at 3389 E. 50th Street, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Anixter-Los Angeles, Inc. be referred to the Building
Department with power to act. Motion carried.
Communication from Tro-Pac Company, Inc. requesting a
license to conduct a business of warehousing and packing finished
furniture at 4395 E. Ayers Avenue, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Tro-Pac Company, Inc. be referred to the Building Depart-
ment with power to act. Motion carried.
Communication from Gencan, Inc. requesting a license to
conduct a business of distributing metal cans and plastic bottles
at 2141 E. 51st Street, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of Gencan, Inc. be referred to the Building Department with
power to act. Motion carried.
Communication from Baker Commodities, Inc. requesting a
license to conduct a business of buying and selling used motor
vehicles at 4065 Bandini Blvd., was read.
It was moved by Anderson, seconded by Ybarra, that the City
Clerk be instructed to notify Baker Commodities, Inc. that their
application is not in accordance with Section 42 of Ordinance No. 710,
and to call their attention to Section 32 of Ordinance No. 710.
Motion carried.
Communication from London Broiler requesting licenses to
operate two additional mobil hot trucks in the City of Vernon, was
read.
It was moved by Anderson, seconded by Ybarra, that the
request of London Broiler be approved and licenses granted. Motion
carried.
Communication from Robinson's Flower Shop Incorporated,
dated June 25, 1969, requesting permission to sell special made
"hand" bouquets on some of the street corners on the main arteries
leading from the City of Vernon, was read. (Copy to each member of
the City Council)
It was moved by Malburg, seconded by Mailliard, that the
request of Robinson's Flower Shop Incorporated~ dated June 25, 1969,
be approved, provided that the provisions of Ordinance No. 721 are
strictly complied with. Motion carried.

Communication from Division of Highways, State of
California, dated June 13, 1969, with reference to a functional
classification study of all existing highTNays, road and streets in
California, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that communi-
cation from Division of Highways, State of California, dated June
13, 1969, be referred to the City Engineer for necessary action.
Motion carried.
Communication from the City of Huntington Park, dated June
17, 1969, transmitting a certified copy of Resolution No. 69-51
initiating proceedings for the transfer of certain uninhabited
territory from the City of Huntington Park to the City of Vernon,
was read.
Resolution No. 3029 - A Resolution of the City Council of
the City of Vernon, consenting to the transfer of certain uninhabited
territory from the City of Huntington Park to the City of Vernon
pursuant to the provisions of Article 4.5 of Chapter 1, Part 2,
Division 2, Title 4 of the Government Code of the State of
California, was read.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 3029 be approved and adopted. Motion carried.

Communication from L. C. Husted, Fire Chief, dated June
19, 1969, requesting that Fireman Keith M. Slifka be granted a
leave of absence with pay from July 12 to 27, 1969, inclusive, to
attend annual military training, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Fire Chief, dated June 19, 1969, be approved. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated July 1,
1969, requesting that Fireman Sheldon W. Bardin be granted a leave
of absence with pay from July 11 to 26, 1969, inclusive, to attend
annual military training, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Fire Chief, dated July 1, 1969, be approved. Motion
carried.

Communication from R. H. King, Superintendent of the Water
Department, dated June 23, 1969, &dvising thet Mr. Pete Romo, Utility
Man in the Water Department, plar~s to retire from the service of the
City effective at the close of the working day, July 14, 1969, was
read. (Copy to each member of the City Council)
Resolution No. 3027 - A Resolution of the City Council of
the City of Vernon, expressi.ng its appreciation to Pete Romo for
his many years of service to the City of Vernon, was read.
It was moved by Malburg, seconded by Mai11iard, that
Resolution No. 3027 be approved and adopted. Motion carried.

Communication from C. E. Nemethi, M.D., Health Officer,
dated June 23, 1969, requesting authority for Mayrose Snyder to
attend the Workshop for Occupational Health Nurse Consultants,
Department of H.E.W., at Cincinnati, Ohio, from August 4 to 8, 1969,
inclusive, with an expense allowance of $142.50, was read.
It was moved by Mail1iard, seconded by Ybarra, that the
request of the Health Officer, dated June 23, 1969, be approved and
authority granted to issue warrant in the amount of $142.50 to
Mayrose Snyder. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
June 18, 1969, recommending that an action be taken to condemn
certain property in order to obtain a favorable title report and a
combined updated policy of title insurance, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Ybarra, that communi-
cation from the City Engineer, dated June 18, 1969, be referred to
the City Engineer and the City Attorney for necessary action.
Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
June 23, 1969, transmitting an easement for street purposes from
Azusa Western Incorporated covering a portion of Bandini Boulevard,
and recommending that the easement be accepted and that the grantor
be advised of the official recordation, was read.
It was moved by Ybarra, seconded by Malburg, that Easement
be accepted from Azusa Western Incorporated and that the Mayor and
the C~ty Clerk be authorized to execute Certificate of Acceptance.
Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
June 26, 1969, transmitting a letter from Southern California Edison
Company, dated May 6, 1969, and proposed Contract No. 341 for traffic
signal maintenance; and recommending that the proposed Contract No.
341 be approved and that authority be granted to advertise for bids,
was read. (Copy to each member of the City Council)
Resolution No. 3021 - A Resolution of the City Council of
the City of Vernon, approving Contract No. 341 for traffic signal
maintenance, 1969-1974, and directing the giving of notice inviting
bids in accordance with Contract No. 341 of the City of Vernon, was
read.

Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated June 24, 1969, with reference to the 71st Annual
Conference of the League of California Cities to be held in San
Francisco from September 28 to October 1, 1969, inclusive, making
certain recommendations in connection therewith, was read. (Copy
to each member of the City Council)
It was moved by Ybarra, seconded by Malburg, that the
recommendations of the City Clerk-Director of Finance with reference
to the 7lst Annual Conference of the League of California Cities be
approved as outlined in communication dated June 24, 1969. Motion
carried.
Activity Log of the Police Department for the period June
16 to 30, 1969 inclusive, was presented.
It was moved by Ybarra, seconded by Anderson, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from C. H. McGovern, City Attorney, dated
June 19, 1969, with reference to offer of the County of Los Angeles
to sell certain property to the City of Vernon, was read. (Copy to
each member of the City Council)
Communication from A. E. Nelson, Jr., C1ty Engineer, dated
June 27, 1969, with reference to offer of the County of Los Angeles
to sell certain property to the City of Vernon as outlined in their
letter of June 13, 1969, recommending that the City of Vernon offer
to purchase this parcel of land at its appraised value of $6,500.00,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
recommendation of the City Engineer, dated June 27, 1969, be approved,
and that the Mayor and the City Clerk be authorized to execute neces-
sary documents to consummate the sale of certain property to the
City of Vernon by Los Angeles County. Motion carried.
Communication from Jorge V. Parga requesting a license to
operate the El Huapango Cafe at 4903 Santa Fe Avenue, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of Jorge V. Parga to operate the El Huapango Cafe be referred
to the Building Department with power to act. Motion carried.
Communication from B. W. Hodge Transportation Inc.
requesting a license to conduct a trucking for hire business at 1931
E. Vernon Avenue, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of B. W. Hodge Transportation Inc. be referred to the Building

Communi.cation from Byron Jackson Pump Division, dated June
27, 1969, with reference to extension previously granted to use six
trailers as temporary offices on their property at 2300 E. Vernon
Avenue until July 31, 1969, requesting that permission to use these
trailers as temporary offices be extended until December 31, 1969,
was read.
It was moved by Ybarra, seconded by Anderson, that Byron
Jackson Pump Division be granted permission to use the six trailers
located on their property at 2300 E. Vernon Avenue as temporary
offices until December 31, 1969, subject to the conditions stipulated
in the minutes of October 4, 1966. Motion carried.
Communication from Excel-Mineral Company, dated June 30,
1969, requesting permission to locate an 8' x 20' trailer inside
their warehouse at 3451 East 26th Street to be used as offices only
for approximately one year, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Excel-Mineral Company, dated June 30, 1969, be referred
to the Health Department, the Building Department and the Fire
Department for investigation and report. Motion carried.
Communication from L. C. Husted, Fire Chief, dated July 1,
1969, with reference to four Dumont hand-held portable radios
received approximately one year ago, requesting permission to return
these radios to the vendor and to replace them with four new
Motorola portable radios, was read. (Cost for returning these
radios to vendor will be approximately $340.00, based on 15% of
total price of $2,251.53 for wear and tear and handling)
It was moved by Malburg, seconded by Ybarra, that the
request of the Fire Chief, dated July 1, 1969, be approved. Motion
carried.
Ordinance No. 799 - An Ordinance of the City of Vernon
making it unlawful to dispense food or drink from any truck, meal
cart, wagon, stand or vehicle located upon the right-of-way of any
public street, alley, or public place within the City of Vernon,
and repealing all ordinances in conflict herewith, was read in full
for a first reading.
It was moved by Malburg, seconded by Ybarra, that
Ordinance No. 799 receive and pass a first reading. Motion carried.

It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 799 receive a second reading by title. Motion carried.
Ordinance No. 799 - An Ordinance of the City of Vernon

''Warrant Register No. 288" covering claims and demands
presented during the period June 16 to 30, which includes Demands
Nos. 9-1662 to 9-1759 (both inclusive) drawn on the United California
Bank, totaling $187,568.66 (Light and Power Warrants $125,431.50)
(Accounting Period June and July, 1969), was examined and audited.
It was moved by Mailliard, seconded by Ybarra, that
''Warrant Register No. 288" be approved and payment authorized for
Demands Nos. 9-1662 to 9-1759 (both inclusive), with no exceptions.
Motion carried.
