MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD OCTOBER 7, 1969 AT TWO O'CLOCK
P .M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mai1liard, seconded by Anderson, that
minutes of the meeting of September 16, 1969 be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for one new "85-Foot Fire Tower and Ladder
Truck Motor Fire Apparatus", in accordance with Contract No. 343.
It was moved by Mai11iard, seconded by Ybarra, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

It was moved by Malburg, seconded by Ybarra, that bids
received for one new "85-Foot Fire Tower and Ladder Truck Motor Fire
Apparatus", in accordance with Contract No. 343, be referred to the
Fire Chief and the City Attorney for checking and report. Motion
carried.
It was moved by Mai11iard, seconded by Anderson, that
Ordinance No. 803 receive a second reading by title. Motion carried.
Ordinance No. 803 - An Ordinance of the City of Vernon,
fixing the rates to be charged for electrical energy distributed
and supplied by said City of Vernon within its boundaries, and
repealing Ordinances Nos. 766, 783, and 786 of said City, was read
for a second reading by title.
It was moved by Ybarra, seconded by Anderson, that
Ordinance No. 803 receive and pass a second reading. Motion carried.

It was moved by Malburg, seconded by Mailliard, that in
accordance with Government Code Section 36934, the reading of
Ordinance No. 803 in full be waived; and that Ordinance No. 803

Ordinance No. 803 - An Ordinance of the City of Vernon,
fixing the rates to be charged for electrical energy distributed
and supplied by said City of Vernon within its boundaries, and
repealing Ordinances Nos. 766, 783, and 786 of said City, was read
by title for a third and final reading.
It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 803 receive and pass a third reading and be adopted.
Motion carried.

Communication from R. H. King, Director of Public Works,
dated September 18, 1969, with reference to bids received for a
street sweeper in accordance with Contract No. 344, recommending
that the contract be awarded to Dearth Machinery Company; that the
extra vacuum tank listed in the specifications be deleted for a
deduction of $40.00 from the bid price; and that payment for this
equipment be made within 20 days from invoice for an additional
discount of $100.00, was read.
Resolution No. 3043 - A Resolution of the City Council of
the City of Vernon, accepting the bid of Dearth Machinery Company
for a street sweeper in accordance with Contact No. 344, was read.
It was moved by Mail1iard, seconded by Ybarra, that
Resolution No. 3043 be approved and adopted. Motion carried.

dated September 23, 1969, with reference to bids received for
Contract No. 342, First Street Improvement, recommending that the
contract be awarded to Sully-Miller Contracting Company on the
basis of their bid of $25,917.70, was read.
Resolution No. 3041 - A Resolution of the City Council of
the City of Vernon, accepting the bid of Sully-Miller Contracting
Company for First Street Improvement in accordance with Contract No.
342 of the City of Vernon, was read.
It was moved by Malburg, seconded by Anderson, that
Resolution No. 3041 be approved and adopted. Motion carried.

Communication from Corrugated Partitions & Die Cut
requesting a license to conduct a business of manufacturing
corrugated boxes at 5809 Alcoa Avenue, was read.
It was moved by Ybarra, seconded by Malburg, that the
request of Corrugated Partitions & Die Cut be referred to the
Building Department with power to act. Motion carried.
Communication from The London Broiler requesting a license
to operate an additional hot truck in the City of Vernon, was read.

request of The London Broiler be approved and license granted.

Communication from National Truck Parts & Service
requesting a license to conduct a business of selling new and used
truck parts and repair service at 5526 So. Soto Street, was read.
It was moved by Ybarra, seconded by Malburg, that the
request of National Truck Parts & Service be referred to the Building
Department with power to act. Motion carried.
Communication from Pa1i110's requesting a license to
operate a packaging service business at 2107 E. 27th Street, was
read.
It was moved by Ybarra, seconded by Malburg, that the
request of Pa1i110's be referred to the Building Department with
power to act. Motion carried.
Communication from Empire Dressed Beef Brokers requesting
a license to operate a meat brokerage business at 3261 E. 44th
Street, was read.
It was moved by Anderson, seconded by Ybarra, that the
request of Empire Dressed Beef Brokers be approved and license
granted. Motion carried.
Communication from Ski1fab Metal Products - Division of
Parvin-Dohrman Co. requesting a license to conduct a business of
manufacturing commercial kitchen equipment and other sheet metal
fabrication at 4150 Bandini Blvd., was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of Ski1fab Metal Products - Division of Parvin-Dohrmann Co.
be referred to the Building Department with power to act. Motion
carried.
Communication from Surefine Transportation Co. requesting
a license to conduct an interstate trucking business at 1925 E.
Vernon Avenue, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of Surefine Transportation Co. be referred to the Building
Department with power to act. Motion carried.
Communication from Ability Trucking Co. requesting a
license to conduct a trucking business at 4206 Charter Street, was
read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of Ability Trucking Co. be referred to the Building Depart-
ment with power to act. Motion carried.
Communications from London Broiler, Inc., dated September
19 and 26, 1969, requesting permission to place a 10' x 40' trailer
on the property at 4555 Pacific Boulevard for use as a temporary
office building, was read. (Copy to each member of the City

It was moved by Malburg, seconded by Mai11iard, that
London Broiler, Inc. be authorized to locate one 10' x 40' office
trailer on the property at 4555 Pacific Blvd., provided that said
trailer is used only for the purposes as outlined in their letters
dated September 19 and 26, 1969; provided that said trailer is not
used for sleeping and/or cooking purposes; provided that the require-
ments of all City departments are complied with and that all
necessary City permits are obtained; and with a stipulation that the
maximum time limit said trailer may be used shall be October 1, 1970.
Motion carried.
Communication from Wheeler Sales, Ltd., dated September
20, 1969, requesting permission to use an office trailer at 2755
E. 26th Street for an additional year, was read. (Copy to each
member of the City Council)
It was moved by Mai11iard, seconded by Ybarra, that the
request of Wheeler Sales, Ltd., dated September 20, 1969, be referred
to the Building Department and the Fire Department for investigation
and report. Motion carried.
Communication from R. H. King, Director of Public Works,
dated September 17, 1969, transmitting a final bill for the sum of
$10,870.11 for the relocation work as performed by The Atchison,
Topeka and Santa Fe Railway Company in connection with storm drain
construction and anticipated future street widening in Washington
Blvd., and reconnnending that the City Council authorize the
expenditure of $10,870.11 for the relocation of fencing and the
necessary track work within the area deeded to the City of Vernon,
was read. (Copy to each member of the City Council)
It was moved by Mai1liard, seconded by Anderson, that the
recommendation of the Director of Public Works, dated September 17,
1969, be approved and authority granted to issue warrant in the
amount of $10,870.11 to The Atchison, Topeka and Santa Fe Railway
Company. Motion carried.
Communication from R. H. King, Director of Public Works,
dated October 3, 1969, advising that the work of constructing 306
feet of eight-inch sewer in 44th Street was completed on October 3,
1969 in accordance with agreement between the City of Vernon and
Ka1 Kan Foods, Inc.; and recommending that the ownership of this
sewer line be accepted, was read.
It was moved by Mail1iard, seconded by Ybarra, that the
recommendation of the Director of Public Works, dated October 3,
1969, be approved and that ownership of the sewer line in 44th
Street be accepted. Motion carried.
Communication from the Finance Committee, dated September
22, 1969, with reference to meeting held on that date, making
certain enumerated recommendations relative to financial matters
of the City, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that the
recommendations of the Finance Committee be approved as enumerated
in communication dated September 22, 1969. Motion carried.

It was moved by Ybarra. seconded by Malburg, that
Ordinance No. 802 be read by title for a first reading. Motion
carried.
Ordinance No. 802 - An Ordinance of the City of Vernon to
license. for the purpose of revenue and regulation, certain kinds
of business authorized by law and carried on in such city, including
shows, exhibitions, and lawful games carried on therein; to fix the
rates of license tax upon the same and to provide for the collection
of the same by suit or otherwise; and prescribing penalties for the
violation of the provisions of this ordinance, and repealing all
ordinances and parts of ordinances in conflict therewith, was read
by title for a first reading.
It was moved by Anderson, seconded by Malburg, that
Ordinance No. 802 receive and pass a first reading. Motion carried.

Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated September 19, 1969, recommending that the Purchasing
Ordinance be amended to increase the amount in Sections 9 & 10 from
$2,500.00 to $3,500.00, and that the Purchasing Resolution be
amended to increase the amount in Section 3 from $2,500.00 to
$3,500.00, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Anderson, that the
recommendation of the City Clerk-Director of Finance, dated
September 19, 1969, be approved. Motion carried.
It was moved by Ybarra, seconded by Anderson, that
Ordinance No. 804 be read by title for a first reading. Motion
carried.
Ordinance No. 804 - An Ordinance of the City of Vernon
amending Sections 9 and 10 of Ordinance No. 722 of said City, and
repealing Ordinance No. 729, was read by title for a first reading.
It was moved by Malburg, seconded by Ybarra, that
Ordinance No. 804 receive and pass a first reading. Motion carried.

Resolution No. 3040 - A Resolution of the City Council of
the City of Vernon, amending Rule III, Subparagraph 3, of Resolution
No. 2224, establishing Rules and Regulations for use of the
Purchasing Department, was read.
It was moved by Mailliard, seconded by Ybarra, that
Resolution No. 3040 be approved and adopted. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
September 23, 1969, recommending that Sergeant p. A. Taylor be

appropriation for Police Science courses at East Los Angeles College
and UCLA Extension, was read.

It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Police Chief, dated September 23, 1969, be
approved and authority granted to issue warrant in the amount of
$55.25 to P.A. Taylor. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 25, 1969, recommending that Officer G. G. Skalsky be
retmbursed the sum of $19.50 from the Education and Training Budget
appropriation for Police Science courses at Rio Hondo Junior College,
was read.
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Police Chief, dated September 25, 1969, be
approved and authority granted to issue warrant in the amount of
$19.50 to G. G. Skalsky. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 29, 1969, recommending that Officer E. T. Brazil be
reimbursed the sum of $20.85 from the Education and Training Budget
appropriation for Police Science courses at Cerritos College, was
read.
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of the Police Chief, dated September 29, 1969, be
approved and authority granted to issue warrant in the amount of
$20.85 to E. T. Brazil. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 26, 1969, requesting that Sgt. M. C. Wooten be appointed
as an Acting Lieutenant (and receive pay of a Grade 4 Lieutenant),
effective October 1, 1969, during Lt. B. G. Emrick's absence for
heart surgery, was read.
It was moved by Malburg, seconded by Mai11iard, that the
request of the Police Chief, dated September 26, 1969, be approved.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated
September 23, 1969, advising that Fireman John C. Marx has submitted
a letter of resignation effective at the end of the working day
September 30, 1969, was read.
It was moved by Ybarra, seconded by Anderson, that the
resignation of Fireman John C. Marx be accepted. Motion carried.
Communication from L. C. Husted, Fire Chief, dated
September 20, 1969, advising that Fireman George R. Brown has
submitted a letter of resignation effective at the end of the
working day September 30, 1969, was read.
It was moved by Ybarra, seconded by Anderson, that the
resignation of Fireman George R. Brown be accepted. Motion carried.
Communication from Lewis R. Adams, Civil Engineering
Associate, dated September 29, 1969, requesting that he be
reimbursed the sum of $12.00 from the Education and Training Budget
appropriation for a course on Soil Engineering and Asphalt Paving
Design at the University of California, with approval by the
Director of Public Works, was read.

It was moved by Mai11iard, seconded by Malburg, that the
request of Lewis R. Adams, dated September 29, 1969, be approved
and authority granted to issue warrant in the amount of $12.00 to
Lewis R. Adams. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated September 29, 1969, requesting authority for Mayrose Snyder
to attend the Western Industrial Nurses' Association Conference in
San Francisco from October 16 to October 18, 1969 inclusive, with
an expense allowance of $216.90, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
request of the Health Officer, dated September 29, 1969, be approved
and authority granted to issue warrant in the amount of $216.90 to
Mayrose Snyder. Motion carried.
Communication from Maurice J. Sopp and Son, dated
September 29, 1969, requesting that their bid on Contract No. 345,
Asphalt Truck, be withdrawn, was read. (Copy to each member of the
City Council)
Communication from R. H. King, Director of Public Works,
dated October 1, 1969, with reference to bids received for Contract
No. 345, Asphalt Truck, recommending that (1) Maurice J. Sopp and
Son be permitted to withdraw the bid as requested and (2) that the
award be made to Central Motors Ford, Inc. on the basis of being
the lowest bidder conforming to the specifications, whose bid is
$9,180.15, was read. (Copy to each member of the City Council)
Resolution No. 3042 - A Resolution of the City Council of
the City of Vernon, accepting the bid of Central Motors Ford, Inc.
for an Asphalt Truck in accordance with Contract No. 345, was read.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 3042 be approved and adopted. Motion carried.

Activity Log of the Police Department for the period
September 16 to 30, 1969 inclusive, was presented.
It was moved by Ybarra, seconded by Anderson, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated October 3, 1969, requesting authority to attend the General
Session of California Conference of Local Health Officers in
Sacramento from October 15 to 17, 1969, inclusive, with an expense
allowance of $225.55, was read.
It was moved by Malburg, seconded by Ybarra, that the
request of the Health Officer, dated October 3, 1969, be approved
and authority granted to issue warrant in the amount of $225.55
to c. E. Nemethi, M.D. Motion carried.

It was moved by Anderson, seconded by Malburg, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from Mand Carpet Mills, dated October 3,
1969, requesting permission for California Weavers, Inc. to use a
trailer on a temporary basis at 2310 E. 52nd Street for temporary
office facilities, was read.
Mayor Furlong disclosed that he is one of the owners of
the property at 2310 E. 52nd Street.
It was moved by Malburg, seconded by Ybarra, that Californip
Weavers, Inc. be authorized to locate one 10' x 55' trailer on the
property at 2310 E. 52nd Street, provided that said trailer is used
only for the purpose as outlined in their letter dated October 3,
1969; provided that said trailer is not used for sleeping and/or
cooking purposes; provided that the requirements of all City depart-
ments are complied with and that all necessary City permits are
obtained; and with a stipulation that the maximum time limit said
trailer may be used shall be October 1, 1970. Motion carried.
Communication from R. H. King, Director of Public Works,
dated October 6, 1969, transmitting a letter from Kal Kan Foods
Incorporated, dated October 3, 1969, in which they express a desire
to lease 22,500 square feet of water department property on a
temporary basis for approximately twelve months for parking; and
recommending that the Mayor and the City Clerk be authorized to
endorse Kal Kan's letter to indicate acceptance of its terms by
the City, was read. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Anderson, that the
recommendation of the Director of Public Works, dated October 6,
1969, be approved; and that the Mayor and the City Clerk be
authorized to endorse letter dated October 3, 1969 from Kal Kan
Foods Incorporated to indicate acceptance of its terms by the City,
provided that Kan Kan Foods Incorporated furnishes the City with
liability and property damage insurance certificates acceptable to
the City Attorney, and with a provision that the lease may be
cancelled by either party by giving thirty days written notice.
Motion carried.
Communication from Haskins & Sells, Certified Public
Accountants, dated October 1, 1969, transmitting fin~ncial statements
and supplemental schedules of the City of Vernon for the year ended
June 30, 1969 and their opinion dated August 14, 1969, was presented.

It was moved by Malburg, seconded by Mailliard, that
communication from Haskins & Sells, Certified Public Accountants,
dated October 1, 1969, together with transmittals, be received for
study. Motion carried.
Communication from Commerce Catering requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of Commerce Catering be approved and license granted. Motion
carried.

Connnunication from Louis S. Hauger, Director of Environ-
mental Health, dated September 29, 1969, with reference to Health
Permits and Fees for selected services, transmitting a proposed
ordinance for consideration, was read.
It was moved by Ybarra, seconded by Anderson, that communi-
cation fram the Director of Environmental Health, dated September 29,
1969, together with transmittal, be referred to the Finance Committee
for study and recommendation. Motion carried.
Communication from Saxon Business Products requesting a
license to conduct a business of warehousing copying machines and
related supplies at 3151 Fruitland Avenue, was read.
It was moved by Malburg, seconded by Ybarra, that the
request of Saxon Business Products be referred to the Building
Department with power to act. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 6, 1969, recommending that Officer J. R. Parrino be
reimbursed the sum of $37.96 and Officer U. E. Flick be retmbursed
the sum of $12.55 from the Education and Training Budget appropri-
ation for courses in Police Science, was read.
It was moved by Mai11iard, seconded by Ybarra, that the
recommendation of the Police Chief, dated October 6, 1969, be
approved and authority granted to issue warrants in the amount of
$37.96 to J. R. Parrino and $12.55 to U. E. Flick. Motion carried.
Communication from the Board of Supervisors, County of
Los Angeles, dated October 3, 1969, transmitting a copy of a
resolution opposing federal legislation that might alter the tax
exempt status of interest on local government bond issues, and
urging the City of Vernon to adopt a stmi1ar resolution, was read.
It was moved by Mailliard, seconded by Malburg, that the
City Attorney be instructed to draft a resolution opposing federal
legislation that might alter the tax exempt status of interest on
local government bond issues. Motion carried.
''Warrant Register No. 294" covering c1atms and demands
presented during the period September 16 to 30, which includes
Demands Nos. 9-2493 to 9-2585 (both inclusive) drawn on the United
California Bank, totaling $75,674.10 (Light and Power Warrants
$2,074.89) (Accounting Period October, 1969), was examined and
audited.
It was moved by Mai11iard, seconded by Ybarra, that
''Warrant Register No. 294" be approved and payment authorized for
Demands Nos. 9-2493 to 9-2585 (both inclusive), with no exceptions.

The Mayor announced that the Finance Committee would meet
on October 14, 1969 at 9:00 a.m. in the Council Chamber of the City
Hall for the purpose of discussing current matters, and will be
continued, if necessary, from time to time at the order of the
Chairman.
There being no further business to come before the meeting,
it was moved by Ybarra, seconded by Malburg, that the meeting
adjourn. Motion carried.
