19691202 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD DECEMBER 2, 1969 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON. CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Mail1iard, Malburg, Ybarra COUNCIL ABSENf: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Mai1liard, seconded by Ybarra, that minutes of the meeting of November 18, 1969 be approved as written cmd submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for Jewel Avenue (Private) Water and Sewer Line Construction, in accordance with Contract No. 348. It was moved by Malburg, seconded by Mai1liard, that the Clerk be instructed to open and read the bids submitted. Motion ca~ried. The Clerk opened and read the following bids: L.D.M. Pipe Line Inc. George Miller Construction Co. R. M. Vukanovich Construction Co. $ 39,099.00 45,685.95 46,544.75 It was moved by Anderson, seconded by Ybarra, that bids received for Jewel Avenue (Private) Water and Sewer Line Construction, in accordance with Contract No. 348, be referred to the Director of Public Works and the City Attorney for checking and report. Motion carried. Communication from Redi-Rain Mfg. Co., Inc. requesting a license to operate an aluminum permanent mold foundry at 2328 E. 49th Street, was read. It was moved by Ybarra, seconded by Anderson, that the request of Redi-Rain Mfg. Co., Inc. be referred to the Building Department with power to act. Motion carried. Communication from Pope & Wiley Cafeteria requesting a license to conduct an in-plant feeding business at 2700 S. Indiana Street, was read. It was moved by Ybarra, seconded by Anderson, that the request of Pope & Wiley Cafeteria be referred to the Building Department with power to act. Motion carried. Communication from Curwood, Inc. requesting a license to operate a sales and service office for packaging films at 2612 L~onis Blvd., was read. It was moved by Ybarra, seconded by Anderson, that the request of Curwood, Inc. be referred to the Building Department with power to act. Motion carried. !'"j/~ i ..;* I I -2- 12 2 69 Communication from Empire Carton Co., dated November 25, 1969, with reference to Certificate of Occupancy for the building at 5717 Santa Fe Avenue, requesting an extension to use this building for the next six months, was read. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Malburg, that communi- cation from Empire Carton Co., dated November 25, 1969, be referred to the Building and Fire Departments for investigation and report. Motion carried. Communication from the State of California - Transportation Agency, Department of Public Works, dated November 13, 1969, with reference to implementation of the Federal TOPICS program in California, requesting that consideration be given to the selection of a Coordinating Agent, was read. (Copy to each member of the City Council) It was moved by Mai11iard, seconded by Anderson, that communication from the State of California - Transportation Agency, Department of Public Works, dated November 13, 1969, be referred to the Director of Public Works for study and report. Motion carried. Communication from the Finance Committee, dated November 24, 1969, making certain enumerated recommendations, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that the recommendations of the Finance Committee, as enumerated in communi- cation dated November 24, 1969, be approved. Motion carried. Grant of Easement from the 4430 Corp., dated November 6, 1969, providing for easement needed to relocate 16 Kv lines from Atlantic Boulevard outside the City of Vernon to private property within the City, was presented. It was moved by Mai11iard, seconded by Ybarra, that Easement be accepted from the 4430 Corp. and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from R. H. King, Director of Public Works, dated November 24, 1969, transmitting a proposed License Agreement between the City of Vernon and Freed and Werber covering construction and maintenance of footing encroachment in Bandini Boulevard; and recommending that the agreement be approved and that the Mayor and the City Clerk be authorized to execute same on behalf of the City of Vernon, was read. It was moved by Mai11iard, seconded by Ybarra, that the recommendation of the Director of Public Works, dated November 24, 1969, be approved; and that the Mayor and the City Clerk be authorized to execute License Agreement between the City of Vernon and Freed and Werber covering construction and maintenance of footing encroachment in Bandini Boulevard. King, Director of Public Works, dated November 26, 1969, with reference to bids received for Wells 16 and 17 in accordance with Contract No. 347; recommending that Option II of the contract for construction of two wells be awarded to Roscoe Moss Company on the basis of their bid of $138,278.00, \~7as read. Resolution No. 3054 - A Resolution of the City Council of the City of Vernon, accepting the bid of Roscoe Moss Company fer Wells 16 and 17 in accordance with Contract No. 347 of the City of Vernon, was read. It was moved by Anderson, seconded by Mail1iard, that Resolution No. 3054 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mai11iard, Malburg, Ybarra Noes: None Absent: None Communication from R. H. Bockhacker, Police Chief, dated November 26, 1969, advising that Officer D. K. Branam has tendered his resignation effective as of the close of his tour of duty on December 7, 1969; and recommending that the resignation be accepted, was read. It was moved by Malburg, seconded by Ybarra, that the resignation of Officer D. K. Branam be accepted. Motion carried. Activity Log of the Police Department for the period November 16 to 30, 1969 inclusive, was presented. It was moved by Anderson, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. Communication from V. R. Bush, Superintendent of Building, dated November 28, 1969, advising that the Building, Fire and Health Departments have no objection to Pacific Packing Company locating a trailer at 4224 District Blvd. as long as the usual conditions are complied with, was read. It was moved by Malburg, seconded by Anderson, that Pacific Packing Company be authorized to use a 12' x 40' trailer on the premises at 4224 District Blvd., provided that said trailer is used only for the purposes as outlined in their letter dated November 17, 1969; provided that said trailer is not used for sleeping and/ or cooking purposes; provided that the requirements of all City departments are complied with and that all necessary City permits are obtained; and with a stipulation that the maximum time limit said trailer may be used shall be December 1, 1970. Motion carried. Communication from V. R. Bush, Superintendent of Building, dated November 28, 1969, advising that the Building and Fire Departments have investigated the matter of the boiler room enclosure for Selig Chemical Co. at 2840 So. Alameda Street and have determined that the code does not require a fire resistive enclosure for the boiler, was read. It was moved by Malburg, seconded by Ybarra, that communi- cation from the Superintendent of BUilding, dated November 28, 1969, be received and filed. Motion carried. I I -4- 12 2 69 Communication from the City of Maywood, dated November 28, 1969, regarding the use by Vernon of four alarm boxes within Maywood City limits, advising that the City Council has referred this matter to the City Attorney for preparation of a proper permit for consideration at the next regular Council meeting, was read. It was moved by Ybarra, seconded by Mai1liard, that communication from the City of Maywood, dated November 28, 1969, be received and filed. Motion carried. Communication from R. H. King, Director of Public Works, dated December 1, 1969, advising that Sully-Miller Contracting Company has completed the work of reconstructing First Street, South City Boundary to 57th Street, in accordance with Contract No. 342; and recommending that the work be accepted and that authority be granted to pay the contractor in accordance with the agreement, T,yas read. Resolution No. 3056 - A Resolution of the City Council of the City of Vernon, accepting the work of reconstructing First Street, South City Boundary to 57th Street, in accordance with Contract No. 342 of the City of Vernon, was read. It was moved by Mai1liard, seconded by Anderson, that Resolution No. 3056 be approved and adopted. Motion carried. King, Director of Public Works, dated December 2, 1969, transmitting a proposed agreement between the City of Vernon and the Los Angeles County Flood Control District for the deletion of permanent resurfacing on Project No. 8201, Line B in Santa Fe Avenue; and recommending that the proposed agree- ment be accepted, was read. It was moved by Mail1iard, seconded by Ybarra, that the recommendation of the Director of Public Works, dated December 2, 1969, be approved; and that the Mayor and the City Clerk be authorized to execute agreement between the City of Vernon and the Los Angeles County Flood Control District for the deletion of permanent resurfacing on Project No. 8201, Line B in Santa Fe Avenue. Motion carried. Resolution No. 3055 - A Resolution of the City Council of the City of Vernon, adopting a permit fee which shall apply to all permits granted pursuant to Ordinance No. 805 of the City of Vernon, was read. It was moved by Malburg, seconded by Ybarra, that Resolution No. 3055 be approved and adopted. Motion carried. I I -5- 12 2 69 Ordinance No. 806 - An Ordinance of the City of Vernon, fixing the rates to be charged for electrical energy distributed and supplied by said City of Vernon within its boundaries, and repealing Ordinances Nos. 766, 783, 786, and 803 of said City, was read by title for a first reading. It was moved by Anderson, seconded by Ybarra, that Ordinance No. 806 receive and pass a first reading. Motion carried. Ayes: Anderson, Furlong, Mail1iard, Malburg, Ybarra Noe s : None Absent: None ''Warrant Register No. 298" covering claims and demands presented during the period November 16 to 30, which includes Dema.nds Nos. 9-3043 to 9-3132 (both inclusive), drawn on the United California Bank, totaling $87,850.10 (Light and Power Warrants $2,351.92) (Accounting Period December, 1969), was examined and audited. It was moved by Mailliard, seconded by Ybarra, that ''Warrant Register No. 298" be approved and payment authorized for Demands Nos. 9-3043 to 9-3132 (both inclusive), with no exceptions. Motion carried.
