MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 2, 1969 AT TI40 O'CLOCK
P.M. IN THE CCUNCIL CHAMBER OF THE

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Ybarra, that minutes
of the meeting of August 19, 1969 be approved as written and
submitted. Motion carried.
Communication from Seatrain Lines, California requesting a
license to conduct a business of transportation sales at 3600 E.
Washington Blvd., was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Seatrain Lines, California be referred to the Building
Department with power to act. Motion carried.
Communication from American Refractories and Crucible
Corp. requesting a license to conduct a bustness of selling
refractories and crucibles at 4444 E. 49th Street and warehousing of
the above products at 5035 Gifford Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of American Refractories and Crucible Corp. be referred to
the Building Department with power to act. Motion carried.
Communication from Republic Machinery Co. Inc. requesting a
license to conduct a business of selling machine tools at 3620 Santa
Fe Avenue, was read.
It was moved by Anderson, seconded by Mail1iard, that the
request of Republic Machinery Co. Inc. be referred to the Building
Department with power to act. Motion carried.
Communication from Gold-Cote, Inc. requesti.ng a license to
conduct a business of manufacturi.ng bread crumbs at 2803 Santa Fe
Avenue, was read.
It was moved by~nderson, seconded by Ybarra, that the
request of Gold-Cote, Inc. be referred to the Building Department with
power to act. Motion carried.
Communication from Lady Fair Kitchens, Inc. req~lesting a
license to conduct a business of manufacturing ore-finished cabinets
at 5607 Santa Fe Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Lady Fair Kitchens, Inc. be referred to the BUllding
Department with power to act. Motion carried.
Communication from Ness Metal Company, dated August 25,
1969, with reference to a Water Department billing, was read. (Copy

cation from Ness Metal Company, dated '\.ugust 25, 1960;, be received
and filed. Motion carried.
Connnunicati.on from Canada Dry Corporati.on, dated August 20,
1960, commending members of the Vernon Police Deoartment, was read.

It was moved by \nderson, seconded by Ybarra, that communi-
cation from Canada Dry Corporation, dated August 2C, 1960, be
received and filed. Motion carried.
Copy of Resolution No. ~9-32 of tbe City Council of the
City of Commerce urging adoption by the United States Congress of
the Controlled Dangerous Substances ~ct ot 19~?, was presented.
It was moved by Anderson, seconded by Ybarra, that copy of
Resolution No. 50-32 of t~e City Council of the City of Commerce be
received and filed. Motion carried.
Copy of Resolution No. 4~20 of the Council of the City of
Redondo Beach, California, requesting the Resr,lution Con~ittee of
the League of California Cities to submit a resolution to the
League's Annual Convention opposing any change in the current tax
exemption on State and Local Government bond interest, was presented.
It was moved by Malburg, seconded by Mailliard, that the
City ~ttorney be instructed to draft a resolution requesting the
Resolution Committee of the League of California Cities to submit a
resolut ion to the League's A.nnua1 Con".rention opposing any change in
the current tax exemption on State and Local GoveLnment bond interest.
Motion carried.
Connnunication from Byr.on Jackson Pump Divisi.on, dated
August 27, 1969, requesting permissi.on to use two office trailers
at 2300 E. Vernon Avenue for an addltional six months to one year
period, was read.
It was moved by Ybarra, seconded by Anderson, that Byron
Jackson Pump Division be authorized to use two office trailers at
2300 E. Vernon\.venue for an additional period of one year, maximum
time limit shall be September 1, lQ70, subject to all the conditions
established by the Ci.ty Council at its meeting held August 6, 1968.
Motion carried.
Communication from Aluminum Company of America, dated
August 18, 1969, requesting authority to utilize two additional
mobile trailers (specifically Numbers 7 and 8) as temporary offices
on their property located at 5151 Alcoa A'lenue, was read.
Communicati.on from Vincent R. Bush, Superintendent of
Building, dated \ugust 27, 196;, advising that the Building, Fire
and Health Departments have no ohjection to the use of two trailers,
specifically Numbers 7 and 8, by theAlumi.num Company of America,
located at 5151 Alcoa Avenue for the temporary period of one year
with the usual conditions, was read.

It was moved by Anderson, seconded by Ybarra, tnat Aluminum
Company of America be autnorized to use two additional mobile
trailers as temporary offices on their property located at 5151
Alcoa Avenue, provided that said trailers are used only for the
purpose as outlined in their. letter dated August 18, 1969; provided
that said trailers are not used for sleeping and/or cooking purposes;
provided that the requ~rements of all City departments are complied
with and that all necessary City permits are obtained; and with a
stipulation that the maximum time limit that said trailers may be
used shall be September 1, 1970. Motion carried.
Communication from ~. R. Pearson Truck Co. Inc., dated
August 28, 1969, requesting permission to use their office trailer
at 4720 E. 26th Street for an additional one year period, was read.
It was moved by Malburg, seconded by Mailliard, thatA. R.
Pearson Truck Co. Inc. be authorized to use an office trailer at
4720 E. 26th Street for an additional period of one year, maximum
time limit shall be September 1, 1970, subject to all the conditions
established by the City Council at its meeting held July 19, 1966.
Motion carried.
Communication from Vincent R. Bush, Superintendent of
Building, and L. C. Husted, Fire Chief, dated ~ugust 25, 1969,
transmitting a request from Mand Carpet Mills, dated ~ugust 13, 1969,
to omit the fire door requirement between their old facilities and
their proposed new expansion, and recommending that Mand Carpet Mills
be permitted to omit the fire door requirement between the old and
new structures, subject to certain conditions, was read. (Copies of
both communications to members of the Ci.ty Council)
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Superintendent of Building and the Fire Chief,
dated August 25, 1969, be approved; and that Mand Carpet Mills be
permitted to add 33,000 square feet onto their existing shipping
building and to omit fire doors between the old and new structures,
subject to the conditions as outlined in communication from Mand
Carpet Mills, dated August 13, 1969, and subject to the conditions as
outlined in communication from the Superintendent of Building and
the Fire Chief, dated August 25, 1969, addressed to the City Council.
Motion carried.
Communication from Vincent R. Bush, Superintendent of
Building, and Lo C. Husted, Fire Chief, dated \ugust 19, 19h9,
transmitting a request from Maas-Hansen Steel Corporation, 2435 E.
37th Street, dated August 14, 1969, to omit fire sprinkler protection
systems from all structures on their property, and recommending that
Maas-Hansen Steel Corporation be permitted to add 25,000 square feet
to their existing structures and to omit fire sprink.ler 1?rotee:tion
systems from their buildings at this time subject to certain
conditions, was read. (Copies of both communications to members of
the City Council)
It was moved by Malburg, seconded by Anderson, that the
recommendatl.on of the Superintendent of Building and the Fire Chief,
dated August 19, 1969, be approved; and that Maas-Hansen Steel
Corporation be permitted to add 25,000 square feet to their existing
structures and to omit fire sprinkler protection systems from their
buildings at this time, subject to conditions as outlined in communi-

cation from Maas-Hansen Steel Corporation, dated .\ugust 14, 1969,
and communication from the Superintendent of Building and the Fire
Chief, dated August 19, 1969, addressed to the City Council. Motion
carried.
Communication from Vincent R. Bush, SU1.'erintendent of
Building, dated August 11, 1969, requesting authority for F. W.
Sumner to attend the 40th Annual Business Conference of the Plumbing
and Mechanical Officials at San Diego, California from September 29
to October 3, 1969 inclusive, with an expense allowance of $219.68,
was read.
It was moved by Anderson, seconded by Ybarra, that the
request of the Superintendent of Building, dated August 11, 1969,
be approved and authority granted to issue warrant in the a.mount of
$219.68 to F. W. Sumner. Motion carried.
Communication from L. C. Husted, Fire Chief, dated August
29, 1969, requesting authority to attend the Western Fire Chief
Conference in Honolulu, Hawaii from September 13 to September 21,
1969, with an expense allowance of $225.0C, was read.
It was moved by Ybarra, seconded by Malburg, that the
request of the Fire Chief, dated August 29, 196'1, be approved and
authority granted to issue warrant in the amount of $225.00 to
L. C. Husted. Motion carried.
CommunicD.tion from R. H. King, Director of Public r^lorks,
dated August 25, 1969, transmitting an easement for street purposes
from Golden Wool Company covering a portion of Bandini Boulevard;
and rec(.mmending that the easement be accepted and that the grantors
be advised of the official recordation, was read.
It was moved by Mailliard, seconded by Ybarra, that
Easement be accepted from Golden Wool Company and that the Mayor
and the City Clerk be authorized to execute Certificate of
Acceptance. Hotion carried.
Communication from R. H. King, Director of Public Works,
dated August 25, 1969, transmitting Contract No. 342 for First
Street Improvement, and recommending that the contract be approved
and that authority be granted to advertise for bids, was read.
Resolution No. 3D37 - A Resolution of the City Council of
the City of Vernon, approving Contract No. 342, First Street Improve-
ment, and directing the giving of notice inviting sealed proposals
or bids in accordance with Contract No. 342 of the City of Vernon,
was read.
It was moved by Mail1iard, seconded by Ybarra, that
Resolution No. 3037 be approved and adopted. Motion carried.

Communication from L. C. Husted, Fire Chief, transmitting
Contract No. 343 for one "8S-Foot Fire Tower and Ladder Truck Motor
Fire ApparatusH, and recommending that the contract be approved and
that authority be granted to advertise for bids, was read.

It was moved by Anderson, seconded by Mailliard, that
Contract No. 343 for one H8S-Foot Fire Tower and Ladder Truck Motor
Fire Apparatusa be approved, and directing the giving of notice
inviting sealed proposals or bids in accordance with Contract No.
343 of the City of Vernon. Motion carried.
Communication from R. H. King, Director of Public Works,
dated August 28, 1969, transmitting Contract No. 344 for the purchase
of a Street Sweeper, and recommending that the contract be approved
and that authority be granted to advertise for bids, was read.
It was moved by Mailliard, seconded by Ybarra, that
Contract No. 344 for the purchase of a Street Sweeper be approved,
and directing the giving of notice inviting sealed proposals or bids
in accordance with Contract No. 344 of the City of Vernon. Motion
carried.
Communication from R. H. King, Director of Public Works,
dated August 29, 1969, requesting authority to purchase one #7 Binks
Spray Gun, complete with #36-703 kit, at an approximate cost of
$70.00, to be used by the painti.ngcrew for red curb painting, was
read.
It was moved by Malburg, seconded by Mailliard, tbat the
request of the Director of Public Works, dated August 29, 1969, be
approved. Motion carried.
Communication from L. C. Husted, Fire Chief, dated August
28, 1969, requesting permission to purchase a 3/4 ton capacity
chassis with cab to replace the present 1957 Ford truck now in use
by the Mechanical Department, was read. (Copy to each member of the
City Council)
It was moved by Mailliard, seconded by Ybarra, that the
request of the Fire Chief, dated August 28, 196Q, be approved.
Motion carried.
Communication from R. H. King, Director of Public Works,
dated August 28, 1969, recommending that Mr. Ray L. Groom, Pumping
Plant Operator, be permitted to lease the city-owned house at 3357
Fruitland Avenue, was read. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by ~nderson, that the
city-owned house at 3357 Fruitland Avenue be leased to Mr. Ray L.
Groom. Motion carried.
Communication from M. R. Mosquini, District Manager of
Southern California Edison Company, dated August 28, 1961,
transmitting request of Mr. J~mes M. Shearer, newly appointed service
crew foreman in Vernon, to lease the city~owned house at 4323
Furlong Place, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard~ that the
city-owned house at 4323 Furlong Place be leased to Mr. James M.
Shearer. Motion carried.
Activity Log of the Police Department for the period
August 16 to 31, 1969, inclusive, was presented.
It was moved by Anderson, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.

Communication from R. H. King, Director of Public Works,
dated August 28, 1969, transmitting Contract No. 345 for the purchas~
of an Asphalt Truck, and recommending that the contract be approved
and that authority be granted to advertise for bids, was read.
It was moved by Ybarra, seconded by Anderson, that Contract
No. 345 for the purchase of an Asphalt Truck be approved, and
directing the giving of notice inviting sealed proposals or bids in
accordance with Contract No. 345 of the City of Vernon. Motion
carried.
Communication from Vincent R. Bush, Superintendent of
Building, dated August 29, 1969, transmitting a request from Granvill(
Black Construction Co. for refund of permit fee in connection with
Permit No. 21078 dated March 18, 1969; and recommending that 80%
of the permit fee of $130.50 or $104.40 be refunded to Granville
Black Construct10n Co., was read. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Superintendent of Building, dated ~ugust 29,
1969, be approved and authority granted to issue warrant in the
amount of $104.40 to Granville Black Construction Co. Motion carried
It was moved by Malburg, seconded by Anderson, that the
City Attorney be instructed to draft an ordinance reflecting the
new Southern California Edison Company rates applicable in the Ci.ty
of Vernon, but including the City of Vernon discount. Motion carried.
"Warrant Register No. 292" covering claims and demands
presented during the period August 16 to 31, which includes Demands
Nos. 9-2231 to 2322 (both inclusive) drawn on the United California
Bank, total~ng $69,222.05 (Light and Power Warrants $5,840.71)
(Accounting Period September, 1969), was examined and audited.
It was moved by Mailliard, seconded by Ybarra, that
''Warrant Register No. 292~' be approved and payment authorized for
Demands Nos. 9-2231 to 9-2322 (both inclusive), with no exceptions.
Motion carried.

There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
