IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA COUNCIL PRESENl': Anderson, Furlong, Mai11iard, Ybarra COUNCIL ABSENT: Malburg The meeting was called to order by Mayor R. J. Furlong. It was moved by Mail1iard, seconded by Anderson, that minutes of the meeting of December 2, 1969 be approved as written and submitted. Motion carried. It was moved by Mailliard, seconded by Anderson, that Ordinance No. 806 receive a second reading by title. Motion carried. Ordinance No. 806 - An Ordinance of the City of Vernon, fixing the rates to be charged for electrical energy distributed and supplied by said City of Vernon within its boundaries, and repealing Ordinances Nos. 766, 783, 786 and 803 of said City, was read for a second reading by title. It was moved by Anderson, seconded by Mailliard, that Ordinance No. 806 receive and pass a second reading. Motion carried. Ayes: Anderson, Furlong, Mai11iard, Ybarra Noes: None Absent: Malburg It was moved by Mailliard, seconded by Ybarra, that in accordance with Government Code Section 36934, the reading of Ordinance No. 806 in full be waived; and that Ordinance No. 806 receive a third and final reading by title. It was moved by Mailliard, seconded by Anderson, that Ordinance No. 806 receive and pass a third reading and be adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Ybarra Noes: None Absent: Malburg Communication from The F1intkote Company, dated December 3, 1969, requesting permission to place an 8' x 8' Portable Guard Shack on the property at 57th and Alameda Streets to protect the Guard from the weather until such time that the plans for a permanent installation can be approved and installed, was read. (Copy to each member of the City Council) I I -2- 12 16 69 It was moved by Ybarra, seconded by Mai11iard, that The Flintkote Company be authorized to use an 8' x 8' Portable Guard Shack on the property at 57th and Alameda Streets, provided that said Guard Shack is used only for the purposes as outlined in their letter dated December 3, 1969; provided that said Guard Shack is not used for sleeping and/or cooking purposes; provided that the requirements of all City departments are complied with and that all necessary City permits are obtained; and with a stipulation that the maximum time limit said Guard Shack may be used shall be December 1, 1970. Motion carried. Communication from L. C. Husted, Fire Chief, dated December 3, 1969, requesting authority to re-hire John C. Marx as Hoseman, Grade 3, effective December 16, 1969, was read. It was moved by Ybarra, seconded by Anderson, that the request of the Fire Chief, dated December 3, 1969, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated December 9, 1969, requesting authority to advance certain personnel as listed, effective January 1, 1970, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that the request of the Fire Chief, dated December 9, 1969, be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated December 5, 1969, advising that Mr. Joe D. Lopez, Utility Man, Street Department, plans to retire from the service of the City effective December 31, 1969, was read. Resolution No. 3057 .. A Resolution of the City Council of the City of Vernon, commending Joe D. Lopez for his years of service to the City of Vernon, was read. It was moved by Anderson, seconded by Ybarra, that Resolution No. 3057 be approved and adopted. Motion carried. King, Director of Public Works, dated December 4, 1969, transmitting an easement for street purposes from Richard T. Jerome and Donna V. Jerome covering a portion of Bandini Boulevard; and recommending that the easement be accepted and that the grantor be advised of the official recordation, was read. It was moved by Mai1liard, seconded by Ybarra, that Easement be accepted from Richard T. Jerome and Donna V. Jerome, and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from R. H. King, Director of Public Works, dated November 10, 1969, outlining the understanding reached between Mr. Wayne A. Barsness representing Joseph T. Ryerson and Son, Inc., 4310 Bandini Boulevard, for the removal of the existing brick wall, sign and flag pole from the street setback area; and recommending that the City Council approve the provisions as outlined, was read. Motion carried. Communication from R. H. King, Director of Public Works, dated December 11, 1969, transmitting Contract No. 338 for recon- struction of Bandini Boulevard and 37th Street from Santa Fe Avenue to Atlantic Boulevard and Sierra Pine Avenue; and recommending that this contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 3059 - A Resolution of the City Council of the City of Vernon, approving Contract No. 338 for reconstruction of Bandini Boulevard and 37th Street from Santa Fe Avenue to Atlantic Boulevard and Sierra Pine Avenue, and giving notice inviting sealed proposals or bids in accordance with Contract No. 338 of the City of Vernon, was read. It was moved by Mailliard, seconded by Ybarra, that Resolution No. 3059 be approved and adopted. Motion carried. King, Director of Public Works, dated December 11, 1969, transmitting Contract No. 334 for Improve- ment of Santa Fe Avenue between Pacific Boulevard and Slauson Avenue; and recommending that this contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 3060 - A Resolution of the City Council of the City of Vernon, approving Contract No. 334, for improvement of Santa Fe Avenue between Pacific Boulevard and Slauson Avenue, and giving notice inviting sealed proposals or bids in accordance with Contract No. 334 of the City of Vernon, was read. It was moved by Ybarra, seconded by Anderson, that Resolution No. 3060 be approved and adopted. Motion carried. Wooten, Committee Chairman, dated December 4, 1969, requesting, on behalf of the Vernon Police Officers' Benefit Fund, permission to use the Engineering Department's lunchroom facility on Saturday, December 20, 1969, for the purpose of holding a Christmas Party for police officers' children, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that the Vernon Police Officers' Benefit Fund be granted permission to use the Engineering Department's lunchroom facility on Saturday, December 20, 1969, for the purpose of holding a Christmas Party for police officers' children, provided that certain measures are taken to insure the safety of the children as the Director of Public Works deems necessary. Motion carried. Communication from V. R. Bush, Superintendent of Building, dated December 5, 1969, recommending that 80% of the permit fee of $215.50 be refunded to Mr. Milton Farbstein as Permit No. 21314 has expired without any work having been acccmplished, was read. Motion carried. Communication from V. R. Bush, Superintendent of Building, dated December 8, 1969, advising that Mr. George N. Caprine will retire from the service of the City of Vernon at the close of business on December 31, 1969, was read. (Copy to each member of the City Council) Resolution No. 3058 - A Resolution of the City Council of the City of Vernon, commending George N. Caprine for his many years of service to the City of Vernon, was read. It was moved by Ybarra, seconded by Anderson, that Resolution No. 3058 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Ybarra Noes: None Absent: Malburg Communication from R. H. Bockhacker, Police Chief, dated December 8, 1969, requesting that Officer J. E. Prahm be advanced from Policeman, Grade 2 to Grade 1, effective January 1, 1970, was read. It was moved by Ybarra, seconded by Anderson, that the request of the Police Chief, dated December 8, 1969, be approved. Motion carried. Activity Log of the Police Department for the period December 1 to 15, 1969 inclusive, was presented. It was moved by Anderson, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. Communication from R. H. King, Director of Public Works, dated December 12, 1969, requesting authority to advance Adrian Yasutake to Engineering Aide II, Step 3, effective January 1, 1970, as he will have satisfactorily completed his probationary period, was read. It was moved by Mailliard, seconded by Ybarra, that the request of the Director of Public Works, dated December 12, 1969, be approved. Motion carried. Communication from the City of Maywood, dated December 11, 1969, transmitting duly executed original and duplicate copies of revocable permit for maintenance of four (4) telephone alarm boxes on the south side of Fruitland Avenue in the City of Maywood, was read. It was moved by Anderson, seconded by Ybarra, that the City of Vernon accept permit and conditions for maintenance of four (4) telephone alarm boxes on the south side of Fruitland Avenue in the City of Maywood; and that the Mayor and City Clerk be authorized to execute said permit on behalf of the City of Vernon. Hauger, Director of Environ- mental Health, dated December 12, 1969, transmitting the regulations as authorized by Section 2.16 of Ordinance No. 805 pertaining to the Operation of a Rubbish Disposal Service; pertaining to the Operation of Cesspool and Sump Pumping Vehicles; pertaining to the Operation of Rendering Plants and Offal Vehicles; and recommending that the City Council adopt the regulations as transmitted to be effective January 1, 1970, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that regulations pertaining to the Operation of a Rubbish Disposal Service; the Operation of Cesspool and Sump Pumping Vehicles; and the Operation of Rendering Plants and Offal Vehicles; be approved as submitted by the Director of Environmental Health, dated December 12, 1969, to be effective January 1, 1970. Motion carried. Report of Health Department Activities for the month of November, 1969, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that Report of Health Department Activities be received and filed. Motion carried. Communication from R. H. King, Director of Public Works, dated December 15, 1969, transmitting an easement for street purposes from T.I.M.E.-DC, Incorporated, covering a portion of Santa Fe Avenue; and recommending that the easement be accepted and that the grantor be advised of the official recordation, was read. It was moved by Ybarra, seconded by Anderson, that Easement be accepted from T.I.M.E.-DC, Incorporated, and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from Byron Jackson Pump Division, dated December 15, 1969, with reference to extension previously granted to use six trailers as temporary offices on their property at 2300 E. Vernon Avenue until December 31, 1969, requesting that permission to use these trailers as temporary offices be extended for not less than six months nor more than one year, was read. It was moved by Anderson, seconded by Ybarra, that Byron Jackson Pump Division be granted permission to use the six trailers located on their property at 2300 E. Vernon Avenue as temporary offices until December 31, 1970, subject to the conditions stipulated in the minutes of October 4, 1966. Motion carried. It was moved by Ybarra, seconded by Anderson, that Ordinance No. 807 be read, by title for a first reading. Motion carried. Ordinance No. 807 - An Ordinance of the City of Vernon regulating travel, stopping, standing, and parking of vehicles and pedestrians on the public streets and highways of the City of Vernon. incorporating certain provisions of the California Vehicle Code and repealing Ordinance No. 792 of the City of Vernon~ was read by title for a first reading. Ayes: Anderson, Furlong, Mai11iard, Ybarra Noes: None Absent: Malburg Resolution No. 3061 - A Resolution of the City Council of the City of Vernon, determining a newspaper of general circulation, authorizing a publication of notice of public hearing in the same, and scheduling a public hearing for the adoption of Ordinance No. 807, was read. It was moved by Ybarra, seconded by Anderson, that Resolution No. 3061 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Ybarra Noe s : None Absent: Malburg "Payroll Warrant Register No. 149" covering claims and demands presented during the period November 1 to November 30, which includes Demands Nos. 1630 to 1638 (both inclusive), drawn on the Crocker-Citizens National Bank, totaling $284,127.41 (Accounting Period November, 1969), was examined and audited. It was moved by Mai1liard, seconded by Ybarra, that "Payroll Warrant Register No. 149" be approved and payment authorized for Demands Nos. 1630 to 1638 (both inclusive), with no exceptions. Motion carried. It was moved by Mail1iard, seconded by Ybarra, that "Warrant Register No. 299" be approved and payment authorized for Demands Nos. 9-3133 to 9-3305 (both inclusive), with no exceptions.
